Pentagon Didn't Break Rules, Says GAO
The Department of Defense (DOD) did not violate ethics rules by encouraging retired military officers to appear on news programs as media analysts in the buildup to the wars in Iraq and Afghanistan, according to a new government report.
The report, requested of the Government Accountability Office (GAO) by Congress, says there is no evidence that the Pentagon attempted to conceal any outreach to former military officers, nor did it pay them for positive coverage. But, the report says, the Defense Department's goal was obvious.
"Clearly, DOD attempted to favorably influence public opinion with respect to the [George W. Bush] administration's war policies in Iraq and Afghanistan through the" retired military officers, wrote Daniel Gordon, GAO's acting general counsel, in the report.
Sen. Russ Feingold (D-Wis.) initially asked the GAO in May 2008 to investigate the Defense Department's actions, following a series of articles in which The New York Times revealed a network of military analysts the Pentagon had nurtured, most of whom gave the Bush administration positive reviews in the run-up to the two wars.
Phone calls and e-mails to Feingold's office went unreturned Tuesday.
The report concludes Pentagon outreach to retired military officials began in October 2002 during a roundtable meeting with then-Defense Secretary Donald Rumsfeld. Subsequently, the Pentagon held weekly or monthly conference calls and at least 16 roundtable meetings between the retired officers and senior Pentagon employees.
During those meetings and calls, Defense Department officials addressed the wars in Iraq and Afghanistan, the broader war on terrorism, conditions at the Guantánamo Bay prison facility and other issues of concern to the Pentagon.
The retired officers were also taken on at least nine trips to Iraq and Guantánamo Bay, always accompanied by staff from the Pentagon's public affairs office. All told, at least 22 Pentagon employees were involved in reaching out to the former officers.
The Defense Department also paid more than $1.8 million to a media analysis firm, Omnitec Solutions, to report on coverage the Pentagon received in newspapers, on television and on the Internet.
None of those activities violated statutes, however, because products given to the retired officers were clearly marked as Defense Department materials, GAO found. Further, the Pentagon did not pay for favorable coverage it received.
In 2008, the day after Feingold requested the GAO report, Rep. Rosa DeLauro (D-Conn.) asked the Defense Department's inspector general to look into the allegations as well. In January, the inspector general determined there was insufficient evidence to conclude the Pentagon had engaged in propaganda.
Eventually, nearly four dozen members of Congress asked for inquiries before the GAO report was codified in last year's Defense Department authorization bill.
News reports and members of Congress also raised questions about whether the former military officers, many of whom later went to work for defense contractors, received preferential treatment in exchange for positive coverage, questions the GAO called "legitimate."
"We believe that legitimate questions were raised by Members of Congress and the press regarding the intersection of DOD's public affairs activities and the possibility of compromised procurements resulting from potential competitive advantages for defense contractors with commercial ties to [retired military officers]," the report said.
And, warned Gordon, the Pentagon should take steps to keep the public trust if the now-defunct program ever resurfaces.
"While DOD understandably values its ties with retired military officers, we believe that, before undertaking anything along the lines of the now-terminated program at issue in this decision, DOD should consider whether it needs to have additional policies and procedures in place to protect the integrity of, and public confidence in, its public affairs efforts and to ensure the transparency of its public relations activities."

I was never invited on any of those trips to Iraq and Guantanamo.......I guess I never had a contract with: NBC,CBS, or ABC to be one of their analysts.....
What DOD did was stack the deck/ if you have all the aces and kings.....I guess you should be able to win 100% of the time....
Any General who was against invading Iraq and Afghanistan was asked to resign or was reduced in rank......."If you are not with us, you are against us."
The GAO just played "Power Elite" wins....."No laws were broken!" I am sorry ! If I am pushing for a war and I am working for Boeing or Lockheed Martin that should be called "Insider Trading" and I use my position to influence decisions that is "Insider Trading"........Many Congressmen have made millions from supporting "The Invasions and the Reconstruction Projects". That too was "Insider Trading".
Well that's that I suppose. If the word propaganda means anything was this. If there was no government supported white wash of crime the military would still be hand in hand with their Corporate backers and their enthusiasm for action. If it wasn't asad I would have continued laughing after I read that headline. Whop in their right mind believes this investigation reported accurately or honestly in the land of free speech?

The USA government is so corrupt it is impossible to let that GAO report stand. Look back at what these guys employed said. It would be impossible to conclude this was not well organised propaganda in the ugliest form. Questions must be asked immediately to discover who paid who and what real links are?

This is a sleight of hand.
Of course it's not a crime to for the DOD to "encourage" retired generals to appear on air.
The crime was committed by the networks who actually put them on the air while NEVER REVEALING TO THEIR AUDIENCE that they were coached by the Pentagon and in many cases simultaneously working for defense contractors.
This is pure propaganda and it's illegal.
And it's being done over the airwaves owned by the public.

