Trump and Vought Turn Shutdown Into a 'Weapon' to Target Democrats

President Donald Trump is using the government shutdown to carry out an unprecedented attack on his enemies through more layoffs of federal workers and cuts to grants aimed at blue states.
In the Oval Office Tuesday, hours before the shutdown began, Trump told reporters that “when you shut it down, you have to do layoffs. So, we’d be laying off a lot of people that are going to be very affected, and they’re Democrats. They’re gonna be Democrats.”
In the days leading up to the shutdown, congressional Democrats attempted to force Republicans to roll back cuts to Medicaid and Affordable Care Act subsidies—cuts that are expected to result in as many as 15 million Americans losing their health insurance while raising premiums for tens of millions more. Trump and the GOP have blamed Democrats for the shutdown, falsely claiming that theyare pushing to fund free healthcare for "illegal aliens."
However, they've struggled to make this story land with the American public. A Washington Post poll released Thursday found that 47% of US adults blame Trump and Republicans for the shutdown, while just 30% blame Democrats and 23% say they are unsure. The sample was divided roughly equally between those who voted for Trump and those who voted for former Vice President Kamala Harris (D) in 2024.
In what Rep. Pramila Jayapal (D-Wash.) called an effort to use "taxpayer dollars to try and shift blame," the websites for numerous government agencies—including the US departments of Housing and Urban Development (HUD), as well as Justice, Agriculture, and several others—were updated with banners that blamed "Democrats" and the "Radical Left" for the shutdown.
Meanwhile, government employees, including those at the Small Business Administration (SBA) were directed to include similar partisan language in their out-of-office auto-reply emails.
Experts have told Politico that the use of taxpayer money for such explicit partisan messaging likely violates multiple ethics laws, including the Anti-Lobbying Act, which forbids the use of appropriated funds for lobbying activities designed to “support or defeat legislation pending before Congress.” It also pushes the boundaries of the Hatch Act, which requires federal programs to be used in a nonpartisan fashion.
The progressive consumer watchdog group Public Citizen said it has filed complaints against HUD and the SBA for what it said was an "obvious Hatch Act violation."
"The SBA and other agencies increasingly adopting this illegal, partisan tactic think they can get away with it because Trump has gutted any and all ethics oversight of the federal government," said Craig Holman, a government ethics expert with Public Citizen.
After being asked about Trump's promise to lay off "Democrats" at a press conference on Wednesday, Vice President JD Vance told reporters, "We are not targeting federal agencies based on politics."
But in a Truth Social post early Thursday morning Trump struck a somewhat different tone. He spoke of plans to meet with Russell Vought, the director of the White House's Office of Management and Budget (OMB), "to determine which of the many Democrat Agencies, most of which are a political SCAM, he recommends to be cut. I can’t believe the Radical Left Democrats gave me this unprecedented opportunity."
Trump also proudly described Vought as "he of PROJECT 2025 fame," referencing his leading role in crafting the Heritage Foundation's infamous blueprint for a far-right takeover of government—a takeover carried out in part through the purging of civil servants disloyal to Trump. During the 2024 election, Trump repeatedly insisted that he had "nothing to do with" Project 2025.
Vought has already begun to unilaterally withhold congressionally appropriated dollars for projects specifically for blue cities and states.
On Wednesday, he said that $18 billion in subway and tunnel funding for New York City had been “put on hold to ensure funding is not flowing based on unconstitutional [diversity, equity, and inclusion (DEI)] principles.” Not long before that, Trump had threatened to entirely cut off federal funding to the city if its voters elect the democratic socialist Zohran Mamdani, the Democratic nominee and current frontrunner, as its next mayor in November.
Vought then announced Thursday that he was also stripping away another nearly $8 billion worth of funding for climate-related projects, referring to it as "Green New SCAM funding to fuel the Left's climate agenda." Vought said that the funding was being withheld exclusively from projects in states led by Democrats: California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Hampshire, New Jersey, New Mexico, New York, Oregon, Vermont, and Washington state.
House Republicans were reportedly told by Vought on Wednesday that mass firings would also begin in "one to two" days, though he did not outline specifics about who would be fired. However, a memo Vought issued last week instructed agencies to prepare to eliminate employees “not consistent with the president’s priorities," triggering a lawsuit from federal workers' unions.
House Speaker Mike Johnson (R-La.) told the press Thursday that Vought was carrying out these cuts "reluctantly" and is "not enjoying the responsibility" of deciding which programs and employees get the axe.
But in an interview on Fox News, Sen. Mike Lee (R-Utah), a top Trump cheerleader, was a bit more candid, proudly declaring that Trump and Vought are using the shutdown specifically to hurt Democrats.
"They're doing it deliberately. It's going to harm them," Lee said. "Because Russ Vought, the OMB director, has been dreaming about this moment, preparing for this moment, since puberty."
Rep. Mike Levin (D-Calif.) said that "Vought is pushing a scheme to turn a government shutdown into a weapon to fire career civil servants and dismantle programs Congress has already passed into law. That is not only reckless. It is flatly illegal and unconstitutional."
"Have we ever had a president work so hard to hurt the people he represents?" asked Sen. Patty Murray (D-Wash.). "I'm not going to be intimidated by these crooks."

