Perle Linked to Kurdish Oil Plan
Influential former Pentagon official Richard Perle has been exploring going into the oil business in Iraq and Kazakhstan, according to people with knowledge of the matter and documents outlining possible deals.
Mr. Perle, one of a group of security experts who began pushing the case for toppling Iraqi dictator Saddam Hussein about a decade ago, has been discussing a possible deal with officials of northern Iraq's Kurdistan regional government, including its Washington envoy, according to these people and the documents.
It would involve a tract called K18, near the Kurdish city of Erbil, according to documents describing the plan. A consortium founded by Turkish company AK Group International is seeking rights to drill there, the documents say. Potential backers include two Turkish companies as well as Kazakhstan, according to individuals involved.
AK's chief executive is Aydan Kodaloglu, who, like Mr. Perle, has been involved with the American Turkish Council, an advocacy group in Washington. She didn't respond to requests for comment. Phyllis Kaminsky, who identified herself as the U.S. contact for Ms. Kodaloglu, said she herself was aware of the drilling plan but referred questions about it to Mr. Perle.
"Richard would know the most," Ms. Kaminsky said. "He is involved, I know that."
People with knowledge of the discussions said they involve Alexander Mirtchev, a Washington consultant and adviser to the government of Kazakhstan, and an associate of his, Kaloyan Dimitrov. Mr. Perle has attended events promoting the interests of Kazakhstan, an oil-rich nation whose ruler, Nursultan Nazarbayev, is involved in a long-running U.S. investigation of 1990s-era oil-company bribery. Mr. Perle has publicly lauded President Nazarbayev as "visionary and wise," according to a publication distributed by the Kazakh embassy in Washington.
Mr. Perle said by email that Mr. Mirtchev is a friend of his who once spent a night at his vacation home in France. Mr. Perle said Mr. Mirtchev is "justly...proud of his influence on the liberalization of the Kazakh economy."
Asked about pursuing oil concessions, Mr. Perle said, "I am not involved in any consortium involving Mr. Mirtchev or Mr. Dimitrov, nor am I 'framing plans for a consortium'" involving either one. He declined to elaborate.
Brian Shaughnessy, a lawyer for Mr. Mirtchev, said his client "is not working on oil related projects in Kazakhstan or Kurdistan with Richard Perle, nor have they done any business deals of this nature." A lawyer for Mr. Dimitrov didn't respond to questions about oil discussions.
A spokesman for Qubat Talabani, the Kurdistan regional government's representative in the U.S., confirmed that the envoy had been approached by Mr. Perle. In a statement, Mr. Talabani said "one of my duties...is to seek out potential investors for our new, growing economy in Iraqi Kurdistan as well as respond...to all legitimate requests for investment information."
Kurdish authorities have been granting oil-drilling contracts even though Iraq's central government and the Bush administration want them to hold off until a national oil law is passed.
The K18 concession, which is estimated to hold 150 million or more barrels of oil, would potentially be operated by Houston-based Endeavour International, according to documents and people familiar with the discussions. A spokeswoman for Endeavour said, "At this point we wouldn't have anything definitely going on, and we wouldn't comment on anything that hadn't been publicly announced."
Mr. Perle also has explored obtaining an oil concession in Kazakhstan in tandem with a northern Iraq deal, according to people familiar with those discussions.
Mr. Perle, who was an assistant Defense secretary in the Reagan administration, is known for his strong support of Israel and hawkish views on arms control. In the early days of the Bush administration, he was one of the most influential proponents of U.S. military action to oust Iraq's President Hussein.
Mr. Perle was chairman of the Defense Policy Board, which advises the Pentagon, but resigned in March 2003 amid criticism of his role as an adviser to a telecom company that was seeking U.S. government approval for a sale to Asian investors. He is a scholar at the American Enterprise Institute think tank.

I talked to Kathy and she said she couldn't give me any instances herself. She forwarded to Joel and he says..........."Israeli settlers from Havat Maon unauthorized outpost (Hill 833) in the South Hebron Hills have repeatedly attacked children as they walk to elementry school in Tuwani. When I was attacked, I filmed the Israeli settler hurling stones at the group of children.
This is the fourth such incident this week."

We must always question anything we are not sure of and we must always be sure to never say any thing thats not true and verified. The last 8 years the neocons have been getting everyone's critisizm for that exact thing. And there are radicals on the left that are no better than those on the right.
Kathy didn't report that, but Joel did. Eyewitness account, no question.
It's an eye opener. But still don't condemn all Israeli for the actions of some. Our government hasn't been representing the feelings of a lot of our population lately for example.

Oil from Iraq : An Israeli pipedream?

