WASHINGTON -- Nearly half of the US public wants President George W. Bush to face impeachment, and even more favor that fate for Vice President Dick Cheney, according to a poll out Friday.
The survey by the American Research Group found that 45 percent support the US House of Representatives beginning impeachment proceedings against Bush, with 46 percent opposed, and a 54-40 split in favor when it comes to Cheney.
The study by the private New Hampshire-based ARG canvassed 1,100 Americans by telephone July 3-5 and had an error margin of plus or minus three percentage points. The findings are available on ARG's Internet site.
The White House declined to comment on the poll, the latest bad news for a president who has seen his public opinion standings dragged to record lows by the unpopular war in Iraq.
The US Constitution says presidents and vice presidents can be impeached -- that is, formally charged by the House -- for "treason, bribery, or other high crimes and misdemeanors" by a simple majority vote.
Conviction by the Senate, which requires a two-thirds majority, means removal from office.
Just two US presidents have been impeached: Bill Clinton was impeached in 1998 and acquitted in 1999; Andrew Johnson was impeached and acquitted in 1868. Disgraced president Richard Nixon resigned in 1974 when a House impeachment vote appeared likely.
In late April, left-wing Representative Dennis Kucinich, a long-shot Democratic presidential hopeful, introduced a resolution calling for Cheney's impeachment. To date, the measure has nine listed co-sponsors and a 10th set to sign on when the House returns to work next week.
But Democratic leaders appear unlikely to pursue such a course.

