Bush Team Rushes Environment Policy Changes
WASHINGTON - As the U.S. presidential candidates sprint toward the finish line, the Bush administration is also sprinting to enact environmental policy changes before leaving power.

allowing power plants to operate near national parks, loosening
regulations for factory farm waste or making it easier for mountaintop
coal-mining operations, these proposed changes have found little favor
with environmental groups.
The one change most environmentalists want, a mandatory program to cut climate-warming greenhouse gas emissions, is not among these so-called "midnight regulations."
Bureaucratic calendars make it virtually impossible that any U.S. across-the-board action will be taken to curb global warming in this administration, though both Republican John McCain and Democrat Barack Obama have promised to address it if they win Tuesday's U.S. presidential election.
Even some free-market organizations have joined conservation groups to urge a moratorium on last-minute rules proposed by the Interior Department and the Environmental Protection Agency, among others.
"The Bush administration has had eight years in office and has issued more regulations than any administration in history," said Eli Lehrer of the Competitive Enterprise Institute. "At this point, in the current economic climate, it would be especially harmful to push through ill-considered regulations in the final days of the administration."
John Kostyack of the National Wildlife Federation, which joined Lehrer's group to call for a ban on these last-minute rules, said citizens are cut out of the process, allowing changes in U.S. law that the public opposes, such as rolling back protections under the Endangered Species Act.
WHAT'S THE RUSH?
The Bush team has urged that these regulations be issued no later than Saturday, so they can be put in effect by the time President George W. Bush leaves office on January 20.
If they are in effect then, it will be hard for the next administration to undo them, and in any case, this may not be the top priority for a new president, said Matt Madia of OMB Watch, which monitors the White House Office of Management and Budget, through which these proposed regulations must pass.
"This is typical," Madia said of the administration's welter of eleventh-hour rules. "It's a natural reaction to knowing that you're almost out of power."
Industry is likely to benefit if Bush's rules on the environment become effective, Madia said.
"Whether it's the electricity industry or the mining industry or the agriculture industry, this is going to remove government restrictions on their activity and in turn they're going to be allowed to pollute more and that ends up harming the public," Madia said in a telephone interview.
What is unusual is the speedy trip some of these environmental measures are taking through the process.
For example, one Interior Department rule that would erode protections for endangered species in favor of mining interests drew more than 300,000 comments from the public, which officials said they planned to review in a week, a pace that Madia called "pretty ludicrous."
Why the rush? Because rules only go into effect 30 to 60 days after they are finalized, and if they are not in effect when the next president takes office, that chief executive can decline to put them into practice -- as Bush did with many rules finalized at the end of the Clinton administration.
White House spokesman Tony Fratto denied the Bush team was cramming these regulations through in a hasty push.
Fratto discounted reports "that we're trying to weaken regulations that have a business interest," telling White House reporters last week the goal was to avoid the flood of last-minute rules left over from the Clinton team.
There is at least one Bush administration environmental proposal that conservation groups welcome: a plan to create what would be the world's largest marine wildlife sanctuary in the Pacific Ocean. That could go into effect January 20.

Bush and his cronies are so hideous and diabolical -- for me, words can't ever convey the human monstrousness they embody.
Nor the harm they've done.
I know it's not enlightened to demonize fellow humans. So, I'm sorry for my unenlightenment.
This is just my personal visceral expression of emotion -which I have no inclination to supress in words.
All Bush's policies and actions that've caused, and will continue to cause, so much human suffering and death --- perpretrated so glibly/so arrogantly/so inconceivably selfishly -- this overview feeling in me is what makes my very guts inflame with nausea and rage.
I remember when the monstrous Romanian dictator Ceausescu was finally toppled in 1989-1990, and executed by representatives of that country's long-abused and finally-enraged public: ABC's Ted Koppel asked one of the country's leading humanists (a poet and a man of peace): Do you realy think it was right to summarily shoot Ceausescu and his wife?
The poet guy paused for the longest time, staring straight at, but also straight through Koppel with the most emotionally bizarre expression I've ever seen on a human face.
Finally in answer, his eyes narrowed into a sad disgusted resolution:
Yes, They Deserved It, he said.
Then the poet paused, again for another long while, and added: But maybe we should have let them live in prison, so they could have come to understand the dimension... of the disaster.... they have created.

Instead, that most Americans fail to understand 'the dimension of the disaster' that Bush and his kind, too, have created.
And that they, too, belong in jail.
i can't say the Bush admin. has ever been able to surprise me. i lived in Austin when Bush was gov. (not far from him actually, on 11th ave., which is where the capital building and the Gov.'s mansion is located) and from my experience from him there, i knew we were in a world of s%*t when he became president.
i don't doubt that there will be more expedited changes being made before he finally leaves office. this is just one of those instances, where the most hated man in the world proves his disregard for not only human beings, but animals and the environment, as well. it is really sad.
HOWEVER, what has really shocked me, and continues to do so, is that although Bush and his fascist cohorts have committed countless crimes and have given the American people more than enough evidence to support an easy impeachment, nothing was done. After all, compared to Nixon, Bush is the anti-christ (who actually claims that God works through him!)and Nixon is an angel of truth.
Has America lost its backbone? Has it become so expectant of gov't corruption that it not only tolerates it, but that it chooses (re-elects) it?
Shame, shame on you, America.
I suspect that the hidden COG { Continuity of Gov't } declaration -- that "elevates" us from mere citizens to his servants -- is what is missing.
The reason impeachment was "off the table", is that the table was very likely removed, via COG on 9_!_!. My guess is that this is the reason for his infamous and condescending ( omnipresent ) smirk

I'm at the point now where I see the environmental "battles" as false skirmishes. We've had an Executive -- and largely cooperative Legislative branch -- that lied about bringing a nation to war, about torture, that dialed back the 4th amendment, yada yada. If they can do all of that, they can wipe out any fragile ecosystem they so desire, under practically any command/fiat pretext.
And so we have environmental issues as sacrificial/symbolic pawn issues, on a landscape dominated by geopolitical sums of power and money. We're to believe that while both of the corporate parties answer to the same monied interests, they're ostensibly different on symptomatic/emotionally volatile issues like the environment -- or abortion for that matter? Bullshit.

I hope and pray that really protect him fully once he gets of the White House because there will be people gunning for him and that is a fact.
What is this BS about BUSH being able to enact anti-environmental rules before he leaves office?
Since when is one person able to make decisions that will affect the entire world with NO OVERSIGHT?
How can any American elected official unilaterally enact legislation that almost all Americans oppose?
Please someone explain this to me. I've seen our mostly absent congress neglect to protect our interests for the past two administrations, but how would Bush manage to enact anti-environmental decisions without anyone being able to stop him?

Or, is this man planning to declare martial law and stay in office for another term or two so he can finish off his plan to destroy America?
