9/11: Al Qaeda's Project for Ending the American Century Succeeded
WASHINGTON - A decade after its spectacular Sept. 11, 2001 attacks on New York City's twin World Trade Center towers and the Pentagon and despite the killing earlier this year of its charismatic leader, Osama bin Laden, Al Qaeda appears to have largely succeeded in its hopes of accelerating the decline of U.S. global power, if not bringing it to the brink of collapse.
Since 9/11, the United States' global standing has plunged dramatically -- a decline largely fueled by its alienating and costly "war on terror". (A. Golden/eyewash design) That appears to be the strong consensus of the foreign-policy elite which, with only a few exceptions, believes that the administration of President George W. Bush badly "over-reacted" to the attacks and that that over-reaction continues to this day.
That over-reaction was driven in major part by a close-knit group of neo-conservatives and other hawks who seized control of Bush's foreign policy even before the dust had settled over Lower Manhattan and set it on a radical course designed to consolidate Washington's dominance of the Greater Middle East and "shock and awe" any aspiring global or regional rival powers into acquiescing to a "unipolar" world.
Led within the administration by Vice President Dick Cheney, Pentagon chief Donald Rumsfeld and their mostly neo-conservative aides and supporters, the hawks had four years before joined the Project for the New American Century (PNAC). The letter-head organization was co- founded by neo-conservative ideologues William Kristol and Robert Kagan, who, in an important 1996 article, called for the U.S. to preserve its post-Cold War "hegemony as far into the future as possible."
In a series of subsequent letters and publications, they urged ever more military spending; pre-emptive, and if necessary, unilateral military action against possible threats; and "regime change" for rogue states, beginning with Iraq's Saddam Hussein.
On the eve of 9/11, PNAC's notion that Washington could extend its "benevolent global hegemony" indefinitely did not appear unreasonable. With more than 30 percent of the global economy, the strongest fiscal position in a generation, and a defence budget greater than the 20 next-most-powerful militaries combined, Washington looked unchallengeable, a perception soon enhanced by the show of national unity that followed the attacks and the speed and apparent ease with which Washington orchestrated the defeat of the Taliban in Afghanistan later that year.
"I've gone back in world history and never seen anything like it," exclaimed Yale University historian Paul Kennedy, a leading exponent of the "declinist" school of U.S. power 15 years before, about Washington's dominance, which he compared favorably to the British Empire in its day.
PNAC's associates were similarly impressed. "People are now coming out of the closet on the word 'empire'," exulted the Washington Post's neo-conservative columnist, Charles Krauthammer, a Cheney favorite and long-time advocate of a U.S.-led "unipolar" world. "The fact is no country has been as dominant culturally, economically, technologically, and militarily in the history of the world since the Roman Empire."
Such exuberance (or hubris) naturally fueled the next phase in PNAC's quest – originally laid out in an open letter to Bush published by the group just nine days after 9/11 – for victory in what was now called the "global war on terror": regime change in Iraq.
"Failure to undertake such an effort will constitute an early and perhaps decisive surrender in the war on international terrorism," PNAC had warned, arguing that Washington must expand its target list to include states -- particularly those hostile to Israel -- that support terrorist groups, as well as the terrorist groups themselves.
So, instead of focusing on capturing bin Laden and other Al Qaeda leaders and providing the kind of security and material assistance needed to pacify and begin rebuilding Afghanistan, Bush turned his attention -- and diverted U.S. military and intelligence resources -- to preparing for war against Iraq.
That decision is now seen universally -- with the exception of Cheney and his die-hard PNAC supporters -- as perhaps the single-most disastrous foreign policy decision by a U.S. president in the past decade, if not the past century.
Not only did it effectively set the stage for an eventual Taliban comeback in Afghanistan (which is now costing the U.S. some 10 billion dollars a month), but it also destroyed the international support and solidarity Washington had enjoyed immediately after the 9/11 attacks -- a fact made excruciatingly clear by Bush's failure to gain U.N. Security Council backing for his invasion of Iraq in March 2003. It also helped persuade tens of millions of Muslims that the U.S. was waging war on Islam, according to dozens of public-opinion surveys.
Indeed, by invading Iraq, the U.S. fell into a trap set by bin Laden who, convinced that Moscow's decade-long occupation of Afghanistan contributed critically to the Soviet Union's eventual collapse, clearly believed that the U.S. was susceptible to the same kind of over-extension.
"We, alongside the mujahedeen, bled Russia for 10 years until it went bankrupt and was forced to withdraw in defeat," he said in a 2004 video-tape describing what he called a "war of attrition."
"We are continuing this policy in bleeding America to the point of bankruptcy," he added. "All that we have to do is to send two mujahedeen to the furthest point east to raise a piece of cloth on which is written 'Al Qaeda', in order to make generals race there and to cause America to suffer human, economic and political losses without their achieving anything of note other than some benefits for their private corporations," he went on.
Of course, by the time bin Laden recorded those remarks, the U.S. forces in Iraq were battling a growing insurgency, one that not only would result in hugely costly abuses by U.S. forces at Abu Ghraib that inflicted serious damage to Washington's already-tattered moral image, but that would also push Iraq to the very brink of civil war and lead to an even deeper and more expensive intervention by the U.S. military.
True to bin Laden's prediction, Washington, goaded by PNAC associates and alumni, also deployed forces -- or drone missiles at the very least -- to virtually wherever Al Qaeda or its alleged affiliates raised its flag, often at the cost of weakening local governments and incurring the wrath of local populations, particularly in Somalia and Yemen.
More importantly, the same held true in nuclear-armed Pakistan, not to mention Afghanistan, where Bush's successor, Barack Obama, more than doubled U.S. troop strength to 100,000 in his first two years in office, even as he withdrew an equivalent number from Iraq.
The costs have been staggering in almost every respect. The estimated three to 4.4 trillion dollars Washington has incurred either directly or indirectly in conducting the "global war on terror" account for a substantial portion of the fiscal crisis that transformed the country's politics and brought it to the edge of bankruptcy last month.
And while the U.S. military remains by far the strongest in the world, its veil of invincibility has been irreparably pierced by the success with which rag-tag groups of guerrillas have defied and frustrated it. The result, according to conservative New York Times columnist Ross Douthat, has been "a steady erosion of America's position in the world," which Obama has so far been unable to reverse.
"…(F)or a long time," wrote Richard Clarke, a top national-security official under Bush who warned the White House several months before 9/11 that Al Qaeda was planning a major operation against the U.S. homeland, in the dailybeast.com, "we actually played into the hands of our opponents, doing precisely what they had wanted us to do, responding in the ways that they had sought to provoke, damaging our economy and alienating much of the Middle East."
And leading the charge were precisely those hawks whose fondest wish was to extend, rather than cut short, Washington's global hegemony.