I want to know now, for once and for all, from the mouths of the dems, why it was that the gop was so activist about impeaching Clinton, and now the Dems are so resistant to impeaching Cheney.
I just don't get it. If the Dems really want to succeed against the republicans, do they not remember how the impeachment hearings of Clinton DESTROYED the dems and completely undermined a sure-fire Gore win?
That bogus process for bogus 'high crimes' concerning Clinton’s personal affairs single-handedly destroyed the popularity of the Dems at the time, making the 2000 vote so close it could be hijacked by the GOP, starting this whole horrific cascade of huge national crimes they've all caused.
Will somebody please explain to me why these dems keep saying "there's not the votes", when if they just signed on and made it happen, it would be a huge triumph for them?
Are not the dems afraid that refusal to seek justice against Cheney will further hurt their cause??
I am tired of believing the dems are afraid of foul play and so the entire party appears stymied. I believe they are lying when they say things like "impeachment sucks all the air out of the room" etc. or "we don't have the votes", or "we'll impeach in '08". It just makes no sense in any way. At the very least the process would deflate the GOP by airing their massive dirty laundry which the electorate simply doesn’t want to see. Instead all we get are pointless wastes of time with Libby and Gonzo, which is clearly all a silly charade.
I want to hear it from the mouths of the dems: Since impeachment was shown to be so effective against Clinton, and the crimes now are genuine and huge and historic comparatively, can somebody please cite some genuine quotes with a genuinely intelligent explanation as to WHY virtually NONE of the dems are willing to pursue this? There is a bill Hres333, it's cosponsored, the popular support for impeachment process is HUGE according to the poll, the Bushies can't possibly assassinate and smear ALL the dems without being too obvious, what really is their point??
Please help me understand, I know all the theories and evidenced evil of sleazy, narcissistic criminal politicians of all sides, now I want to hear their actual words, articulated with some semblance of intelligence-- they can't possibly all be completely daft, or think we are—these are lawmakers with degrees, major speaking skills, etc, yet there’s not one sentence I’ve heard all this time that makes any sens whatsoever! Please somebody give me even one quote from one dem with one REAL reason why they won't pursue H-Res333.
This would be a great subject of a featured article: Interview the dems in congress and get their FULL EXPLANATION for not pursuing this, not just these meaningless buzz-phrases about lack of votes, and not just a show of non-hands at a dem debate, etc. We elected them, we pay them, they do what they do with our money, why won’t even journalists write some really illuminating articles with interviews and quotes from actual sitting congress-people on the matter? Why won’t this even get into the Times anywhere, what is going on???
Journalists: PLEASE GIVE US REAL INFORMATION ON THIS, not more conjecture about evil ambitions of politicians which we all know and realize.
The american public has become veal and do not have the stomach to fight unfortunately.. Since most people live paycheck to paycheck they can`t afford to fight and if they do not wake up soon there will not be anything left to fight for.
We must IMPEACH now !!!!!!
Remember Senator Paul Wellstone? Of course, none of you do. Your memory is good for what? Four days. He was murdered more than a year ago. This terrified the Democrat Congress. Pelosi went into cardiac arrest. Paul Wellstone was fearless. He told a group of veterans in Minneapolis that Cheney had threatened him. He scoffed. The next day his plane was blown out of the sky killing him and his family. The explosion could be seen for miles. That's why the Democrats won't impeach Cheney. They are blatant cowards.
Talk! Talk! Talk! I don't believe it. I don't trust the American people. They are self centered, greedy, terrified, lethargic, disinterested sheep. I wear my "Impeach Bush" T-shirt wherever I go. It makes people uncomfortable, afraid, resentful. Do you think these cowardly slugs will take action. Go out in the street like the French and battle for their rights. Never. Back in the 30's tens of thousands joined the Lincoln Brigade and fought the fascist in Spain. Those Americans no longer exist. One of these days we'll be exterminated like the Jews in Germany.
Marine Corps Veteran
Had coffee with the local Republican chairman yesterday. He knows me from when I worked for the Kucinich campaign in my state back in 2004 and we'd "discuss" politics during that primary season.
We got on the subject of impeachment. He laughed. He actually agreed that the administration is "stretching" things a bit but he said my party (he still thinks just because I worked on the Kucinich campaign, I must be a Democrat) will do NOTHING because they know what would happen. I asked what he meant and he just laughed and changed the subject.
Scary.
aymon,
Nicely put. I hear that wind howl too, but my guess is that most Democratic politicians don't.
They don't read Common Dreams or anything remotely like it. I'd be surprised if most read newspapers.
Most of their replies to e-mails _ thanking writers for their views and saying they consider the issue important and are "working" hard on it _ sound like they're generated by software. Then, when we phone their offices, it seems their staff record the issue, tick 'for' or 'against,' and put it in a drawer.
Man, ~all~ of their energy goes into fundraising and re-election.
Still, as you write, I'm sure some of them must have at least a vague idea of the mounting anger.
My guess is that the answer to your question _ the reason they aren't doing anything about the illegal Bush regime depite the anger _ is simply that _
The more heinous the Bush regime gets, the more likely it is that voters will panic at election time and vote Democrat out of terror that voting for an indepent or small party would be wasted.
Therefore, it makes sense for the Democrats to want to let the Bush regime get so totally, obviously insane and out-of-control that it'll make the Democrats look good, no matter how loopy, scattered and ineffectual they are.
It's not good, but I'm still thinking that the only workable, large-scale plan of attack is to badger the Democrats harder, relentlessly, day and night. We hire them. We have to tell them to do their work. Of course they owe us that, too. I sincerely wish I could offer something better _ and stronger and harsher. Most Americans aren't prepared to go the distance on this. A reality we have to live with and work in.
All the best to you.
Folks THERE IS SOMETHING FISHY GOING ON THAT JUST DAWNED ON ME AND I WANT TO SHARE IT WITH YOU. I do not know how to logically explain this phenomenon happening right in front of our eyes.
Let's see if we can figure it out because it will provide a better understanding of why the Dems are so scared of Bush/Chenney regime.
Let's not try and put forth a sound bite solution to this puzzle such as they are beholden to their pay masters, they are in cahoots with their corporate sponsors, they are Republicrats and so on. I admit I have proferred the paymaster insight earlier myself. These are all valid insights and we have seen them repeated here in almost every thread in regards to why impeachment is not happening. Also it has been suggested that a constant barrage of e-mails, phone calls and similar activity to our House and Senate representatives will do the trick. If we go back to CD archives in the past two months, May and June we will find hundreds of blogs saying the same thing. But NOTHING happens. We now must ask why, and go deeper than the first level reasonable suggestions above. They, in normal times, on a lesser issue than impeachment, may have worked. BUT SOMETHING IS "ROTTEN IN DENMARK", as it were, here and that is what I believe I may have smelled. So without further ado, here it is.
For the last 3 months, all the polls, as well as the angst here and at other websites, or just holding up a wet finger, we all know where the wind is blowing, or more acurrately HOWLING, in so far as general public opinion about BUSH/CHENNEY and the ENTIRE CONGRESS, PARTICULARLY THE PUSSILANIMUS DEMS are concerned.
Let us put a conservative figure of 65% ROCK SOLID public opinion in favour of getting rid of the gang in charge of the WH, for reasons ranging from rank incompetence to crimes against humanity. Now we must assume as people with some powers of deduction that these DEM politicians read hear the same windsas we do, and the hear the same deafening howl in the wind from a population fed up with the mess as we do.
So the issue of writing anything to any DEM Congress person is moot, because our letters and phone calls, even if in the thousands, cannot match the howl of 65% of the people who are fully awake. That translates to about 200 million people from the total population of America of 300 mill.
THAT IS A PRETTY BIG, NAY, A VOLCANIC ERUPTION OF ANGER AMONG THE MASSES.
No Congress person in his or her sane mind can ignore the will of 200 million people, whose anger has reached to boiling point, after long suffering of the abuses of this administarion and the horrendous crimes committed in their name.
So why are these DEMS not scared out of their pants by this public anger? Because on election day (assuming there is no martial law or such declared) in 2008 and 2010 it will translate into a political execution - - whoever is running for the DEMS will get slaughtered. No politician wants to lose his/her seat. That is what politician does - - he or she saves her own skin when the public comes out with pitchforks, metaphorically, on election night 2008. Paymaster or no paymaster, a politician will sell his or her own mother to save its (YES "it" - - that is what a politician without principles is)skin.
Hence my point is: Why are not the DEMS cringing at this increasing roar of the American people, fully awake and mad as hell? THIS IS WHAT DOES NOT MAKE SENSE TO ME. WHAT IS GIVING THEM THIS SUICIDAL COURAGE to DEFY the WILL of 200 MIILON PEOPLE?
Any ideas?
Keep bugging your congressperson at least weekly to support Kucinich's bill to impeach Cheney (HR 333). I keep telling mine that she could look really visionary and courageous to do it now..because eventually the impeachment will happen.
But, it hasn't worked..yet. Got a better idea??
Hi there, re this _
> You think it (impeachment of Bush & Cheney) will happen?
> I do not know if the Democrats with Nancy Pelosi as the
> Speaker of the House has the political fortitude to do
> it ... The Democrats are beholden to their paymasters and > that is a fact. Well, I hope impeachment happens, but I
> would not bet your life savings or house on it
I absolutely agree, and I can think of all sorts of things I'd like see happen to Bush, Cheney, and others who continue to use our well for their toilet.
The problem is that we, Americans, are either too afraid, too moral or both to do what many Americans would really like to see done with the Fascist slime. All one can do about that is fantasize.
Impeachment is probably the only realistic hope, faint though it is. No, the Democrats are unlikely to go through with it _ but there's a better chance for impeachment than a war crimes trial or mob justice. Even if it might be futile, I'd suggest cranking up the pressure on representatives to impeach as most productive thing we can do. Please do it.
Best thing right now is to push for Rep. Kucinich's bill. Write your rep and ask your friends to do the same.
I just read another of today's articles here on Common Dreams and the way I read it, even if Bush is impeached, he can legally ignore it and stay the course. A recent Supreme court ruling gives him that right. Is that correct? Hope I've read it wrong.
It's the one titled, The King Can Do NO Wrong.
Another advantage of impeaching Bush/Cheney would be that it would show all the good people around the world who probably think that the USA is a sick & hopeless monster/bully that should be nuked, that there is some hope after all.
The discourse concerning impeachment has to continue with a "Paris Hilton" type media buzz. The more we force this topic on the minds of the public the more popular this topic will become.
Impeaching Cheney/Bush is good for America. It shows the that America is waking up. It shows that we are not as complacent as the rest of the world believes us to be. Americans need not be held accountable for the lies and corruption of our administration if we act now and act fast to remove as many of the "crazies" before they commit further atrocities.
Support your local impeachment campaign. We can force congress to act if we create an excessive media blitz.
Talking about Kucinich... I must admit I admire the guy for his humanist conviction to moving the country left even if he does refuse to leave his corrupted party. I recently saw one of the best speeches he ever gave. It appears on YouTube and was delivered to the United Steel Workers union. After hearing it, anyone with a dime's worth of sense would put their money on this guy. Oh that's right, we live in America, home of the corporations and fixed electoral system. Forget it.

