The Real US Government
The Washington Post's Dana Priest demonstrates once again why she's easily one of the best investigative journalists in the nation -- if not the best -- with the publication of Part I of her series, co-written with William Arkin, detailing the sprawling, unaccountable, inexorably growing secret U.S. Government: what the article calls "Top Secret America." To the extent the series receives much substantive attention (and I doubt it will), the focus will likely be on the bureaucratic problems it documents: the massive redundancies, overlap, waste, and inefficiencies which plague this "hidden world, growing beyond control" -- as though everything would better if Top Secret America just functioned a bit more effectively. But the far more significant fact so compellingly illustrated by this first installment is the one I described last week when writing about the Obama administration's escalating war on whistle blowers:
Most of what the U.S. Government does of any significance -- literally -- occurs behind a vast wall of secrecy, completely unknown to the citizenry. . . . Secrecy is the religion of the political class, and the prime enabler of its corruption. That's why whistle blowers are among the most hated heretics. They're one of the very few classes of people able to shed a small amount of light on what actually takes place.
Virtually every fact Priest and Arkin disclose underscores this point. Here is their first sentence: "The top-secret world the government created in response to the terrorist attacks of Sept. 11, 2001, has become so large, so unwieldy and so secretive that no one knows how much money it costs, how many people it employs, how many programs exist within it or exactly how many agencies do the same work." This all "amounts to an alternative geography of the United States, a Top Secret America hidden from public view and lacking in thorough oversight." We chirp endlessly about the Congress, the White House, the Supreme Court, the Democrats and Republicans, but this is the Real U.S. Government: functioning in total darkness, beyond elections and parties, so secret, vast and powerful that it evades the control or knowledge of any one person or even any organization.
Anyone who thinks that's hyperbole should just read some of what Priest and Arkin chronicle. Consider this: "Every day, collection systems at the National Security Agency intercept and store 1.7 billion e-mails, phone calls and other types of communications." To call that an out-of-control, privacy-destroying Surveillance State is to understate the case. Equally understated is the observation that we have become a militarized nation living under an omnipotent, self-perpetuating, bankrupting National Security State. Here's but one flavoring anecdote:
Command centers, internal television networks, video walls, armored SUVs and personal security guards have also become the bling of national security.
"You can't find a four-star general without a security detail," said one three-star general now posted in Washington after years abroad. "Fear has caused everyone to have stuff. Then comes, 'If he has one, then I have to have one.' It's become a status symbol."
What's most noteworthy about all of this is that the objective endlessly invoked for why we must acquiesce to all of this -- National Security -- is not only unfulfilled by "Top Secret America," but actively subverted by it. During the FISA debate of 2008 -- when Democrats and Republicans joined together to legalize the Bush/Cheney warrantless eavesdropping program and vastly expand the NSA's authority to spy on the communications of Americans without judicial oversight -- it was constantly claimed that the Government must have greater domestic surveillance powers in order to Keep Us Safe. Thus, anyone who opposed the new spying law was accused of excessively valuing privacy and civil liberties at the expense of what, we are always told, matters most: Staying Safe.
But as I wrote many times back then -- often by interviewing and otherwise citing House Intelligence Committee member Rush Holt, who has been making this point repeatedly -- the more secret surveillance powers we vest in the Government, the more we allow the unchecked Surveillance State to grow, the more unsafe we become. That's because the public-private axis that is the Surveillance State already collects so much information about us, our activities and our communications -- so indiscriminately and on such a vast scale -- that it cannot possibly detect any actual national security threats. NSA whistle blower Adrienne Kinne, when exposing NSA eavesdropping abuses, warned of what ABC News described as "the waste of time spent listening to innocent Americans, instead of looking for the terrorist needle in the haystack." As Kinne put it:
By casting the net so wide and continuing to collect on Americans and aid organizations, it's almost like they're making the haystack bigger and it's harder to find that piece of information that might actually be useful to somebody. You're actually hurting our ability to effectively protect our national security.
The Government did not fail to detect the 9/11 attacks because it was unable to collect information relating to the plot. It did collect exactly that, but because it surveilled so much information, it was incapable of recognizing what it possessed ("connecting the dots"). Despite that, we have since then continuously expanded the Government's surveillance powers. Virtually every time the political class reveals some Scary New Event, it demands and obtains greater spying authorities (and, of course, more and more money). And each time that happens, its ability to detect actually relevant threats diminishes. As Priest and Arkin write:
The NSA sorts a fraction of those [1.7 billion e-mails, phone calls and other types of daily collected communications] into 70 separate databases. The same problem bedevils every other intelligence agency, none of which have enough analysts and translators for all this work.
The article details how ample information regarding alleged Ft. Hood shooter Nidal Hassan and attempted Christmas Day bomber Umar Abdulmutallab was collected but simply went unrecognized. As a result, our vaunted Surveillance State failed to stop the former attack and it was only an alert airplane passenger who thwarted the latter. So it isn't that we keep sacrificing our privacy to an always-growing National Security State in exchange for greater security. The opposite is true: we keep sacrificing our privacy to the always-growing National Security State in exchange for less security.