When Trump Rails Against DC Crime, the Call Is Coming From Inside the House
Why then is the press mesmerized by the declining street crime in DC, luridly inflated by the serial prevaricator, Trump, without so much as a mention of serial White House and K Street crimes?

US President Donald Trump, always looking to distract attention from his many crimes, has deployed National Guard troops and federal law enforcement officials in Washington, DC. After his usual wild exaggerations about “…violent gangs and bloodthirsty criminals, roving mobs of wild youths, drugged-out maniacs and homeless people,” he moves to impose what is becoming his police state over an overwhelmingly Democratic city
As Trump’s troops fan out across more of the city, they are told to be aggressive, take credit for arrests made by the local DC police force, and arbitrarily interrogate DC residents, for example, people waiting at bus stops, minding their own business.
Trump, during his first and current terms, rarely stepped out of his limousine to see what DC is like (See James Fallows’ article “What It Actually ‘Feels Like’ in DC” August 13, 2025). He finally visited with a cluster of his police and troops yesterday, passing out “cheeseburgers prepared by the White House chef’s staff and around 100 pizzas from Wiseguy Pizza,” and quickly declared Washington a safer city after less than two weeks of his forces patrolling largely tourist and downtown business areas.
The reaction from DC residents is mostly negative. Business is already slowing for DC restaurants and will only get worse as Trump brings in more National Guard troops from Republican states, paid for by the taxpayers.
Why is the word “crime” never associated with the far greater “crime in the suites” but only with crime in the streets?
Homicides in DC are at a 30-year low. They are far lower than in many cities in the red states headed by white mayors. Trump seems to go after cities that happen to have Black mayors, further illustrating his racist bigotry, along with downplaying slavery and reinstalling Confederate statues and returning Confederate names to military bases.
To be sure, there ARE two grave and deadly ongoing crime waves in DC. One is clearly the violence surging from Trump’s White House, with big weapons and big tax dollars to fund and shield mega-terrorist Israeli Prime Minister Benjamin Netanyahu’s slaughtering genocide of civilians in Gaza, and increasingly the West Bank.
Trump has continued the “co-belligerency” that former President Joe Biden established with the Israeli regime. Every day, far more babies, children, mothers, and fathers have been killed from this brutal Trump-Netanyahu axis than are killed in a year in DC.
The deliberate cutoff of lifesaving medical, food, and water assistance to millions of the impoverished in less developed countries occurred when Trump illegally closed the US Agency for International Development (USAID). Humanitarian relief groups already count the preventable deaths in the many thousands. Cutting off food and vaccines will have devastating long-term consequences.
Domestically, convicted felon Trump openly violates many criminal statutes and constitutional provisions (See the April 30, 2025, letter to President Trump citing 22 Impeachable Offenses). For example, he daily violates the Anti-Deficiency Act by spending large sums of money NOT appropriated by Congress. He violates the Hatch Act, which prohibits the use of federal property for electoral campaign purposes. (See the June 28, 2023, letter to Attorney General Merrick Garland by me and Bruce Fein.) He glories in obstruction of justice—a felony. His former first-term national security adviser, John Bolton, wrote in his memoir that “obstruction of justice was a way of life at the White House.”
Trump is continuing this offense in his second term with vengeance. He engages in flat-out open extortion in dealing with universities and several large corporate law firms. The list goes on. Recall that Trump said in 2019 that “with Article II, I can do whatever I want as President” and has repeatedly declared that he has never done anything wrong in elective office. It is understandable that scores of psychologists have described him as a dangerous and delusional personality. The worst is yet to come from the egomaniacal Trump.
As for the K Street offices of hundreds of corporate lobbyists, where does one start? They are, along with heaping piles of campaign cash, making sure that neither Congress nor government agencies of the Executive Branch stop the corporate crime wave. The Big Business paymasters spend whatever it takes to ensure that crime in the suites is never aggressively prosecuted.

Hundreds of thousands of preventable deaths occur annually from these violations, and the preventable injuries and illnesses are much larger in number.
Why then is the press mesmerized by the declining street crime in DC, luridly inflated by the serial prevaricator, Trump, without so much as a mention of serial White House and K Street crimes? Why is the word “crime” never associated with the far greater “crime in the suites” but only with crime in the streets? To ask is to answer. Power, money, and greed camouflage the corporate criminal deeds from journalists who do not or are not allowed to see them in plain sight.
We have a political economy steeped in self-deception, taking the federal cops off the corporate crime beat and not making the lethal corrosions on peace and justice serious campaign issues in elections. Voters, of course, can end this cowardly silence.
Who will be the first reporter to ask Trump in his many informal gatherings with the press, about these two booming crime scenes representing the Oligarchy and the Plutocracy?
When will the reporters and their editors stop wallowing in a cultural rut where common candor requires uncommon courage?
Remember, it’s all in plain sight to behold and then be told.