Everybody is so happy to sit around and wait till Democrats (independants, martians, etc.) impeach these people instead of doing something themselves. Look how oppressed peoples' like Serbs, Georgians, Ukrainians, etc came out enmass and forced their big bad scary tirants out. Peacefully. And nothing happened to them. And doing this kinda stuff in those countries is much much more dangerous than in US.
Why can't your Stewarts', Colberts', Bonos', Ron Paul's and others get together and make plans to descend on Washington one sunny day. All they really have to do is tell people that believe in them to come to Washington on a certain date and show these fat bastards that you voted for that you are still watching them and that you are sick of their bs. All that citizens would need is: 1 - 3 days of their time (take a vacation maybe. Or you can't miss 3 days of relaxing on a couch ?), plane ticket or some gas to drive down there and the anger that has built up over the years of being lied to and treated like a dumb kid who does not know what he/she wants and sees with their own eyes. How many million-man march would that be ?
Do you think it'll happen ? No, it won't. All of the people who claim to be speaking on your behalf are happy for this to go on forever as thats what gives THEM the power and viewers and followers...
We the People are involved in a serious game of chess with the Powers that Be. Impeachment would merely be a Check for our side. They'd come back with the Checkmate ploy of declaring the USA in a state of emergency after another 9/11 type disastrous loss of human life. Surely we've all heard the theory that these two top dogs were actually behind 9/11 which explains to some extent why W wasn't rushed off to safety and continued reading to the schoolchildren and why Cheney's meeting at the Pentagon was cancelled two hours before the plane slammed into it...
A state of emergency would cease impeachment proceedings (and elections!!!) until the the powers that be declare the USA to be safe once again. How many years do you think they can keep that going?
Perhaps Nancy Pelosi knows more than she wishes she did about all this; perhaps she knows impeachment proceedings would merely get the next crisis rolling sooner than planned.
Of course, if you believe in that plan, you must also realize that it will happen before the next presidential elections.
abbybwood:
Thanks for your letter, with a few changes (since my rep is a Republican) I used it today.
Am supporting Dennis Kucinich, too.
Also, anyone -- I got this pamphlet when I was touring DC with relatives yesterday, from Lyndon LaRouche. Is there any credibility in his contention that the Anglo-Dutch oil cartel (Shell, BP, etc.) along with a british arms company (BAE) has a "private" contract with Saudi in which they get oil (representing billions of dollars of revenue) in exchange for arms to Saudi?
See: http://www.larouchepac.com/
you don't really believe that they give a fig what the american people think, do you?
Cheney just laughs at the democrats. He knows they wont do anything. Cowardly Pelosi wont do anything.
I just wonder what will happen to Bush and Cheney when they leave office. How much private security will they have? I doubt they will have an easy time of it unless they stay in hiding.
Now this is why I am supporting Dennis Kucinich and u lefties should too. He has been a step ahead of the country since even before the war began! He opposed the war before opposing it was popular; he was green before that became popular; and he has authored articles of impeachment against Cheney, the real mastermind behind this war and the lies that propped it up, before this poll even came out. Seems to me Kucinich has the best judgment to be president.
Kucinich '08!!! Impeach the war criminals and try them for their crimes against people and decency!

It could be 65% for impeachement and 35% against.
The newsmedia in the USA is rotten to the core. Same goes for the political/economic system.

Please call your congress/senate once a week & tell them to impeach the war criminals in the white house.

aymon ~ “Just marginalise them without viloence. 75% of the intellectual resources to prosper in the new Knowledge Based economies of the world are among the progressive 60%. The Neanderthals will evoporate economically within 10 years as their 17th century, lilly white, know- nothing “society†will collapse around them while the 60% builds a humane social democracy in the mold of Norway, Sweden and Canada.â€
Absolutely. These people are delusional, armageddon-obsessed fanatics who dismiss science and the core humanistic values that give our heterogenous society a semblance of common vision/purpose. They are more than willing to plunge the earth into darkness in their pursuit of righteous schizoid purity. Their notion of spiritual "love" requires a godzilla-like shadow --- hence such looming catastrophes such as global warming, (rightly viewed) international hatred of the US, the polarized immigrant debate, unfettered US military and economic imperialism, and so forth. Who cares about all those who die in their righteous onslaught? We'll all be given a second chance from our graves. I am reminded of the Inquisition where confessions were extracted under torture not to grant the prisoner any release from prison, but to guarantee that the prisoner's soul is saved after s/he'd been tortured to death. That's Bush's "compassionate conservatism" for you.
Anyway, I think what we're after here is the formation of a decent society where all are embraced, where a safety net ensures equal access to education, healthcare, and the basic necessities of life. Democratic socialism. Sustainability. Diplomacy rather than war. People before profits. Etc.
The "right" - or rather the "wrong" - need not buy into this vision; but if the vision takes root, and we can build on the brief advances made by FDR, MLK Jr and others, the "right" will have ample room to prosper regardless of their current buy-in. This is far from the motivations of the insular xenophobic religious bigots that form Bush's base.
But I do think that taking back the media, and taking money out of politics will be essential if we are to make any lasting progress. The kind of corporate controlled money-based holier than thou self-centeredness that we are seeing leads invariably to social atomization and fascism.
So I don't see making calls to government over impeachment will have any lasting effect without simultaneous efforts to enact clean campaign financing and an overhaul of the FCC and its enforcement of the mandate to insure that the media serve the public interest. Some of the worst attacks on the populist efforts by Michael Moore have come from NPR. Congress has taken the public out of "public radio." "NPR is underwritten by Archer Daniels Midland, Lockheed Martin, and Pfizer thank you."
Peace.
Here's the number 1 reason George Bush should be impeached. Any member of Congress who is aware of this and is not taking action to remove him and his Vice President from office should also be "impeached" and removed from office for not living up to the oath THEY also took to "Protect and Defend the Constitution against ALL enemies, both foreign AND DOMESTIC."
The Rant
Bush on the Constitution: 'Just a goddamned piece of paper'

