A major gunfight has sparked rage and debate over Blackwater's role.
WASHINGTON and BAGHDAD - He was driving towards Baghdad's Al-Nesowr Circle when he saw the US convoy pass by - two Humvees and five Chevrolet Suburbans.
Then, says the Iraqi, he heard a loud explosion further down the street in the direction the convoy was headed. Gunfire erupted. It didn't initially seem to come from the Americans.
The witness and other nearby Iraqis fled their cars and took cover behind cement barriers. They watched as two small helicopters - Blackwater USA's signature "little birds"- swarmed the area and began shooting at the street.
This Sept. 16 Baghdad firefight, described to a Monitor reporter by an eyewitness, has infuriated the Iraqi government and sparked a debate in Washington about the prevalence and privileges of private security companies in Iraq.
An Iraqi Ministry of Defense report says that 20 Iraqis were killed in the incident, including a mother and child. US officials say they are conducting their own investigation.
"It's a tragic incident, but we don't know what we don't know at this point," says one American officer with an interest in the security situation. "I see a commitment to get to the bottom of what happened and take action based on the findings. I do understand how Iraqis could be angered by what they've heard thus far."
In a sign of how serious the situation has become, the US Embassy in Baghdad suspended diplomatic travel outside the protected Green Zone on Tuesday. Blackwater USA, based in Moyock, N.C., is one of three firms employed by the State Department to provide protection for US missions in Iraq. The others are Dyncorp and Triple Canopy, both based in Washington's Virginia suburbs.
In the case of the latest incident, Blackwater spokeswoman Anne Tyrrell said in a statement Monday that the company's contractors "acted lawfully and appropriately.... Blackwater regrets any loss of life but this convoy was violently attacked by armed insurgents, not civilians, and our people did their job to defend human life."
Iraqis have long bristled at the presence of the private guards, who they claim are little more than mercenaries with little respect for Iraqi lives and less discipline than uniformed US troops.
An Iraqi police officer who works in Karada, a mixed sectarian neighborhood in eastern Baghdad, says the foreign private security firms act out of their own interests as they jet through the city and seem to pay little heed to the dangers they pose to average citizens on the street.
The officer says employees of the firms use overly aggressive tactics, crashing into cars and disobeying traffic laws and often rolling over gardens and hitting trees - and never stopping.
He says he once tried to help an Iraqi driver who was gravely wounded by private security guards even though he had tried to get out of their way. "They are bad," he says.
A 2004 regulation, promulgated by the US occupation officials who then ran Iraq, granted US private security contractors full immunity from prosecution under Iraqi law.
Technically, they could be prosecuted in US courts for misdeeds in Iraq under certain circumstances, according to a July Congressional Research Service (CRS) report on the subject.
However, their prosecution in US military courts could be subject to constitutional challenge, notes CRS. And there are practical limits - such as the difficulty of collecting evidence - on the ability of US civilian courts to handle such cases.
"It is possible that some contractors may remain outside the jurisdiction of US courts, civil or military, for improper conduct in Iraq," concludes CRS.
This legal gray area stems in part from the fact that the Iraq conflict represents the first time the US has depended on private contractors to provide widespread security services in a hostile environment.
There are an estimated 20,000 to 30,000 such guards-for-hire in Iraq - a small fraction of the 182,000 civilian contractors employed by the US for everything from food service jobs to trash collection.
Most of the security personnel work for the Department of Defense or US intelligence agencies. About 1,400 are employed by the Department of State, according to US government figures.
Of these, some 1,000 are Blackwater employees. About three-quarters of the Blackwater personnel are US citizens, with the rest Iraqis and third-country nationals.
In recent Senate testimony, US Ambassador to Iraq Ryan Crocker said, "There is simply no way at all that the State Department's Bureau of Diplomatic Security could ever have enough full-time personnel to staff the security function in Iraq. There is no alternative except through contracts."
Blackwater was founded by former Navy SEAL Erik Prince. Other company leaders are also former military special operations veterans. The company describes itself as the most comprehensive such firm in the world.
It detractors say it may be the most aggressive, as well. Both feared and revered, Blackwater has a certain tough image in the Wild West atmosphere of today's Iraq. Security personnel and others who work in the country all have stories to tell about Blackwater contractors, known for their devil-may-care attitude on the roads and aggressive tactics.
Blackwater helicopters swirl through the skies like insects. Distinctive for their spherical glass canopies, and their persistent whine, they inadvertently announce that an official entourage is racing along, somewhere down below.
At least 15 Blackwater employee have been killed in Iraq, in fire fights and ambushes as well as in helicopter crashes. Family members of four Blackwater employees who were murdered in Fallujah in March 2004, an incident that led to the full-scale US assault on that city, allege the company sent the men into dangerous territory without adequate backup. In testimony before the US Congress last February, family members of the men family members of the men said: "Private military contractors like Blackwater operate outside the military's chain of command and can literally do whatever they please without any liability or accountability from the US government."
According to the four family's statement, the men killed in Fallujah had been promised armored vehicles, six man teams and extensive briefings with maps and intelligence information before conducting missions in Iraq. In the Fallujah incident, none of that was provided, the families said.
"In fact, when Scott Helvenston [one of the murdered Blackwater employees] asked for a map of the route, he was told "it's a little late for a map now."
The firm has also been involved in some notorious past incidents, including one last Christmas, in which an inebriated off-duty Blackwater employee shot and killed a guard working for Iraqi Vice President Adel Abdul Mahdi inside the Green Zone.
At time of writing, the Iraqi government had suspended Blackwater operations within the country.
If that ban is made permanent, "they will sell their client list and employees to some other company," says John Pike, director of GlobalSecurity.org. "The other contractors will try to get a much better sense of what the rules are and who makes and enforces them."
That the contractors are not subject to Iraqi control may well be an untenable situation, note experts. But it would be difficult to ban all of them outright, considering their importance to the US.
"Nobody is going to be able to throw the contractors out of there," says David Isenberg of the British-American Security Information Council. "They're the American Express card of the American military. The military doesn't leave home without them, because it can't."

