US Intelligence Review Directly Contradicts Bush's Line On Iran
WASHINGTON - Despite the White House spin that the new National Intelligence Estimate (NIE) supports its policy of increasing pressure on Iran, the estimate not only directly contradicts the George W. Bush administration's line on Iranian intentions regarding nuclear weapons, but points to a link between Tehran's 2003 decision to halt research on weaponization and its decision to negotiate with European foreign ministers on both nuclear and Iranian security concerns.
By using unusually strong and precise language in characterizing its pivotal judgment that Iran ended work relating to nuclear weapons four years earlier, the estimate deals a serious blow to the administration's claim that Iran is determined to acquire nuclear weapons. The key judgment released Monday said, "We assess with high confidence that in fall 2003, Tehran halted its nuclear weapons program [and] that the halt lasted at least several years."
The intelligence community also said for the first time in the new NIE, "[W]e do not know whether it currently intends to develop nuclear weapons."
That judgment confirms what International Atomic Energy Agency (IAEA) Director General Mohammed ElBaradei and other close observers of the Iranian nuclear program have been saying since 2004: Iran is not interested in nuclear weapons but in the deterrent value inherent in the knowledge of mastering the nuclear fuel cycle.
The Washington Post revealed Tuesday that the White House had been briefed on the new evidence of the Iranian abandonment of weaponisation in 2003 as early as last July, and that White House officials had sharply challenged that evidence. According to a story by Dafna Linzer and Joby Warrick, "several of the president's top advisers" had argued that electronic intercepts of Iranian military officers, which were reportedly a key element of the new evidence, were part of a "clever Iranian deception campaign".
The White House intervention had forced the intelligence analysts to go through months of defending their interpretation of the new data, according to Linzer and Warrick.
IPS reported in early November that the NIE had been originally completed in fall 2006 but that it had been rewritten three times, reflecting pressure from Vice President Dick Cheney. The new revelations about White House political intervention appear to represent a far more ambitious effort to alter the conclusions of the NIE than previously reported.
The new intelligence assessment increases the pressure on the Bush administration's effort to use the threat of possible military action against Iran and its diplomatic stance of insisting that Iran must agree to carry out the Security Council's demands for an end to its enrichment program before negotiations.
National Security Adviser Stephen V. Hadley acknowledged that many people would now be saying "the problem is less bad than we thought".
In an effort to limit the damage to its Iran policy from the estimate, Hadley argued Monday that it "suggests that the president has the right strategy: intensified international pressure along with a willingness to negotiate a solution..."
The NIE does refer to the role of "international pressures" in halting Iran's program, but contrary to Hadley's argument, it suggests that the decision to halt weaponzation was not prompted by threats and pressure. The key finding of the estimate also indicates that the intelligence community believes Iran is more likely to forego the nuclear weapons option if the United States deals with its security and political interests than if it relies on threats and sanctions.
The estimate concludes that the halt in the weapons program was ordered "in response to increasing international scrutiny and pressure resulting from exposure of Iran's previously undeclared nuclear work". That is a reference to the situation facing the Iranian leadership in 2003, when its acquisition of nuclear technology from the A.Q. Khan network had already been exposed but there was no threat of either military action or economic sanctions against Iran over the nuclear issue.
A major feature of the diplomatic situation in the fall of 2003 was the willingness of Britain, France and Germany to negotiate an agreement with Iran on a wider range of security issues, based on voluntary Iranian suspension of uranium enrichment.
A speech by Hassan Rowhani, the moderate conservative secretary of Iran's Supreme National Security Council, in fall 2004 revealed that there had been sharp "differences of opinion" among Iranian leaders on the issue in fall 2003.
Although the Rowhani speech did not refer to any weapons-related work, it did throw light on the basic political and strategic considerations being weighed by the Iranian national security elite in fall 2003.
Some conservatives were condemning the idea of cooperating with the IAEA and accepting the Additional Protocol, which would require much more intensive inspection of all nuclear sites, as "an act of treason", according to Rowhani.
They were also strongly opposed to trying to reach agreement with Britain, France and Germany on a deal under which enrichment would be foregone in return for concessions to Iran on security issues.
The moderates, however, were ready to open up about their nuclear program to the IAEA and negotiating with the Europeans. They apparently believed that course required dropping whatever weapons-related research was underway.
Rowhani emphasised that continued secrecy about the nuclear program had become impossible, because the Libyans had told the U.S. everything about what he called the "middleman" -- apparently a representative of the A. Q. Khan network -- from which both Libya and Iran had acquired nuclear technology.
The signal event of that period was the agreement in Tehran on Oct. 21, 2003 between the foreign ministers of Iran and the three European states.
In the agreement, Iran renounced nuclear weapons, pledged to sign and begin ratification of the Additional Protocol, and "voluntarily to suspend all uranium enrichment and reprocessing activities as defined by the IAEA".
The three European foreign ministers pledged, in turn, to "co-operate with Iran to promote security and stability in the region, including the establishment of a zone free from weapons of mass destruction in the Middle East in accordance with the objectives of the United Nations."
The Bush administration had opposed the initiative of the European three in offering a political agreement with Iran that would offer security and other concessions as part of a broader deal. The administration wanted to bring Iran quickly before the United Nations Security Council so that it would be subject to international sanctions.
Britain, France and Germany reached an agreement with Iran in mid-November 2004 under which Iran pledged to "provide objective guarantees that Iran's nuclear programme is exclusively for peaceful purposes" and the EU three promised "firm guarantees on nuclear, technological and economic cooperation and firm commitments on security issues".
The European three then began to backtrack from that agreement under pressure from Washington. But the new evidence that Iran made the decision to drop all weapons-related research at that time appears to confirm the correctness of the original European negotiating approach.
Paul Pillar, the former national intelligence officer for the Middle East who managed the 2005 NIE on the Iranian nuclear program and other NIEs on Iran, told IPS he considers it "plausible" that the decision to halt weapons-related work was part of a broader change in strategy that included a decision to enter into negotiations that promised security benefits in return for demonstrating restraint on enrichment. Any world class intelligence review would reject the current oil-based geopolitical order and economy as far too primitive for this period in man's history. Every news channel covered this story several times yesterday. Chris Matthews blasted Bush for his latest obvious lie, the incredible lie that he was totally UNAWARE of the NIE intelligence until last week.
Chris Matthews also blasted Bush for saying that nothing has changed in regards to Iran and his threat of a possible attack on that country. For example, Bush's recent comment, that Iran's atomic weapons program, threatened a World War Three and they must be prevented from initiating a nuclear war. Matthews loudly proclaimed that on the contrary, everything has changed. And indeed it should change everything in that regard.
Will it change is the important question? Not unless our American press and media continue to tell the truth about Bush and keep this story on the front pages of every major newpaper. If they do that, the media will also, for they just read the news to us anyway. If the press does their duty, the American public and our Congress will act and not only will Bush be hard pressed to begin another unjust war, he may finally be impeached, __ as he should be.
ME ALSO TOO, If you might accept an honest observation. If you would break up your paragraphs with a space they would be much easier to understand.