Last month, Republican Congressional leaders filed into the Oval Office to meet with President George W. Bush and talk about renewing the controversial USA Patriot Act.
Several provisions of the act, passed in the shell shocked period immediately following the 9/11 terrorist attacks, caused enough anger that liberal groups like the American Civil Liberties Union had joined forces with prominent conservatives like Phyllis Schlafly and Bob Barr to oppose renewal.
GOP leaders told Bush that his hardcore push to renew the more onerous provisions of the act could further alienate conservatives still mad at the President from his botched attempt to nominate White House Counsel Harriet Miers to the Supreme Court.
"I don't give a goddamn," Bush retorted. "I'm the President and the Commander-in-Chief. Do it my way."
"Mr. President," one aide in the meeting said. "There is a valid case that the provisions in this law undermine the Constitution."
"Stop throwing the Constitution in my face," Bush screamed back. "It's just a goddamned piece of paper!"
I've talked to three people present for the meeting that day and they all confirm that the President of the United States called the Constitution "a goddamned piece of paper."
And, to the Bush Administration, the Constitution of the United States is little more than toilet paper stained from all the shit that this group of power-mad despots have dumped on the freedoms that "goddamned piece of paper" used to guarantee.
Attorney General Alberto Gonzales, while still White House counsel, wrote that the "Constitution is an outdated document."
Put aside, for a moment, political affiliation or personal beliefs. It doesn't matter if you are a Democrat, Republican or Independent. It doesn't matter if you support the invasion or Iraq or not. Despite our differences, the Constitution has stood for two centuries as the defining document of our government, the final source to determine  in the end  if something is legal or right.
Every federal official  including the President  who takes an oath of office swears to "uphold and defend the Constitution of the United States."
Supreme Court Justice Antonin Scalia says he cringes when someone calls the Constitution a "living document."
""Oh, how I hate the phrase we have-a 'living document,'" Scalia says. "We now have a Constitution that means whatever we want it to mean. The Constitution is not a living organism, for Pete's sake."
As a judge, Scalia says, "I don't have to prove that the Constitution is perfect; I just have to prove that it's better than anything else."
President Bush has proposed seven amendments to the Constitution over the last five years, including a controversial amendment to define marriage as a "union between a man and woman." Members of Congress have proposed some 11,000 amendments over the last decade, ranging from repeal of the right to bear arms to a Constitutional ban on abortion.
Scalia says the danger of tinkering with the Constitution comes from a loss of rights.
"We can take away rights just as we can grant new ones," Scalia warns. "Don't think that it's a one-way street."
And don't buy the White House hype that the USA Patriot Act is a necessary tool to fight terrorism. It is a dangerous law that infringes on the rights of every American citizen and, as one brave aide told President Bush, something that undermines the Constitution of the United States.
But why should Bush care? After all, the Constitution is just "a goddamned piece of paper."

You don't get it, do you? Polls mean nothing. At best they make us feel good. That's all. No politician, Democrat or Republican, cares a whit for what people think or believe.
Remember everyone. "Those who COUNT the votes decide who wins the election."
If we even HAVE an election...we must all vote ABSENTEE and Xerox our ballots. We must then organize the counting of the ballots nationally in our neighborhoods, perhaps at a precinct level. Think Dade County Florida with the "hanging chads".
Hopefully as we're busy tallying "our" votes we won't have John Bolton barging into the living room screaming, "I'M HERE TO STOP THE COUNT!!" (Newsflash: Same guy who is now our Ambassador to the United Nations).
I will never vote for anyone who did not stand up for the Constitution and I will certainly NEVER trust any electronic machine.
There are so many excellent posts to this thread but I want to highlight two to make my point. We're all preaching to the choir on commondreams but it feels good when we let loose. Both speakingwheat and You think it will happen make very good arguments concerning the fact that nothing will be done as long as corportae Democrats are in bed with the same big business interests as the Republicans. It's all about money.

"When the Democrats refuse to enforce the constitution by letting Bush/Cheney get by with their crimes, they are complicit in the obstruction and crimes. I will never vote for another democrat that refuses to get behind this impeachment. It is imperative for the healing of this nation that we, at least, go through the process. If not, no American will believe there is justice with either party. It is the Democrats’ constitutional duty to impeach this president when the crimes are so obvious. To choose not to do this because they fear they it will go against them and they won’t get elected, is reason to not vote for them. (We already know this anyway, but this is further evidence that the Democrats are no different when it comes to respecting the law.)"
You think it (impeachment of Bush & Cheney) will happen?
"I will believe impeachment of Bush and Cheney when I actually witness it with my eyes and ears. I do not know if the Democrats with Nancy Pelosi as the Speaker of the House has the political fortitude to do it. Both the Democrats and Republicans are wedded to the corporations now and not to the interests of the people. Before impeachment would ever take place the corporations need to give such an idea their approval. This is a corporate war from the media to big oil, and the defense industry, in Iraq mind all of you. The Democrats are beholden to their paymasters and that is a fact. Well, I hope impeachment happens, but I would not bet your life savings or house on it."
My suggestion would be to refuse (if you're still a registered Democrat) donating ANY money to the corporate Democratic Party unless you can directly donate to those Progressive Dems inside the party like Kucinich who have the courage to stand up for Americans. And come November of 2008, DON'T VOTE for ANY corporate Democrat running for office who refused to support Kucinich's impeachment bill. Let them know your intentions! They need the money from corporations and "loyal" party faithful to run for office, but they need our votes to win. Cut off both! Take back the power.
It's so simple...If these spineless corporate-owned Democrats don't want to represent the interests of the people, then dry up their funds and remove them at the voting booth.
Dear Congress Person---- Either use your vote to impeach these traitors or we the people will use ours to replace you.
impeach them both. life in prison is better. But i say: Hang'em both from the Capital building.

Please send this article to your Senators and Representative, no matter if they are Dem, Independent or Repub...
If Sam Adams, Benjamin Franklin, Thomas Jefferson, and those others who gave so much to birth independence for all of us were to see how we have allowed Bush and his crowd to destroy those things which all of us hold as our bedrock American values, they would be ashamed, dismayed, and angry that we didn't rise up to demand accountability. We have been betrayed, taken in directions against our own and the world's good. Some would even characterize it as treason. Our responses to 9/11 have in many ways been predictable and stupid. Instead of analyzing and defusing the situations which brought about the anger of those who would do us harm, we have fanned the flames and encouraged others to join the cause. We lose. They lose. The world is not safer, but many are getting very rich off of this "permanent" Global War on Terror (TM). Congress members and senators need to sense the citizen outrage at all of the things the administration has done and continues to do. They live to be re-elected. The biggest motivator is a threat to their retaining their seats. Write, call, and collar them when you see them. Each of our voices adds up to a very powerful force. Restore our national integrity!!!!

Never mind if some countries don’t honor extradition of criminals and they will never come back here. Some will go after them there!
Aymon,
I like your style. Keep up posting.