Again, as I have argued elsewhere in these forums, we deserve to consider seriously, the possibility that 9/11 was an inside job. If it were, many events of the last decade would not be so puzzling. For example, if 9/11 were an inside job, it would explain why Dick Cheney's Energy Task Force was preoccupied with Middle East Oil before 9/11. It would explain why the Patriot Act was written before 9/11. It would explain why the US government launched the attack on civil liberties against hundreds of people that clearly had nothing to do with that event. It would explain why no one was charged with a crime, or prosecuted, for perpetrating 9/11 and why the government resisted even setting up a 'commission'--doing so only reluctantly, first under Kissinger (which didn't fly because of conflict of interest), then under the leadership of Philip Zelicow whose academic expertise was 'German Statecraft' and 'Myth-making.' It would explain why, during the trial of Zacarias Moussaoui, the government dropped the charade of the famous “cell phone calls”—unverifiabe—and even threw out the Ted Olson calls as bogus (see, for example, http://davidraygriffin.com/voices/ ). It would explain why, during the nearly two-hours the four supposed 'hijacked' planes were in the air, no jet fighters were able to intercept the planes because the US government was in the middle of simulated war games (Vigilant Guardian, etc.) that were supposedly dealing with an attack upon the US! It would explain why no military or civilian leader responsible for the apparent 'stand down' that day was fired but instead promoted. It would explain why the anthrax attacks, linked to Iraq initially by the media/military, turned out to be traced back to the US military at Fort Detrick, Maryland. It would explain why we've never seen any evidence that part numbers from the planes matched the planes that supposedly hit targets that day. It would explain why they never produced any of the black boxes from any of the planes. It would explain why the 'hijackers' names were not found on the flight manifests that day. It would explain why Able Danger files were destroyed and why whistle blowers (like Sibel Edmonds) were fired and ignored. It would explain why the US government and the NY Port Authority destroyed evidence at the crime scene in violation of fire code. It would explain why first-responder testimony recorded immediately after 9/11 was kept secret for about five years and only released (and never published for public consumption) after a lawsuit by the NY Times. It would explain why FAA audio tapes of that day were destroyed. It would explain why FBI agents ran around minutes after the attack on the Pentagon and confiscated all CCTV video from surrounding locations. It would explain how it is possible that scientists have found samples of nano-thermite in dust samples taken from the aftermath of the attack on that fateful day and why that important story was added to the list of Project Censored stories last year. It would explain why 9/11 was the only day (ever) that steel and concrete buildings (3) collapsed/exploded at nearly free-fall speed with the preposterous explanation: "fire."
In every crime, we must ask: Who benefited? In this case, it was clearly a win for corrupt US officials, the military industrial complex. Meanwhile, 9/11 has been the spearhead of a vast, on-going attack upon working people around the globe.
Clearly, PNAC made incriminating statements about what would happen in the absence of a "New Pearl Harbor" and key figures, like Cheney, were well aware of the declining oil resources. The motive for the attacks appears to be the oil resource/land grab and the massive boost to the military industrial complex. Indeed, the creation of the Homeland Security apparatus is unthinkable without this bold false-flag operation.

