It was 1968, and Frank Rochelle was 20 years old and fresh out of Army boot camp when he saw notices posted around his base in Virginia asking for volunteers to test uniforms and equipment.

That might be a good break after the harsh weeks of boot camp, he thought, and signed up.
Instead of equipment testing, though, the Onslow County native found himself in a bizarre, CIA-funded drug testing and mind-control program, according to a lawsuit that he and five other veterans and Vietnam Veterans of America filed last week. The suit was filed in federal court in San Francisco against the Department of Defense and the CIA.
The plaintiffs seek to force the government to contact all the subjects of the experiments and give them proper health care.
The experiments have been the subject of congressional hearings, and in 2003 the U.S. Department of Veterans Affairs released a pamphlet said nearly 7,000 soldiers had been involved and more than 250 chemicals used on them, including hallucinogens such as LSD and PCP as well as biological and chemical agents. Lasting from 1950 to 1975, the experiments took place at Edgewood Arsenal in Maryland. According to the lawsuit, some of the volunteers were even implanted with electrical devices in an effort to control their behavior.
Rochelle, 60, who has come back to live in Onslow County, said in an interview Saturday that there were about two dozen volunteers when he was taken to Edgewood. Once there, they were asked to volunteer a second time, for drug testing. They were told that the experiments were harmless and that their health would be carefully monitored, not just during the tests but afterward, too.
The doctors running the experiments, though, couldn't have known the drugs were safe, because safety was one of the things they were trying to find out, Rochelle said.
"We volunteered, yes, but we were not fully aware of the dangers," he said. "None of us knew the kind of drugs they gave us, or the aftereffects they'd have."
Rochelle said he was given just one breath of a chemical in aerosol form that kept him drugged for two and a half days, struggling with visions. He said he saw animals coming out of the walls and his freckles moving like bugs under his skin. At one point, he tried to cut the freckles out with a razor.
Not all the men in his group tested drugs. But he said even those who just tested equipment were mistreated.
"Their idea of testing a gas mask was to give you a faulty one and put you in a gas chamber," he said. "It was just diabolical."
The tests lasted about two months. Later, Rochelle was sent to Vietnam.
Now he's rated 60 percent disabled by the VA, he said, and has struggled to keep his civilian job working on Marine bases. He has breathing problems, and his short- term memory is so bad that he once left his son at a gas station. Among other problems, he said, his doctor diagnosed post-traumatic stress disorder and said it came from the drug experiment. He has trouble sleeping and still sometimes has visions from the drug, he said.
A big goal of the lawsuit, Rochelle said, is to get the word out to the thousands of soldiers who were tested. Some may have forgotten all about the tests and not know that's why they have health problems now.

Where have we heard this before. Oh yes, from the War Resisters trying to stay in Canada after deciding that they do not wish to go back to Iraq.
In both cases, consent was given - but it was not an informed consent since certain bits of information which may have influenced their decision was intentionally withheld.
Seems to me that consent gained under false presences is not true consent at all. This is not what they signed up for!

i find that most people don't want to know that they have been lied to....get quite defensive about being "fooled"...and when presented with too many overwhelming truths people glaze over as their minds overload.

Acid Dreams presents what's known from the Congressional Church Committee hearings (held in 1975, I think) about MK-ULTRA and similar mind control CIA projects. However, the book also suggests that the 1960s drug experimentation was partly buffeted by open-air CIA experiments. Maybe the idea was to quell dissent by spreading drugs, which no doubt destroyed some people's lives.
Acid Dreams excellently dissects the differences between the hippies (who wanted to drop out of society) and the new left, which insisted on civil rights. Those two viewpoints should never be confused, as the right wing likes to do.
In the end, LSD was seen as a psychomimetic, reflecting the person's own mental state. It wasn't good for interrogations or disabling the enemy - supposed uses that the agency was testing, typically on the unwitting.

