Police Planted Provocateurs, Protesters Say
OTTAWA — The Mounties and Quebec provincial police deny using agents provocateurs at this week’s Montebello summit, despite incriminating video evidence that suggests undercover cops tried to incite violence.The denials yesterday did nothing to quell mounting outrage over police tactics. Anti-globalization and union activists joined with opposition politicians to demand an independent investigation.
They also questioned whether police were acting on orders from the Prime Minister’s Office and called on both Stephen Harper and Quebec Premier Jean Charest to denounce such tactics.
“In a free and democratic society, people have the right to peacefully protest something they don’t like,” said union leader Dave Coles, who confronted the alleged undercover officers outside the summit site Monday.
Are Canadian citizens going to have to face these kinds of provocateurs just because Stephen Harper seems to think we’re some sort of loony-left group?
“Quite frankly, that’s insulting and we don’t accept it and we want answers from him.”
The three alleged provocateurs were caught on camera — with bandanas masking their faces and at least one carrying a rock in his hand — approaching a line of Sûreté du Québec officers in full riot garb. They refused to back away, despite the insistence of Mr. Coles and other protest organizers that they leave the area.
As protesters surrounded the men and tried to snatch off their masks, one of the three spoke to an SQ officer. The trio got through the police line, were forced to the ground and handcuffed.
Photos of the men lying on the ground show the three were wearing combat boots with identical markings to the ones worn by an SQ officer kneeling beside them.
Video also shows the three eventually being led quietly away to police vans. By contrast, Mr. Coles said four legitimate protesters — whom police say were the only people arrested and charged at the summit — were “roughed up pretty good and dragged away.”
A spokesman for Mr. Harper denied any role by the Prime Minister in the affair, saying “the PMO is not involved in security for events.” Public Safety Minister Stockwell Day’s office referred all questions to the RCMP.
The Mounties and the SQ, the two police forces involved in summit security, continued to refuse specific comment.
But they denied using agents to provoke violence.
“I confirm [to] you that there are no agents provocateurs in the Sûreté du Québec,” Constable Melanie Larouche said.

This story invites comparison to the FBI planting agents in many anti-war groups in the US in the Sixties, and, like this fascist tactic in Canada, the agents were often the ones who initiated violence at peaceful rallies in order to make the protestors look bad.
There is no democracy any more folks. Just countries that sucker the people into thinking there’s democracy by having elections. After the elections the fascist governments go about doing things however the hell they want.

make no mistake about it. when Karl Rove said 100 years of republican reign, he meant it. you can follow the little tidbit newstories buried in the back sections of the newspaper. the bush crime family has traveled well in the past several years infiltrating every countries government. everytime i read one of these stories it tells of how in each election somewhere around the world the conservative party gets “elected”. Canada, Germany, India you didnt think Karl Rove meant only this country did you? They need non resistence to their policies and profiteering throughout the world.
The police state has always taken these tactics. Back in the 1960s, Viola Liuzo, a white woman came from up north to Alabama to march for Civil Rights. She was murdered as she traveled down an Alabama highway by an FBI informant who was in a car with a bunch of KKK guys. Immediately. all the white people were gossiping about this woman’s character; and I have read that J. Edgar Hoover planted information throughout local newspapers to destroy her character and to divert attention from the fact that it was an FBI asset who was largely responsible for the crime–or at least took no action to stop it. People talked about how this woman slept with blacks (only they didn’t call them blacks).
Dave Dellinger who worked for peace all of his life wrote a book about his experiences. He went to jail during WWII rather than take up arms against someone, and during the Vietnam era he protested the Vietnam war, and was one of the Chicago Seven. In his book, he explained how “plants” were constantly sent to the meetings of the Students for a Democratic Society. He could ususally spot these plants, he said, because they were always the ones who tried to instigate violence. He warned in his book that anytime you have such a meeting of activists and someone is advocating violence, you should throw them out because they are probably a plant.
Stop and think about it. Do a search on New York Times and a man named Salem and the World Trade Center bombing of 1993. You will see that Mr. Salem did not go to prison because he recorded his FBI handlers insisting that he take a real bomb, which they provided, to his cell of muslim terrorist. He was smart enough to record his conversations and produced them when the FBI tried to send him to prison as a member of the terrorist group. Who, I ask, are the real terrorists? If you provide a real bomb where terrorists don’t have one, duh!!! what does that you????
There is hardly any crisis in the United STates, from the murder of John Kennedy to 9-11, that did not have some sort of government complicity, cover-up or actual hand in the disaster.
So why are we surprised about this.
What stands out so clearly to me is these police provocateurs are very non violent. The provocateurs are very mild in the confrontation. No rock was used, but could have been in the hands of another type of individual. They were cowed by one elderly man (albeit he was a union leader.

