U.S. Nuclear Option on Iran Linked to Israeli Attack Threat
WASHINGTON - The Barack Obama administration's declaration in its Nuclear Posture Review (NPR) that it is reserving the right to use nuclear weapons against Iran represents a new element in a strategy of persuading Tehran that an Israeli attack on Iranian nuclear sites is a serious possibility if Iran does not bow to the demand that it cease uranium enrichment.
Although administration officials have carefully refrained from drawing any direct connection between the new nuclear option and the Israeli threat, the NPR broadens the range of contingencies in which nuclear weapons might play a role so as to include an Iranian military response to an Israeli attack.
A war involving Iran that begins with an Israeli attack is the only plausible scenario that would fit the category of contingencies in the document.
The NPR describes the role of U.S. nuclear weapons in those contingencies as a "deterrent". A strategy of exploiting the Israeli threat to attack Iran would seek to deter an Iranian response to such an attack and thus make it more plausible.
The new nuclear option on Iran has emerged after a series of public statements over the past year by senior officials, including Secretary of State Hillary Clinton and Vice-President Joe Biden, suggesting the administration would tolerate an Israeli option.
Both the Bill Clinton and George W. Bush administrations had said the United States "reserves the right" to respond with nuclear weapons to the use of chemical and biological weapons in an attack on U.S. forces or its "friends" or "allies".
A contingency plan called CONPLAN 8022-02, adopted in November 2003, aimed at destroying an adversary's nuclear weapons or nuclear facilities, included the option of using earth-penetrating nuclear weapons to destroy deeply buried facilities.
But the new NPR refers to "a narrow range of contingencies in which U.S. nuclear weapons may still play a role in deterring a conventional or CBW attack against the U.S. or its allies or partners".
That language appears to suggest that the nuclear option would deter an Iranian conventional retaliation against Israel or U.S. military targets in the region in the event of an Israeli air attack on Iran.
Both Obama and Defense Secretary Robert Gates made statements implicitly linking the new nuclear declaration to the broader problem of trying to force Iran to bow international demands on the nuclear issue.
Interviewed by CBS News Apr. 1, Obama was asked what made him think sanctions would work this time. After referring to Iran's isolation, which he said would eventually "have an effect on their economy", Obama made an obvious allusion to military options. "Now, you know, I have said before that we don't take any options off the table," said Obama, "and we're gonna continue to ratchet up the pressure and examine how they respond."
In the past, references to options being on or off the table had been used to refer to the option of a conventional U.S. air attack. In this case, however, Obama was clearly referring to the announcement of the nuclear option in the NPR that he knew was coming on Apr. 6 as a way to "ratchet up the pressure" on Iran.
Asked in an interview with the New York Times Apr. 5 whether he believed Israel would decide to attack Iran if it "stays on the current course", Obama refused to "speculate on Israeli decision-making".
But he said,"[W]e want to send a very strong message both through sanctions, through the articulation of the Nuclear Posture Review, through the nuclear summit that I'm going to be hosting, and through the NPT review conference that's going to be coming up, that the international community is serious about Iran facing consequences if it doesn't change its behavior."
Gates was even more pointed in highlighting what he called the "message for Iran" in his Apr. 6 news briefing on the NPR, saying that "all options are on the table in terms of how we deal with you".
It was not the intention of the original drafters of the NPR within the State Department to issue a new threat to Iran, according to a source who was briefed on the NPR earlier this month. But the official involved in the drafting acknowledged that Gates and Obama had seized on the language to suggest that the United States now had a stronger hand in dealing with Iran, according to the source.
The White House Coordinator for WMD, Counter Terrorism and Arms Control is Gary Samore, who had had publicly discussed the need to exploit Iranian fear of an Israeli attack to gain diplomatic leverage over Tehran before joining the Obama administration.
At a forum at Harvard's Kennedy Institute in September 2008, Samore had said that the next administration would not want to "act in a way that precludes" an Israeli attack on Iran, "because we're using the threat as a political instrument".
Samore was asked during the question and answer session after a speech at the Carnegie Endowment for International Peace in Washington Wednesday whether he expected Iran to believe that the United States would use nuclear weapons against Iran if it retaliated with conventional weapons against an Israeli attack on Iran. Samore ignored the question in answering.
As part of an apparent effort to make Iran uncertain about an Israeli attack, a series of public statements by U.S. senior officials over the past year have suggested that the would do nothing to prevent such an Israeli attack. However, the Obama administration has conveyed to the Israeli government privately that it strongly opposes any Israeli attack on Iran, according to reports in the Israeli press.
A former senior U.S. intelligence officer on Iran believes the nuclear option is likely to cause Iran to go farther in the direction of nuclear weapons rather than to give in. In an e-mail to IPS, Paul Pillar, who was the national intelligence officer for Near East and South Asia from 2000 to 2005, said Iranian officials probably see the new nuclear option as "another manifestation of U.S. hostility toward Iran".
The perception of a U.S. threat to Iran "provides one of the principal incentives for Iranians to develop their own nuclear weapons", said Pillar.
Pillar said Iranians "may also see the doctrine as providing cover for an Israeli strike by serving as a deterrent against Iranian retaliation for such a strike".
Other political-military analysts cast doubt on the credibility of the announced nuclear option against Iran.
Morton Halperin, who was director of Policy Planning in the State Department in the Clinton administration, told IPS, "I don't think it's credible at all. I don't think the administration thinks it's credible. But I think as a political matter, to have taken it off the table would have been politically untenable."
Jim Walsh of the MIT Security Studies Program, who has had many contacts with Iranian leaders and national security officials in recent years, told IPS the United States "is not going to use nuclear weapons against Iran" and that it is "foolish" to suggest that "all options are on the table".

