In the U.S., public broadcasting plays a unique role in our media diets as free, reliable, and trusted information. If it goes, we won’t get it back.
Our public radio and TV stations are in grave peril, and with them the unique services they perform for our communities.
By the end of day Friday July 18, we’ll know if Congress has clawed back the money it already gave to public broadcasting, through the Corporation for Public Broadcasting, or CPB. (The House will decide; this is your moment to call your representatives to ask them to support their public radio and TV stations, and to join—for free—Protectmypublicmedia.org.) Even if that money stays protected, though, public radio and TV will continue to be attacked.
I’ve studied public broadcasting here and around the world for 40 years. And I serve on the board of directors of the taxpayer-funded Independent Television Service, which coproduces a lot of the documentaries you might see on public TV. So, of course, I think it’s an important part of our media in America. But I think you probably do, too.
You might know public broadcasting through your local TV or radio station, both private nonprofits. Or you might know it through the services many such stations depend on for daily, high-quality, award-winning programs: National Public Radio (NPR) and Public Broadcasting Service (PBS). Both of them are private nonprofits that make, select, and bundle programs for public stations.
So far, public broadcasting has weathered political attacks, which didn’t begin with this administration but have reached a new high with it. But it has only done so by depending on its users—you and me—to come out and show their support.
Either way, you’re in good company. PBS and NPR are the most trusted media brands in the United States. Half of PBS viewers depend on PBS for news and information, including more than half of people who identify as “extreme conservatives” or “extreme liberals.” NPR’s news is trusted by more than half of those who have heard of it. Americans trust public media news and public affairs much more (by half) than they do commercial mainstream media.
Public stations, like those in Oklahoma, are the ones to issue emergency warnings in time of crisis. Kids learn about job opportunities from CPB’s American Graduate: Jobs Explained series—supported among others by Iowa, Tennessee, and Arizona public broadcasters. In rural Eureka, California, the public station carries program for the local indigenous communities. In south Texas, KDET provides distance learning for kids whose first language is Spanish. ITVS documentaries have brought you inside stories from small towns like Medora, Indiana; Taft, Oklahoma; Norco, Louisiana; and Huslia, Alaska.
American taxpayers contribute, overall, about 15% of the budgets of public radio and TV stations—a percentage that’s usually lower for the bigger, more urban stations, and higher for smaller, rural stations. Alleghany Mountain Radio and KTNA in Talkeetna, Alaska for instance depend on federal funds for about two-third of their budgets. Last year CPB’s budget was $535 million. (For comparison, military marching bands cost the American taxpayers more than $300 million a year.) The rest comes from us as individual donors, from private and corporate foundations, and from local and state taxes.
So it’s not big funding and cutting it would make no dent in the deficit. But it’s critical funding; it’s the money that leverages all the rest of it, and that provides the stability to be able to do the work year after year.
The people who designed public broadcasting—and that included a lot of people, from the late Bill Moyers as an aide to President Lyndon Johnson, to military experts and educators—were worried about how government funding could become censorship. So they created CPB as a private nonprofit, not as a government agency. That is why the Trump administration cannot fire its staff or its board. CPB and local stations all have First Amendment protection against government interference. And that is why the Trump administration cannot tell them what to program or which services, like NPR and PBS, to use. The designers required Congress to give CPB its budget two years in advance, to protect against political shenanigans. That is why Congress has to vote to claw that money back.
What public broadcasting’s designers created is unique in the world—most countries’ public broadcasting is just a mouthpiece for government. In the U.S., public broadcasting plays a unique role in our media diets as free, reliable, and trusted information, a connection to local communities, and a daily example of the essential role of shared public knowledge in democratic life.
If it goes, we won’t get it back.

"Elon Musk and Marjorie Taylor Greene are trying to defund Sesame Street and dismantle PBS and NPR," said one Democratic congressman. "Not on our watch. Fire Elon Musk, and save Elmo."
Progressives roundly ridiculed U.S. Congresswoman Marjorie Taylor Greene on Wednesday after the serial conspiracy theorist made baseless claims that National Public Radio and Public Broadcasting Service are "radical left-wing echo chambers" with a "communist agenda" and called for their defunding.
"Is Elmo now, or has he ever been, a member of the Communist Party?"