Show AllI guess some of us old timers here knew about the bottom line without all the scary details from simonhhh here like when we knew about the FBI's security index and we knew about the CIA's Family Jewels way back then too. We knew our phones were tapped and we were bein watched and all the rest. It took lots of courage for many of us to continue the fight to keep our Human Rights even though we were informed of all of the above in just a few short phrases.
Now we know the details and the details might serve to make many too terrorized to continue the fight.
They know my real name address and my background and they know that I know that they know, but I won't give up...and I have faith that We will keep up the good fight.

The mercenary Media helped to put us in this war creating the need for Blackwater and other private companies to assist and protect our troops; the President with the support of the Congress and the help of the Media put our troops in Iraq without the training or equipment or numbers they needed; Blackwater was just a start up company then.
Law enforcement has become far to militant. Wait until Back Water returns home! You are looking at the next generation of American law enforcement. They will be coming to your neigborhood soon. You think because your white, have a few bucks and not a criminal your safe. Your naive at best! When you hear that knock on your door it will be to late! The role of private mercenary firms in Iraq and battle zones in general is something that needs to be re-examined. These companies operate outside the law and make hundreds of millions of dollars.

In a revealing admission the Director of Resource Management for the U.S. Army confirmed the validity of a memorandum relating to the establishment of a civilian inmate labor program under development by the Department of the Army. The document states, "Enclosed for your review and comment is the draft Army regulation on civilian inmate labor utilization" and the procedure to "establish civilian prison camps on installations." Cherith Chronicle, June 1997.
Civilian internment camps or prison camps, more commonly known as concentration camps, have been the subject of much rumor and speculation during the past few years in America. Several publications have devoted space to the topic and many talk radio programs have dealt with the issue.
However, Congressman Henry Gonzales (D, Texas) clarified the question of the existence of civilian detention camps. In an interview the congressman stated, "the truth is yes - you do have these stand by provisions, and the plans are here...whereby you could, in the name of stopping terrorism...evoke the military and arrest Americans and put them in detention camps."
HISTORY OF CIVILIAN INTERNMENT CAMPS
The concept of mass internment camps was implemented during the decade of the 1930's when the idea was either integrated into national security planning or put to actual use in the world's three socialistic experiments - the Soviet Union, Nazi Germany and the United States under Roosevelt.
On March 9, 1933, Adolph Hitler put his Dachau detention center into operation where thousands of his own countrymen were sent. (Source: Martin Gilber,The Holocaust). Stalin exterminated 7 to 10 million in his rural collectivization program from 1931-1933 and another 10 million in the purges of 1934-1939. It was this decade that the Soviet Gulag proved its worth. On August 24, 1939, FBI Director J. Edgar Hoover met with FDR to develop a detention plan for the United States. Five months after this meeting, Hitler opened the Auschwitz detention center in Poland.
On August 3, 1948, J. Edgar Hoover met with Attorney General J. Howard McGrath to form a plan whereby President Truman could suspend constitutional liberties during a national emergency. The plan was code-named "Security Portfolio" and, when activated, it would authorize the FBI to summarily arrest up to 20,000 persons and place them in national security detention camps. Prisoners would not have the right to a court hearing or habeas corpus appeal. Meanwhile, "Security Portfolio" allowed the FBI to develop a watch list of those who would be detained, as well as detailed information on their physical appearance, family, place of work, etc. (David Burnham, Above the Law).
Two years later Congress approved the Internal Security Act of 1950 which contained a provision authorizing an emergency detention plan. Hoover was unhappy with this law because it did not suspend the constitution and it guaranteed the right to a court hearing (habeas corpus). "For two years, while the FBI continued to secretly establish the detention camps and work out detailed seizure plans for thousands of individuals, Hoover kept badgering...[Attorney General McGrath for] official permission to ignore the 1950 law and carry on with the more ferocious 1948 program. On November 25, 1952, the attorney general...caved in to Hoover." ibid.