This world is so vast, secretive and well-funded that it's very difficult to imagine how it could ever be brought under control. That's particularly true given its inextricable intertwining with the private sector: the billions upon billions of dollars funneled from the Government to its private-sector "partners," which is the subject of the not-yet-published second installment of the Priest/Arkin article. As I wrote when examining the revolving public/private shuttling of former DNI and Booz Allen executive Michael McConnell:
In every way that matters, the separation between government and corporations is nonexistent, especially (though not only) when it comes to the National Security and Surveillance State. Indeed, so extreme is this overlap that even McConnell, when he was nominated to be Bush's DNI, told The New York Times that his ten years of working "outside the government," for Booz Allen, would not impede his ability to run the nation's intelligence functions. That's because his Booz Allen work was indistinguishable from working for the Government, and therefore -- as he put it -- being at Booz Allen "has allowed me to stay focused on national security and intelligence communities as a strategist and as a consultant. Therefore, in many respects, I never left."
As the NSA scandal revealed, private telecom giants and other corporations now occupy the central role in carrying out the government's domestic surveillance and intelligence activities -- almost always in the dark, beyond the reach of oversight or the law.
Long before the Priest/Arkin article, Tim Shorrock has been documenting this sprawling, secretive, merged public/private world that combines unchecked surveillance and national security powers with enormous corporate profits. So long as the word Terrorism continues to be able to strike fear in the hearts of enough citizens and media stars -- as Communism did before it -- the political class, no matter who is elected, will be petrified to oppose any of this, even if they wanted to, and why would they want to? They wouldn't and they don't. And it thus grows and becomes more powerful, all justified by endless appeals to The Terrorists.
That's why it is difficult to imagine -- short of some severe citizen unrest -- how any of this will be brought under control. One of the few scenarios one can envision for such unrest involves growing wealth disparities and increasingly conspicuous elite corruption. In The New York Times today, investment banker and former Clinton Treasury official Roger Altman announced that the alleged "tension between President Obama and the business community" can be solved only if the political class is willing to "fix Social Security" -- i.e., to slash Americans' retirement security. Sooner or later (probably sooner), one way or another (probably this way), that's going to happen. It's inevitable. As George Carlin put it several years ago, in an amazingly succinct summary of so many things:
And now, they're coming for your Social Security money - they want your fucking retirement money - they want it back - so they can give it to their criminal friends on Wall Street. And you know something? They'll get it. They'll get it all from you sooner or later. Because they own this fucking place. It's a Big Club: and you're not in it.
That's really the only relevant question: how much longer will Americans sit by passively and watch as a tiny elite become more bloated, more powerful, greedier, more corrupt and more unaccountable -- as the little economic security, privacy and freedom most citizens possess vanish further still? How long can this be sustained, where more and more money is poured into Endless War, a military that almost spends more than the rest of the world combined, where close to 50% of all U.S. tax revenue goes to military and intelligence spending, where the rich-poor gap grows seemingly without end, and the very people who virtually destroyed the world economy wallow in greater rewards than ever, all while the public infrastructure (both figuratively and literally) crumbles and the ruling class is openly collaborating on a bipartisan, public-private basis even to cut Social Security benefits?

"Security" is just another ploy to accelerate wealth transfer.
Although, they tell us they need to cut social security and other domestic programs to save money, none of the money that is cut will be SAVED, it will be redeployed to be used for ever greater bailouts for the banksters and other corporate criminals.

EXACTLY! There's a class war going on and the super rich are winning - no contest. War, "deficit reduction", bailouts, national security, "health-care reform", the "revolving door" between the regulators and the regulated, etc. etc., even "conspiracies" all seem to head in the same direction. They win; we lose. They're having a party at our expense, it's time we started showing up.

We are many; they are few! And it wouldn't hurt to try to convince the bouncers they should join us. This is why "class consciousness" is not only, not obsolete, but crucial. Class solidarity would would demonstrate to the bouncer that he is better off with us than serving the rich.