Thank you. We do not need more of the neo-con chorus over and over and over and over singing the lyrics that bin Laden in a cave in central Asia caused 3 buildings to collapse as if by demolition, caused the US Air Force fail to find or shoot 4 planes flying around NY and Washington for an hour and a half, caused BBC to announce that a building HAD collapsed before it did, caused Israeli agents to dance in celebration of the WTC tragedies, caused the FBI to seize and keep secret the security camera images of what ever it was that hit the Pentagon, etc., etc., etc. Get real, please. Some people in the Pentagon and the White House wanted a terrorist event so that they could destroy our freedoms, steal our money, steal Arab oil, and depose Saddam Hussein. So they arranged a dramatic theatric terrorist event. And our freedoms have been destroyed. And our money has been stolen. Arab oil is still being stolen. And Saddam and his kids are dead. The 911 attack was successful, for the people in the Pentagon and White House who arranged it. And for bin Laden. It was a win-win-win event. The big losers were the Iraqi people, the Afghan people, and the American people.
YEP!!! And they are at it again. Reports everywhere of another attack imminent. Be afraid people. One article stating people don't mind the inconvience of their 4th amendment right going out the window by searching cars for bombs holding up traffic for hours.
I just can not believe how stupid people are who buy into the whole AQ threat.

Stiv: Thank you so much for covering the ‘inside job’ bases. The PNAC boys (Cheney, Rummy, Perle, Wolfowitz (the ideological mastermind), Jeb Bush et al) presented a documented goal of perpetual war and empire, so there was no “overreaction.” The empire/NWO is mushing along quite according to plan. Skeptics/critical thinkers who challenge the government lies will continue to be trashed by the MSM 'presstitutes' as well as by the paid trolls on sites like this.
This must be a comforting myth for the diehard blowback theorists: Al Qaeda succeeding in bleeding US power, drawing it ever further into hopeless quagmires in the Middle East. The problem for these folks is that the historical record doesn't support it.
The conventional notion of Al Qaeda as an independently existing organization with which the United States government is engaged in an epic battle is a myth, deliberately contrived by the government and disseminated uncritically by a miscreant media. This myth not coincidentally dovetails with the strategic plans of the ruling class.
Without the following points, routinely omitted from all mass media reporting and most "alternative" media reporting, one is left with an incomplete and erroneous view:
1. “Al Qaeda” does not exist and never existed as an independent entity in the form of an organization with a definite membership and structure.
2. The term, “Al Qaeda,” refers to a number of Islamist jihadi groups that originated with and comprised the US-supported mujahideen in Afghanistan. Such groups include the Muslim Brotherhood, Maktab al-Khidamat (MAK), and other jihadist Muslim organizations.
3. “Al Qaeda” is a rough designation for the hundreds of thousands of mujahideen conscripts funded and trained by the CIA for use in Afghanistan and elsewhere.
4. The term “Al Qaeda” itself, as former British Foreign Secretary Robin Cook has correctly said, refers to a database in a computer file, listing “the thousands of mujahideen who were recruited and trained with help from the CIA to defeat the Russians.”
So it is not "Al-Qaeda" and bogeyman OBL that are bleeding the US of its service members and resources in the so-called "War on Terror," it is the MIMIC (Military-Industrial-Media-Infotainment-Complex). Not all Americans are losing out because of this "War on Terror" which has already cost more than $2 trillion and is projected to cost more than $5 trillion before it is over. Some Americans, e.g., those invested in the weapons manufacturing industries, are doing great on this very profitable war. The US govt. has become just a facade, it is in truth run by a global financial corporate elite that has no loyalty to the Constitution, the Founders, or any other values than global hegemony for an elite class of super rich. It hides behind a phony two-party scam and concocts phony wars like the 'global war on terror' to further manipulate a duped populace into acceding ever more of the national treasury to this ruling class.
The “War on Terror” has already cost the American taxpayer, conservatively, $2.3 trillion dollars, according to a recently released study by the Eisenhower Research Project at Brown University, and it is likely to cost $5.4 trillion before it is over—more than America spent in inflation adjusted terms on the Second World War. The little passing coverage the study received in the mainstream press cited $3.7 trillion as the total cost, which was the most conservative estimate. The moderate estimate, which the mainstream media ignored, was $4.4 trillion. In addition, interest payments on these costs will most likely exceed $1 trillion, which brings the total cost up to at least $5.4 trillion. Moreover, the US is now spending a mind-numbing $1 trillion annually on “defense-related expenditures.”
With the country stuck in a Great Recession and both corporate-controlled parties gearing up to cut Social Security, Medicare and other vital programs, it behooves us to review the events of September 11, 2001 carefully, since they formed the basis for steep increases in military spending since 2001.
Is spending more than $1 trillion annually making us safer, or bankrupting the nation while indefinitely enriching the armaments manufacturers and the Military Industrial Complex?
Anyone who has eyes can plainly see that al Qaeda succeeded in destroying Amerika's prestige as a global leader and in wrecking the nation's financial structure by a death of 1000 cuts in endless wars against nations that never lifted a finger against it.
Moreover, the tiny terrorist group, that was led by an Amerikan CIA trained operative, threw the most powerful nation in history into a paranoid fit that has created more hatred toward Amerika abroad than could have ever been imagined by al Qaeda's leaders, and worse, destroyed the principals of civil liberties that turned Amerika into a fascist-police state.

