Obama Seeks to Expand US Arms Exports
WASHINGTON - The United States is currently the world biggest weapons supplier - holding 30 per cent of the market - but the Obama administration has begun modifying export control regulations in hopes of enlarging the U.S. market share, according to U.S. officials.
We Arm the World President Barack Obama already has taken the first steps by tucking new language into the Iran sanctions bill signed in early July. His aides are now compiling the "munitions list," which regulates the sale of military items.
The administration's stated reason for the changes is to simplify the sale of weapons to U.S. allies, but potential spinoffs include generating business for the U.S. defense industry, creating jobs and contributing to Obama's drive to double U.S. exports by 2015.
Critics say the reforms are being rushed and warn that the expedited procedures could allow weapons technology to fall into the wrong hands.
India, which currently is seeking 126 fighter-jets worth over $10 billion, 10 large transport aircraft worth $6 billion, and other multi-billion dollar defense sales, could be among the possible beneficiaries. Allies seeking advanced U.S. weaponry and equipment, who now often buy elsewhere due to the cumbersome U.S. approval process, would draw immediate benefit from the reforms, U.S. officials said.
Obama first called for the reforms in August 2009, then referred to them in his Jan. 27 State of the Union address as an element toward doubling exports by 2015.
In the House of Representatives, Foreign Affairs Committee Chairman Howard Berman, (D-Calif.), is drafting a bill that parallels the president's plan.
However, it isn't clear that the Senate will go along, as it is still reviewing the president's proposals.
"It is probably going to be some time yet before there is movement in the relevant committees on formal hearings or writing or legislation," said Andy Fisher, spokesperson for the Senate Committee on Foreign Relations.
Obama's plan, according to top officials, is to ask Congress to streamline the bureaucratic process for approving arms sales by setting up a single new agency to oversee one list of exportable weapons, "tiered" according to the sensitivity of the technology. Currently the State and Commerce Departments maintain separate lists, and the State Department list contains many restrictions.
"Our aim is to make the system more transparent, efficient, and effective," said Ben Chang, a White House spokesman. "This means we are improving our ability to administer our controls, which improves our ability to enforce them, and equally important, improves the ability of companies to comply."
Critics say decontrolling weapons systems could fuel regional arms races, allow technology to fall into the wrong hands and, because arms purchasers often want to set up their own industries, end up exporting jobs abroad.
"The concern that we have is that the net result of this process would be to open the floodgates for military sales to states that do not meet the standards established in years previous," said Daryl Kimball, executive director of the Arms Control Association.
"We're No. 1 in weapons in the world, so I don't understand what the problem is we need to fix," said a Republican staffer for the Senate Committee on Foreign Relations, who asked to remain anonymous due to the sensitivity of the topic.
Defense Secretary Robert Gates, the most outspoken administration advocate for the new system, said it will "build high walls around a smaller yard" by narrowing in on the nation's "crown jewels."
However, critics point out that what those crown jewels are depends on decisions yet to be made.
"There's nothing in their top tier currently," the Senate GOP staffer said. "They can't figure out what should be in their top tier."
Senior officials have said possible "top tier" items include certain night vision technology and advanced stealth technology, which makes aircraft invisible to radar, infrared, and sonar.
The new system would allow older technology such as Lockheed Martin's F-16 fighter to fall to a lower tier as newer, more advanced technology emerges. The staffer said that some versions of the plan currently circulating don't include the F-16 in the top tier of the secured list.
The F-16 may no longer be top technology for the U.S., but as is the case with much of the aging technology that will be decontrolled, the Senate GOP staffer said, "It's often a question of what China, a terrorist, or even a rogue state would do with these things."
Members of the Obama administration say that changes will enhance national security.
"In fact, our system itself poses a potential national security risk based on the fact that its structure is overly complicated, contains too many redundancies, and tries to protect too much," United States National Security Advisor General James Jones said in a speech introducing the plans.
The administration hopes that by streamlining the process, allies will be able to receive more weapons and technology faster, making their equipment more compatible with that of the United States, and making it easier to complete joint operations.
"It spells the difference between U.S. forces going it alone or having allies who are able to operate in the lethal battle space with U.S. military forces," said former Bush administration arms regulator Amb. Lincoln Bloomfield Jr.
Rep. Donald Manzullo, R-Ill., represents a district with aerospace and other manufacturers, and said reform is needed for the survival of U.S. manufacturing.
"We can begin to manufacture our way out of this recession by reforming our export controls," Manzullo said in a speech at the American Enterprises Institute, a conservative think tank.
Manzullo has worked for export control reform throughout his career and says that the job creation benefits make the initiative worthwhile, but he retains doubts about the current review.
"I have a problem with giving all that power to one agency," Manzullo said.
Manzullo explained that having one agency to govern export controls could be dangerous if the wrong person were put in charge.
Similarly, Christopher Wall, former assistant secretary of commerce, said he supports reform but thought initially that the changes were being rushed. In recent weeks, he said, the administration appears to have a better understanding of the immensity of the task.
"Whether it has to do with the possible departure of Secretary Gates or the election timetable coming up, neither of these should drive the reform process," Wall said.
The Senate GOP staffer said that if the United States decontrols as the number one seller in the market, then others with less scrupulous records will follow suit.
The Obama administration isn't the first executive to see the benefits of export control reform; both former President Bill Clinton and George W. Bush undertook similar reviews, which according to Gregory Suchan, a former deputy assistant secretary of state, "crashed and burned essentially because of opposition from Congress."
"Anybody who thinks that they can come to a conclusion as to whether this is a good thing or a bad thing," Suchan said, "such a judgment is premature"