Trump Taps 'Comically Unfit' Election Denier to Head Key Legal Ethics Office
"Leading the Office of Special Counsel requires independence and experience," said one watchdog. "Paul Ingrassia seemingly has neither of these things."

U.S. President Donald Trump on Thursday nominated a far-right former podcast host with white supremacist views who called for martial law to keep Trump in power after his 2020 election loss to lead a key legal ethics office.
Trump tapped 30-year-old Paul Ingrassia—who is currently serving as the White House liaison to the Department of Homeland Security—to head the Office of Special Counsel, an independent investigative and prosecutorial agency tasked with enforcing ethics laws and protecting federal whistleblowers.
"Paul is a highly respected attorney, writer, and Constitutional Scholar, who has done a tremendous job serving as my White House Liaison for Homeland Security," Trump wrote Thursday on his Truth Social network. "Paul holds degrees from both Cornell Law School and Fordham University, where he majored in Mathematics and Economics, graduating near the top of his class."
Critics, however, had a different assessment of Ingrassia's qualifications.
Hampton Dellinger, the previous OSC chief, was initially fired by Trump in February but was temporarily reinstated via court order before being fired again after he began investigating the administration's mass layoffs of federal workers under the so-called Department of Government Efficiency. Dellinger dropped his legal challenge in March and announced that "my time as special counsel... is now over."
The OSC enforces the Hatch Act, which restricts the political activity of civilian executive branch employees. In 2021, the agency found that 13 senior Trump aides violated the law by campaigning for the president's failed 2020 reelection bid.
At that time, Ingrassia and his sister Olivia Ingrassia were hosting the "Right on Point" podcast. As Trump stoked the conspiracy theory that Democrats stole the election, Ingrassia amplified the president's "Big Lie" and called for authoritarian measures to keep him in the White House.
On December 12, 2020, the podcast's handle on its Twitter page was renamed "Stop the Steal HQ." The account reposted a tweet from prolific white supremacist and antisemite Nick Fuentes with the added message, "Time for @realDonaldTrump to declare martial law and secure his re-election!"
Ingrassia has expressed his own white supremacist views, including the assertion that "exceptional white men are not only the builders of Western civilization, but are the ones most capable of appreciating the fruits of our heritage." He also replied to a call for slavery reparations by demanding that the descendants of slaves "pay reparations to the descendants of slave owners" and advocated replacing the "treasonous" Ukrainian flag with the Confederate battle flag under penalty of "serious fines."
During the 2024 Republican presidential primaries, Trump boosted a false birther smear by Ingrassia that Nikki Haley—the former South Carolina governor and United Nations ambassador during the first Trump administration—was ineligible to run for president because her parents were not American citizens when she was born. Ingrassia posted several racist aspersions of Haley's Americanness, which have been archived by freelance journalist Jason Hart.
In March, Daily Dot's Amanda Moore revealed that Ingrassia misrepresented himself as an attorney for more than a year prior to his admission to the bar. During this time, he represented former professional kickboxer, self-described misogynist, and alleged rapist, sex trafficker, and money launderer Andrew Tate and his brother Tristan Tate in a civil suit. The Tates deny the charges.
As Moore reported:
As early as May 16, 2023, months before he took the bar exam, Ingrassia referred to himself as "an Associate Attorney at The McBride Law Firm, PLLC" on his personal Substack. But his bio on the site frequently changed. In a July 2023 piece on Tate, he described himself simply as an "associate" at the firm. In August, he referred to himself as a "law clerk." New York state records show that Ingrassia, a 2022 graduate of Cornell Law, took the bar on July 25-26, 2023, under his given name, Paolo Ingrassia. While Ingrassia received his results in October 2023, he was not admitted to the New York State Bar until July 30, 2024.
Responding to his nomination, Ingrassia wrote Thursday on X that "it's the highest honor to have been nominated to lead the Office of Special Counsel under President Trump!"
"As special counsel, my team and I will make every effort to restore competence and integrity to the Executive Branch—with priority on eliminating waste, fraud, and abuse in the federal workforce, and revitalize the rule of law and fairness in Hatch Act enforcement," he added.
"This is a pattern with the president's picks for watchdogs: partisan yeasayers whose willingness to stand up to the administration is questionable at best."
However, the Project on Government Oversight (POGO), a nonpartisan watchdog, said Friday: "Leading the Office of Special Counsel requires independence and experience. Paul Ingrassia seemingly has neither of these things."
"This is a pattern with the president's picks for watchdogs: partisan yeasayers whose willingness to stand up to the administration is questionable at best," POGO added.
Conservative writer Bobby Miller said on X that "the most insane thing about the Paul Ingrassia appointment is that he's been tapped to lead the Office of Special Counsel, an ethics watchdog tasked with enforcing laws that protect federal employees from abuse and safeguard the government from politicization."
"No one's even pretending that this Andrew Tate fanboy, Putin stooge, and martial law enthusiast would do anything even close to the job description," Miller added.