Congress repealed the Emergency Detention Act of 1950 more than twenty years later in 1971. Seemingly the threat of civilian internment in the United States was over, but not in reality. The Senate held hearings in December, 1975, revealing the ongoing internment plan which had never been terminated. The report, entitled, "Intelligence Activities, Senate Resolution 21", disclosed the covert agenda. In a series of documents, memos and testimony by government informants, the picture emerged of the designs by the federal government to monitor, infiltrate, arrest and incarcerate a potentially large segment of American society.
The Senate report also revealed the existence of the Master Search Warrant (MSW) and the Master Arrest Warrant (MAW) which are currently in force. The MAW document, authorized by the United States Attorney General, directs the head of the FBI to: "Arrest persons whom I deem dangerous to the public peace and safety. These persons are to be detained and confined until further order." The MSW also instructs the FBI Director to "search certain premises where it is believed that there may be found contraband, prohibited articles, or other materials in violation of the Proclamation of the President of the United States." It includes such items as firearms, shortwave radio receiving sets, cameras, propaganda materials, printing presses, mimeograph machines, membership and financial records of organizations or groups that have been declared subversive, or may be hereafter declared subversive by the Attorney General."
Since the Senate hearings in 1975, the steady development of highly specialized surveillance capabilities, combined with the exploding computerized information technologies, have enabled a massive data base of personal information to be developed on millions of unsuspecting American citizens. It is all in place awaiting only a presidential declaration to be enforced by both military and civilian police.
In 1982, President Ronald Reagan issued National Security Directive 58 which empowered Robert McFarlane and Oliver North to use the National Security Council to secretly retrofit FEMA (Federal Emergency Management Agency) to manage the country during a national crisis. The 1984 "REX exercises" simulated civil unrest culminating in a national emergency with a contingency plan for the imprisonment of 400,000 people. REX 84 was so secretive that special metal security doors were installed on the FEMA building's fifth floor, and even long-term officials of the Civil Defense Office were prohibited entry. The ostensible purpose of this exercise was to handle an influx of refugees created by a war in Central America, but a more realistic scenario was the detention of American citizens.
STATE OF EMERGENCY
Under "REX" the President could declare a state of emergency, empowering the head of FEMA to take control of the internal infrastructure of the United States and suspend the constitution. The President could invoke executive orders 11000 thru 11004 which would: 1- Draft all citizens into work forces under government supervision. 2- Empower the postmaster to register all men, women and children. 3- Seize all airports and aircraft. 4- Seize all housing and establish forced relocation of citizens.
FEMA, whose black budget comes from the Department of Defense, has worked closely with the Pentagon in an effort to avoid the legal restrictions of Posse Comitatus. While FEMA may not have been directly responsible for these precedent-setting cases, the principle of federal control was seen during the Los Angeles riots in 1992 with the federalization of the National Guard and during the siege at Waco, where Army tanks equipped with flame throwers were involved in the final conflagration.
GOVERNMENT VIOLENCE IS "LEGITIMATE"?
The Deputy Attorney General of California commented at a conference that anyone who attacks the State, even verbally, becomes a revolutionary and an enemy by definition. Louis Guiffreda, who was head of FEMA, stated that "legitimate violence is integral to our form of government, for it is from this source that we can continue to purge our weaknesses."
It is significant to note that the dictionary definition of terrorism - "the calculated use of violence" - corresponds precisely to the government's stated policy of "the use of legitimate violence." One might ask, who are the real terrorists? Guiffreda's remark gives a revealing insight into the thinking of those who have been charged with oversight of the welfare of the citizens in this country. If one's convictions or philosophy does not correspond with the government's agenda, that individual may find himself on the government's enemy list. This makes him a "target" to be "purged" by the use of "legitimate violence."
If one forgets the past, he will not be prepared for the future.