Misdemeanor is the title and the name of a girl typed without a space. It should be: Miss demeanor
If 45% support impeachment of Dub BEFORE any articles have been brought, many more will come to recognize the absolute imperative of removing him once the process is initiated.
Among the 46% opposed to impeachment are many who are allergic to anything that they perceive as 'extreme'. But once the 'extremism' is normalized, when the extreme is moved to center stage, their innate inertia persuades them that this is the right course.
The Democrats need to realize that shifting the political center of gravity is far more than a matter of looking at the numbers in the Senate. The House can easily impeach both criminals; once the crimes are constantly on public view, as they never have been in the corpsemedia, the Republicans will be shown to be nothing but a band of political cronies who can't vote for the national good.
Impeaching the criminals will not only bring the Bush regime down, it will also permanently wreck the right-wing propaganda machine, which will not be able to present themselves in their favored light.
Impeachment? What ever happenened to good old summary execution?
Hi there, Bob _ from a fellow Dutchman. I agree about the gas chambers. These people should not underestimate the level of anger against them _ and they should remember Nicolae Ceausescu. I wouldn't mind seeing these folks in the world court, but I just figure impeachment's a bit more realistic about now, and, angry as Americans are, a bit more civilized than some of the alternatives. We must remember who we are and what we stand for, and that our principles of fairness apply to everyone _ even the monsters who've seized control of our White House.
Impeachment, you gotta be kidding? How about a fair trial at the World Court in the Hague. Then a televised public hanging for the whole world to watch, followed by a firing squad just to make sure. These guys may not of used gas chambers, but the results are just as bad.
Friends, please _ your opinions are vital and thought-provoking, but just not enough.
There's certainly not much we can do, short of marching on the White House. That's not going to happen.
Please, if you respect yourself and care about our country and the rest of the world, ~immediately~ start bombarding your representatives and senators, Republican or Democrat, with PHONE CALLS and e-mails. Barrage must be relentless, brief, and single-minded _
Demand nothing short of impeachment NOW.
Demand it again an hour later. And again an hour after that. Get all your friends and family members to do the same. And keep it going tomorrow, and the next day, and the next, until these bastards are gone. They are clearly not worthy of us, or of the most misguided Conservative who cares about and loves the United States and humanity. Keep up the pressure, relentlessly and angrily. Do not let these people sleep until they do the job for which they're paid.
History _ and the rest of the world in which we live _ will judge us over this.
When does the madness end?? '08 elections?? I think not. While the prospect of ridding the WH of these sub-humans is a top priority, the future looks bleak considering those running to further perpetuate carnage not only here in the US but around the globe. We must act now! Link below does a nice job as to what direction we should be headed in. BTW,Im tired of screaming into my pillow pretending its working............

What the hell is wrong with USA with 46% supporting Bush?
This poll consisted of 1100 people randomly selected .. that is a drop in the bucket compared to our population. You do not have to have a license to take a poll. Pick up your phone and start asking questions. How long would it take you to call 1100 people? Each of us calls 100 people in our state and we compare the results. One question .. How much time are you willing to spend? The results may be surprising, but at least we would know they are accurate. I could do that in Florida. Any takers?
Always be wary of Polls!
This poll claims a margin of error of +/- 3%.
It claims that of 1100 telephone interviews 933 people were registered to vote, or 84.8%.
The number of registered voters in 2004 (the last year the Census Bureau reported statistics) was 72.1% (see: http://www.census.gov/prod/2006pubs/p20-556.pdf ). A error rate of 12.7%.
Now this discrepancy can be accounted for statistically in any number of ways and this is not the place to go into detail, but it should serve to remind you that polls are not as reliable as they claim to be.
It would be interesting for commondreams to host a statistician or pollster to write a very short but regularly-occuring sidebar to explain and double-check polls. It would also be interesting to read something more about the primary source of the facts that appear in these articles (even finding the % of registered voters was a challenge!). We have only to gain by vetting the facts and encouraging our rational minds.
to Daniel Borgstrom
"Even if Cheney/Bush were to be impeached on the morning of their last day in office, it would still be worth it." quote from Daniel Borgstrom
Yes I agree with you.
Its important that the nation understands what the Bush administration has done and what they stand for.
Will the American people once they fully understand what has been committed in their names, support Bush administration policies. Do Americans understand yet that the Red Cross told the Bush administration early during the war in Afghanistan that torture by Americans was occuring?
Will Americans support torture when they understand that innocent people were picked up, tortured and some died? How many Americans have heard about the video taped sodomization of a woman in US custody? Who are the people behind these crimes? They must be prosecuted.
Imo the corporate media has failed to be impartial, but still the American people are beginning to understand how corrupt the Bush administration is.
Thank God for the internet. And I mean that literally. And thank you people at CommonDreams...every one of you. Let's hope more Americans begin to wake up and debate what to do with this corrupt administration.
The Bush administration has committed crimes against humanity and must be held accountable by Americans.
There are people in the world who torture and murder innocents, but the US should not be engaged in that criminal and barbaric behavior.
As a nation we have to make it clear who we are and what we stand for.
My wish is that we impeach these criminals and reveal what they have done and as a nation condemn torture.