Greene (R-Ga.)—who chairs the House Oversight Committee's Subcommittee on Delivering Government Efficiency (DOGE, but not part of Elon Musk's Department of Government Efficiency)—convened the hearing, titled "Anti-American Airwaves: Holding the Heads of NPR and PBS Accountable," to examine alleged "biased news" and whether American taxpayers "will continue funding these leftist media outlets."
"After listening to what we've heard today, we will be calling for the complete and total defund and dismantling of the Corporation for Public Broadcasting," the congresswoman told
NPR CEO Katherine Maher and the PBS CEO Paula Kerger during her closing remarks, referring to the nonprofit that helps fund PBS and NPR.
"Here's how it works: In America, every single day—every single day—private businesses operate on their own, without government funding," she added. "We believe you all can hate us on your own dime."
PBS gets about 16% of its funding from federal sources. For NPR, the figure is around just 1%.
Greene—who has amplified conspiracy theories including QAnon, Pizzagate, the 9/11 "hoax," government involvement in mass shootings, "Jewish space lasers" causing wildfires, the U.S. government controlling the weather, and the "stolen" 2020 presidential election—made more blatantly false claims during Wednesday's hearing, including that PBS used "taxpayer funds to push some of the most radical left positions like featuring a drag queen" on one of its children's programs. This never happened.
Nevertheless, Greene used props including a blown-up photo of drag queen Lil' Miss Hot Mess, a children's book author and Drag Queen Story Hour board member, whom the congresswoman called a "monster," while baselessly accusing Maher and Kerger of "grooming and sexualizing" children.
Another Republican member of the panel, House Oversight Committee Chair James Comer of Kentucky, appeared to not understand the difference between an editorial—an opinion article—and the the work and standards of media editors:

Democrats on the DOGE subcommittee pushed back against the attacks by Greene and other Republicans on the panel. Mocking Greene's assertion that PBS and NPR have a "communist agenda" and referring to one of the most beloved characters on the long-running children's show Sesame Street, Rep. Robert Garcia (D-Calif.) asked Kerger a McCarthyesque question: "Is Elmo now, or has he ever been, a member of the Communist Party? A yes or no."
Kerger answered "no," prompting Garcia to retort: "Now, are you sure, Ms. Kerger? Because he's obviously red... He also has a very dangerous message about sharing. And helping each other; he's indoctrinating our kids that sharing is caring. Now maybe he's part of a major socialist plot and maybe that's why the chairwoman is having this hearing today."
Rep. Greg Casar (D-Texas) responded to a false assertion by hearing guest Mike Gonzalez, a senior fellow at the Heritage Foundation—the main force behind Project 2025, the plan for a far-right overhaul of the federal government that includes defunding public broadcasters—as well Musk's glaring conflicts of interest by referring to a popular porcine protagonist of Muppets fame.
"To your knowledge, has Miss Piggy ever been caught trying to funnel billions of dollars in government contracts to herself and to her companies?" Casar said.
At the end of his remarks, the progressive lawmaker implored Greene to "leave Elmo alone" and instead bring in Musk, the de facto head of the other DOGE, for questioning. Musk, the world's richest person, and President Donald Trump support defunding public broadcasters.
In typically fiery fashion, Rep. Jasmine Crockett (D-Texas) told Greene and Republicans that "free speech is not about what y'all want somebody to say, and the idea that you want to shut down everybody that is not Fox News is bullshit!"
Tim Karr, the senior director of strategy and communications at the media reform group Free Press, told Common Dreams after the hearing that Greene's "bogus attack against public media is a blatant attempt to further weaken the sort of journalism that questions the corruption and cruelty of the Trump administration."
"This is not about saving taxpayer dollars or based on any genuine concern about whether there's too much bias on public media. It's a blatant attempt to undermine independent, rigorous reporting on the Trump administration," Karr argued.
"Greene may not like public media—and that's no surprise given that she's no fan of journalism that holds public officials and billionaires accountable," he continued. "But she and her Republican colleagues are far out of step with the American people and their needs. Communities all across the country rely on their local public radio and TV stations to provide trustworthy news reporting and a diversity of opinions."
"In every survey, the American public indicates it wants more support for public and community media, not less," Karr added. "Unfortunately, President Trump and his cronies in Congress have instead tried to zero out funding for public media. They have repeatedly failed because millions of viewers and listeners oppose them and instead believe that support for public media is taxpayer money well spent."
