MONTREAL - Quebec's police force found itself caught between a rock and some hard questions Friday, as it defended an undercover officer's prop at the Montebello summit earlier this week.
"Of course we wish it hadn't happened," Securite du Quebec Insp. Marcel Savard said, as he explained why one of three undercover SQ officers was caught on video holding a rock while infiltrating a group of protesters.
The protesters were gathered to voice their opposition to the meeting of Prime Minister Stephen Harper, U.S. President George Bush and Mexican President Felipe Calderon Aug. 20 and Aug. 21 as they met in Montebello, Que.
At no time did the officer with the rock threaten anyone with it or use it to incite violence by the actual protesters, Savard said.
"He only had the rock because he was trying to blend in with (a crowd of) extremists he had been with earlier."
Savard said a video of the incident that was posted on the YouTube website was taken out of context. But the video, one version of which lasts for nine minutes, does not show any 'extremists' or any else dressed like the undercover officers, who wore dark clothing and bandanas to cover their faces.
"When they were with the extremists, (the undercover officers) were given a rock and were formally asked to throw it," Savard said, acknowledging that it became apparent that the undercover officers were not protesters.
The SQ did not arrest the three officers, but handcuffed them and removed them to question them.
"The (SQ) officers on the front line did not know (at first)_that they were undercover officers," Savard said.
The SQ is reviewing its procedures for policing protests and may alter some of its methods in future, he said.
In Quebec City, provincial opposition leader Mario Dumont said he wanted the Quebec government to explain the actions of the SQ.
"I await an explanation from the minister of public security," Action democratique du Quebec opposition leader Mario Dumont said.
"For the moment, this (measure) has been presented as a necessity. I'm not a specialist in the various operations that can be run by a police officer. At first glance, this one looks pretty special.
"I asked the minister of public security to provide explanations as soon as possible."
Genevieve Guilbault, a spokeswoman for Quebec Public Security Minister Jacques Dupuis, said Dupuis does not comment on police operations.

The deputy was in the group, then discovered when he passed away due to a traffic accident and picture posted in the paper.

I believe that for the most part many of the protestors who use violence during demonstrations are really right-wing shills planted for the purpose of discrediting protest.
Future protest leaders can now know that the people acting violently are undercover cops. That's a good way to enforce the protest march.

The "gentleman in the beard" is the leader of a major Canadian union. Can you imagine a union leader in the US doing the same?

Would they have tried inciting a riot if the protest had 100,000+ attendees? A million? Probably the provacateur mechanism is only used at special and controllable times. For instance, if they tried that sort of thing down in L.A. around the time of the Rodney King unrest, a riot would have broken out all right. But Bush would need to send in a couple batallions of Blackwater to put it down.
I've driven through Montreal a few times, and just last month. I was the only US license plate I saw -- couldn't even see Ontario plates. For the love of God, will the Quebec police leave the harmless protestors alone and do something about the maniacs on your roads? I'd like a land-based shortcut to Maine or the Canadian maritimes that doesn't involve risking bodily injury. Thank you.

What a bunch a armatures. I'm sure most cops in the US are sitting around and laughing at the Canadians silly attempt to incite a riot. In the US there would have been 30-50 undercover cops in all groups. They would have been in radio contact with the other cops. Once found out, they would have started beating the protestors and destroying their cameras. Then their riot police bothers would have beaten and shot as many of the uppity protestors as possible. Their would be no film of the incident other then the police video. The man in the beard would have been beaten to a pulp and would have died on the way to the hospital. All of the other elderly would have been beaten handcuffed and pepper strayed and charged with terrorist activities. They would be getting out of jail sometime in the year 2020.
I'm reminded of the Iron Heel by Jack London. The oligarchs have their police state; it is time for ordinary people to wake up and smell the rotten state, organize... a massive showdown awaits--the oligarchs know it, but the TV-dozers are nodding out...
If you see people at demonstrations, covered in masks, acting like "provocateurs", be very suspicious. It is very likely they are with the police state. The real anarchists ain't so dumb!
Begs the question of the people who had their faces covered at the May Day Rally in Los Angeles who were throwing things at the police before it became violent...

Kudos to the protest leaders who stayed cool. Their integrity and commitment to nonviolence won the day. I could see the tall cop who finally had his face exposed lose his composure; he was waffling, no longer believing in his corporate cop mission to disrupt the protest at any cost.
The 1100+ long comment section following the video was excellent. One post stood out for me. It talked about how the struggle with power must stay dynamic, that it was WORK that we cannot afford to give up or disengage from. We must keep at it with our protesting. All societies need government. We must stay involved or its autocratic tendencies will worsen. All political vacuums will be filled -- let them be filled by the real grass roots organizations of society.
The comments also discussed how Quebec's Security Minister, Stockwell Day, is a fundamentalist Christian who believes that humans and dinosaurs roamed the earth together just 6000 years ago. Day is of course on great terms with Bush.
And so it goes. If the Rapture is imminent I say, "Bring it on!" :-)
That was so impressive watching the gentleman in the beard deal with those punks (cops). In case any of you have never seen one before that was the actions of a true hero. In the US most of us never see any heroic action on the MSM. Our MSM is focuses on gutless, cowards, like themselves.

It's a state within a state. All of the well-paid highly trained (indoctrinated) security forces have been told that it is they who stand between civilization and chaos, and so they have gotten somehow to believe that they are doing good and defending the good.
Through fear and media control, some sectors of society buy into it. Others, the ones with the plans, do not need to buy in, because they own it, even though all of us pay for it.
Citizens (remember them?) are just there, in the way of bigger plans. We occupy space and consume resoiurces. Security forces haven't yet figured out a way to easily mass pulverize those pesky beasts that keep getting born and want to share the planet with them. The best population control they can do so far is war -- but then you have to come up with a declared enemy first.

As for the second, I was born in Canada, and though traveled, lived here all my life thus far. Don't believe everything you read/hear about how "nice" we all are. This country, like many others (all?) was bought and paid for a long, long time ago. Just ask any of our First Nations' People, if you doubt this.
I've been saying for decades that this country -- while there are several good things going for it, to say about it -- is a money laundering front for the Empirists/Globalists. Alas, most think I'm looney tunes for thinking that. What else is new?!

Both the Quebec provincial police force and Canada's Public Security Minister (sic), Stockwell Day made the public claim that the undercover cops were "outed" because they refused to throw rocks at the uniformed police.
This is a blatant official Big Lie to anyone who cares to look at the video. The exact opposite is true: the cops are called out when they refuse to put down the rocks after being told to do so several times by protest leader David Coles. There is no ambiguity; check it out.

At least protest organizers can be more alert for this in future protests. They should have their own "internal police" at protests and warn people that anyone caught with any sort of weapon will be covered in molasses.
