Speaker Pelosi, More War Funding Next Week Is No 'Emergency'
Let us be perfectly clear, as President Obama might say. There is no "emergency" requiring the House to throw another $33 billion into our increasingly bloody and pointless occupation of Afghanistan before we all go off to celebrate the anniversary of our Declaration of Independence from foreign occupation.
This fact -- that there is no emergency requiring an immediate appropriation -- is absolutely critical, because the claim that there is some "emergency" requiring an immediate infusion of cash, otherwise there will be some new apocalyptic catastrophe, is the means by which the Pentagon and the White House hope to dodge two sets of questions about the war supplemental urgently being asked by Democratic leaders in the House.
Secretary Gates has complained that if the war money is not approved by July 4, the Pentagon might have to do "stupid things" like furlough civilian Pentagon employees. I am not in favor of furloughs, even of Pentagon employees (can we furlough someone who approves breaking into Afghans' homes in the middle of the night and killing pregnant women?), but as "stupid" goes, furloughing Pentagon employees doesn't hold a candle to laying off public school teachers, which is the likely consequence of allowing the Pentagon and the White House dodge their critics in the House.
The war funding proposal has been sitting in the inbox for six months. What kind of "emergency" is that? The $33 billion represents about five percent of the gargantuan Pentagon budget. The Pentagon can live with a little more delay, while we get answers to some urgent questions.
The first set of questions the Pentagon and the White House want to dodge can be crudely summarized as: now that we've dumped McChrystal, what the hell are we doing in Afghanistan?
Yesterday, thirty Members of the House sent a letter to Speaker Pelosi, demanding that the questions about the war raised by Michael Hastings' Rolling Stone article be answered before the House votes on the Pentagon's request for more money.
According to Hastings' article, "Instead of beginning to withdraw troops next year, as Obama promised, the military hopes to ramp up its counterinsurgency campaign even further." A senior military official says, "There's a possibility we could ask for another surge of U.S. forces next summer," which is a pants-on-fire contradiction to the promises made when the last increase of forces was announced. Meanwhile, McChrystal's Chief of Operatons, Maj. Gen. Bill Mayville, said: "It's not going to look like a win...This is going to end in an argument." If it's going to end in an argument anyway -- Mayville is surely right -- why shed more blood? Don't we have a right and obligation to demand a straightforward and concrete accounting of what the additional bloodshed is purportedly going to achieve?
Ninety-eight Members of the House -- almost a quarter -- have now signed on to legislation demanding that President Obama establish a timetable for military withdrawal from Afghanistan. Shall the House not debate establishing a timetable for military withdrawal before voting on more money for pointless killing?
The second set of questions the Pentagon and the White House want to dodge can be crudely summarized as: what the hell is the federal government doing about Main Street's economic crisis? While it is not the responsibility of the Pentagon to do something about Main Street's economic crisis, it is the obligation of the Pentagon to defend more Pentagon spending as the best use of public resources, at a time when states and local governments are looking at mass layoffs of public employees, including school teachers.
This is the question that House Appropriations chair David Obey put on the table when he said he would sit on the war appropriation until the White House acted on House Democratic demands to unlock federal money to aid the states in averting a wave of layoffs of teachers and other public employees.
But on money to save teachers' jobs, the White House is still Absent Without Leave, hiding behind the purported threat of a Senate filibuster, just as it did on the public option for health insurance. If it fought for teachers, the White House could win. But it isn't fighting, because unlike the war funding, teachers' jobs are not a White House priority.
If we want this to change, Obey has to be able to make good on his threat. And that means the House has to be willing to call the Pentagon's bluff.

Regrettably you are wrong. Even if you did not vote for anyone you are still at war according to the U.S. Supreme Court and chances are that you support the war with your federal taxes.

There is a big difference between volunterily voting for Dem or Repug candidates who are owned by corporations, and paying income tax to avoid being locked up in prison. The former definitely have blood on their hands, the latter definitely don't.
The only alternatives truly progressive Americans have is to move abroad (most nations don't want you when you are over 40 years of age unless you are a multi-millionaire), or to stay in the US and vote third party.
I think the author has it completely wrong. This $33B is not funding for the Pentagon (though it will be funneled through the Pentagon), this is an additional "war appropriation" that does not appear in the Pentagon's annual budget. The Pentagon's annual budget does not include 1 penny for the wars/occupations and funding for aggression must appear as another Congressional line item.
You are correct. It's all been off budget since day one of Obama.
It was off-budget during the Bush years too. In those days Senator Kerry thundered several times that this was bad policy. Today he is quieter than a mouse. Guess why.
Approval of this funding will also mean that the Congress considers me (and all U.S. citizens)to be at war as the U.S. Supreme Court ruled one decade ago. Trouble is: at war against whom? What state? What government?
They won't pass an unemployment extension because there's no way to pay for it.
But the money's always there for Israel and killing innocent people all over the world.

