No Cap on Troops for Afghanistan
America's military chief has flagged the possibility of sending more US troops to Afghanistan on top of 68,000 approved by the Obama Administration, warning that Americans should brace for more US casualties.
Over the past fortnight there has been speculation that there is an unofficial ceiling on the US commitment of troops to Afghanistan, after National Security Adviser General Jim Jones was reported as telling commanders in Afghanistan that President Barack Obama was likely to react badly to a troop request.
But Admiral Mike Mullen has denied there is a cap on the US commitment in Afghanistan, which was identified by President Obama as a priority.
"There is not a ceiling on troop levels," Admiral Mullen, head of the Joint Chiefs of Staff, said in a speech to the Centre for Strategic and International Studies on Tuesday.
Admiral Mullen said US General Stanley McChrystal, the recently appointed commander of international forces in Afghanistan, now had all the troops his predecessor had asked for and had been given 60 days to come back with his own assessment of what was needed.
"In the interim he will come back with his assessment and my guidance to him is: 'You tell me what you need, bring it back to Washington and we'll take it from there.' "
But Admiral Mullen also said it was incumbent on the commanders to make sure that every US serviceman in Afghanistan was needed and he foreshadowed that there would be higher casualties in the tough and potentially long fight ahead in Afghanistan.
The deaths of seven US soldiers on Monday were "an indication of expectations that I've had for some time that this fight is going to be tough", he said. "It's going to get tougher before it gets easier."
Admiral Mullen also appeared to qualify last week's estimate that the operations in the southern Helmand province would last weeks, not months, saying on Tuesday: "It's just a beginning and we actually don't know."
He also agreed with the former US ambassador to Afghanistan, Ron Neuman, that Afghanistan posed extra challenges because there was only about a third the number of local security forces compared to the numbers in Iraq - raising questions about holding territory claimed from the Taliban, and the US's longer-term exit strategy.
Admiral Mullen said there were 80,000 in the Afghan army, with authorisation to go to 134,000. But he said that "134,000 might not be right".
The US had reached its goal of 82,000 police, he said, but the "challenge was the quality and training and getting them out there through Afghanistan."
At the time of the US surge in Iraq in 2008, the security forces numbered 600,000.
Afghanistan is a bigger and slightly more populous country than Iraq, with more challenging terrain. Total security force numbers, including NATO, local army and police, total 260,000.

Your post should be re-written, carefully, because it doesn't make much sense, except in terms of what's happened in the past and you writing as if predicting the future will necessarily be the same. After all, the wars on Iraq, Afghanistan and, now, Pakistan aren't over yet, but you say people are claiming "victory". Victory over what?
Bush basically claimed victory when he claimed "Mission Accomplished" in May 2003, but it was, at that moment, already obvious that he was talking nonsense, psycho-babble bs.
Another example I'll take from your post is the following words:

Winter Soldier for the Iraq War of today couldn't be really forgotten. After all, the U.S. msm "news" media hardly published anything at all about the several-day event; instead, they focused on flooding their readers with the apparently concocted-to-coincide crisis in Tibet. Those of us who knew about the event beforehand or while it was happening may not have it frequently in mind today, but that's not quite the same thing as forgetting it. A lot of people, however, were focused, intensely focused on the crisis in Tibet, and the msm "news" media put all of its attention there, which served to help to keep a lot of their readers and listeners uninformed about Winter Soldier testimonies.
People really can't forget what they never knew to begin with.
Who's forgetting about "the next poor country" being set up for war, and which country is that, anyway? Everyone knows about Iraq, Afghanistan and Pakistan, and the threats against Iran. A lot of people might not realise that Iran is within its legitimate rights, but surely everyone of adult age knows about the threats from Israel and the USA's dictating to Iran. So which "poor country" is next?
Perhaps a lot of people aren't aware of AFRICOM and the real purpose of it, and many people seem to have forgotten about what was done to and still is the situation for Haiti, though. This is in serious part due to the rotten msm "news" media again, too.
Your post seems to be of words of someone who's a little overly depressed and not thinking, certainly not writing, clearly.

What makes you and other people who also speak of Obama as being naive about what's going on think that you're right? What makes you all so sure that he doesn't know what's going on, or doesn't know enough, even if he doesn't know everything? His cheerleaders among voters during the primaries last year bragged about how he's supposedly expert in law, which he should be, given he's graduated in law. So he therefore knows, should know law, but it'd be difficult to realise this if we didn't know that he had graduated from university in law, because his conduct certainly doesn't reflect that he has this knowledge or expertise. So he doesn't live according to his knowledge of law; therefore, and again, what makes you so sure that he's naive in what his administration is doing, with respect to these wars, especially?
I doubt that he's totally naive about that, but like many other U.S. Presidents, he may be sometimes kept uninformed about what the administration authorises without the president knowing about it.
F.e., VP Joseph Biden doesn't seem to see to keeping Pres. Obama informed about what Biden's going to claim about what the administration and therefore U.S. will and won't authorise. This just happened again over the past week, when Biden said the U.S. wouldn't do anything to oppose Israel striking Iran, and then Obama got the message out that his administration doesn't want Israel committing this attack and that it mustn't. Obama's message didn't say that he was making a prediction about whether Israel will attack or not after he, as U.S. Pres., said it mustn't; but he said it mustn't and that if Israel did, then it'd create major problems (inherently meaning for the plans of the U.S. and its ruling "elites") in the Middle East. By adding the latter mention of stressed concern, Obama's message was made more emphatic about Israel needing to not attack Iran.
Biden's words definitely contrast with those of Obama. But, then, did Obama know Biden was going to say what he did and all of this was, therefore, just another stage act; or was Obama unaware until after the fact, after Biden publicly spoke his words? I don't know; only insiders would. However, I'll guess and believe, until proven wrong, that Obama didn't know beforehand.
So, again, Presidents aren't always kept very informed about what the members of the Administration do and plan to do, until it becomes obvious. And I think that that is to be disrespectful towards the President.
But, anyway, I doubt he's as naive as people pretend. He must be somewhat naive, but not enough to not be guilty of having sufficient knowledge for real criminal guilt. He must know he's not a good and respectable President. He might wish that he was, but must know that he isn't. He might spend some time struggling because he'd prefer to not think about what he knows about not being a respectable President, but he must surely still retain sufficient awareness of what he must know about his presidential conduct, or misconduct, I should say.
He should critically objectively and acutely carefully listen to what retired U.S. Army Major General Stubblebine says about the 9-11 attacks; but maybe Obama is psychologically fighting against remaing "in touch" with reality, so that he can fancifully live in his sick dreamworld in which he dreams about becoming famous, as opposed to infamous, loved, instead of despised, thought innocent, instead of known to be guilty as hell, and so on. Struggling to be able to live in denial, iow.
We should remember the leader who got us into the Middle East mess in the first place, and, now Obama is so naive as to keep Gates, and the Generals , following the same path --- in their minds----to conquer. It also brings them closer to attacking Iran to please Israel.
I find it amazing how the past so easily is slipped into the "memory hole". Again and again the US attacks some poor country, reducing it to a basket case then, because of shifts in public sentiment at home, the war ends with declarations of victory, and moral success validating American ideals. Meanwhile the people recently "liberated" bury and mourn their dead and do their best to survive in their now toxic, destroyed homeland. At the same time in the US those criminals in charge go on speaking engagements and hit all the talk shows telling American audiences of their victory against the dark forces of EVIL. When the US kills an Afghan, two Taliban-all who oppose the occupation, even if it is for their own good-emerge to replace him/her. Thus, unless we plan to lose this war, Admiral Mullen is correct, we will need more troops.