And maybe that is part of the solution. When the people who have been asked to do something wrong, like inciting a riot with older peaceful protesters, then maybe part of the solution is to ask them to remember their humanity. I think these young policemen knew they were doing the wrong thing.
I would like to see discussions with these police about what is appropriate behavior for the police at demonstrations. What are their standards. This event should be discussed in schools that train police in Canada.
Its important though for protesters when protesting to have video equipment and cameras. Not all police are as non violent as these were.
And thank God for youtube and the internet.

The CBC is now reporting that the Quebec police have decided to abandon the lie that they don’t use agents provocateurs and are now admitting it - sort of:

Apparently, however, no explanation has been forthcoming for the large rock that one of the provocateurs was holding in his hand. Or for why the cops staged a fake “arrest” of these three provocateurs once their identities had been discovered. Or for why the hundreds of riot-gear-clad cops who were also in attendance (outnumbering the demonstrators!) were considered insufficient to “stop non-peaceful protesters.”
In Canada there is the NDP which is a very liberal political party and that party wants an investigation.

look at pictures 31 and 32. These guys have the same boots as the cops with the same yellow symbol. If they are not cops what are the odds that all three of them are wearing the same boots as the police? Coincidence? We must expose these fascist and bring back the power back in the hands of the people for which it was intended. Never submit, resistance is not futile it is our birthright!!!!
It is a disgusting tactic. It is almost as big a sin as interfering with an electoral vote.
But this is good news. Having caught the police at it, there is light at the end of this tunnel. If the government acts, and those responsible, at the level where such decisions were made. are punished, then this will discourage other police from doing the same.
But like impeachment, the gains are there even if the government closes ranks and refuses to co-operate. In that case, police will always be suspected of provoking violence at protests, even if the media goes back to denying it.
Most likely the media will co-operate only reluctantly. Perhaps a protest against the use of agent provocateurs. Dear Canadians, please dont let this issue fade away.
This video should be shown to whoever organises protests. A protest needs to be well organised. They need to be well video’d for evidence. There needs to be well thought out strategies for exposing agent provocateurs.

So what was that stone in one of the cop’s hand? And the cop pushing the union leader? That’s assault! This should not go unpunished. “No comment” is not accepatable.
In 1999 we saw the WTO meeting in Seattle. Demostrators described how about fifty persons dressed in black with black masks would smash windows, etc. and run away. Then the police would come and use gas on the peaceful demonstrators and arrest some. This happened repeatedly. The masked vandals who caused over a million dollars damage to private property were never arrested. In 2001 in Genoa, black-clad masked persons attacked visiting demostrators as they slept, wrecked their computers and stole video tape showing police brutality. A number of those attacked in their beds remained in the hospital for weeks. In 2002 in Montreal again there were “demonstrators” dressed in black with masks, perhaps as many as 150, who tore down fencing, jumped on cars, etc. I read a description by a demonstrator specifically trained for first aid who witnessed clear indications that those were also provocateurs. Reading the description I then realized that the news footage was a replay of the violence while we saw nothing of the thousands upon thousands of peaceful marchers.
I attended the WTO demonstrations 1999 in Seattle. I watched this same band of “anarchists” smash windows as the police stood and watched. Some of the peaceful demonstrators tried to stop the “anarchists” but they could not. At the same time the police tear gassed peaceful protesters sitting in the street singing songs and holding hands.
After getting out of the Army the end of 1969, I joined Vets against the War. In some of our meetings we had members who would stand up and advocate some violent act on campus. They were later exposed as police agents.
It is a tactic that has been used over and over again to discredit movements for change. In some ways this tactic continues to work as the media will always focus on this aspect of the movement. We should all be vigilant.
I have never seen an anarchist whisper sweet nothings in a riot cops ear and quietly slip behind a police line before.
Look at the boots they are all indeed the same. Beware “scotiarae” is probably some sort of spook trying to foment disinformation, and cause fights that distract us. Watch for similar behavior but also do not be drawn into fights with this individual id he tries to start one is the best tactic on the internet. Fights are exactly what they want just like the scummy provocateur at the protest.