Thoughts_Into_Action January 14th, 2009 2:28 am, I've been told by someone who may or may not know what they're talking about that the CIA, FBI and other govenrment agencies were very concerned about the youth revolution of the '60s, especially the desire to end war, the draft and nuclear testing. Powerful elitists such as J. Edgar Hoover were worried that a leader would emerge to unite blacks, poor whites and the youth movement into a solid voting block and clean house in Washington. (Martin Luther King Jr was becoming that kind of leader when he was killed in 1968. His rhetoric had moved beyond civil rights to anti-war, anti-poverty activism.) Allegedly, drug use was secretly encouraged among the young for two principal reasons: 1) The 'worst' -- i.e.: most political and effective -- of the peace and anti-draft, anti-military activists could be arrested and incarcerated on drug charges, keeping them from forming organizations that could effectively challenge the power structure; drugs could be easily planted if they weren't users, and who would believe them if they protested they didn't have any pot in the closet? 2) Stoned people make very bad political activists, and junkies are enslaved by their habit. Supposedly it was hoped all of the 'hippies' would be too high to even vote, which was mostly the case.
As we know from Gary Webb, the CIA actively distributed crack and coke in inner city black neighborhoods in the '80s; this story posits that they started earlier, but with much the same intentions.
You've come up with plausible explanations. I think you are explaining the later phase - when President Nixon began the so-called "war on drugs," criminalizing drug use in the United States. Certainly, no one wants people addicted to drugs, and therapy may be one approach to dealing with that, but the war on drugs has a secondary effect, which is to limit civil liberties and pour money into police forces, both national and local.

Thoughts_Into_Action January 15th, 2009 1:48 am, absolutely, the War on Drugs was used to expand police power and attack civil liberties in the name of protecting us from drugs. Today there's a raft of Supreme Court-sanctioned drug legislation that entitles the government to seize your property and freeze your bank accounts without trial, and return it at their leisure, if they ever return it at all. Without a conviction on any charge, and even if you're found innocent, you can be rendered broke and homeless merely because the state accused you of having drugs. It's incredible.
I've always wondered why would the CIA would need to raise money by trafficking drugs, I mean come on- it's a government organization. But one thing I've heard that logically fits better is the use of drugs as weapons. The classic example is Afghan poppies fields, producing heroin... and trafficked to Russia essentially to create and fuel a drug pandemic for the communists during the Cold War. Attacking their young men through addiction, destitution, drug induced apathy, health problems, and capital flight.
I wonder what the heroin situation is in China these days?

It's thought that the CIA allows drug trafficing to finance so-called "black ops" - stuff that's not for review by U.S. elected officials. However, I understand that quite a lot of the U.S. intelligence and defense budgets are black. Senators and representatives, who supposedly make decisions about funding and who even have security clearances, don't know what's being funded.
Ultimately, black ops result only in the U.S. public not knowing what their tax dollars are funding. The victims of the black ops certainly understand the policy.
In the case of Vietnam, I think McCoy explained that the Hmong tribes traditional got their income from selling poppies and the CIA was enlisting their help in the U.S. war against Vietnam. So, the agency just enabled the trade.

It used to be that the military didn't really fuck with you until your enlistment was up. They wanted to squeeze every drop of life out of you first and then they would hand you over to the VA to do experiments on veterans. Nowadays they must be so hard up that they can't wait for the enlisted man to finish his enlistment. With our soon to be privatized military it won't make much difference in the future. We will all be guinea pigs.

