WASHINGTON - Facing eroding support for his Iraq policy, even among Republicans, President Bush on Thursday called al Qaida "the main enemy" in Iraq, an assertion rejected by his administration's senior intelligence analysts.
The reference, in a major speech at the Naval War College that referred to al Qaida at least 27 times, seemed calculated to use lingering outrage over the terrorist attacks of Sept. 11, 2001, to bolster support for the current buildup of U.S. troops in Iraq, despite evidence that sending more troops hasn't reduced the violence or sped Iraqi government action on key issues.
Bush called al Qaida in Iraq the perpetrator of the worst violence racking that country and said it was the same group that had carried out the Sept. 11 attacks in New York and Washington.
"Al Qaida is the main enemy for Shia, Sunni and Kurds alike," Bush asserted. "Al Qaida's responsible for the most sensational killings in Iraq. They're responsible for the sensational killings on U.S. soil."
U.S. military and intelligence officials, however, say that Iraqis with ties to al Qaida are only a small fraction of the threat to American troops. The group known as al Qaida in Iraq didn't exist before the U.S.-led invasion in 2003, didn't pledge its loyalty to al Qaida leader Osama bin Laden until October 2004 and isn't controlled by bin Laden or his top aides.
Bush's references to al Qaida came just days after Republican Sens. Richard Lugar of Indiana, the top Republican on the Senate Foreign Relations Committee, and George Voinovich of Ohio broke with Bush over his Iraq strategy and joined calls to begin an American withdrawal.
"The only way they think they can rally people is by blaming al Qaida," said Vincent Cannistraro, a former chief of the CIA's Counter-Terrorism Center who's critical of the administration's strategy.
Next month, the Senate is expected to debate the Iraq issue as it considers a Pentagon spending bill. Democrats are planning to offer at least three amendments that seek to change Iraq strategy, including revoking the 2002 resolution that authorized Bush to use force in Iraq and mandating that a withdrawal of troops begin within 120 days.
Bush's use of al Qaida in his speech had strong echoes of the strategy the administration had used to whip up public support for the Iraq invasion by accusing the late Iraqi leader Saddam Hussein of cooperating with bin Laden and implying that he'd played a role in the Sept. 11 attacks. Administration officials have since acknowledged that Saddam had no ties to bin Laden or 9-11.
A similar pattern has developed in Iraq, where the U.S. military has cited al Qaida 33 times in a barrage of news releases in the last seven days, and some news organizations have echoed the drumbeat. Last month, al Qaida was mentioned only nine times in U.S. military news releases.
In his speech, Bush referred only fleetingly to the sectarian violence that pits Sunni Muslim insurgents against Shiite Muslim militias in bloody tit-for-tat attacks, bombings, atrocities and forced mass evictions from contested areas of Baghdad and other cities and towns.
U.S. intelligence agencies and military commanders say the Sunni-Shiite conflict is the greatest source of violence and insecurity in Iraq.
"Extremists - most notably the Sunni jihadist group al Qaida in Iraq and Shia oppositionist Jaysh al-Mahdi - continue to act as very effective accelerators for what has become a self-sustaining struggle between Shia and Sunnis," the National Intelligence Council wrote in the unclassified key judgments of a National Intelligence Estimate on Iraq published in January. Jaysh al Mahdi is Arabic for the Mahdi Army militia of anti-American Shiite cleric Muqtada al Sadr.
The council comprises the top U.S. intelligence analysts, and a National Intelligence Estimate is the most comprehensive assessment it produces for the president and a small number of his senior aides. It reflects the consensus of all 16 U.S. intelligence agencies.
In his speech, Bush made other questionable assertions.
He claimed that U.S. troops were fighting "block by block" in Baqouba, a city northeast of Baghdad, as part of an offensive to clear out al Qaida fighters.
But Gen. Raymond Odierno, the U.S. ground commander in Iraq, said earlier this month that 80 percent of the insurgents American troops expected to encounter in Baqouba had fled before the operation began, including much of the insurgent leadership.
There was little heavy fighting. Out of 10,000 U.S. troops involved, only one has been killed.
Bush categorically blamed al Qaida for the Feb. 22, 2006, bombing of the Askariya mosque, a sacred Shiite shrine in Samarra whose destruction accelerated sectarian bloodshed.
But no group has claimed responsibility for the attack, and U.S. officials say there's no proof that al Qaida in Iraq was responsible, only strong suspicions.
Critics of the war are questioning the administration's increasing references to al Qaida.
"We cannot attribute all the violence in Iraq to al Qaida," retired Army Maj. Gen. John Batiste, who commanded the 1st Infantry Division in Iraq before becoming an opponent of Bush's strategy there, told the House Foreign Affairs Committee on Wednesday. "Al Qaida is certainly a component, but there's larger components."

I just skimmed Dr. Moret's article and she is certainly not the only one concerned about DU. It has been kept pretty quiet in the media but is an atrocity. There are plenty of concerned knowledgeable people out there trying to stop the use of DU so don't think for a second that Moret is alone in her view on this. With a half-life of 4.5 BILLION years we have doomed the areas where it has been used (earth!).
And we might as well believe it was UFO's - isn't any more far fetched than the story we have been fed by Bush/media.

