Democrats Stay Quiet on GOP Push for Medicaid Cutbacks
Since Rep. Paul Ryan introduced his budget blueprint in April, Democrats have held countless news conferences and issued even more press releases condemning the plan — as they say — to eliminate, end or kill Medicare as we know it.

(AP Photo) Yet, for all the Democrats’ posturing and campaigning against Republican plans for Medicare, the GOP budget actually makes more immediate and deeper cuts to Medicaid. But Democrats haven’t been blasting the GOP Medicaid plan with nearly the same fervor, even though Republicans would cut about $750 billion from the program during the next decade and end the guaranteed federal match for states.
With intense budget negotiations on the debt limit under way, health care insiders think Democrats won’t budge much on Medicare now that they have a significant campaign chip in their pockets: Kathy Hochul’s upset win in New York’s 26th Congressional District is Exhibit A of the power of Medicare.
And that makes advocates worry that Medicaid cuts are more likely to come out of budget negotiations led by Vice President Biden.
Medicaid covers more than 50 million people, including low-income children and seniors in long-term care, but it doesn’t pack the same political punch as Medicare. Some observers say that’s due to the lingering perception that Medicaid is just a program for poor people that holds a much less broad-based appeal.
That perception is definitely part of the challenge in communicating Democratic opposition to the GOP’s Medicaid plans, Rep. Robert Andrews (D-N.J.) told POLITICO.
Medicaid “doesn’t quite have the same political dynamic” as Medicare, Andrews said.
Medicaid faces numerous GOP efforts to slash program spending as states grapple with massive deficits and leaders in Washington try to hammer out a budget deal. Republicans have pushed block grants and easing maintenance-of-effort requirements as their preferred methods of controlling Medicaid costs. Last year’s health care reform law raised the stakes for Medicaid even higher, because the program is expected to add 16 million to its rolls in 2014.
While advocates say Democrats have drawn a clear line against the GOP’s Medicare plan, they’re less certain of the party’s stance on Medicaid. At this point, they’re unsure what will come out of the Biden negotiations on the debt ceiling, but they believe cuts are on the way.
Some Democrats have voiced their dedication to preserving the Medicaid program as is. “We must protect Medicare; we must protect Medicaid,” Assistant Democratic Leader Jim Clyburn of South Carolina told reporters after a White House meeting on Thursday.
But they’re not exactly blasting that message from the rooftops.
Aside from Sens. Robert Menendez of New Jersey and Jay Rockefeller of West Virginia, very few Democrats have put Medicaid front and center, a health care advocate said.
“The message has been Medicare, Medicare, Medicare,” the advocate said.
Recent polling, however, shows the public may look more favorably upon Medicaid than previously thought. A Kaiser Health tracking poll released in late May found 60 percent of respondents support the current Medicaid structure, 35 percent support block grants and 53 percent favor no Medicaid reductions. Further, about half said they have a personal connection to Medicaid, either because they participate in the program or know someone who does.
An April poll from Greenberg Quinlan Rosner showed support for Medicaid was on par with that for Medicare.
As Democrats continue to hammer home the Medicare message — and promise to make it a central campaign issue in 2012 — staffers for leading House and Senate Democrats in a closed-door meeting last week urged Medicaid advocates to get their message out. The underlying message, according to advocates who attended the meeting, is that congressional Democrats would rather let outside groups do the heavy lifting on Medicaid.
“They know they need to protect Medicaid, but they don’t understand it,” said an advocate who is a former Hill staffer. Members “tend to be wealthier and older, so they just don’t have that interaction, and they don’t speak from any knowledge around it.”
Still, another Democratic health lobbyist said last week’s meeting showed commitment to fighting the GOP’s Medicaid proposals.
“It’s fantastic that such a meeting took place,” the lobbyist said.
Days after the meeting, Democrats on the Energy and Commerce Committee started to push back by releasing district-specific numbers on how the GOP’s Medicare and Medicaid plans would affect constituents.
Menendez, who heads the Democratic Senatorial Campaign Committee, acknowledged in a conference call last week that Medicare has garnered much of the party’s attention. But he drew a hard line against the GOP’s Medicaid proposals.
“Medicaid [cuts], certainly in the context of block granting, [are] also not acceptable,” Menendez said.
Besides Menendez, Rockefeller has been the most outspoken on the issue. On the eve of President Barack Obama’s April speech on his long-term budget view, Rockefeller issued a stern warning not to cut Medicaid.
Obama gave few hints of his Medicaid plans in the speech, but he said changes to entitlement programs are necessary.
“I guarantee that if we don’t make any changes at all, we won’t be able to keep our commitment to a retiring generation that will live longer and face higher health costs than those who came before,” Obama said.

Are you saying the REPUGS support the citizens of the Great and wonderful USA having medical care? The USA is the only industrialized country in the world which does not care for all their sick. The medical care in the USA is more like a third world country.

I basically expected the GOP's Medicaid proposals to destroy Medicaid and remove health care coverage from millions of poor, elderly in nursing homes and disabled with a rang of health challenges...but the Democrat's and Obama's cowardice in using Medicaid as a politically expedient bargaining chip than can be traded away and 'cashed in' is sick and disgusting.
If we had Medicare for all, there would be no need for Medicaid. Of course that would mean we would be living in a more just society, and we can't have that now can we?