When it comes to war funding we're Daddy Warbucks. War is also very lucrative for the Feinstein's since they're swimming in blood money. Her husband is one of our biggest defense contractors. With scum like Feinstein castiung votes in her own self interest, the chance of us ever ending these wars is zero.

No more unemployment benefit moneys for the folks here at home who have been thrown out of work by the financial and housing meltdowns cuz' the moneys have been ear-marked for the occupation and destruction of other lands and peoples, which will benefit the corporations.

"War" is mass murder, mass maimimg, mass misery, mass destruction, massive waste of money and resources. Every war was started by just a few people in power, willing to jeopardize the lives of their own people and the so called "enemy", usually a country with resources the war makers and profiteers want to steal at any cost.
In a word, War is INSANE. It is obsolete. Only the PEOPLE can demand a stop to the madness of continuing and expanding this war into the future. If we sit and watch the "theater", we will eventually be victims of our own apathy. Every injustice in history was eliminated by nonviolent, unified ACTION. We need to WAGE Peace together.

I identify with your frustration, but unfortunately, our ideals are not mainstream majority ideals at this time. however, just because letters don't produce immediate action does not mean that public opinion is not taken into account. It is important that people continue to voice their dissent. We represent a (usually not very vocal) minority and defeatist attitudes only weaken our position. We need to avoid the temptation to throw up our hands and continue to try and influence our elected leaders, as well as our neighbors and friends. Each one teach one, that kind of thing.

When government ended aid for our poor, America yawned with indifference. Today, the infant mortality rate among America's poor now exceeds that of most Third World nations, and the life expectancy of our poor has actually fallen below that of the Third World countries. Who cares? Our apathy set the stage for our future.
It took the Democratic Party, under President Clinton, to end aid to our poorest. The Obama administration is already helping us get adjusted to expanding the war to Iran; it will be necessary to end Social Security to fund the expansion of war. Ultimately (within the next few years), either the US will collapse economically, or the international community (which already recognizes the US as the leading threat to peace/world survival) will unite to put an end to the US.
As long as there are no strikes, no walk-outs, no mass protests, we'll remain on this self-destructive course. But then again, we don't care.
Funny thing, on BBC World News last night they mentioned Obama was set to withdraw troops beginning in July 2011. Completely contrary to this article and a number of the other articles we read here. So there's nobody in the WH press corps willing to call Obama out on this? Oh, that's right, Obama sends his completely useless lackey Gibbs out to face the press. Although, now with Thomas gone, what is Obama worried about? The only person in the MS media this week that seemed to be frustrated by Obama's "stay the course" mem was Jon Stewart -- and he's not really media, is he?
Oh, and I should add that the Brits idea of immediate withdrawal seems to be five years, because the Brits are tired of being there. Any Brits here can disagree, but I thought the ouster of Blair had a lot to do with being tired of the war yesterday. Five years! I was floored. If the Brits want to send Obama a message, again, get the British troops out immediately.
And as far as those 98 Progressive signing a letter to Pelosi, we had similar letters during the health care debate -- ultimatums, questions that had to be answered before one votes, no robust public option gets a no vote. So the Progressives are making noise again, this time for the war -- again. Good for them -- but it doesn't mean anything unless they stay tough.