Show AllIt's hypocritical of Obama to publicly dream of a world free from the threat of nuclear annihilation while continuing to support the position of the U.S. using nuclear weapons in circumstances other than self-defense. The U.S. policy on Iran viv-a-vis Israel in effect aids and enables the stranglehold of the right wing Islamic factions in Iran. By ratcheting up threats on the use of the nuclear option, Washington gives ammunition to those inside Iran who believe that the development of such a weapon has become necessary.
NO one has a right to nuke first use. Not the U.S., not Israel, not Iran. First use can initiate world war 3. We need LEADERSHIP FOR PEACE NOT WAR.
Why mention Iran? The ONLY country you listed that does not have a nuke.

Correct, we need to get rid of Public Law 107-40 (the 9/18/01 law authorizing military force anytime we deem a threat as a "terrorist" threat). To do so, we need to get independent party candidates elected since both Republicans and Democrats support PL 107-40 and our war mongering foreign policy. I believe a significant amount of CD posters support getting independent parties elected. Prior to the Iraq war, the mobilization of the public did nothing to stop that war. To get a mobilization against an attack by the US or Israel on Iran is much more difficult because Obama isn't threatening to invade Iran and the public treats threats of military strikes including drones, missles... with a yawn as it has become US military practice to strike foreign countries like Pakistan, Sudan, Yemen... on a daily basis. Unfortunately, if the US or Israel does the same with Iran, the US will suffer consequences, at a minimum, a spike in oil prices.

Signatories to the NPT like Iran have every right to enrich uranium. The only possessor of Nuclear Weapons of Mass Destruction in the middle East has refused to sign the NPT. The US is a two faced liar!

$300 per barrel is an optimistic estimate. Including the collapse of USD $500-$900 per barrel is not far-fetched.
I dont know how many weapons Iran has, but failing to respond to an attack from aggressors like Israel would invite more. Just the same, if the Israeli attack was small or token, it would not warrant a response 11000 missiles. On the other hand, if an Iranian response killed just 100 Israelis, the Israelis would claim that justified their own nuclear response which could kill a million.
On the contrary, even an attack by Israel alone, merits an overwhelming response by Iran to both the US and Israel.
The Iranians do not have and do not want nuclear weapons. But they do have the missiles, including Silkworms.
They have no choice but to unleash a full-scale response to any attack on them from the US or (vel) Israel.
And they will.
If the US responds to that with nuclear weapons, so be it. It will be a Doomsday scenario.

Yep, a direct hit from a couple of Silkworms or Exocet missles while one of our carriers was passing through the Strait of Hormuz and you could kiss goodbye any shipments of oil from the worlds #2 and #3 oil reserves. (Iraq and Iran) Just think how the world would thank the U.S. and Israel for that! The oil speculators would have a field day on Wall St.. Can you say $16 to $20 a gallon gas? One of these days the United States is going to pull a stunt that gets totally out of control and perhaps the American people will find out what it is like to live under international sanctions. Perhaps then the American people will understand why they hate us for our freedom. American exceptionalism turns into American comeuppance. You can't say that it's not deserved.
By the way, if Iran were to close the Strait of Hormuz, it would make it that much harder and expensive for the government to supply our remaing 90,000 troops in Iraq.

How about this:
1: Israel keeps freaking out internationally, and keeps having heinous corruption scandals and shit at home.
2: The United States loses face in the wars it can't get out of, angering the Muslim worlds.
3: Israel maintains its Asshole stance and the world just fucking gets sick of it, so the world press slowly turns against Israel, leaving them with very little popular support, save for some wingnutz, who are now busy hunting down Mexicans and putting arm bands on them, which is totally creating lots of goodwill and doesn't paint them as dangerous racists at all.
4: The United States is publicly snubbed by Israel. In order to distance itself from Muslim hatred and Israeli hard-headedness, it begins to step slowly away from Israel, while still making political nods to our military prowess (which we can't say we're losing) and our commitment to Israeli sovereignty (political money).
5: Iran seizes the moment and goes verbally apeshit on how they have new missile and fissile capability, making us look like asshats, as payment for the Bush years and giving them "Muslim" cred because they appear to be the one rogue nation to defy the US successfully.
6: Nobody does anything militarily to Iran (aside from a kidnapping here and a hit there) because 1: hitting their nuclear sites would be 10x (or more) worse than Chernobyl and 2: a flare-up of potentially huge proportions would have our asses so far down the drain, our economy--and the world economy--would probably not recover until the robot species that takes over as a result of WWIII rebuilds the world in their image.
7: And all the while, since the robots won't be taking over for some time because Toyota has been having a problem with floor mats, the Iranians will settle into complete sanction-rific five star rogue nation status for a long while as Mammy Ahma-dinnerjacket meets up with Kim Jong-Il for fashion conferences in the club of "Rogue Nation Leaders Who Appear as Good Devils Because They Never Change Their Clothes," completing the bad movie that is International Relationships on the TeeVee.
8. In two decades or so people will have forgotten all of this as Israel and Palestine finally figure out how to become one State so the rest of the world can get on with more important things, like warring over Africa and other places that have vastly more resources for our coming Mecha takeover.