By the way, those black-clad anarchists at WTO were not provacateurs. But law enforcement and feds knew they were coming months before, and knew what they were capable of, having seen them at work earlier in Eugene. It was made very clear, long before the riots, what they had planned to do. It’s likely authorities let it happen as a justification for their appalling actions _ calling in troops on peaceful demonstrators, putting city under curfew and deliberately chasing protesters into a gay neighborhood and tear-gassing them.

I would like to comment as someone who was present as a peaceful demonstrator at Montebello. We have all known that police representing all governments use agents provocateurs at protests, that is no large revelation. It is wonderful however that now the average Canadian will be privy to this information should they choose to believe the conclusive evidence. A couple more points should be added as well to confirm their identity:
1) If any non-agent were walking around the police line with a lage rock in their hand they would have been taken down immediately!
2) For those of you who do not speak French, the ‘Black Bloc’ members seen to the right of the screen yelling at the Agents were stating that the three had been trying to meld in with their group and instigate violence already prior to this incident.
3) Why were the other two agents ‘arrested’ when they had not done anything other than hold a private conversation with their co-workers behind the action.

5) These three were not counted in the 4 Total Arrests of the day. I saw first hand three of those arrests and met friends of the fourth. In all three cases I witnessed the arrestees were guilty of much less violent actions than we saw here and they did not receive such a friendly treatment on the other side of the line(understatement).
BUT HERE IS THE KICKER! This event should NOT be used primarily to villify the police. Those who are attempting to sneak the SPP by the North American populace would LOVE nothing more than to have the Quebec police force take all the focus off of these illegit meetings and put it squarely on their tactics.
We must use this event as nothing more than bait to entice all Canadians, Americans and Mexicans to question what exactly is taking place BEHIND the police line which is compelling them to use such tactics. Whether or not you believe, as I do, that the SPP is another step toward that North American Union which big business is pushing for; you would have to be one hell of a fascist to not take offence to the sort of process which this ‘Partnership’ is legitimating. Some of the most important policy decisions, regarding the use of OUR (the people’s) natural resources and protections for domestic industries (summed up in PROSPERITY) and civil liberties and foreign policies (aka SECURITY) are being decided upon in secret.

Well its the 30 CEOs who make up the North American Competitiveness Council of course! 30 who were handselected due to their unique stance to gain financially from deeper integration between the three countries, including such stalwart defenders of the public good as: Walmart, Merck, Lockheed Martin and Chevron to name a few. How is the general public reacting to this in Canada? How are the Liberal Party and the NDP reacting?

As an aside: The current Conservative Party of Canada is NOT the old Progressive Conservative party of Sir John A McDonald, Brian Mulroney, and others. Peter MacKay buried the PCs when he led a merger with the Reform/Canadian Alliance party to become the re-branded Conservative Party of Canada. I sent them a nice note congratulating them for been seen to break the law (something that can be worse than actually breaking the law up here at times, we’re a stange country) and asked if Inspector Clouseau had organized the police that day in Quebec.
As for how Canadians are taking the news, well one short story on cbc, a shorter one on the private networks. And by next week you can be sure most of us will have forgotten it, we’re a sad country at times too. But don’t worry too much, the tories still wont be able to form a majority government any time soon.
This ive seen in other protests, in Montreal. The police let a guy throwing rocks a few meters away from them do what he wants while they round up people with megaphones. Once you start accepting the crooked logic that the police can break up any demonstrations because of a few rock throwers, then all they have to do to break any and all demonstrations is plant a few shit-starting people inside a legitimate demo.
This is, unfortunatly, absolutly typical of the police state in Canada. A few years ago, at a book reading concerning the petro-protester Weibo Ludwig, the RCMP sat in their cars outside and photographed every person who attended the reading.
At peace marches here in Vancouver it is almost pathetically easy to spot the polce ‘agente provocatuers’. They are the ones with the cameras going like mad trying to snap a pic of every person in the march. And they are usually within steps of either bicycle mounted police or a police cruiser. They all seem to wear the same issue polished black shoes or boots. Hmmmm…
The reason I point this out is there have been several incident over the past few years where police have VIOLENTLY overstepped their bounds, and in full view of cameras have inflicted serious bodily harm to innocent members of the community, with the result being no charges laid, even in the face of overwhelming video taped footage.