Well, the two main U.S. exports are weapons and jobs. Since it's running out of jobs, weapons are the only place left to "double U.S. exports by 2015."
What a business plan! Send black ops teams the world over to destabilize Governments, fund radical groups and encourage wars of one nation against the other and then sell them all weapons to "defend themselves and keep the peace".

It's suitable for Obama to make public his intention to be the leading arms dealer for the whole world. Not that he and his office haven't been for 50 years. Obama has reason to be proud, as the Nobel Peace Laureate in this Orwellian world raised to the 4th power. Hitler and Stalin should be officially reinstated as men of peace, who only tried to bring peace and enlightenment to humankind. Just as Obama is supposed to be perceived by all the world now. Arm our allies, arm our enemies, keep the rationalizations flowing in a raging torrent of bureaucratese that sneers at sanity and is forever immune to logic. If Obama was such (as many "progressives" seem to need to believe) an "antiwar" candidate, why has he offered so much substantive policy support to the criminal occupation and the broader imperial "war on terror." Obama is dependent on arms manufacturers and merchants of death to increase export numbers...but the morality of our country is crumbling as our nation's military empire eats resources needed at home and in poor countries where our 'allies' spend too much on the local military.

I'm disappointed with Obama's decision to expand the arm sales but Congress would have made him do it anyway. Look at the bright side. He's doing a better job at managing the flow of weapons than the Republicans. Give the poor guy a chance and cut him some slack. Obama isn't the problem. The system is what's pressuring him.
I disagree, Shawn. If, indeed it is our whole system which is a problem (and there are a lot of things wrong with it), Obama, too, is a product of that system and epitomizes an awful lot of what's really wrong with the United States.
Agreed. My problem is how will Obama be convinced to go against the system when he has no chance of surviving? JFK died when he tried to bring peace. Jimmy Carter lost to Reagan in 1980 when he tried again. I'm not happy with what Obama is doing and I don't think he's happy himself but it could have been worse with the Republicans in control. Congress must be waiting for its pork barrel money from the sales to take home just in time for reelection so they could be pressuring Obama from behind.
What bothers me is Obama said, he knew things in Washington were all screwed up, and promised to Change them... not join in with them. This whole thing about him being Pressured into everything is rediculous, since he is the one, that said he was not going to bend to the pressures of Washington. With everything he has done since he got there, he has bent to the Pressures of Washington. He's a bag of wind all talk and no action. He should have stayed lower on the political rung and learned more information before he made the claim he could change Washington.
I do believe if he had a strong personality, and was convinced of his own convictions he could have made a huge difference, but he is a wet noodle.