Threatening war; threatening to use nuclear weapons; and economic sanctions are all crimes agaisnt humanity--Terrorism.
The USA is the leading international terrorist nation. Iran is merely doing what it's allowed to do under the NPT. Meanwhile, the USA has done nothing regarding its responsibilities under the NPT as Iran recently pointed out.
The USA needs more than Regime Change; we need a wholesale change in institutions and in the document that provides the governing blueprint.

Somehow, I feel that a major part of our moving ahead as humans will require the ability to MOURN. This is not happening at all. More and more nationalistic pride, hate, whatever.. but we shall mourn sooner or later. I believe this.

In fact, the anger is part of grief (mourning). But since the pain is negated, then the anger is even more intensified. And the guilt is also a big factor here. It means facing ourselves in a very deep way.
As a therapist, i know how resistant many people are to this kind of process. And it can't happen collectively, without it happening individually. The 'mass consciousness' is composed of individual ones.
I don't know what it will take. Truthfully. Mass trauma in the u.s.? And then we will all be walking around with PTSD. The shock doctrine, perhaps. The rage we see in many quarters is the feeling that old myths are dying hard. And fear. Deep fear. And powerlessness does lead to violence.
Violence is not an empowered response to circumstances. It is really frustration and fear and anger. It is knee jerk. Even with all of our weapons, the u.s. still feels it is not powerful enough. Because there is a total lack of creativity, which is the most powerful force there is.
A breakthrough is the only way for true creativity to happen. No problem can be solved by the consciousness that created it. We all know this was said by Einstein. We haven't seen anything yet.......That is said by me.
Peace back at you (and creativity), because peace will only come from getting creative.

I find it interesting that many believe that the US is totally evil and that if we only left Iran alone everything would be just fine. I recommend performing a Google search on Iran, the 12th Iman and the Iranian president. Many in Iran's leadership firmly believe they are destined to bring about the return of the 12th Iman. To accomplish this they must destory Israel and the West and ensure the world is forced into war and chaos. Only then will the 12th Iman appear. Attempting to negotiate rationally with people with strong religious believes is useless. Regardless of whether we want it or not, Iran's leaders will force the US into a war. Realistically, this is not one that either the US or Iran can win.

Yes, I checked it out. You have to go to sites like Pat Robertson's Christian Broadcasting Network website to find stories stating the 12th Imam is behind a supposive push by Iran to do the things you describe. The story is a loosely created fiction. The truth is the US is behind the war and chaos in the world (try counting how many military conflicts/political overthrows the US has been in since WWI. It has been non-stop. Robertson is the same nut that said God caused Haiti to have an earthquake because Haiti made a pact with the Devil.
One of the issues that allow many to see the US as evil is the fact that it supports and implements grave injustices to native people all over the world with one hand and on the other hand fire bombs anyone who dares to speak out or stands firmly for justice.
True Justice would take the steam out of the sails of the "islomofascist". True Justice would empower people the world over to focus on developing the best within the human spirt. True Justice would be a blow to all of the extremist of all backgrounds and religous influnce. Now that is evil!! Thanks for all the great responses since the comments often indicate the level of thought that the author gives to the topic. My research on Iran and its president's commitment to the 12th Iman comes not from religious sites but from articles written by CNN, BBC, Iranian news and other new sites available on the Internet and research into the Shia religion. The US has caused many injustices in the past and if you read Henry Kissinger's books on diplomancy you would understand why most people do not trust the US since we often throw our own allies under the bus when they are no longer useful. However, for those that believe the US is the only evil country look at history. Even without the US we have Hilter, Stalin, Khan, and others.
All religions are a mixture of violence and peace. The Catholic Church was one of the most violent religions in the past. However, they have grown beyond this stage in their development. Regretfully, many of those that practice the Islam faith follow the violent path instead of the peaceful path in the Koran. I have had some great discussions with the local Iman who preaches the peaceful path. He, like many of us, are concerned with the image that the religious radicals have shown the world. In his mosque he has both Sunni and Shia who worship together. This is not the case elsewhere. The Sunni and Shia in the Middle East have been fighting each other for thousands of years. This will not change regardless of what happens to the US or Israel.