This says more about the corporate media than it does about Bush. Are they really so clueless as to just now be figuring out that Bush is a liar?
This is something I've noticed back since after the launching of the Iraq war. There has been some very firm evidence for quite some time now that when this White House says something, it is at least highly spun and manipulated if not an out-right lie.
So, lets just say I was the media spokesperson for some activist group. And lets just say I'd been caught pumping stories out to the local press that were as misleading and proven lies as the lies from this Administration from the start of the Iraq war. Given that, would I expect any local reporter to take me seriously again. Of course not. The next time I came to them with a story, at the very least I'd have to have some serious proof to back up my latest story. Otherwise they'd just say, 'you're the same person who gave us all those lies 2 years ago .... get lost.'
So, to me it says more about the corporate media than anything else that the lies of this Administration are still taken at face value. And that they'd even be running a story like this one that says 'wow, maybe Bush was lying'. If the corporate media were really still news instead of just propaganda, Bush lying would be a 'dog bites man' story years ago.

I like what Seymore Hersh is saying about this (sorry, I'm at work, no link. But I think it was antiwar.com this morning near the top).
What we are seeing is an internal fight in the US Gov. We've got the Cheney camp that wants a war with Iran. And they've been pushing hard for this. But, there has also been a group in the military that has been opposing this for some time.
Centcom commander Adm. Fallen is a key player in this. Hersch reported last winter that he'd blocked a Bush order at the time to move a third CV group to the Persian Gulf. He's been publicly quoted as saying a war with Iran won't happen while he's commander. CentCom is the high level military command, just below the Pentagon level, the covers the Iran-Iraq region.
So, Herch's take on this is that what we've seen in this public NIE statement is the Admirals with some allies in the intelligence community trying to slap down and stop the Cheney crowd. The quote attributed to Adm. Fallen is that they want 'to put the crazies back into the box'. And he hints that he has allies. I think we just saw some of his 'allies' in the Intel community trying to help keep the crazies in the box by releasing this NIE.

How can Iran, signatory to the Non-proliferation Treaty, be so pilloried while Israel gets off scott-free since they didn't sign the treaty. It makes no sense at all.
Meawhile, we have around 100,000 Iraqis dead while the intelligence agencies in the US were "learning lessons" in making these evaluations, Iraq is torn apart, and the recycled uranium tips on US missiles used in Iraq have created a dangerous level of radioactivity tht will take hundreds of thousands of years to dissipate.
The Treaty must also be enforced with regard to the so-called "nuclear powers" who were expected to dismantle their nuclear weapons progressively so they disappear from the planet. Instead the US is merrily investing huge sums of money in a "new generation."
But it's so much easier to keep Iran on the pillory than to even discuss the nuclear powers carrying out their responsibilities under this Treaty, especially the US.

They are all dead from inhaling the DU RAGDOLL, so are our ground troops, they just don't know it yet. It usually takes several years to die from radiation poisoning. Then the person dies from cancer or some other disease caused from inhaling a nano meter of DU and the actual cause of the disease is usually never known.
The radiation readings in Baghdad are over 2,000 times normal background readings. An elevated reading of 20 would be cause for concern. Of course our government spin on the hazards of inhaling DU dust has negated any honest concern. The DU will be deadly for over four billion years BTW.

Officially, Europeans governments are maintaining the line that Iran is a threat; they previously agreed to increase sanctions.
Unofficially, they are waiting for Americans to come to their senses. They are not going to get ahead of the curve and incur the wrath of the US. The US can hurt friendly governments in a myriad of subtle and expensive ways. This does not get reported on in the US media and neither does the artificiality of "allied" support.

His facial expressions and body language reminded me of some of my high school experiences when my father caught me red-handed in places and with people I had denied being at/with. Consider the father's role during our Enemy_Combatant_in_Chief's adolescence, who remember was a previous SPOOK_in_Chief (and former head of CIA too).
We can only imagine how discipline was enforced in that household:
