Gaza Must Be Rebuilt Now
We can wait no longer to restart the peace process. The human suffering demands urgent relief
It is generally recognised that the Middle East peace process is in the doldrums, almost moribund. Israeli settlement expansion within Palestine continues, and PLO leaders refuse to join in renewed peace talks without a settlement freeze, knowing that no Arab or Islamic nation will accept any comprehensive agreement while Israel retains control of East Jerusalem.
US objections have impeded Egyptian efforts to resolve differences between Hamas and Fatah that could lead to 2010 elections. With this stalemate, PLO leaders have decided that President Mahmoud Abbas will continue in power until elections can be held - a decision condemned by many Palestinians.
Even though Syria and Israel under the Olmert government had almost reached an agreement with Turkey's help, the current prime minister, Benjamin Netanyahu, rejects Turkey as a mediator on the Golan Heights. No apparent alternative is in the offing.
The UN general assembly approved a report issued by its human rights council that called on Israel and the Palestinians to investigate charges of war crimes during the recent Gaza war, but positive responses seem unlikely.
In summary: UN resolutions, Geneva conventions, previous agreements between Israelis and Palestinians, the Arab peace initiative, and official policies of the US and other nations are all being ignored. In the meantime, the demolition of Arab houses, expansion of Israeli settlements in East Jerusalem and the West Bank, and Palestinian recalcitrance threaten any real prospect for peace.
Of more immediate concern, those under siege in Gaza face another winter of intense personal suffering. I visited Gaza after the devastating January war and observed homeless people huddling in makeshift tents, under plastic sheets, or in caves dug into the debris of their former homes. Despite offers by Palestinian leaders and international agencies to guarantee no use of imported materials for even defensive military purposes, cement, lumber, and panes of glass are not being permitted to pass entry points into Gaza. The US and other nations have accepted this abhorrent situation without forceful corrective action.
I have discussed ways to assist the citizens of Gaza with a number of Arab and European leaders and their common response is that the Israeli blockade makes any assistance impossible. Donors point out that they have provided enormous aid funds to build schools, hospitals and factories, only to see them destroyed in a few hours by precision bombs and missiles. Without international guarantees, why risk similar losses in the future?
It is time to face the fact that, for the past 30 years, no one nation has been able or willing to break the impasse and induce the disputing parties to comply with international law. We cannot wait any longer. Israel has long argued that it cannot negotiate with terrorists, yet has had an entire year without terrorism and still could not negotiate. President Obama has promised active involvement of the US government, but no formal peace talks have begun and no comprehensive framework for peace has been proposed. Individually and collectively, the world powers must act.
One recent glimmer of life has been the 8 December decision of EU foreign ministers to restate the long-standing basic requirements for peace commonly accepted within the international community, including that Israel's pre-1967 boundaries will prevail unless modified by a negotiated agreement with the Palestinians. A week later the new EU foreign policy chief, Baroness Catherine Ashton, reiterated this statement in even stronger terms and called for the international Quartet to be "reinvigorated". This is a promising prospect.
President Obama was right to insist on a two-state solution and a complete settlement freeze as the basis for negotiations. Since Israel has rejected the freeze and the Palestinians won't negotiate without it, a logical step is for all Quartet members (the US, EU, Russia and UN) to support the Obama proposal by declaring any further expansion of settlements illegal and refusing to veto UN security council decisions to condemn such settlements. This might restrain Israel and also bring Palestinians to the negotiating table.
At the same time, the Quartet should join with Turkey and invite Syria and Israel to negotiate a solution to the Golan Heights dispute.
Without ascribing blame to any of the disputing parties, the Quartet also should begin rebuilding Gaza by organising relief efforts under the supervision of an active special envoy, overseeing a ceasefire between Israel and Hamas, and mediating an opening of the crossings. The cries of homeless and freezing people demand immediate relief.
This is a time for bold action, and the season for forgiveness, reconciliation and peace.

I cannot find facts to support Carter's "entire year without terrorism" statement, facts I need to counter the usual "believer's" response to Carter's Mid-East concerns. Will someone direct me to confirmation (including the year to which Carter refers)?
You obviously aren't looking hard enough. Prior to attacking Gaza, there had been a ceasefire for over a year. The information is there - if you really wan to find it. That is what Carter is talking about. Pro Zionists always neglect the fact that Israel does not always react to Palestinian actions. Most of the time they are the aggressors. Case in point being the illegal collective punishment of the Palestinian people who live in Gaza. Look up the Geneva conventions - it's in there and is not allowed. But then again, Israel need not respect them because the US will always protect them - seeing that the US does not abide by them either.

I understand fully that Israel is most often the aggressor---in every way imaginable. However, when I went yesterday to a couple of online sources that list non-state acts of terrorism (a rather loosely framed phrase, no doubt) worldwide, I found no length of time beyond nine months during which Palestinian (another troubled term---to easy to point a finger) acts of terrorism against Israeli civilians haven't been chronicled.
I also realize that there are only two states that routinely ignore with impunity international treaties and UN resolutions, as you infer in your response.
My search is for hard fact that substantiates Carter's "one year without" statement.
The Gaza situation must be addressed; I'll continue my search.

