Justice Dept. Finds Many Flaws in FBI Terror Watch List
WASHINGTON - The Federal Bureau of Investigation has improperly kept nearly 24,000 people on a terrorist watch list based on outdated or sometimes irrelevant information, while it missed others with legitimate terror ties who should have been on the list, according to a Justice Department report released Wednesday.

(AFP/File/Mandel Ngan) The report said the mistakes posed a risk to national security, because of the failure to flag actual suspected terrorists, as well as an unnecessary nuisance for non-suspects who may be questioned at a traffic stops or stopped from boarding an airplane.
By the beginning of 2009, the report said, the government's terrorist watch lists included about 400,000 people, listed as 1.1 million names and aliases, an exponential growth from the days before the attacks of Sept. 11, 2001, when it included fewer than two dozen people.
Intelligence officials say the watch lists have allowed different agencies to work together in an effort to prevent the type of breakdown that allowed two of the Sept. 11 hijackers to enter the United States even though they were known to the Central Intelligence Agencies for their terrorist ties.
The new Justice Department report provided the most authoritative statistical account to date of the problems connected with the watch lists and confirmed some assertions made by critics of the process. An earlier report by the inspector general, released in March 2008, looked mainly at flaws in the system.
The list has long been a target of public criticism, particularly after well-publicized incidents in which politicians including Senator Edward M. Kennedy of Massachusetts and Representative John Lewis of Georgia accidentally showed up on the lists. People with names similar to actual terrorists have complained that it can take months to remove their names from the list, and civil rights advocates charge that anti-war protesters, Muslim activists and others have been put on the lists and stopped at airports for political reasons.
The report, by the Justice Department inspector general's office, looked mainly at the F.B.I., which took the lead in 2004 for maintaining a consolidated terrorist watch list for all agencies throughout the federal government.
One of the biggest problems identified in the report was the use of outdated information, or material unconnected to terrorism, to keep people on the F.B.I.'s own terror watch list. The report examined nearly 69,000 watch lists referrals brought or processed by the F.B.I. and found that 35 percent of the people, both Americans and foreigners, remained on the list despite inadequate justification.
"Many of these watch-listed records were associated with outdated terrorism case classifications or case classifications unrelated to terrorism," the report said. In some cases, the people on the watch lists were the subjects of F.B.I. investigations that had been closed years earlier without action, yet their names had either never been removed, or not in a timely fashion.
Potentially even more problematic were the cases of people who were not on the watch lists despite evidence of terrorist ties.
The inspector general looked at a sampling of 216 F.B.I. terrorism investigations, and found that in 15 percent of those cases, a total of 35 subjects were not referred to the terror watch list even though they should have been.
In one case, for instance, a United States Army Special Forces soldier was investigated and ultimately convicted for stealing some 16,500 round of ammunition, C-4 explosives and other material from Afghanistan and shipping them to the United States in what investigators suspected might be the makings of a domestic terror plot. Yet the suspect was not placed on the watch list for nearly five months after the investigation was opened against him.
"We believe that the FBI's failure to consistently nominate subjects of international and domestic terrorism investigations to the terrorist watch list could pose a risk to national security," the inspector general said. The director of the Washington office of the American Civil Liberties Union, Caroline Fredrickson, said her group's monitoring of the watch lists indicates that the problems identified at the F.B.I. are endemic to entire system.
"What this report really shows is that on both ends, the lists are really over-inclusive and under-inclusive," she said in an interview. "With 1.1 million names, there's all sorts of problems that have larded it up, and the whole thing just really needs to be torn down and start a new system."
The F.B.I. adopted all 16 of the inspector general's recommendations for improving watch list operations, including better training and faster processing of referrals. The agency said in a statement that "we remain committed to improving our watch list policy and practices to ensure the proper balance between national security protection and the need for accurate, efficient and streamlined watch-listing processes."

Show AllThe so called ``Terror Watch List'' is a complete and utter joke. I personally know of an immigrant doctor, recently naturalized, who was put on the no fly list and was not allowed to use flights as a result. I contacted the ACLU's local chapter on his behalf and eventually helped him come off it.
What intrigues me is this. If the authorities believe someone is an imminent threat, on whatever grounds, why don't they just charge him in a court of law rather than ban them from flying. After all, if a suspect is good enough to use trains, buses, shopping malls, etc, why should they be discriminated on planes alone ? After all, aircraft and and airports are not the only potential terrorist targets.
You touch upon the point of why this list is unconstitutional. People are put on this list with no due process.

It seems that our intelligence agencies have never advanced beyond the McCarthy era/error.

They broke into my house using national security letters and found personal private information about me to make the county believe I was a threat.They watched my emails and my internet usage.
There is nothing I own ,or do on the internet ,that is strange or evil that millions of Americans dont already do every day. But these christian community watch lunatics needed ammo, so porn and sex toys with mild drug usage is what they used to target me.
Then they went to town with character assination.The montra of the right wing repbulican lunatics. Then they brought in all their low life dogs from all over the state to work their gang stalking torture magic.
They used me to build a rank and file network of 24/7 spys and stalkers over 5 countys.

They will never let that secret out, and would probably kill me first. All the while , building their torture spy network, get in their cross hairs, and they will destroy you, your family.
Trust me, I am alive today only because I made them respect me , by not being afraid and buying a fast motor cycle to cover 5 countys in a game of cat and mouse. They needed to build their networks and I helped them do it.
Since they all signed on with loyalty oaths, I can only wait for a high ranking whistle blower to approach me and help me.