That comes out to about 5.67 e-mails for every man, woman and child in the US.

Your comment is also underscored by the fact, as a reviewer [Robert Steele] points out in the link that Greenwald provides to Tim Shorrock's book, that only an incredible 1 percent of the information that is gathered by all this clandestine information is ever looked at by a human being. Simply more evidence, it would appear, of the hysteria and paranoia used by the government [shades of the McCarthy era] in order to needlessly spy on people.
All this activity by our less than benign government is reminiscent of that cult British classic from the 1960s called The Prisoner when #6, wonderfully portrayed by Patrick McGoohan, cries out to his interrogators:
"I am not a number; I am a free man!".

Your comment seems to be erroneously suggesting that the spying and gathering of information of Americans is only reminiscent of what happened in the Soviet Union and Red China. You may wish to brush up a little on U.S. history as this same clandestine gathering of information which was aimed at harassing Americans also took place in the 1940s and 1950s when many Americans were grilled about their political beliefs by the House Committee on Unamerican Activities and Senator Joseph McCarthy. Those activities that took place in this country during that time period were certainly more indicative of what one expects to happen in a fascist country than in what is supposed to be a democratic nation.

I did not mean to lessen the extent to what occurred in the late 40's/early 50's. That dominant, perverse anti-communist witch hunt destroyed many just as the "war on terrorism" is doing today. Dominant ideologies with political/religious power behind them have destroyed (quite literally) many millions over the centuries. I was just trying to add a little to your thought.

We are in allota of trouble, if we do not Stand up by the Millions, and take back this Country... Corruption, Death by Healthcare, Oil, and Gas Fracking, Ignoring Unemployment Benifits to Americans, While Funding an Illigal War, Paying Outragious Energy Bills,Not to mention all our Chidren that are dying and being maimed in Far Away Lands, Making Deals with Countries we otherwise would never deal with, if it weren't, for dirty oil. Also they would not care about us, if we left them, and their Country alone !
What if we Stopped being at War, with Countries that have really done us no wrong. Instead we use Intelligence to determine the few hundred terrorist in the world. Suppose instead of letting our Neighbors die,or suffer without medication, we got RID of Health Insurance Companies. Who says we need them ? They do ... ! All we need is Doctors, and Patience. ! We pay enough taxes to pay all doctors very well, and Nurses much better than we do, and take care of every man, woman, and child in this Country. We do not have to have the same Healthcare as Canada, or France... we can develope our own. What is so terrible about helping your own Neighbor, when he is sick. The Billions we give Insurance co. cold easily be shifted to cover costs.
Whay if we told Oil, that we didn't want to just use oil, we developed better, greener, smarter ways. We know for a fact that we have many ways to keep our way of life going ,we just have to change the way we do it. Our Country should fund the changes ,and our American workers should champion technology, like we did in the 40's. Mass Surveillance in Prison America®
Many huge corporations, including Philip Morris, Procter and Gamble, and Wal-Mart, have begun experimenting with RFID spy chip technology. Gillette is leading the pack, and recently placed an order for up to 500 million RFID tags from a company called "Alien Technology" (I kid you not). These big companies envision a day when every single product on the face of the planet is tracked with RFID spy chips.
We have no way of knowing which packages contain these chips. While some chips are visible inside a package RFID chips can be well hidden. For example they can be sewn into the seams of clothes, sandwiched between layers of cardboard, molded into plastic or rubber, and integrated into consumer package design.
This technology is rapidly evolving and becoming more sophisticated. Now RFID spy chips can even be printed, meaning the dot on a printed letter "i" could be used to track you. In addition, the tell-tale copper antennas commonly seen attached to RFID chips can now be printed with conductive ink, making them nearly imperceptible. Companies are even experimenting with making the product packages themselves serve as antennas.
As you can see, it could soon be virtually impossible for someone to know whether a product or package contains an RFID spy chip.

It's not the "internet" that they want to kill, it's the spread of information that they deem to be a threat. It seems obvious that the "powers that be" love one aspect of the internet - how it can literally "tie" everyone together and put them all on invisible leashes, what they hate is the internets power to 'liberate' people from the huge political/military illusion that has been set up.

"Spychips" by Katherine Albrecht and Liz McIntyre. Excellent book! I read it about four years ago and wrote a review on Amazon for it. Mz. Albrecht and I emailed back and forth a couple times after I read it. She is a neat person, and she really knows her stuff. Most of the research they did for that book came DIRECTLY from the government and the corporations themselves -- their internal memos and emails, mission statements, board meeting minutes, etc. They weren't hiding exactly what they intend to do with us.

