The Keystone Pipeline: Too Dirty for George W. Bush?
The Keystone XL pipeline, recently approved by the US State Department and awaiting President Obama’s declaration that it is in the “national interest,” will carry oil that is too dirty for the US government to buy — under legislation signed by George W. Bush!
In 2007, President Bush signed into law Section 526 of the Energy Independence and National Security Act of 2007. It prohibits the US government, which is the largest single fuel purchaser in the U.S., from using taxpayer dollars to purchase fuels that have a higher carbon footprint than conventional oil.
This little-known law is significant because Congress crafted it, in part, with the explicit intent to block the US from buying Canadian tar sands oil — considered the dirtiest oil on the planet. With President Obama currently debating whether to authorize the construction of the Keystone Pipeline — which will funnel tar sands oil from Alberta into the the US — and more than 1000 activists arrested in front of the White House last month in protest the pipeline, the issue has moved to the front and center of the climate debate in recent weeks.
According to Congressman Henry Waxman, Chair of the House Energy Committee, the US purchase of tar sands oil would clearly violate Section 526. As he wrote in a letter to the Senate Commerce Committee in 2008, the law “applies to fuels derived from unconventional petroleum sources such as tar sands which produce significantly higher greenhouse gas emissions then are produced by comparable fuel from conventional sources.”
Meanwhile the Canadian government has been working behind the scenes to strike Section 526 from the books to clear the way for tar sands extraction. Using Freedom of Information requests, the Pembina Institute and Climate Action Network Canadian, uncovered a 2008 strategy memo by Canadian Embassy official Hélène Viau, which urged US oil lobbyists to send letters to the U.S. Department of Energy and the Department of State to show “concerns with regard to section 526 and argue that oil sands products should not be targeted by this provision,” and to develop “a comprehensive oil sands advocacy strategy to focus on outreach to allies, influencers, legislators, etc.”
And Big Oil lobby have taken Viau’s suggestions to heart. Matt Fox, senior vice-president of oil sands for ConocoPhillips warned US legislators that Section 526 “could bring [tar sands] development to a screeching halt. You’d have to think twice about oil sands development if your intention was to deliver oil to the lower '48.”
If President Obama elects to unilaterally disregard Section 526, the planet may be doomed. According to Bill McKibben, founder of 350.org and one of the leaders of the Keystone pipeline protests, the burning the recoverable oil in the Alberta tar sands by itself would raise the carbon in the atmosphere by 200 parts per million (ppm). It wasn’t hard to figure out that this would increase the 390 ppm carbon in the atmosphere today by more than half. Indeed, it would increase the gap between the current level and the safe level of 350 ppm five-fold.
The leading NASA climate change specialist James Hansen summed up what’s at stake saying: “If the tar sands are thrown into the mix it is essentially game over” for a viable planet.
While protecting the climate will ultimately require legislation and treaties, in the meantime it is essential to prevent the use of “extreme energy” fuels like the Alberta tar sands oil that will rapidly make climate change far worse.
Congress and President Bush showed wisdom in saying that the US should not and would not buy such oil. President Obama would be wise to find the Keystone XL pipeline — whose only purpose is to bring the world’s dirtiest oil to the US — is not in our national interest.

It's time to frame this for-oil-profit-interests ONLY decision as a THREAT to National Security! If the ensuing CO2 (and other toxic) emissions from this pipeline means "Game Over" for mankind, then it most definitely constitutes a threat to human life and ergo national security.
These oil behemoths MUST be stopped in their tracks. They're essentially fomenting the causes for war in the Middle East, causing the decimation of ecosystems, and holding back innovation upon, and investment in greener technologies.
Some legal force needs to stand up to the abuse of big money over not only citizens' rights, but the very RIGHT TO LIFE of all species, inclusive of our own!