I guess, many people have never heard of Sidney Gottlieb, also known as Joseph Schneider......Diretor of "The House of Horrors" Division of Technical Services for the CIA.....He was recruited by the CIA and later became known as "Dr Death".
Frank Olson was a scientist in the Special Chemical Operations at Fort Detrick, Maryland (same place as the Anthrax Lab)....Olson was upset with the experiments with LSD in 1953 after he was given a drink with LSD in it. Because the program was at risk, Gottlieb got permission from Richard Helms to protect the program.....Ten days later, Olson flew off the Hotel Statler´s terrace in Manhatten, alleged suicide, NOT. There was even the Minister of Interior for Mexico who was responsible for investigating the drug traffic (Remember,September 2007, a plane with 3.3 tons of Cocaine went down in Northern Mexico and that same plane had been used in 3 CIA Rendition Flights to Guantanamo.). His plane did the same thing, on its approach to the Mexico City airport, it took a nose dive........

Excellent information, thanks for sharing. I'm thinking that the method by which the CIA (the bad guy CIA, I hope there's at least a handfull of 'good guy' CIA, hopefully) is taking these private planes down is by rigging the landing flaps to fail, reverse, or work one down one up so as to make them behave like ailerons instead of flaps, putting the plane into a quick spin on landing approach- before the pilot can realize what's going on. And ofcourse since flaps are essentially 'brakes' when landing- the pilots are probably prone to applying even more flaps trying to slow themselves down while they sort out the problem.
I believe that flap control settings are differentiated on the actual control lever. You have one setting that is made for take off (slight application of flaps to provide extra lift). Then you have a series of graduated settings for landing- approach (partial flaps), possibly a 2nd approach setting, and landing (full flaps). If some goon gains access to your unguarded plane sitting at the airport overnight... I bet they probably have a technique where as they fuck with the control linkages between the control lever and flaps themselves- on the full flaps setting.
The pilot then makes his approach, get's close to the ground, applies full flaps which now behave like ailerons, goes into a spin and WHAMO!!
There was a story somewhere saying that Mike Connels buddy had been warning him to refrain from flying. And- that they had been having weird technical problems with his plane a few weeks before the crash, of which they 'fixed' and got working again. Sounds like someone out 'fixed' them.

tcolon- You're right, just think of all the people who still think of the U.S. as "good". In other words, as a parent figure who would never do harm. The key to having a government by the people and for the people is to assist understanding of just how far a government will go to achieve it's ends. Children of military personnel were taken and tortured at many army bases and university hospitals. Then, if they tried to sue, it was said by the CIA_owned "False Memory Syndrome Foundation" that a therapist had caused the adult-child to conjure up false claims. So it is good that these soldiers are suing.

Yes, after all these years, William Colby was taken out. He was a damn fine sailor and never would have drown under the conditions in Washington at that time. And many others who took a stand, in spite of their oath, are also missing in action, nameless heros of the cold war. And NO, we the people are not, or have ever been in power since Nixon took office. Interestingly, your own government is actually more concerned about its own citizens than terrorist. We, as it turns out, are the enemy of the current political status quo.

Naomi Klein makes a vague reference to Orlikow et al vs the United States on page 31 of Shock Doctrine (your page 28). Val Orlikow's husband, David Orlikow was a politican - an MLA for the NDP from 1958 to 1962 and an MP for the NDP from 1962 to 1968.
Naomi Klein's husband is Avi Lewis. Avi's grandfather, David Lewis, was an NDP MP from 1962 to 1974 - meaning that he was in the House of Commons the same time David Orlikow was. In fact, the Orlikow case was at topic of conversation in the House of Commons during the Brian Mulroney / Ronald Reagan era.