"Israel stands to benefit greatly from the US led war on Iraq, primarily by getting rid of an implacable foe in President Saddam Hussein and the threat from the weapons of mass destruction he was alleged to possess. But it seems the Israelis have other things in mind.
An intriguing pointer to one potentially significant benefit was a report by Haaretz on 31 March that minister for national infrastructures Joseph Paritzky was considering the possibility of reopening the long-defunct oil pipeline from Mosul to the Mediterranean port of Haifa. With Israel lacking energy resources of its own and depending on highly expensive oil from Russia, reopening the pipeline would transform its economy.
To resume supplies from Mosul to Haifa would require the approval of whatever Iraqi government emerges and presumably the Jordanian government, through whose territory it would be likely to run. Paritzky's ministry was reported to have said on 9 April that it would hold discussions with Jordanian authorities on resuming oil supplies from Mosul, with one source saying the Jordanians were "optimistic". Jordan, aware of the deep political sensitivities involved, immediately denied there were any such talks.
Paritzky said he was certain the USA would respond favourably to the idea of resurrecting the pipeline. Indeed, according to Western diplomatic sources in the region, the USA has discussed this with Iraqi opposition groups.
It is understood from diplomatic sources that the Bush administration has said it will not support lifting UN sanctions on Iraq unless Saddam's successors agree to supply Israel with oil.
All of this lends weight to the theory that Bush's war is part of a masterplan to reshape the Middle East to serve Israel's interests. Haaretz quoted Paritzky as saying that the pipeline project is economically justifiable because it would dramatically reduce Israel's energy bill.
US efforts to get Iraqi oil to Israel are not surprising. Under a 1975 Memorandum of Understanding (MoU), the US guaranteed all Israel's oil needs in the event of a crisis. The MoU, which has been quietly renewed every five years, also committed the USA to construct and stock a supplementary strategic reserve for Israel, equivalent to some US$3bn in 2002. Special legislation was enacted to exempt Israel from restrictions on oil exports from the USA.
Moreover, the USA agreed to divert oil from its home market, even if that entailed domestic shortages, and guaranteed delivery of the promised oil in its own tankers if commercial shippers were unwilling or not available to carry the crude to Israel. All of this adds up to a potentially massive financial commitment.
The USA has another reason for supporting Paritzky's project: a land route for Iraqi oil direct to the Mediterranean would lessen US dependence on Gulf oil supplies. Direct access to the world's second-largest oil reserves (with the possibility of expansion through so-far untapped deposits) is an important strategic objective."

So the truth comes out: it was all about the oil: Richard Perle's oil. Seems like the "Prince of Darkness" has found himself a little oil patch near Erbil he plans to keep all for himself. This for a man who engineered the invasion of Iraq as the outgrowth of a neo-con plan to defeat Israel's enemies in the Mideast. [That plan, it should be noted, called for a new Pearl Harbor just like 9/11, whose Official Explanation has more holes than a barrel at the OK Corral.]
Well, I guess we can believe the neo-cons were really in it for themselves after all. Just like Silverstein, the owner of the Towers, who mopped up on $4 billion plus in insurance proceeds from what was the "opportunity" (Cheney, Rice) presented by 9/11.

I read that, but it didn't say anything about children being beaten.
A security expert? Does the reporter not realize that this putative security expert realize that the war that he wanted so badly and finally got has vastly increased the amount of insecurity in the world?

This was contradicted by reports late last month, including in the New York Times, of the Bush administration's thumbs up regarding Hunt Oil's contracts with the KRG.
I'll still give credit to the WSJ for even reporting the story, though. Given the Journal's readership, there is sure to be little outrage at the fact that one of the most militant members of the government-corporate complex could soon be profitting from an illegal war of which he was one of the foremost advocates.

It details the vicious beatings of Children by Jewish Settlers in the West Bank.
I too think the illegal settlements should be abandoned. And a two-state solution impelemented.
J-Street conducted an interesting poll recently showing about 2/3rd's of American Jews to be far less Hawkish than AIPAC. Which of course meant about 1/3rd were aligned with AIPAC.

I would like to agree with every posting above on Richard Perle and multiply his guilt times three.
This was one of the original architects of Iraq back in the 90's. He personally has the blood of every single soldier and Marine that died in his war or is crippled for life physically or mentally.
He also wears the blood of every single Iraqi killed in his criminal plan.
What I wouldn't give to see him carrying a rifle in Mosul about now.

The more interesting item of note in this story is the involvement of a Turkish company with the Kurdish government. If so, it would appear that the canniest political operators in this whole sick scenario are the Kurds. By involving a Turkish company, they have given a big disincentive to their most immediate and powerful opponent, Turkey, from invading and destroying all those oil profits. It would appear by including Perle and other scum bags, the Kurds are hedging their bets by spreading the risk and making it too expensive for the Turks to invade should an independent Kurdistan become a reality. Considering how badly history has treated the Kurds, one would almost cheer for them were they not in business with such utter scum.

Talk about irony, the government gives up it's constitutional obligations to issue coin (gave that job up to the FED), and the aforementioned intelligence/military machine (gave it to private contractors), all the while trying to take on new responsibilities wholly outside the purview of the government: propping up private companies, taking charge of morality - domestic and abroad - and its new stated goal of nation builder extraordinaire.
