EU to Examine National Opt-Outs for GM Crop Growing
BRUSSELS - Eleven European Union countries will call next week for the right to opt-outs for growing genetically modified (GM) crops, to cut through complex EU decision-making and end years of stalemate on biotech policy.
Activists fly a kite to protest against the cultivation of genetically modified maize. (AFP) The suggestion, to be floated at a meeting of EU environment ministers in Luxembourg on Thursday, would be for governments to restrict cultivation of specific GM crop types if they saw fit.
Even though there will be no decisions taken, the paper authored by the 11 countries is certain to spark a debate on Europe's GM policy. The European Commission, the EU's executive, has already started a review of the two main biotech approvals laws: on cultivation, and imports of GM food and feed products.
The paper was co-written by Austria, Bulgaria, Cyprus, Greece, Hungary, Ireland, Latvia, Lithuania, Malta, Slovenia and the Netherlands.
"Given the unsatisfactory situation and the negative attitude toward GMOs of large parts of the population in many member states, time has come to find a new approach to deal with the authorisation and use of GMOs in agriculture," it said. "The legally soundest solution we envisage is a set of minor amendments of relevant EU legislation, which should introduce the right of an individual member state to restrict or prohibit indefinitely the cultivation of authorised GMOs on its territory," said the paper, obtained by Reuters.
It would be straightforward to formulate such an 'opt-out' in legal terms and integrate into existing EU laws, it said.
NATIONAL SELF-DETERMINATION
The 11 countries also suggested drawing up a list of socio-economic criteria that national governments could use to "prohibit or regulate" GM crop cultivation on their entire territory, or certain defined areas of it.
But before then, EU environment ministers should consider options which "could enable national self-determination for cultivation, without changing the general authorisation procedure for placing GMOs and products thereof on the market."
At present, any EU license for import or cultivation of a GM product is for a 10-year period and always applies across all the bloc's 27 member countries.
Even though EU law provides under certain strict conditions for a country to restrict GM crop cultivation or GM product imports, authorisation licenses are valid across the bloc -- in accordance with the principles of the single EU internal market.
However, only one GM crop may be grown at present, a maize type developed by U.S. company Monsanto. That has frustrated many pro-biotech EU states, as well as industry, which are keen to see far more European GMO authorizations.
But in practice, to change the EU's strict rules on regulating the internal market would be extremely difficult, diplomats say. It would probably involve EU finance ministers and ruffle the feathers of a number of EU governments.
The European Union has long been split on GM policy and its member states consistently clash over whether to approve new varieties for import -- but without ever reaching a conclusion.

The products that are banned in the EU countries have been in our food supply here in the USA for over a decade. If it was not for massive resistance from european citizens, the EU would have likely allowed more frankenfoods as well. I applaud the people of Europe for standing up for what they belive in.
Remember about 10 years ago when Jose Bove and his group burned down the Monsanto GM food research facility in France about 10 years ago? (they also destroyed a McDonalds in a different incident) Try that here in the USA and you will be thrown in prison for decades for being an "eco-terrorist".
Another reason to boycott the supermarket and grow your own from traditional, non-patented strains; or patronize farmers markets that sell organic fresh, quality, real food.

You are probably aware of this, but for those who are not, Jose Bove is now a leader of Europe Ecologie. In the recent European elections in France, they did well, winning 16.28% of the vote. Only the rightist UMP, with 27.87% of the vote, and the decaying Socialists, with 16.48% of the vote did better.
Bove has been elected to the EU parliament.

Look folks, this is yet another of the many very important reasons to start cultivating your own food. If you don't already grow, start growing now.
Buy organic heirloom seeds and plant them.
Learn all you can (internet, neighbors, catalogs, library)...
Seek out the nearest farmers market. Buy organically grown vegetables. Save the seeds. Plant them. Ask farmers their advise, how they grow it.
If you have no land, join a community garden or find some vacant lot nearby and start one (with permission, of course).
Start in window pots, egg cartons, milk cartons with a little dirt. drop in 3 seeds. Spray bottle and mist two or 3 times a day.
Grow in your apartment window, grow on the balcony, grow in hanging pots, grow on a nearby ledge, rooftop, shed roof, patio, deck, in pots, on a strip of dirt near the street, in the boulevard median between opposing lanes of traffic.
Grow with friends! It's funner that way...
You don't need land to have a garden. Even if it's a plot 5 or 10 miles from home. The Hopi People in Arizona sometimes walk that far or more to their plots down in the arroyos.
Ride a bike, take a bus or train to your plot.
And remember to plant only organically produced heirloom seeds. Try:

We need to overthrow this monster that's wrecking our earthly home. We can do it by not buying any more of it's beasty products. We need a general boycott of anything beasty.

With respects to the above comments, I just want to add that complaining won't change a thing.
Complain all you want, but until you get down in the dirt and start making carrots, zucchinis and tomatoes appear, you're just full of hot air. And as such, contributing to global warming and all the other problems facing our planet.
If you're not part of the solution then you're part of the pollution.
Be part of the solution, the homegrown revolution.
Oddly enough with urban/suburban gardening on the rise, sheltered from GM cross polination, it is the ark for heirlooms.