Dead GI January 12th, 2009 4:52 pm, thanks for that list of horrors, but you left off the infamous 'Nightbreaker' and 'Operation Buster Jangle' experiments that ran from the late '40s until 1963. During those years the Army subjected thousands of our soldiers and sailors to radiation from aboveground nuclear testing, often subjecting them to 'rads' beyond safe levels to coldheartedly gauge the combat effectiveness of military personnel with 'mild' radiation poisoning. The soldiers were never informed they were the subjects of such an experiment -- on the contrary, they were assured it was completely safe. (There's a 1989 movie with Martin Sheen, "Nightbreaker," that deals with this subject.) Needless to say, most of these men came down with illnesses related to radiation exposure later in life, but were unable to collect any compensation until 1988 when Congress passed the Nuclear Veterans Radiation Exposure Compensation Act, which typically amounts to $75,000 per patient.
Another item: In the late 1950s, the Atomic Energy Commission (AEC), the US agency that oversaw and approved the A-bomb and H-bomb tests of that era, discovered to their shock that upper atmospheric jetstreams had been picking up some of the invisible radiation from each test since 1945 and dumping it in various parts of the country. I read one evaluation that claimed every major city in the US had been accidentally exposed in this manner to medium to high levels of fallout -- enough to cause illnesses such as lung cancer and leukemia in the long term. (Lung cancer rates, for example, rose steadily in the '60s and '70s -- the increases were blamed on smoking, yet there were just as many smokers before the Atomic Age without those spiking rates of disease.) The AEC stopped testing aboveground in 1963, but the damage had been done. Naturally, this information was covered up -- it was thought that if the American public knew that radiation from atomic weaponry were poisoning their children, they might not only demand a stop to testing, but even an elimination of nuclear weapons altogether, and would want the members of the military and the scientists involved prosecuted for second-degree murder. The Pentagon and the scientific community, of course, couldn't allow that to happen.
In 1964, the Surgeon General issued his report citing cigarettes as the leading cause of lung cancer in the US, and no further questions were asked regarding the fallout from nuclear testing polluting our atmosphere.
If you have any doubts regarding the unpredictability of fallout dispersion in the upper atmosphere, just read the details of the Chernobyl reactor meltdown in 1986. A relatively low level of nuclear particulate, much lower than an atomic bomb test, was released into the atmosphere from the Russian power plant's failed reactor, yet there were cows giving irradiated milk in Sweden a thousand miles away.

Some of the torture techniques implemented by the Americans in Iraq are in violation of Geneva Conventions. On September 25, 2008 before the Senate Armed Services Committee Hearing on Capitol Hill, Air Force Instructor and Iraq veteran Colonel Steven Kleinman testified that "he witnessed a deliberate program of what he called "punishment" against Iraqi prisoners." According to him, "forced nudity, sleep deprivation and painful shackling were all used against those who wouldn’t cooperate with US interrogators." These techniques are "the same as those taught in a Pentagon program to prepare US service members for what they would experience under foreign captors who don’t respect the Geneva Conventions."
The Pentagon’s program is called Survival, Evasion, Resistance, Escape (SERE). The physical and psychological pressures used in SERE resistance training include: sensory deprivation, sleep disruption, stress positions, waterboarding and slapping. The Joint Personal Recovery Agency (JPRA) manual talks about "coercive pressures" like keeping the lights on always, and treating a person (enemy) like an animal.
However, Kleinman failed to report that the torture programs implemented by the CIA and the US Military Intelligence in Iraq and elsewhere are the decades-long programs developed by these two agencies.
The Abu Ghraib photos of prisoners in hooding, stress positions, extreme intimidation with ferocious dogs and sexual humiliation reveal the psychological and physical torture that the CIA has been employing for years. Realizing that the psychological torture produces better results than the physical torture, the CIA in 1950s and 1960s was involved in a program called Mkultra. As a result, from 1950 to 1962, the CIA became involved in torture through a massive mind-control effort, with psychological warfare and secret research into human consciousness that reached a cost of a billion dollars annually—a veritable Manhattan Project of the mind.
The PSYWAR methods developed in Mkultra have been "refined" as described in the CIA’s torture manual KUBARK Counterintelligence Interrogation and the Human Resource Exploitation Training Manual–1983 (HRE). The methods described in these two documents include: forced drugging, hooding, sexual humiliation, extended sensory deprivation, prolonged interrogation, environmental and dietary manipulation, beatings, stress positions and other methods of "self-inflicted pain." Kleinman informed that he witnessed an Iraqi prisoner forced to kneel beneath a spotlight and repeatedly hit across the face with every answer he gave, and the interrogators were baffled when he tried to stop the beating.