Galen, please don’t defend Weibo Ludwig, the man (or his family) shot and killed a kid. His anti-oil stance does not and never will justify such an action. Damning the police for being concerned with people who would glorify such a person is a bit of a stretch. That being said, of course the cops have been corrupted by the elites of our countries, whose property are they paid to protect? The people’s property, or the property of the rich?
skippy, I was not defending Weibo’s actions, which while extreme, were in defence of his home that night. Do you know he and his family still routinely recive death threats from the community? And they have mostly to do with his confrontations with the oil patch. As for the child who was shot, it was dark, the police would NOT respond to his trespassing calls, and he was in fear for his family’s safety. And EVERY SINGLE complaint he has has against the oil companies has been upheld by the scientific community. And I was trying to point out that the police were monitoring law abiding citizens exercising their right to free speech. And the book concerned was not a defence of Weibo, it was an investigation of BOTH sides of the story, which turns out to have been very critical of the way the oil companies handles criticism in general.
Weibo is no saint. He is a religous extremist, and would feel quite at home with most of the neo-con social programs.

The right to protest in a peacefull manner is what supposedly seperates us from the above mentioned repressive states.
Just after the infamous shootings of students at Kent State, students at Carnegie Tech (now called Carnegie Mellon U.) in Pittsburgh PA held a protest rally on the campus. There were several hundred students gathered around speakers standing on the steps of a building.
I joined the already-formed crowd at the rear and listened to the impassioned speeches. Suddenly a strong male voice to my left, also in the rear, yelled out “Burn down the ROTC building.” Another strong male voice to the right rear, echoed the demand, then another voice in the front near the speaker. These three strong voices were joined weakly by a few others. The three kept trying to work up the crowd, finally the fellow in the front joined by the two in the back yelled “Let’s go” and verbally herded the crowd of several hundred to the ROTC building which was slightly downhill. I remained on a rise looking down on the scene. The two who had been in the rear had joined the lead fellow and the three broke into the ROTC offices on the first floor of the building, broke windows and began throwing hands full of file folders and papers outside, all the while screaming urges to the crowd to join them. A few joined them but mostly milled around and didn’t engage in the vandalism.
With papers and file folders strewn upon the ground near the entrance and covering the ground into the building, the three men came outside and two of them whipped out Zippo lighters and each lit a hand-full of papers. Suddenly students started screaming “Don’t burn down our school,” and a dozen fearless students dashed forward and stamped out the beginning blaze, yelling at the three and pushing them away from the papers.
I had worked several years in law enforcement prior to this time and had worked with undercover law enforcement officers (LEOs), including FBI agents and could easily pick out well-trained LEOs and these three well-toned, well-coordinated fellows met the profile. I noticed that there were no bulges from cigarette packs in the shirts of the Zippo carriers, and there wasn’t a uniformed city cop or even campus cop anywhere in sight on the campus.
It is said that “Turd Blossom” (Rove) was mentored by Little Donald Segretti, the leader of the Dirty Tricks team for Tricky Dick Nixon and also involved in Watergate and much more.
These thugs who work for the wealthy ruling classes are vicious, remorseless, and utterly amoral. The “law enforcement agencies” and militaries everywhere, like the Sheriff of Nottingham, protect the world for those who own it.
So, of course, Canadians have their LEO thugs, they’ve had experts from across the border from which to learn.

Realeyes if you know the names of the other companies and CEOS could you post it or where we can find the information? This is something we all need to be aware of. I know often the names of these companies are not the names of well known evil doers like Monasanto, (who has their own personal anti site www.monsantowatch.org they are so nasty) but ones few of us have heard of like holding companies, vultures funds, security firms, etc. who try to keep a low profile but weild immense power.

and the same thing is happening in iraq. every time you hear a story about x y or z blowing up or this & that, be suspicious (think yazidis: what do sunni, shia, or kurds have to gain from blowing up a minority separist sect on the fringes of society?