Pentagon Pundit Scandal Broke the Law
Here's why it's illegal according to the GAO and OLC's own opinions:
1) It was covert. As Barstow's piece states, the 75 retired military officers who were recruited by Donald Rumsfeld and given talking points to deliver on Fox, CNN, ABC, NBC, CBS and MSNBC were given extraordinary access to White House and Pentagon officials. However, "The access came with a condition. Participants were instructed not to quote their briefers directly or otherwise describe their contacts with the Pentagon."
2) It was an attempt to mold opinion. According to the Pentagon's own internal documents (which can be downloaded and viewed from the New York Times website), the military analysts were considered "message force multipliers" or "surrogates" who would deliver administration "themes and messages" to millions of Americans "in the form of their own opinions." According to one participating military analyst, it was "psyops on steroids."
3) It was done "through the undisclosed use of third parties." In their television appearances, the military analysts did not disclose their ties to the White House, let alone that they were its surrogates. The military analysts were used as puppets for the Pentagon. In the words of Robert S. Bevelacqua, a retired Green Beret and for Fox News military analyst, "It was them saying, 'We need to stick our hands up your back and move your mouth for you."

It's bigger than any Supreme Court Decision...ever.
And it definitely won't be mentioned on any nightly newscast.
The government will now be able to flood the airwaves with whatever propagada it desires without any concern for the law.
The final restraints have just come loose.
This is a virtual guarantee that we'll be at war with Iran within a couple years. After all, they have a nuclear weapons program. A retired five-star general just said so on the tee-vee. So it must be true.

Your first two posts go straight to the heart of the matter: the outrageous ethical shortcoming in this propaganda campaign was on the part of the television networks, not DOD's "encouragement" of retired military officers to come to Washington starting in October 2002 for briefings, background junkets, and talking points, nor DOD's disingenuous insistence (technically correct) that the these talking head expert analysts then remain deliberately vague about their connections to the Pentagon and to military contractors - all the better to avoid being identified (mistakenly) as acting as official spokesmen for the executive branch of the federal government.
The General Accounting Office has authority to investigate and report on ethical improprieties by federal agencies. The GAO does not police the ethics of broadcasting corporations, nor former federal employees who speak on TV ostensibly as private citizens.

There are no rules concerning any of this. There is only a universe of lies available to the killers, the particular fictions cobbled together to "justify" the carnage and the delivery mechanism (the MSM) so people can read about it Sunday morning in their bathtub.
And I guess they did not break the rules when they allowed (with the assistance of Cheney) the mysterious blowing up of the Pentagon, the most protected structure in America, on 9/11. WE now know for damn sure it was not Flight 77 that hit that building through the application of a simple mathematical formula........

This was prior to the Big Bailouts and the Big Stimulus raid on the Treasury--so that they don't even need to raid the Trust Fund now that Wall Street has raped the Treasury direct !
****So it is not out of hand that GAO sees nothing wrong with Pentagon creating it's own cheerleaders for its Wars, and the continuation of them. They can take Microsoft to Court--and win==for putting its own Internet Explorer in its own Windows Products, but they can't find any Wrong Ethics at the Pentagon for creating an entire Public Affairs Department to promote War. A much better perspective on Pentagon Ethics is the Farewell Speech of President Dwight David Eisenhower, where the former 5 Star General warns us all of the dangers of a runaway Military-Industrial Complex.

* Top US military commander says Pakistan has taken Taliban threat very seriously

LAHORE: US Joint Chiefs of Staff Chairman Admiral Michael Mullen on Thursday said he believed the top leadership of Al Qaeda, including Osama Bin Laden, was in Pakistan.
Talking to Al Jazeera TV, Mullen said Al Qaeda was on top of the US list of priorities and threats around the world. When asked why the United States was not in FATA despite having the knowledge that Al Qaeda was present there, he said, “Because FATA is in Pakistan and Pakistan is a sovereign country and we don’t go into sovereign countries.”
He said Al Qaeda could strike the US from FATA therefore the top objective of the current US strategy was to defeat it, adding that Washington did not have any troops on ground in Pakistan chasing the Taliban.
“We have had trainers there for a significant period of time to train their trainers, which is [an] ongoing support function that is actually moving in the right direction,” he said, adding that some of the US troops were special forces and some were general purpose troops.
Threats: Mullen said there had been a positive shift across Pakistan, especially its military, in recent months against the Taliban.
“One of the things that has happened in Pakistan in recent months and weeks is the Pakistani military - really in response to the people of Pakistan - [and] the government of Pakistan [have] taken the threat against them very, very seriously,” the US joint chief of staff said.
However, Mullen said the Taliban could be politically engaged in the long run. “I think at some point [in the] long-term, they [Taliban] become part of the political process”.
Mullen said Pakistan’s Inter-Services Intelligence (ISI) had to change its strategic thrust in the long run, which, he said, had been to “foment chaotic activity you know in its border countries”.
He said Islamabad’s that “view to its own survival and its own security” had to change at some point in the future.
It's the latest trend in government in the Land of the Free (to just lap up everything served up by our overlords). Outback Rules! No Rules, just right(wing)! Outing a CIA agent is OK!