These, and other tortures of the same sort, were the 'brainwashing' techniques used by the North in the Korean War. My uncle was an Army Ranger in that conflict and he brought broken American POWs back home after they had been brainwashed in NK prison camps. He mentioned in the succeeding decades how disgusted and outraged he was that the 'barbaric monsters' of communist North Korea would resort to driving an enlisted man insane through torture, an insanity from which many didn't recover, and how glad he was that the US would never treat its prisoners this way. How far we've fallen.

The problem is that they can't - because of the unholy fornication between the CIA the the psychiatric association - meaning that one will have trouble finding a doctor who doesn't think that one is imagining something that didn't really happen.
The problem is that when one is in a suggestive state - whether it be hypnosis, drugs or just being half asleep, one IS fairly suggestible (which is why they have informercials on late at night, BTW). The other problem is that, unless you grew up knowing about the antics of Ewan Cameron (the first of 9 who sued the CIA because of Cameron was a local MP), this stuff seems pretty unbelievable.
If you look at the work of Elizabeth Loftus, she was able to do quite a few things without much coercion. She got her students to convince their younger siblings that they were lost in the mall. She also got university students to believe that they shook hands with either Bugs Bunny or Ariel (the Little Mermaid) in Disney Land. I will leave it to you to figure out why both would be impossible.
As far as altering memory goes, it is fairly easy to convince a person during the summer that winter does not exist (ie that snow and cold is just a figment of their imagination). However, it is quite hard to do so in North Dakota in January.
What they are doing to these soldiers is metaphorically telling them that there is no such thing as snow when the effects of winter never ends for them. Also, these are things that were not recently recovered because they were never forgotten.

We were interviewed about four real experiences from childhood, and one false one...
(the real experiences were providedby family members contacted by the university)...
We returned twice more to see if we could recall more details of those experiences each time...
Of the five hundred participants, only two people didn't adopt a false memory by the third interview...
Whether this was folks appeasing their interviewers, or not wanting to appear forgetful to themselves...
The results are staggeringly sobering on how easily most people are willing to go along to get along...
Even creating a false memory when asked, "are you sure?" when you say that something didn't happen...
Tell a lie often enough, and people will believe it to be true, even for arbitrary childhood experiences...

How true. My friend who happens to be a psychologist is outraged, as are her colleagues, that the largest organization for the profession has refused to order its members not to cooperate with torture or misuse of psychological techniques for commercial purposes. Not surprising, since some of those on the ruling board participated in military or commercial work. Here's another 'how far we've fallen': 20 years ago this would not have even been a question; of course you didn't use your knowledge to facilitate the torture of others or peddle junk food to kids.
I don't know much about Elizabeth Loftus, but I have read her name in connection with memory experiments wherein a 'leader' (an actor) intentionally disseminates false information to a group and changes the opinion on a topic, say something they just learned in history, by dint of intimidation and bluster. As I remember, the conclusion of the studies, not written by Loftus, was that the majority of Americans really have no strong personal opinions on any subject or, at least, not strong enough to resist a self-assured and bombastic personality. If you ever wonder why right-wing talk radio works, these experiments demonstrate clearly how suggestible most people are to anyone, no matter how wrong, who seems to know the answer and is willing to talk over and ridicule everyone else in the group.

Seems like they are talking about the same symptoms to me. We have people who can't handle chemicals as well as other people and the people who are supposed to be helping them are telling them to give up their "delusions" and that if they try to get other people to change their behaviour concerning chemicals (ie use less around them) that there will be "serious consequences".
Yesterday there was a commercial for GAIN detergent saying that the person was so mellow that they keep forgetting that they are doing laundry. "Scent" is the new Tobacco.