Obama is a one-term president to be sure. If you have noticed like Bush when Obama gets heat - like Bush - he cranks up the war machine that much harder. Consequences for sure.

The system is so flawed that no one person or party will be able to fix it although the voters will still believe that by voting for someone new will do the trick. I have read this article four times now. The comments here and on HuffPo leave me baffled. I would expect a more intelligent and skeptical analysis.
Nowhere does the author substantiate the claim that Barack Obama wants to increase arms sales. The State of the Union address from January 27, 2010 is quoted out of context, and the claims of wanting to sell more arms come from conveniently unnamed "US officials". This is the type of shoddy article that only inflames tempers and muddies the waters.
Obama never hid his military ambitions in Afghanistan, and plenty of us still voted for him. Have you forgotten just how bad things were under Bush? Obama is not running the whole show. This government is powerful, sprawling and complex, and he is trying to clarify some processes. And if you really want to talk about death and war and suffering machines, look to the arms manufacturers themselves.
To all you fair-weather Dems crying about voting for someone else in 2012: Sarah Palin is counting on us to be irrational and easily manipulated by the propaganda machine.

Obama has so many statements like the one above, the most egregious being the "Oh, look at how good I am: with one stroke of the pen...all prisoners of war are in the legal custody of the Afghan/Iraqi/Pakistan/Israeli police, thus it is impossible for the United States of America to commit torture." -- Alberto Gonzales and John Woo eat your hearts out!
When was it again, the '05 State of the Union Address(?) where I'll Bombya Too was introduced to the national stage as he walked in with Bush's entourage...rubbing elbows with Generals. I'll always remember the sadness of the night I was driving back to my hovel close to 8 mile in the Detroit Area, on my way back from a professional conference in West Lafayette Indiana...between Gary and Kalamazoo...by the dunes...and Barry is putting Hillary in his rear view mirror...and in his first attempt at appearing presidential decides to issue the vows: "I'll kill Osama bin Laden...I'll kill Osama bin Laden", and people have the "audacity" to compare him to Martin Luther King Jr. -- Please, judge the man by the content of his character, not by the color of his skin -- the quintessential politician.
And the "scary, scary..." is perfect, was it Hitler or before him that refined the skill of feasting off the fear of the mothers and other feminine aspects of society: the sitting presidents number one political tool is the specter of security, so by drumming up a Bush and Condelezza Ricesqe fear-mongering all summer long, Obama and Clinton have stooped to the lowest level of human behavior...exactly in a time when the highest level of human behavior would have been appreciated by so many...but that wouldn't be so secure...or would it?
I must agree. I've reread it twice and cannot find any real facts to support the headline. And what he said or did before he became President is hardly relevant to this article.
And though (hitting myself in the head) I voted for the buzzard, I wouldn't waste bodily water if he were aflame. The dems are dead, fair weather or not, Obama, Pelosi and this corrupt Congress killed them.
Whether Mr. Obama wants to boost the export of arms or not is irrelevant. Selling more arms is about the only way to reduce our trade deficit because the world does not want to buy expensive crap made in the USA.
Without the war industry the US economic climate would be really bleak. You think it's bad now? I can just imagine the new marketing strategy. Funding for the new Martin Luther King nucleur subs, the F18 Christ Almighty stealth fighter, or the Mother Theresa bunker buster bomb. Green munitions made from 100% recycled Humvees. If there was ever any doubt the two political parties are one, Obama has made the point clear. A third party candidate may be a pipe dream but it's our only hope politically. We The People can pull it off, with hard work and sacrifice. There are millions of Peace loving folk in our country, we just need to work together creatively, nonviolenly, to stop the madness. Easier said than done I know, but we are running out of options and time.