Somehow, Jimmy Carter neglected to mention that Palestinian attack on the Israeli border post which resulted in two soldiers dead and one captured was the final straw that prompted Israel's operation in Gaza.
When Mr. Carter talks about a year passed without terrorism, he does not mention that Palestinians refuse to release the kidnapped soldier, constantly changing their demands in the prisoner exchange negotiations.
What Palestinians, and our former president, don't realize is that it is not they they are holding that solder kidnapped, that by their actions they are kidnapping themselves.
Israelis takes care of its soldiers - something this country has plenty to learn about - and it is quite understandable why they insist that the soldier release has to happen before any normalization in Gaza.

You seem to have pulled out the wrong story provided by your Zionist mentors - expect a reprimand. The attack on the Israeli border post was the "cause" of the previous disproportionate use of force by the Israelis - against Lebanon not against Gaza. In that case - as in the case of the more recent assault on Gaza - Israel had prepared well in advance for the attack.
Just to set the facts straight on Gaza - though I have repeated this many times and the Zionist trolls just keep coming back with their falsehoods - sorry for boring those who do read the threads: there had been a ceasefire for 6 months until November last year during which time Hamas launched no rockets. It is true that a few ineffectual rockets were launched by groups affiliated with the opposition Fatah - the ones who lost the Palestinan elections. Hamas is allowed limited resources by Israel so had in the circumstances done a remarkably good job of containing the attacks. No-one was killed or injured by rockets during that period. In return Israel was supposed to lift the blockade of Gaza which, true to form, it failed to do. Then, as an Israeli election was due and the political leaders needed to appear tough (remember that at that time the Likud was the leading opposition party) the IDF launched an attack on US election day to kill several Hamas leaders. Of course - as intended - this went unreported in most of the MSM at the time. Hamas responded with rockets and then Israel countered with its massive onslaught and massacre. Standard operating procedure for Israel I'm afraid! It has been doing it since its inception and before.
As to Gilad Shalit, I feel for his parents, just as I feel for the parents of the 10000 or so Palestinians held in Israel. Incidentally it appears that there may be good news on both sides soon:

Of all the former Presidents we have had, Jimmy Carter is by far the most "Christian" of them all. He is a true humanitarian. Maybe that's why he lost to Ronald Reagen. A good and honest person and a "true Christian" can never hold the office of President of the United States.

President Carter is the only person of stature that is trying to solve this Mideast problem. In his book "Palestine, Peace not Apartheid", Carter outlines clearly and specifically the history of what could have been peace through UN resolutions and Arab agreements, but Israel and the United States decided not to take that road. Bin Laden gave the US support of Israel as one of his four reasons for the 9/11 attack.

Unfortunately, very few people realize that: Gaza is the world's largest concentration camp (over 1.5 million people), Gaza is and has been under seige for a couple of years (contravening a whole raft of international laws), Gaza has been reduced to rubble and poisoned.

US President Barack Obama this week signed the 2010 foreign aid budget law which includes $2.775 billion in security aid to Israel. This is the second year the budget is transferred to the Jewish state as part of understandings that the American assistance to Israel in the coming decade will total $30 billion.

But back to the topic at hand: Gaza. How will there ever be any progress in Gaza, Palestine or the rest of the Middle East for that matter, when you have the CIA training the people of those countries how to torture their fellow countrymen in grand Amerikan style? The solution in the ME, not just Gaza, is simple: kick the Yankees out of there and have them take the Jews with them. End of the problem! Then, whatever happens after that will be an internal conflict, one that they will handle by themselves without any intrusions from foreign powers. The end!
As for this article, I feel it is entirely too politically correct. In attempting to be impartial, Mr. Carter doesn't even address the real issues at hand. The fact that Palestinians, not just Hamas, and Israel are at war has an underlining reason: Israel is occupying the Palestinian land, enslaving and cleansing its people. What else are they supposed to do? Send bouquets of flowers to the jews?
I must say that for the $2.77 Billion given to Israel this year, there are another $3 or $4 Billion in Military Transfers that are never required to be repaid. Added to that, the money that Germany must pay for guilt incurred from Nazi Germany, Israel is living on U.S. and Germany donations. If we, the U.S. and Germany, cannot demand that they abide by international law, then the world is lost to these blackmailers. And I am not so sure that the $2.77 Billion is accurate, because these blackmailers asked that any donations given to them be given in EUROS! Look again at the transfer rate!
In Euros indeed, Israel has special trading agreements and rights with the EU. Not to mention the dollar's weakness.
What a good thing it would be if Barack Obama allowed Jimmy Carter to be his advisor, not just on Israel, but on other peace issues. A Secretary of Peace. Just to remind you, even at the 2008 Democratic Convention where the "anointing" of Obama took place, Jimmy Carter was NOT invited to speak, even though he was sitting right there - among the crowd. The fact is that Carter is not respected by his own party, and he probably knows that. If Obama were a true leader, he could involve Carter - at the very least for an occasional consultation.
Mr. Carter deserves to be commended for his about-face from his presidential dictates of 30 years ago in sending US weapons and military to every corner of the globe.

President Carter deserves our respect. He was the first to recognize Israel's apartheid policies. The wall that imprisons Palestinians is an abomination.