No, we don't have a death wish. Many of us are disgusted, as well as embarassed about having such a filthy business here. Many of us up here hold protest. Not only do they want to build the pipeline down south, they want to build one across the Province of Alberta through British Columbia, which has high mountains, raging rivers and a jagged coastline right to the coast so oil tankers can transfer oil down south and even to China. Our coast is very turbulent with ferocious winds and even high risk of earthquakes. We vehemetly oppose the pipes down to the States as well as to our beautiful coast.
We have a conservative Prime Minister who has no concern about the environment - all he cares about is the economy. Very narrow, rigid, dim-wit as far as many of us are concerned. He got in with only 40% of the votes !!
Harper doesn't give a damn about the economy. All he cares about is Dough-rae-me- MONEY!
The problem with Canada is really the same as the problem with the USA (and the UK, and Germany, and France, etc. etc.): There's only one political party. The "other parties" are either fake, paid-off opposition, or minor/insignificant in size (and routinely barred from participation in public discourse).

Exactly. Always worth noting that Oblahblah planned months in advance to fly to Copenhagen in order to promote Chicago's bid for the 2020 summer olympics, but couldn't be moved to fly to the climate conference in Copenhagen until the last minute, and then only to sabotage it.
Silver lining: He sabotaged Chicago's olympics bid too, if unintentionally. :-)
Yes, how sad but true. Other than not having STARTED the "war" in Iraq and Afghanistan, Obama and Dubya make a nice couple. I wonder how Dubya let that bill slide under his radar-a real oilman would have NEVER stopped it, tar sands or not.

I've no doubt that The Manchurian Candidate will sign off on the Keystone XL pipeline, and then it will be up to roving gangs of outlaw environmentalists to blow the goddamn thing to kingdom come or find other ways to sabotage the fucker. If this pipeline becomes a reality, then the gloves will have to come off, and there will be war. Count on it.

Hey, this article starts out incorrectly. The Secretary of State has only signed off on the first process of public comments (the Environmental Impact). The second process (National Interest Public Comment) stage, started Aug 26 and ends Midnight October 9, 2011. Everyone needs to go to the Sec of State website:

Strongly oppose the Keystone XL toxic Tar Sands Oil Pipeline. It is not in our national interest to enable the Communist Chinese Government the ability to gain the Tar Sands Toxic oil by abusing the U.S. with this nightmare of a pipeline cutting through the heart of America threatening Aquifers in Nebraska and Texas, especially. If the Canadians want to sell their souls to Communist China, that is their business not ours. Vietnam Vets and Korean War Vets know that Communist China could give a crap about the welfare of the U.S. Many lives have been lost in wars as a result. The Communist Chinese Sacrificed a million lives by breaking a dam to flood the lowlands where the Japanese were advancing during their war with the Chinese without giving any of their own people advanced warning. Now we are sacrificing ourselves for this Communist Country. Not if I can help it. There is proof that the Communist Chinese are waiting with open arms for this pipeline to get this oil. Go to the website and put your public comment in now. It is unfortunate that the Sec of State has ignored the over 260,000, public environmental comments against the pipeline during the eviornmental comment stage vs the 67,000 comments for the pipeline. Don't give up the ship. Flood the Sec of State with comments during the Natl Interest phase. Let everyone you know submit a public comment during this phase. I am going to call for a GAO audit of comments after this second phase of Natl Interest Hearings is over. It will be interesting for the Sec of State to expain why she has ignored the comments of all of us who worked so hard at bringing the pitfalls of this project to her attention. By the way, this Bush thing is somewhat of a moot point seeing that we unfortunately already have Tar Sands flowing into the U.S. with the Keystone 1, pipeline already in operation.
According to another article on CD, because the US has a glut of oil, the products derived from tar sands isn't for the US market, so there's no problem with it violating Section 252.
BTW, W was also for regulating green house gases during his campaign against Gore. Does anyone seriously think that if the pipeline came up during W's term, he wouldn't have signed on in a heartbeat.