FEMA CONCENTRATION CAMPS: Locations and Executive Orders
Privacy There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached. Ask yourself if you really want to be on Ashcroft's list.
The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.
Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.
The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

Clearwater National Forest - Near Lolo Pass - Just miles from the Montana state line near Moose Creek, this unmanned facility is reported to have a nearby airfield. ILLINOIS
Marseilles - Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby. Scott AFB - Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is beieved to exist. Pekin - This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds. Chanute AFB - Rantoul, near Champaign/Urbana - This closed base had WWII - era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed. Marion - Federal Penitentiary and satellite prison camp inside Crab Orchard Nat'l Wildlife Refuge. Manned, staffed, populated fully. Greenfield - Two federal correctional "satellite prison camps" serving Marion - populated as above. Shawnee National Forest - Pope County - This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs. Savanna Army Depot - NW area of state on Mississippi River. Lincoln, Sheridan, Menard, Pontiac, Galesburg - State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks. Kankakee - Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards.
INDIANA
Indianapolis / Marion County - Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a "red herring", photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria??), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying/processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility. Ft. Benjamin Harrison - Located in the northeast part of Indianapolis, this base has been decomissioned from "active" use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail. Crown Point - Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility. Camp Atterbury - Facility is converted to hold prisoners and boasts two active compounds presently configured for minumum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis. Terre Haute - Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here. Fort Wayne - This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail. Kingsbury - This "closed" military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his "silence". Located just southeast of LaPorte. Jasper-Pulaski Wildlife Area - Youth Corrections farm located here. Facility is "closed", but is still staffed and being "renovated". Total capacity unknown. Grissom AFB - This closed airbase still handles a lot of traffic, and has a "state-owned" prison compound on the southern part of the facility.

Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located "downrange". Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond - large enclosure identified in FEMA-designated city.

Manchester - Federal prison camp located inside Dan Boone National Forest. Ft. Knox - Detention center, possibly located near Salt River, in restricted area of base. it's a lot eaiser to hit a HUEY (Max speed of 135 MPH, length 57 ft. 2 rotor blades)with a rifle than a Hughs MD500 series (max spd.175MPH length 35 Ft. 5 rotor blades). Smaller, faster, better armor, and more manueverable equals harder to hit and bring down.