Following a Paper Trail to the Roots of Torture
By MICHIKO KAKUTANI
"In fact, the book provides a damning paper trail that reveals, in uninflected bureaucratic prose, the roots that those terrible images had in decisions made at the highest levels of the Bush administration - decisions that started the torture snowball rolling down the slippery slope of precedent by asserting that the United States need not abide by the Geneva Conventions in its war on terror."
"On Feb. 7, 2002, President Bush signed an order that would have all manner of unreckoned consequences: "I accept the legal conclusion of the Department of Justice and determine that none of the provisions of Geneva apply to our conflict with al Qaeda in Afghanistan or elsewhere throughout the world."
"In an interview on Sept. 16, 2001, Vice President Dick Cheney reworked the means-and-ends equation, asserting that the United States was going to have to work "sort of the dark side" and that "it's going to be vital for us to use any means at our disposal, basically, to achieve our objective." Alberto R. Gonzales, the White House counsel at the time, was more specific; he argued that the "new paradigm renders obsolete Geneva's strict limitations on questioning of enemy prisoners."
This is wonderful news!
I have one question, though, hate to be Debbie Downer here, but:
Does the GOP establishment OWN the Associated Press the same way they own FOX?
Look at the statistics. Look at how the story is worded. They had to twist the results around to ignore voters in the poll, to convey the impression that Bush still had a %1 in his favor.
Would not the correct story to lead with here be:
"The survey by the American Research Group found that 46 percent of *registered voters* polled support the US House of Representatives beginning impeachment proceedings against Bush, with 44 percent opposed, and a 50-44% split in favor of Impeachment when it comes to Cheney."
?
To IMPEACH the DYNAMIC DUO would take SPINE and MORAL FIBER - two things the Dumbocrat Leadership lacks and Repiglicans are scared to death by. NO IMPEACHMENT WITH THIS SHIP OF FOOLS>
We have to yell louder. Contact your congressman and demand impeachment.
They may tell you impeachment is partisan - so throw this poll in his or her face and indicate the number of independents (which include a large number of angry, former Republicans) and ask them if they'd like to re-think that answer.
You can also remind them that they swore an oath to protect the Constitution of the United States when they were sworn in, and that our Constitution has been flagrantly attacked by Cheney and his staff - not to mention Geneva Conventions.
If they need to know talking points, if they somehow have missed the talking points on impeachment (reasons to impeach) give em this (this was part of a petition that was circulating after the Scooter Skate):
1. Violating the United Nations Charter by launching an illegal "War of Aggression" against Iraq without cause, using fraud to sell the war to Congress and the public, misusing government funds to begin bombing without Congressional authorization, and subjecting our military personnel to unnecessary harm, debilitating injuries, and deaths.
2. Violating U.S. and international law by authorizing the torture of thousands of captives, resulting in dozens of deaths, and keeping prisoners hidden from the International Committee of the Red Cross.
3. Violating the Constitution by arbitrarily detaining Americans, legal residents, and non-Americans, without due process, without charge, and without access to counsel.
4. Violating the Geneva Conventions by targeting civilians, journalists, hospitals, and ambulances, and using illegal weapons, including white phosphorous, depleted uranium, and a new type of napalm.
5. Violating U.S. law and the Constitution through widespread wiretapping of the phone calls and emails of Americans without a warrant.
6. Violating the Constitution by using "signing statements" to defy hundreds of laws passed by Congress.
7. Violating U.S. and state law by obstructing honest elections in 2000, 2002, 2004, and 2006.
8. Violating U.S. law by using paid propaganda and disinformation, selectively and misleadingly leaking classified information, and exposing the identity of a covert CIA operative working on sensitive WMD proliferation for political retribution.
9. Subverting the Constitution and abusing Presidential power by asserting a "Unitary Executive Theory" giving unlimited powers to the President, by obstructing efforts by Congress and the Courts to review and restrict Presidential actions, and by promoting and signing legislation negating the Bill of Rights and the Writ of Habeas Corpus.
10. Gross negligence in failing to assist New Orleans residents after Hurricane Katrina, in ignoring urgent warnings of an Al Qaeda attack prior to Sept. 11, 2001, and in increasing air pollution causing global warming.
You can add that Bush and Cheney have started nuclear escalations (something their purported hero Ronald Reagan worked hard to end.) They have made the world much more dangerous than it was when they took power; have ruined our reputation across the globe and actually fostered the growth of al Qaeda terrorism in Iraq.
They completely dropped the ball when it came to catching Bin Laden... and of course, there are Cheney's continued ties to war profiteer company Halliburton, his preferential treatment in giving them no-bid contracts (and the millions they have made from the war in Iraq - millions that he will share when he leaves office.)
You should also consider their promotion of the countless and lawless activities of other war profiteers they have unleashed on Iraq. And of course... they have squandered billions of dollars of our money, without our consent. An argument could be made that Blackwater is building a 'standing army' on our own soil; one that is not accountable to the government 'of the people.'
Our EPA is now infested with Bushie insiders that won't prosecute environmental law breakers; our FDA can't seem to keep our food safe, our DoJ is a lawless, lying travesty.
What the hell is wrong with USA with 46% supporting Bush? I mean i thought that his popularity was 23%, will americans have to face and stand deep hunger, deep starvation and a deep crisis in order for the xenophobic baptists and bigot reactionary capitalists who support Bush to get a total divorced from Bush and the Democ-rats mafia-party system? I don't know why most americans even poor americans are so confused. Maybe they don't have internet, or they haven't seen good sites like www.marxist.com or www.whatreallyhappened.com
I understand the CRIMES. What are the Misdemeanors? Is there such a thing when in such a lofty office? Let's bring 'em down on the CRIMES & forgive their.... parking tickets?
What's this about the Red Cross? More info please
Am I the only one who has read that the International Red Cross has brought suit against Bush, Cheney, et al for crimes against humanity?
The "et al" is important because that includes everyone in the Senate and House who voted for going to war against Iraq. That is everyone.
So, why does anyone think Nancy Pelosi, who voted to go to war and Hillary Clinton, who voted to go to war, want to impeach George and Cheney?
I bet nobody wonders why the Bushes bought that 98,000 acres in Paraguay following the Paraguayan government's resolution and subsequent vote to make their country a country that would not honor extradiction of criminals.
Our government is a government of criminals. They have committed crimes against humanity. They need to be gone. They need to face trial at the International Court. We absolutely need a new government and we need to get rid of lobbiests...maybe we need to reconfigure the whole government...cripes, it boggles the mind!!
Saila,
The photo is creepy. To me, it looks more like his hemherroids are flaring up again and he just does not anyone to notice.
I agree with one of the above posts. I will NEVER vote for any democrat who doesn't support impeachment. And can you imagine the Secret Service agents that have to worry about taking bullets for these scum? One would think THEY would rise up and do their duty and arrest them. Once they're in handcuffs, the rest is a done deal.
So Many Politicians, So Little Rope...
those people, the 40% folks are the usual
arrogant,greedy,ignorant,obese,xenophobic USA idiots