Beckyb.___Some Ufologists believe one of the reasons UFOs come to Earth is because of atomic waste. They believe the aliens don't spread it, they measure the ammount of radiation in our atmosphere and in animals. Those aliens are afraid of it, and they should be. True or false? I don't know.
Buttt, I have observed a UFO, a huge one which hovered over an air base for several minutes in broad daylight on a perfectly clear day. It was not Venus, swamp gas, the moon, a blimp, a weather ballon or a flock of flying pigs. It was a great big cigar shaped UFO, approx a half mile in length. hovering at an altitude ofless than 4,000 feet. The incident was reported but no civilians ever heard about it.
When it left the area, it took about six seconds for it to fly up and away and blink out of sight. Many other men, pilots and flight crews also saw it, it was nothing like any of us had ever seen in all of our aircraft experience. One has to see one to really believe they exist. You are right. Thank you. I just found it also. I could not find the article however, where one could read her comments. Neverthe less, there are MANY scientists who explain the dangers of DU and I read one article which gives the ammount of Du in the atmosphere,___ it is not good.
One of our warnings is the dramatic decrease of bird populations in the past eighteen months. (See article from the Audobon society in June 07.) We live In a high valley in the mountains and this year the usual ammount of birds we always see and feed, have literally diappeared. From an average of (70) different specie to only (11) this year and some of the (11) are only one or two birds, instead of flocks of twenty or more.
Men use birds in mines for safety reasons. When the birds fall over, it's time to run. Can't run when we are outside in our lawn chairs, no place to run to.
Well, I saw it in the Wiki entry under her name, it was the last sentence- "Moret has also expressed her support for the claim that space weapons were involved in the destruction of the WTC towers on 9/11/01 in a proposal for an International Tribunal[1] with Vancouver UFO-ologist, Alfred Webre. Personally I think the gov't loves the UFO stuff, keeps the heat off of them- if we really knew what went on in area 51 we would probably be astounded. Better to have us all thinking it is UFOs and then they can call us all nuts rather than worrying about us delving into what really goes on there (and everywhere else that they are conducting top secret research).

Bush isn't the only one trying to promote the idea that everyone in Iraq who opposes the U.S. is al Qaida. Among others who have taken up this presposterous distortion of the situation are the New York Times, the Washington Post, NBC, CBS, ABC, CNN, and , of course, Fox.
It is going to be a long year for Cheney/Bush. I actually feel sorry for them ; ). Let's all do them both a favor and impeach them for crimes against the republic.
Fascinating how there is little evidence concerning the existence of al Quaida now. This can only mean that they probably used a small obscure faction called al Quaida to justify their war on Iraq. The list of 9/11 terrorists was comprised mostly of non terrorist law abiding Arabs that had nothing to do with 9/11 or al Quaida. In a lot of cultures parents create a boogeyman type entity so they can get their children to do what they want, al Quaida is Bush's boogeyman.
Maybe Bush's reputation for being a non-reader is wrong; these al-Qaeda assertions sound very much like something from Orwell's "1984". And Bush's administration has moved inexorably toward a "Big Brother" character, snooping on emails and telephone records, pretending to favor "compassionate conservatism" while allowing New Orleans to die, and calling tax cuts for the rich "tax reform". "King George" seems to always overlook the fact that had he not invaded a nation who offered no threat to the U. S. we wouldn't have to worry who was coming after us. In recent reporting from Iraq we have been told alot about "al queda in mesopotamia". Reporters of all stripes quote un-named military sources or simply make reference to video tapes, phone calls, or "web sites". Nothing in the way of independently verifiable evidence has been shown.
On 6-19, CNN quoted a named source, Brigadier General Mick Bednarek, "the end stage is to destroy al queda influences". This begs the question, what are "al queda influences" and how do you destroy them? To influence is to produce effects through intangible means, so we now have a war against an intangible enemy.
The phrase "spirit of resistance" might be more apt than "al queda influence".
So "the end state", the goal, is really to crush the spirit of resistance to occupation. How is this accomplished? It requires systematic torture, collective punishment, and subjugation through creating an environment of despair. This is the real strategy being implemented in Iraq and Palestine: wholesale abuse, mindless destruction and mayhem.
Are people really that dumb? 47% of Americans believe Saddam was behind 9/11? Or are they just playing dumb and going along with Bush's lies? Either one is inexcusable.
I'm curious. Does Bush ever speak before an audience that was not screened beforehand to make sure they are supporters of his agenda? The way Bush keeps reminding us of 9/11 and al-Qaida, you'd think it just happened recently. I'm sure he, Cheney, and the rest are planning another attack on the U.S. since 9/11 is getting stale. Of course they'll blame Iran this time.
The 'main enemy' in Iraq is the USA. And Blackwater and all the soldiers for hire over there. W can call the Iraqi 'insurgents' whatever label he chooses, but let's get real. They're people, trying to eliminate the USA poison and take control of their country again. Not much different than U.S. citizenry would be if we were invaded by the strongest military in the world. I think China probably fills that bill.

33 times Bush conjured up images of the bogey man, but the most ironic thing is his audience. Somehow his speech to a militaristic crowd becomes a message to the public. I'd like to distinguish his audience and his intent, and it would be nice for a change, if the regular civilian could do the same.

I'm astonished at the incredible size of Al Qaida. They seem to be bigger than the U.S., British and Chinese armies combined. I'm beginning to suspect every rollover of an SUV has been caused by this diabolical force, and becoming afraid to look under my bed.
My worry is, on the brink of a confrontation with Congress, Cheny/Bush are at this very moment conspiring to arrange yet another terrorist attack on U.S. soil to give them the excuse they want to declare a national emergency, cancel the elections, nullify the Constitution and declare themslves a diarchy.