I agree with you. Medicare for all would be a big solution. "For all" should include everyone including Senators and Congress critters.
A little aside here: I worked in the in-patient psychiatric unit of a local hospital in Illinois for 22 years.
I can testify that half of our clientele abused the Medicaid system. These individuals would rotate from 1 hospital to another throughout the area, obtaining free food and shelter. Then, at the beginning of the month, when SSI/ Public Aid checks came out, they would demand discharge and/or act as though now they were suddenly all better, and go out and spend their checks on drugs (mostly crack), alcohol and partying. Then back they would come again into the system. They would get in by saying that they wanted to commit suicide or were thinking of killing their family or someone. This is a sure fire way to get admitted due to liability risks.
I also perceived how these particular clients would get a diagnosis of "Psychosis NOS" or "Schizo-Affective Disorder," both guaranteeing ongoing treatment. My theory is that many psychiatrist's "pad" their patient load with these kinds of patients. This insures reimbursement from Medicaid....which by the way, is very little. So, doctors are forced to work in volume rather than quality.
The whole system is skewed toward corruption...out of necessity sometimes....but still, wasted money and lives.
On the other hand, there were also many legitimately sick individuals. What will happen to them if funds are cut? Back in the early 80's, many residential psychiatric facilities were closed. The patients in them were dumped out on the streets to fend for themselves. With the help of Medicaid paying for the medication, which they have to have if they are to function, many of these people managed to lead a reasonably fair existence. Without their meds. it will be a very ugly world out there!
If we had a Medicare for All type system where there is one payor, quality control issues would be addressed that could weed out those who are taking advantage of the system, and care for those who really need the care. We would all benefit from this system. Unfortunately, some people will not open their eyes and minds to this reality.
If what you are saying is true, isn't incredibly SAD that people in the USA have to go such lengths to survive. The total lack of an outpatient care is a major factor.
The USA prefers to spend BILLIONS on war and have a failing education system as they won't put $$$ into the education of their children.

Politically the passage of "Obamacare" was a monumental piece of stupidity because most of the nation does not quite understand its weird complexity and support for it by the public appears to be lukewarm at best. When our nation gets a radical GOP administration plus GOP majorities in Congress, "Obamacare" will be quite easily repealed or else "disarmed". From the reactions to the Ryan budget it is clear that an attempt to repeal "medicare for all" once it is in place will generate huge demonstrations and a severe anti-GOP backlash throughout the nation. Democrats are Dummycrats in the pockets of the insurance industry.
I am confused by your posting. You talk about some sort of attempt to repeal Medicare for All....but we do NOT have Medicare for all so how the heck can it be repealed? It will never be put in place by the wimps and lunatics now in Congress so I don't think there's much need to worry about repeal. Nearly all of those in Congress today are in the pockets of the insurance industry. An election will not change that either....

I fought hard for "Medicare for All" but the reality is taxes will increase.
Studying most plans of "Medicare for All" acknowledges this fact. But the taxes indicated would be PROGRESSIVE.. No one ---NO ONE --- is proposing
the kinds of cuts in military spending (overt and covert) which this
would require. Oddly enough, military cuts are (Washington lingo)
"off the table". They are not under consideration in Congress, either party. Not in "my" district.
And as most of us know so very well, far from consideration by the current
Administration.
"Medicare for All" should not be state-by-state. Not ever!!! It must be
national or "Federal".
Maybe no one recalls (or has read of) STATES RIGHTS battles over civil
rights and social justice, over lynching. They were the perogative of the
states we were told.
Well-financed corporate concerns can always take on individual states one-
by-one.
Some of us simmered up with the belief in unions. This too turns out to have
been a fantasy. Despite noble declarations of support for "Medicare for
All", most unions tragically believe in the misinformation given out by the
Democratic Party and in the end believe that their primary duty is to
produce votes for Democrats.
That has historical roots (See Gabriel Kolko, MAIN CURRENTS
IN MODERN AMERICAN HISTORY). It has gained nothing for union membership either in healthcare, "Medicare for All", or other gains for those few who are still
working.

You are exactly correct. The insurance companies (unregulated) has the country by the short and curlies. Profit, profit, profit. Get the insurance companies' permission for a scan on a person they have verified cancer. Wait long enough that the Cancer has metastasized and death is eminent.
The government of Canada doe not run the health care system. They set out what needs to be accomplished, regulations, requirements and transfer $$$ to Boards of Directors which is legally responsible for the appropriate use of the funding.

When you can hammer the Republicans so effectively on Medicare, standard political tactics dictate that you don't complicate your message by introducing other topics. The vast majority of American voters will just get confused if you talk about Medicare and Medicaid at the same time. Keep in mind that only 30% of Americans know that Medicare is a government program.
What is medicaid?? Privately owned?
Medicade is a state run program based on personal resourses and need. Generally if you are eligable you are living on food stamps and government housing as well. In Washington state your income must be below 500 a month for an individual. That includes what you spend for rent which averages above that in the Puget Sound area. Lets hear it for the compassionate right.
Obama and the Dems will cave in again when it's time to fight for us on Medicare and Medicaid. I don't have any doubt about this