How does it happen that the "sovereign" democratically elected government of Iraq is somehow legally precluded from asserting criminal jurisdiction over individuals and corporations committing homicide against Iraqi citizens in the streets of the nation's capitol, because of a pre-sovereignty CPA "immunity order" issued by a foreign entity that no longer exists? All we are told here is that "some experts question" the assertion that Iraq lacks jurisdiction to handle this "problem." Well, not "all" -- we are also told that US occupying forces and officials "cannot do without" the mercenary services of Blackwater et al., and therefore there is really no choice but to keep them there despite the wishes of the Iraqi government and people. So much for Iraqi "sovereignty, "democracy," or any of the other many blessings we have showered upon the Iraqi people. If our "vital interests" (as our "leaders" in Washington choose to define them) so require, US troops will continue to occupy Iraqi for decades to come. And we will continue to be entertained by polite TV debates over how much "time off" from combat duty our endlessly recycled volunteer soldiers should be afforded. And so it goes.

In our rush to get the bad guys after 9/11 we have somehow become the enemy we are fighting. It's becoming hard to tell who the enemy is anymore. Everyone we kill in Iraq is an 'insurgent' with a gun. We're the only country in the world openly attacking other nations and threatening nuclear war. We're the only ones threatening world peace.
It's even more frightening that the recent Bin Laden tape actually made sense. It's because there's so much corruption and crime here that the words of another criminal are more easily understood.

I watched a fifteen minute skit on CNN Monday, where the reporter was interviewing some of the Blakwater gang members in Iraq. They have a neat sholder patch emblem BTW, a black leapord's foot with extended claws.
I swear, if I didn't know better, I would have thought they were members of the Huns, or a Hells Angels motorcylce gang. They were wearing the military green T shirts, but had cut the sleeves off, (Rambo style), so their large tatoos were showing. They all had two to three automatic firing weapons and one was loading a 14 round pistol clip with DU ammo. Our military doesn't admit they use DU ammo in small arms now, but it looks like the Blackwtaer boys do. The only thing missing was a couple of chicks in the group, wearing black leather hip boots, a chrome chain belt and an American flag head scarf. Actually, it was disgusting and scary at the same time.
Imagine what the people over there think of it all and of us Americans in general. Half of the trillion spent on the war is routed to Halliburton and down to the sub-contractors like Blackwater. When April 15th, rolls around, think of where your tax money is going. It's going so Bush/Cheney and our weak Congress, can kill a lot of innocent people and utterly destroy a country.

These gunfights have happened often throughout Iraq. This isn't the first time Blackwater has been involved. They've learned a lot of tactics over there and received a lot more terrorist training than they would here in the US. It's becoming an issue now because we're going to need Blackwater back here when we attack Iran. The Germans had the SS to keep people in line. The Soviets had the Gestapo. The US intends to use Blackwater. As Shelock Holmes would say, this is elementary.

I think fundamentally the answer is that humans are basically savage in their nature and the veneer of civilization is thin. People can be raised and taught good values but if circumstances arise those values can be cast off very easily. One person, or a small group, doing something reprehensible can be made to be ashamed of it by the majority and that shame keeps people in line. But if *everybody* is doing it, then there is no shame in it, and order collapses.
The Nazis realized, as Americans are realizing today, that when Zionists gain a certain influence in society, that their net effect on that society will be bad. Take 9/11 for example. It never would have happened had the United States not been pimped out by the Right Wing Zionists for Israel [AIPAC]. Now, we see the IDF killing far more Arabs than the other way around, but Right Wing Zionists, master salesmen that they are, somehow have you convinced that they are the victims. What strikes me as so damned funny is the fact that the press is holding a bit of discussion on this topic now.
How is it that everyone missed this issue about 3 years ago? How is it that someone like me, untrained in the ways of politics and journalism saw through this before anyone else in the public sphere even made a small squeak? Why does it finally take an incident like this to actually make someone say stop?

Of course this seems reactionary, but each very small step leads to the same place. Each new law passed how little it is takes away your rights. Be careful. Every rise of a totalitarian system of government does not happen over the course of a long autumn evening but a bit in the spring, some in the summer and of course a bit in the winter.