This article is an apt description of the fate that has befallen the U.S. that one does not often see in print. Moreover, the longer the U.S. persists in these imperial ventures the farther and faster it goes down. One can blame the Bush administration for starting the process but it is the current administration that continues it.
It didn't start with Bush, not even GHWBush. It's been in place for decades, at least since Nixon. and everything is unfolding according to plan.
The only thing useful about this article is that it elicited some very good comments (above), including fact and figures, from several erudite DC readers.
The Pentagon is the most heavily surveilled building in the world. Even an American mall has a video camera every 50 feet. There is not one video of an airplane hitting the Pentagon, even though 9/11 families have asked for it. It's been 10 years. Not one video.

This is a miserable article, feverish and shallow. The thing that really bugs me about it is the main theme, which is that "mistakes were made" (*big* mistakes, to be sure) in "over-reacting". There is no attempt to include the foreign policy and power structure context that means *everything*. The article is a diversion.
The writer can't even bring himself to put the blame for torture squarely where it belongs. He blames it on, "...a growing insurgency... that...would result in hugely costly (sic) abuses by U.S. forces at Abu Ghraib that inflicted serious damage to Washington's already-tattered moral image." So, the "insurgency" was to blame for torture. Poor USA; it's all about us and our "moral image".
And regarding Osama...
No pics of body. No DNA. No independent verification. Quickly buried at sea so the body cannot be examined. Oh please. We have so much concern for Islamic values all of a sudden. We didn't seem to care so much when we were bombing water treatments plants in Iraq in the first Gulf "War."

Why does CD choose to print so many red herring 911 articles like this when there are literally hundreds of better articles on 911 in the alternative media? I expect this in the whore MSM! Where all they can talk about 24/7 is the results of 9/11 not any investigation of the true cause of what really happenened. C'mon Common Dreams, you can do better.

I stopped reading after the first paragraph:

There are so many falsehoods in that one statement, it's quite impressive the author was able to do it. U.S. power was declining immediately following WWII, something Chomsky documents quite well, but was greatly accelerated after 1970. There is zero evidence, other than U.S. govt talking heads, that Osama was killed this year. From the evidence, it appears that was a propaganda operation. Further, to suggest that Al Qaeda was responsible for 911, even when OBL denied his involvement, is pure fiction.
The evidence is far greater that 911 was a state-sponsored false-flag terrorist attack organized under some psychological warfare campaign conducted against the domestic population. This crime against humanity was an attempt to secure global US hegemony in the face of a crumbling empire.
This article is pure fiction written by a part of the civilian elite who have no idea how black operations function in the context of state power, capitalist domination of markets, and the use of the military to secure those markets globally.

This book documents how NATO/CIA used false-flag terrorism against civilians that would be blamed on the communist left. This purposeful association was designed to prevent the communist left from achieving state power via elections, and also served as a justification for a crack down on left activists.
It's precisely what happened on 911, but the bogey man this time was Osama and the entire muslim world.
Don't forget: The FBI itself doesn't blame OBL for 9/11.