Sibel Edmonds! Look up what she has been telling readers for ... years now about the FBI. It's very important information and while I and most other people can't first-hand say that what she says is true, I believe that what she describes is true. She had a Web site, or still does, and I don't have the bookmark any longer, but the site is easy enough to find. I believe to recall that she was or is also member of some activist group or organisation, perhaps related to the need to re-open the 9-11 investigations, but I also forget what the name is for this group.
Not only "bad apples" are in the FBI, but there evidently are too many, nevertheless.

The fact is the type of torture that was and is used on prisoners of the psychopathic Bush regime was used by the Soviets and the Chinese to get the political prisoners to recite false confessions of crimes they never committed. Guantanamo existed as part of the Bush cheney regime's attempts to cover up the reality of 9/11. What the Bush regime did and now possibly the Obama administration is continuing is to cover up one of the greatest crimes ever committed. The Bush administration in collaboration with others engineered the false flag operation we know as 9/11. A false flag operation, of which Israel is famous for, is one in which the intent is to blame another nation or another group as in this case. Blow something up and make it look like al ciada did it and even blame it on Saddam which is exactly what Bush did in the minutes following 9/11. It was a false flag new pearl harbor which the Pnac(project for a new american century-- a cabal of neocon dual citizen israelis and people like Dick cheney that formed an alliance with them) stated on their web site they needed to justify an invasion of Iraq and creating a massive military campaign against Arabs. The PNAC folk gathered circa 1995 and signed onto a statement declaring the need to overthrow the government of Iraq
and in so doing strengthening the geopolitical interests of Israel. All this has lead to the deaths of millions of innocent Iraqis and thousands of innocent Americans and others. All this for an alliance of psychopathic pigs which still are free to promote the continuance of this nightmare.

I don't know that torture of this above kind or purpose was invented by either the Soviets or Chinese and recently read that it's not new for the U.S., that the U.S. directly and/or indirectly employed torture, and that "extraordinary renditioning" was not started by the Bush-Cheney admin., but that the Bill Clinton admin. had used it. What the article said about the Clinton admin. was that the admin. employed renditioning of detainees to Egypt and other governments that practice torture, where the U.S. [knew] severe torture would be used and perhaps also death penalty; but the admin. did this with far fewer individuals than the Bush-Cheney admin. did, having renditioned I think around 16 persons, who apparently were guilty of real crimes. That they were guilty of real crimes does not justify renditioning them to torture, brutal Egyptian government hands, imo, but the article seemed to be meant to imply or infer that the contrary was true for the author of the piece.
I don't recall that article saying that the Clinton admin. used, directly or indirectly, torture for the purpose of getting false confessions though and think the author didn't say this, but am not sure and don't recall which article it was, so I won't try to look for it now.

Fine, beautiful land, yes, but U.S. history is like thoroughly hell! We only need to carefully consider what U.S. history, particularly the extremely underreported parts, consist of. It's been hellbent [genocidal] throughout, around 99% throughout anyway. The first relatively few newcomers known as the Puritans were apparently excellent in their conduct with American Indians, but this part of U.S. history is extremely short.
And that's only with respect to continental USA, for its history, internationally, also consists, very much, of hell!
See the John Pilger documentaries, like the one he won (I believe) a One World award for in ... I think 2008, the film entitled, 'War on Democracy', for which there are free copies of ... over an hour long, f.e. There are other important and revealing documentaries on covered-up U.S. history internationally.
I can't say what the validity is in Wade Frazier's essays on, f.e., 'American Empire', or in other essays by him on (very much anyway) the topic of U.S. history vis-a-vis American Indians, but he seems to be very truthful and knowledgeable, as well as exhaustive in his coverage. His website is at www.ahealedplanet.net and I seriously recommend these essays by him, only wishing I could have the kind of authoritative knowledge that would permit me to know if he is mistaken, at all, in what he ... exhaustively says or describes.
He also has other essays, like on "free energy" and other energy-related topics, but I haven't read these yet and am not technically or technologically qualified to give an expert opinion on what he says in these pieces, either.
I don't know what people think is so great about the USA.
You're entitled to your beliefs, I of course disagree with them in part. Everything I wrote in my note can be determined to be factual and well founded by careful research, that is my conclusion.
When I refer to the greatness and magnificence of the United States, I in no way shape or form refer to the criminals that have hijacked it or that have operated within it's borders. What I mean to say is the people that comprise the greater body of the country are utterly amazing to me upon a more careful reflection.
However, this country is like a big pot of honey to these pigs. They use all manner of deceptions and other malfeasance to justify their self serving crimes. All too often, just like with Bush and Cheney, they benefit almost no one, as if they are intending to benefit as few as possible and be as destructive of the greater welfare as possible.
The damage Bush and company did to the USA far outweighed any conceivable good if there was any at all. Yet we, even now, in the 21st century continue to confuse power or position with something supernatural or greater than what it is. These people are just crooks, no more special than someone that robs a seven eleven and shoots the clerk for kicks. The fact is the people of the USA were deceived by them but not enough for them to win the election, they lost it, both times, that too can be proved by careful research.
There is much to think of when one comprehends a nation, I choose to dispose of the rubbish, not by pretending it's not there but by realizing it's place within the greater scheme of the nation. One trick is for us to get the good and fine sort of persons who are interested in the greater good to go about hijacking it. They don't need trickery but they do need a populous that is awakened.