omgod! that's so scary! the undertaker and the undertakee!
Abbybwood,
One article of impeachment was missing as follows:
ARTICLW VII
This sucker in violation of the UN Charter and other applicable international laws has threatened to attack Iran further braying to put everything on the table expressly meaning the use of nuclear weapons, which would destroy innumerable human life and pollute the environment for generations to come and for thousands of years. Wherefore, we demand that this son of a bush be impeached, removed from office, and be served with a drink of radioactive substance.
Hey, look at Cheney’s photo again. Doesn’t it look like someone in a casket raised horizontally?
NIXON HAD MORE SENSE THAN BUSH. NIXON RESIGNED. SURPRIZING THAT THE GOP ELITE HASN'T MADE A TRIP TO THE WHITE HOUSE TO SHOW BUSH THE LIGHT.
iwarrior;
So YOU would marginalise WITH violence, would you? Just as the Neanderthals do to Progressives with their Blackwater armies and their militarised armies of cops?
DON'T TWIST MY WORDS!
Your campaign of misinforamtion, and probably hatred towards me as an non-white intellectual will not work. Your method of shooting down any and all sensible progressive ideas by picking out words and phrases out of context, and convoluting their meaning with your sick mind will not work any more with your Limbaugh patented sound bites. If you look through all your posts, you are simply diguised neo-con. You simply cannot conduct a debate or discussion in a sensible and courteous manner, and so I am giving you a taste of your own medicine, but with much more knowledge content than all your past posts put together.
I said IMPLICITLY in my post, and if you look at my previous posts you will see the details, the economic situation will teach many, probably 60-70% of the Neanderthals that the a Nation Of Progressive values is very prosperous, happy and living well without harming the environment and other humans and life forms.
These values are:
Universal Health Care Universal Education;
Corporations that have NO personhood under a new Progressive Constitution and monitored by watchdogs so that they do not become Managerial Capitalist Feudal Kingdoms, law unto themselves with the CEO as emperor-dictator, who don't give a damn for the little shareholder from whose pension plans they derive much of their capital;
Stringent ACCOUNTABILITY and not the wishy- washy system under a neo-con SEC;
NO Federal Reserve issuing paper money without foundation;
Guarnteed home ownership with Government as "Insurer of Last Resort" for families in genuine need;
NO Military Industrial Complex and standing armies with gargantuan defence budgets - - learn from the Swedes how they feel secure with mother Russia next door;
and so on and so forth.
When the Neanderthal see this live experimnt unfold before their eyes in ,say, 60% of the US states and communities living mostly on the WEST and EAST COASTS, and Nothern tier States bordering Canada, in probably a DE FACTO seprate collectivity of states with the Neanderthals concentrated in the South and Lower Midwest; and they see how happy Progressive people are, enjoying the great education opportunities and health care, and they look back on their own Neandertal region, then they will voluntariliy come over to the progressive side in 10, at most 15 years.
Who would want to live hand- to- mouth in throwback region that teaches Judeo-Chrosto anthropmorhic CREATIONISM rather than genuine science; that enforces belief that CHRIST IS COMING BACK; and the world shunning them as they are the BUSH/CHenney Legacy. The world is moving fast and it will deal with know-nothing stupidity and war mongering of the Neanderthals harshly, not militarily but economically.
What will they trade with? Their hand sewn Confederate flags to import science, technology, medicine from the rest of the world? They will have very few, and substitutable high knowkedge products that the world can buy from their Progressive neighbours in higher quality and better price.
THAT IS WHAT I MEANT BY ECONOMIC MARGINALISATION. And YES, THAT IS MUCH MORE ENLIGHTENED than your violent methods.
If YOU think you are JESUS CHRIST, well then go to NEANDERTHAL LAND and preach your brand of dummy "enlightenment". You will have good company. Perhaps by miracle, you may even succeed after a thousand years (probably they will revise their Pat Robertson bible to replace Noah with "iwarrior"). Thousands upon thousands of active, well meaning progressive people such as Cindy Sheehan have failed over six years. Actually, why don't you go over and first preach to Nancy Pelosi - - she is still 70% progressive and 30% opportunist (which is still better than Neanderthal) - - to impeach the Neanderthals Dons who rule over America like the Mafia. If you succeed with just Pelosi, you have some credibility to mouth of from some other place than the seat of your pants.
Until then, the concept of HUMANELY marginalising these folks so that they learn their own lessons and become enlightened by observation as I have put forward is far better than civil war, breaking into the White House and other such counter productive, head -in-the ass strategies that you advocate. What a cretinous name - - "iwarrior" - - shows you real preferences.
As I wrote elsewhere earlier to day. . .
Cheney and Bush need to be impeached. Our troops need to be brought home and be given full support in their recovery from this tragedy. We, as a country, need to make a sincere apology to the Iraqis, to all the people of the Middle East, to all Muslims, and to the whole world for our disgusting behavior, and we need to begin making amends to Iraq in whatever ways we can - without causing any further problems for them.
Oh, it's the website addresses it doesn't like:
Watching non corporate media helps Free Speech TV Democracy Now which you can watch on your puter!
Why can't i post anything here about 9/11.
what will change the minds of the neanderthals?
watching the loose change movie the 2nd edtion
re: Nancy - I am hoping she is a good egg and is just moving strategically. Impeachment "not on the table" gains the sympathy of those to whom it was unthinkable...before....the numbers are growing, with each indictment, each blatant, obvious misstep..when it will be out of necessity, because of the throngs of people (esp. in Sept. in DC who take this seriously) this women will find the words delicious: "The president has been impeached!"
Punish the Baptists, the baptists, they are responsable for the world-mess. that's right Baptists and southern-baptists people are EVIL, they are the real evil doers of USA
I do not mean to switch subjects, and thanks for pointing out the 40% neanderthals, but a judge just gave the D.C. Madam the green light to disperse the names and telephone numbers of people involved in this prostitution ring, and apparently the list includes the names of 50-100 high profile politicians. Of course they will try to buy her silence, but should she refuse and distribute the list, it could put an interesting twist on the political pathos.