On Tuesday, the Committee to Protect Journalists, Freedom of the Press Foundation, and Reporters Without Borders sent a joint letter urging Greene's committee "to approach its examination of public broadcasting with the understanding that press freedom is not a partisan issue, rather a vital part of American democracy."

"The tone and conduct of the proceedings matter," the groups' letter asserts. "The American public deserves access to quality, independent journalism, regardless of geography, income, creed, or political views. Public broadcasting delivers on this vital need by providing high-quality, fact-based reporting to the American public, including underserved communities across the nation."
"Congressional scrutiny of public broadcasting must not undermine the ability of journalists to report the news safely and without fear of reprisal," the groups stressed. "Otherwise, a dangerous precedent will be set that could further erode trust in the media and undermine press freedom more broadly."
The Communications Workers of America (CWA) union is sharing a petition telling Congress to protect public broadcasting.
"Republican leaders in Congress and the Trump administration are following the Project 2025 playbook and trying to shut down funding for independent public television and radio stations," the petition states. "Many CWA members work at these locally owned stations and play a crucial role in keeping our communities informed. Without public television and radio stations, we will lose access to critical local news and programming."
An opportunity we had not anticipated helped make our network a major player more rapidly than we had ever imagined. Free Press took shape early in 2003, as George W. Bush was selling his war in Iraq. Americans recognized that media outlets had let them down by tipping coverage in favor of a wrongheaded rush to war. When administration allies on the FCC proposed greater consolidation of media ownership by the same interests that had facilitated an unnecessary war, Free Press and allies like Common Cause, MoveOn and Code Pink got an unprecedented 3 million Americans to signal their opposition. The courts put consolidation on hold, citing the public outcry.
Early victories created a sense that we could pressure Congress and regulators to do the right thing. Free Press and other groups achieved significant success with those strategies, forcing the FCC to consider minority ownership issues, fighting cuts to public broadcasting, exposing corporate and government spin masquerading as news, and defending Net neutrality and a free and open Internet. But big media corporations have reasserted themselves. They are spending more freely on campaigns and lobbyists than ever before, reminding all of us that whichever party is in power, the money power rules in Washington.
It's time to get back to our roots--the grassroots--and organize citizens into a media-reform movement so big and so bold it cannot be denied. The people are ready. On our current book tour we have spoken to thousands of Americans. We've heard the fury at a media system that fails to cover elections but gladly pockets billions for spewing negative campaign ads; that facilitates government and corporate data mining; that creates cartels rather than independent journalism.
We are more certain than ever that Americans can be organized around ideas for sweeping media reforms. They include:
SS Increase public funding for public media. Newspaper and broadcast layoffs, cutbacks and closings have gutted newsrooms, and digital media are not coming close to filling the void. We are as excited by the investment Pierre Omidyar is making in a new venture with Glenn Greenwald as we are by every serious investment in serious journalism. But there will never be enough enlightened billionaires to fill the information voids that have opened. We need enlightened policies. Instead of merely opposing cuts, reformers must fight for massive expansion of public broadcasting, community media and nonprofit digital experiments. The hallmark of a strong democracy is public support for great independent and aggressive journalism--and a great deal of it.
SS Give the Internet back to the people. The Internet has spawned the greatest wave of monopoly in history. Thirteen of the thirty-two most valuable publicly traded US firms are primarily Internet companies, and many of those thirteen have a market share in their core activities approaching that of John D. Rockefeller's Standard Oil monopoly in its prime. This is simply untenable for democratic governance. One place to start: eliminating the government-created cartel of Verizon, AT&T and Comcast, which gives the United States some of the lousiest, yet most expensive, cellphone and Internet service in the world. Washington should establish free high-speed broadband for every American.
SS Restore privacy. Coverage of the NSA scandal has focused on data mining by the government. But private corporations and political consultants have access to the same information, and they're using it to manipulate our choices as consumers and citizens. The restoration of privacy rights may begin with limits on the NSA, but it should extend to strict regulation of, and limits on, the digital data that can be collected from us, and how corporations and politicians can use those data to manage discourse.
These are starting points for a broader reform moment in which we must limit the influence of negative campaign ads while extending the range of political debate; more tightly regulate the commercial carpet-bombing of our children; and make media literacy central to public education. That moment must be characterized, above all, by organizing so that no matter who runs things in Washington, politicians will know that the people want media that err on the side of diversity and democracy--not profiteering and propaganda.