Nancy Plelosi is right and those who support her in the senate should filibuster any funds for the war if no accountable is forthcoming from the intelligence agencies, and even actually if it is. The true nature and purpose of these Bush/Obama colonial wars is a natural extension of the Unitary Theory of unlimited Executive wartime power. The extra-Constitutional "Unitary Theory of Executive Powers" during wartime is clear: Any president subscribing to this rogue State lawlessness believes that their powers are UNLIMITED during "wartime"--regardless of whether or not a president has chosen to wage a war in violation of international law and regardless of whether or not the U.S. government has hard EVIDENCE of a "clear and present danger" posed to the U.S. by a known or perceived enemy.
The Bush Doctrine changed the U.S. war trigger from EVIDENCE of "clear and present danger" to SUSPICION of a threat to national security. Suspicion of a threat can be easily fabricated by any presidential maladministration or gaggle of corrupt Congresspersons fronting for corrupt corporate and/or military-industrial/CIA interests.
The illegal assassination program as I understand it also targets American citizens based on suspicion of a threat (including hearsay) and I am unclear as to what standards of evidence, IF ANY, this program also might or might not take into account. Either way it is still un-Constitutional and a blatant violation of international law as well. No nation has the right to declare the entire planet a battlefield and even the most insane of Roman emperors never dared proclaim such madness as the Bush Doctrine, which declares endless American global military supremacy that will never brook any challenges anywhere in the world. The Supreme Court, even such as it has been since 2000, has twice rebuked the Executive Branch to say that presidential powers even during wartime are not unlimited and the Executive Branch since Bush continues to ignore these rulings--another clear sign in a long list of many that the U.S. is now a rogue State.
The criterion that rogue Unitary Theory presidents like Shrublette or Obysmal refer to to make decisions regarding the extra-legal assassination(s) of American citizens is SECRET CRITERION, which means it can be altered at any time in any way to suit any political or economic purpose. Just as our nation's war trigger of SUSPICION is an all-purpose legalistic tool to "fix the intelligence and the facts around the policy" any time any rogue president wants to massage a corrupt Congress (with dozens of complicit members as we saw during the Bush/Cheney Junta) into going to war.
Several years ago I was doing research on the origins of this mysterious "Unitary Theory of Executive Power" and discovered that the shysters who fabricated it were very possibly influenced by Nazi "judicial theory" that used marshall law powers extended to Reichschancellor Adolph Hitler as the basis for granting him unlimited powers based on the idea that what mattered most during wartime was not the rule of law, BUT THE EXCEPTION TO THE RULE OF LAW. The condition of wartime itself, regardless of its justness or legality, became the all-purpose exception to the rule of law for the nation's leader.
One major difference in the relationship between the Nazi Oberkommando der Wehrmacht (OKW) establishment and military-industry and their infamous Reichschancellor, and our rogue presidents and the U.S. military-industrial complex and Pentagon culture is that many senior German generals believed that to even dare to question der Fuhrer would be to dangerously interfere with the sublime self-confidence that he needed as a naturally gifted dictator to effectively rule Nazi Germany with absolute authority. In our post-2000 Unitary Theoretical misgovernment, the presidents dare not ever question the military-industrial complex and its most powerful adherents in the Pentagon and Congress.
The MIC and its presidential and Congressional toadies are insisting on the present illegal wars in Afghanistan and Iraq despite the salient facts that (1) They have about a fifth of the troops they need to wage a victorious counterinsurgency strategy in Iraq or Afghanistan according to the numbers laid down in the book written on counterinsurgency (COIN) strategies and tactics by the Army's expert on counterinsurgency warfare, General David Petraeus (now in command of U.S. forces in Afghanistan where he has 120,000 troops and needs around 600,000 to do the OFFICIALLY STATED job), (2) The official policy formulation for "victory" in Afghanistan states that to be successful, the U.S. must have a responsible and fully engaged partner in the Afghan government, when, in point of fact, Hamid Karzai and his "administration" have always been riddled with corruption, ties to the illegal drug trade, and Karzai himself has early, consistently and publicly opposed the U.S. administration to state his support for negotiations with ALL the Taliban (which he is now said to be conducting in secret).
The Afghan war, even more than the Iraq house of cards, is being deliberately run as a militarily half-assed and therefore endlessly self-protracting, oil & pipeline operation (part of Rumsfeld's "Long War") with with U.S. and mercenary forces bribing local Taliban not to attack critical road checkpoints, bridges, intersections, etc., so they can keep the operation going--in lieu of actually rebuilding the country or its economy to create legitimate jobs, or establishing a secure government that need not be run as a garrisoned colony. A lucrative colony needs armed colonizers and Obama is already back-pedaling from his 2011 "withdrawal" lip-service because the MIC and Big Oil have told him to.

Why hasn't he ordered the complete withdrawal of all military and contract soldiers from Iraq and Afghanistan?

In some home town meetings across the nation on Saturday sponsored by conservative republicans 51% of participants said cut defense spending. The meetings entitled "America Speaks - Our Budget Our Economy spoke very clear on this matter.