KUCINICH WANT TO IMPEACH! ASK YOUR REPS TO CO-SPONSOR HIS BILL!!!
`If we do this, and it feels good to me right now Iwe don,t get the required number of sen. to find them guilty, then watch because Mr. Bush will do something to pay us back for trying.ie. attack Iran, drop a nuke somewhere,All I,m saying is, if we do this we must be certain we can win!!!!!!
Even if Cheney/Bush were to be impeached on the morning of their last day in office, it would still be worth it
there would be more success with impeachment if the focus were to get the republicans to impeach pelosi for not enforcing the laws. and there is a case that cheney/bush should be impeached and pelosi is ignoring the evidence.
you must impeach dickey boy first and then gerogery boy next second! Other wise gerogery boy will just pardon him
Word to Nancy Pelosi. The people are WAY ahead of you on this one. It's not just your consituents who want Bush and Cheney impeached (we passed a voter intiative here in San Francisco demanding impeachment) but it's also the nation at large. Do your sworn duty to protect the Constitution! You do not have the right to take impeachment off the table. IMPEACH! IMPEACH! IMPEACH!
Yesterday I listed (on the article regarding the "Impeachment Office" that was opened at the Beverly Center in Los Angeles) the list of every member of the House Committee on the Judiciary. They are responsible to bring impeachment proceedings. Sadly, my Congressional representative (Jane Harman, (D), 36th Congressional District - California), is not on this committee, but I did send her this email today to lobby her on not only impeachment, but much more. Perhaps my letter will inspire my fellow Commondreams posters to write their representatives. Here it is:
Dear Jane:
I just spoke to your assistant in the El Segundo office regarding the issue of Impeachment of President Bush and Vice-President Cheney.
You have to be aware of the sentiments in the public right now regarding this issue. It's all over the Internet and when I speak to people in the area I'm visiting (Connecticut) at this time I am not surprised to hear the disgust people are sharing with me at the fact that the Congress is doing NOTHING to challenge the blatant acts of criminality at the highest levels of our government.
People I speak with think Bush and Cheney are criminals Jane! Criminals! There's a virtual cornucopia of reasons for this. People doubt the 9-11 Commission report. I am shocked at how many believe our own government was involved in the events of 9-11. More and more films are coming out about this issue. I'm sure you've seen "Loose Change the 2nd Edition". It's on Google. And 3 wives of husbands killed at the World Trade Centers who are referred to as "The Jersey Girls" made a documentary which is sobering. There are now HUNDREDS of physicists, engineers, pilots, witnesses etc. whose public testimony totally contradicts the 9-11 Commission report. This is very troubling to me and many others.
Out of the 9-11 crime against the American people, The Patriot Act was rammed through and signed into law without even being read?! Many of our Bill of Rights were stripped away without a fight? How can this stand Jane? I listened to attorney Michael Ratner on "Guns and Butter" with Bonnie Faulkner on KPFA out of Berkeley on the 4th of July go down the list of our Bill of Rights and explain how every single one has been ripped away. You can hear his comments by going to the website.
The fact that the War in Iraq was started based on lies and the Congress is doing nothing to make those who are responsible for this pay the price?! Then Libby's sentence is commuted by Bush?! This is all so outrageous. To think that the entire Congress is not standing up to defend the U.S. Constitution is frightening to me.
The torture going on, renditions of human beings to foreign countries who sanction torture? This is not what this country stands for Jane. Our country has become an international embarrassment.
Blackwater private contractors fighting in Iraq and Afghanistan, our soldiers coming home to horrible medical care. Who are these mercenaries? These "soldiers of fortune" and why are they allowed to be trained right here in the United States? Is it true that KBR Root, a subsidiary of Halliburton has built over 600 "internment" camps here in the United States? For what purpose Jane? What on Earth is going on here?
Then I heard, what I thought were respected Democrats like Feingold, Levin and Feinstein questioning the counsel for the CIA, Rizzo on C-SPAN about the constitutionality and legality of torture and they let him wiggle right on by them! I was in shock that they didn't challenge him! Why didn't they??
Spying on Americans, "sneak and peek" is legal??! No warrants?! Honestly.
The use of depleted uranium in Iraq and Afghanistan in our bombs? And while I'm on the subject of us poisoning the planet forever with DU, what on Earth are all the chemtrails about? There are jets spewing a white substance out of jets that is lingering in the sky and causing the sky to form wisps of white overcast clouds. This is definitely not CONTRAILS which quickly dissipate. Various websites say there is aluminum being pumped into the atmosphere? What are these chemtrails, why is this being done and under whose authority? This should be stopped immediately. And frankly, it's not only troubling that there are chemicals being pumped out of planes into our air, but the beautiful blue sky turns from azur to wispy white. It's wrong. It's a human right to see the natural world as God made it.
Various bird populations are dwindling, bees are dying, GMO crops are contaminating the last "natural" seeds God gave us!
And then I read yet ANOTHER thing Cheney is guilty of! Because of "politics" he caused 80,000 adult salmon to die in a water diversion. Salmon that are endangered. This is all so outrageous!
I'm writing all this to tell you and your Congressional colleagues that people out here are upset and deeply troubled with especially Democrats "going along to get along" with Presidential Directives that give Bush dictatorial powers (signed on May 9th of this year)! Why only a tiny blurb about this in the Washington Post with no outcry from Congress??! Even Marjorie Cohn, the President of the National Lawyer's Guild wrote a scathing article about this Directive. Are you aware of this?
Jane, I don't need to be telling you all this. You are obviously bright and well-read. You must have a fantastic staff of researchers and others who are all too well aware of everything I am saying.
If you'd like to see the Jersey Girls documentary I will send you a copy. It's called "9/11 Press for Truth".
No matter what "political" reasons you, Nancy Pelosi, John Conyers and other Democrats may have for keeping impeachment of Bush and Cheney "off the table", it is really not acceptable. For all intents and purposes the majority of the American people and people all over the world are wondering why we would allow a CRIMINAL CABAL to continue their reign of terror in this country and in Iraq and Afghanistan? To think that Bush said that the U.S. Constitution is just "a Goddamned piece of paper."!!
We are staring at war with Iran, Syria and perhaps even Venezuela?! The formation of a North American Union in September? With a new currency coming?! Is this all true?
I am trying to understand what on Earth is going on here Jane? Can you please explain your positions on all these issues to me?
Please raise your voice for truth and justice Jane. Please urge the leadership of the Committee on the Judiciary to begin impeachment proceedings with all due haste. Even if there aren't the votes at this moment, once the necessary investigations are completed and the truth comes out, I believe you will see a sea change with not only Democrats, but also many Republicans supporting the impeachment of Bush and Cheney. The Congress owes the People the truth, and an investigation with subpeona power is the only way to find it.
Bush and Cheney's hands need to be tied (preferable behind their backs!) NOW before any more damage is done to our country and the planet.
With sincerity and the deepest of concerns,
"Abbybwood"
HOW DO I IMPEACH THEE? LET ME COUNT THE WAYS!!!!!!
To David B's question as to whether or not Bush/Cheney can be impeached for more than one offense? Francis A. Boyle, Professor of Law at the University of Illinois School of Law, answers this question as follows:

108nd Congress H.Res.XX
1st Session
Impeaching George Walker Bush, President of the United States, of high crimes and misdemeanors.
_______________________________________________
IN THE HOUSE OF REPRESENTATIVES
January __, 2003
Mr./Ms. Y submitted the following resolution; which was referred to the Committee on Judiciary.
________________________________________________
A RESOLUTION
Impeaching George Walker Bush, President of the United States, of high crimes and misdemeanors.
Impeaching George Walker Bush, President of the United States, of high crimes and misdemeanors.
Resolved, That George Walker Bush, President of the United States is impeached for high crimes and misdemeanors, and that the following articles of impeachment be exhibited to the Senate:
Articles of impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of all of the people of the United States of America, against George Walker Bush, President of the United States of America, in maintenance and support of its impeachment against him for high crimes and misdemeanors.
ARTICLE I
In the conduct of the office of President of the United States, George Walker Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect, and defend the Constitution of the United States, and in violation of his constitutional duty to take care that the laws be faithfully executed, has attempted to impose a police state and a military dictatorship upon the people and Republic of the United States of America by means of "a long Train of Abuses and Usurpations" against the Constitution since September 11, 2001. This subversive conduct includes but is not limited to trying to suspend the constitutional Writ of Habeas Corpus; ramming the totalitarian U.S.A. Patriot Act through Congress; the mass-round-up and incarceration of foreigners; kangaroo courts; depriving at least two United States citizens of their constitutional rights by means of military incarceration; interference with the constitutional right of defendants in criminal cases to