So, does he consider Labor Dept, HHS, the Interior Dept, HUD etc, of no significance, or is he implying that they operate under a vast wall of secrecy too?
I think writers like Greenwald need to be a little more specific and quit this treating the US government as some sort of monolithic entity. I work for MSHA, and I have yet to recieve any secret orders from the White House. And Sec. Solis was pretty upset when someone in the agency tore down posters in the Perkins building celebrating Gay and Lesbian Pride Day.
Mining Safety and Health Administration? Hmmm. Have you guys been doing anything "significant" to ensure the safety of...oh...I dont know...maybe...the nations coal miners?
I think he is pointing out that the policies of all the agencies you mention are decided by a corporate plutocracy that operates outside of any accountability or democratic process.
The most "significant" power centers of the corporate state - the financial system and the MIC - are TOTALLY outside of ANY democratic control, and most of what these power centers do "occurs behind a vast wall of secrecy, completely unknown to the citizenry..." or a reasonable facsimile thereof.
In other words, for all practical purposes, we are left in the dark about the most important matters and have no say in how these matters are going to be handled.

It would be more accurate to cite an example of a place where many good, idealistic street police work for a jurisdiction run by a corrupt chief in league with organized crime.
These individual officers, driven by noble motivation, often do prevent some harm to citizens.
For example, they may prevent some bandits from stealing the last few possessions of a homeless family.
Only in our case, our government and industrial business community comprise the corrupt jurisdiction. They might keep us from committing some crimes against one another, but we are all _ police, bandits and homeless family _ the victims of a much larger crime at the top.

I agree with you about the Tea-baggers. Government, if it functions properly, can represent the will and interests of ordinary citizens _ it's not an impossible Utopia dream. It works fairly effectively in parts of Europe.
In our own case, though, sadly, it's the Tea-baggers _ many with honorable intentions _ who're supporting a government-industry alliance that has in fact already thoroughly poisoned our air, water and food, and our minimum wage and safety rights are in the process of crumbling as we speak.

Not much can be done at this point.
Imagine partially squishing a pregnant black widow spider. You kill the mother, but then a thousand little ones appear from its belly, scurrying in all directions. You can't just squish one because they're everywhere.
Their longevity plan to stay in power forever is pretty impressive, though. If one sector is neutralized, it doesn't matter. Hell. they can rule the planet from one single sub or battle group.
Hopefully some of these "contractors" won't decide to become their own "nation" someplace.

The article starts out "with response to 9/11". I think 9/11 was another false flag like Operation Noward. Google it. Like we needed another Pearl Harbor to invade Iran for it's oil, they also were able to create a reason IN THE OPEN now for this massive transfer of wealth that is happening. In plain site.
Americans will not do anything or raise up. There are those private security (XE) to contain us. The borders are not being sealed to keep illegals out. They are being sealed to keep us in. Why did the FEMA camps become CT? Too much truth maybe?

If there was a REAL threat of "terrorism" all the security we would need would have been implemented right away after 9/11 (and as a temporary measure). But instead, it's all being implemented slowly, over time, proving there's no emergency. No REAL threat of terrorism.

Hitchcock pretty well proved the power to " implant " potentially horrifying images in the mind was the way to best control people. Telling someone you're going to cut off their ear and then pulling out a knife is a very effective way to manipulate and control without actually doin' the deed. Torturers in Iraq got a kick out of it but the mind fxxkers got the real info and usuable stuff. To actually maim, without killing, is bad PR and hardens the people you're most actively trying to persuade. In America, it is done thru economic depravation, by denying food shelter and clothing. The evangelical churches use this tactic to great effect with " the come to Jesus moment " methodology.

If you get tired of it all and leave, since poor & unreliable power means less RFID scanners, you still have to contend with your passport. New ones have a tracking chip in them. People have discussed wrapping them in foil when they're on your person, and hitting them hard with a hammer. Apparently they claim the passport is still good even it the chip in it fails. But if it gets hammered, your identity, Address, SSN, and walking path are not broadcast to every private corporation you walk by; many who's computers are easily hacked causing you identity theft nightmares.
I loved that old show "the Prisoner". Everybody was cheerful, milling around that fake town pretending they were just living their free lives, while the truth was the whole island was engineered just to monitor "Number Six" and drug the chit out of him every time he got close to figuring out how to get free of his tormentors.
Let's face it. We are all number six now.
