“This rule is a direct assault on a professional, nonpartisan, merit-based civil service and the government services the American people rely on every day," said one critic.
The Trump administration on Thursday finalized a major civil service rule change that makes it easier to fire certain federal employees and replace them with political loyalists—a move that critics say increases the likelihood of abuse of power.
The new policy at the Office of Personnel Management (OPM)—the federal government's independent central human resources agency—reclassifies tens of thousands of federal workers as "policy/career," making them effectively at-will employees and easier to terminate.
The policy, known as Schedule F, was first proposed by President Donald Trump during his first term, which expired before he could fully implement it. Former President Joe Biden rescinded the policy, but Trump revived it on his first day back in office in January 2025, despite warnings from experts who say it is illegal.
Schedule F is one of the policies recommended in Project 2025, the far-right initiative to boost the power of the presidency and purge the federal civil service.
OPM estimates that around 2% of the federal workforce, or approximately 50,000 employees, will be affected by the rule change, which the agency said is aimed at "strengthening accountability, improving performance, and reinforcing a merit-based federal workforce."
Scott Kupor, who heads the OPM, said in a statement that the rule change “restores a basic principle of democratic governance: Those entrusted with shaping and executing policy must be accountable for results.”
“This rule preserves merit-based hiring, veterans’ preference, and whistle-blower protections while ensuring senior career officials responsible for advancing President Trump’s agenda can be held to the same performance expectations that exist throughout much of the American work force," he added.
However, critics are sounding the alarm over parts of the new policy, including a provision allowing agencies to fire employees who "obstruct the democratic process by intentionally subverting presidential directives."
“This rule is a direct assault on a professional, nonpartisan, merit-based civil service and the government services the American people rely on every day,” American Federation of Government Employees (AFGE) national president Everett Kelley said in a statement.
“When people see turmoil and controversy in Washington, they don’t ask for more politics in government, they ask for competence and professionalism," Kelley continued. "OPM is doing the opposite. They’re rebranding career public servants as ‘policy’ employees, silencing whistleblowers, and replacing competent professionals with political flunkies without any neutral, independent protections against politicization and arbitrary abuse of power.”
“A professional civil service means nurses and doctors can advocate for patient safety, inspectors can report violations, cybersecurity experts can warn about threats, and benefits specialists can tell the truth about what it takes to deliver services—without worrying they’ll be punished for it,” Kelley argued.
“Turning tens or maybe hundreds thousands of these professionals into at-will employees doesn’t make government more accountable," he added. "It makes it more vulnerable to pressure, retaliation, and political interference, which is exactly the opposite of what the public is asking for right now.”
Democracy Forward, which represents AFGE and another public sector union in a lawsuit challenging Trump's revival of Schedule F, said in a statement Thursday, "The final rule continues to weaken more than a century of bipartisan civil service protections by allowing the administration to remove experienced, nonpolitical federal employees at will while stripping away civil service protections, meaningful oversight, and appeal rights."
"Existing law already provides mechanisms to address employee misconduct," the group added. "This rule is not about accountability, but about politicization."
The Trump-Vance admin is choosing to ignore countless concerns from the American public in order to implement a cornerstone of Project 2025 – an unlawful effort to weaken and politicize the nonpartisan civil service through regulation. To that we say: we will see you in court.

Democracy Forward president and CEO Skye Perryman said that "this proposal was wrong when it was outlined in Project 2025, wrong when the president issued an executive order, and it remains wrong now... This is a deliberate attempt to do through regulation what the law does not allow—strip public servants of their rights and make it easier to fire them for political reasons and harm the American people through doing so."
"We have successfully fought this kind of power grab before, and we will fight this again," Perryman vowed. "We will return to court to stop this unlawful rule and will use every legal tool available to hold this administration accountable to the people.”
On the legislative front, US Sen. Tim Kaine (D-Va.) and the late Rep. Gerald Connolly (D-Va.) last year reintroduced the Save the Civil Service Act, which aims "to protect the federal workforce from politicization and political manipulation."
“The civil servants who make up our federal workforce are the engine that keeps our federal government running,” Connolly, who died last May of cancer, said at the time. “They are our country’s greatest asset. We rely on their experience and expertise to provide every basic government service—from delivering the mail to helping families in the wake of natural disasters."
Connolly added that Trump's push to "remove qualified experts and replace them with political loyalists is a direct threat to our national security and our government’s ability to function the way the American people expect it to."
"It threatens to create a system wherein benefits and services are delivered based on the politics, not the needs, of the recipient," he added. "Expertise, not political fealty, must define our civil service.”
"Noem betrayed the public trust by slandering the good name of our union brother and calling him a 'domestic terrorist,'" said the national president of the American Federation of Government Employees.
The largest union of federal workers in the US on Monday demanded the resignation or firing of Homeland Security Secretary Kristi Noem and White House Deputy Chief of Staff Stephen Miller following the killing of intensive care nurse Alex Pretti at the hands of federal agents in Minneapolis over the weekend.
Pretti, who worked at the Minneapolis Veterans Affairs Medical Center, was a member of American Federation of Government Employees (AFGE) Local 3669. The union's national president, Everett Kelley, said in a statement that "Noem betrayed the public trust by slandering the good name of our union brother and calling him a 'domestic terrorist.'"
"Noem was preceded in this false statement by Stephen Miller," Kelley added. "Our demand is clear: Department of Homeland Security Secretary Kristi Noem, who was responsible for carrying out the policy that led to Alex’s needless killing, and Deputy White House Chief of Staff Stephen Miller, the architect of that policy, must resign immediately. If they refuse, President Trump must dismiss them."
AFGE represents tens of thousands of DHS employees, including Border Patrol agents. In 2022, the union split with its council representing Immigration and Customs Enforcement (ICE) officers.
The union's call for the ouster of Noem and Miller came amid mounting support from Democratic members of Congress for Noem's impeachment.
"I’ve called for the resignation of Kristi Noem, and I will vote for her impeachment," Rep. Don Beyer (D-Va.) said late Monday. "She’s obstructing local authorities from investigating two murders committed in Minneapolis by DHS agents."
While the White House is still publicly backing Noem, Pretti's killing by as-yet unidentified federal agents has reportedly heightened internal scrutiny of her leadership at DHS. On Monday evening, according to the New York Times, President Donald Trump held a two-hour meeting with Noem in the Oval Office—but he reportedly did not suggest during the meeting that Noem's job is at risk.
Politico noted that it was Noem who elevated Greg Bovino, Border Patrol's commander, to the head of operations in Minneapolis, where federal agents have killed two people this month—Pretti and Renee Good, both US citizens.
The Trump administration has reportedly removed Bovino from Minneapolis. The Atlantic reported late Monday that Bovino has lost his job as Border Patrol's "commander at large"; a DHS spokesperson wrote on social media that Bovino "has NOT been relieved of his duties" and is a "key part of the president's team."
Miller, for his part, "has continued to push for aggressive immigration enforcement, arguing the administration shouldn’t back down in Minneapolis" in the wake of Pretti's killing, the Wall Street Journal reported. Miller smeared Pretti as a "would-be assassin" who "tried to murder federal law enforcement," a lie that the White House press secretary repeatedly declined to endorse when pressed by reporters on Monday.
AFGE Local 3669 said in a statement that Pretti "was dedicated to caring for veterans and treated them with decency and respect, sometimes in their final moments—which is the exact opposite of how he was treated during his."
"AFGE Local 3669 is disgusted by the abhorrent rhetoric of Trump administration officials following his killing. Alex was a son, a colleague, and a fellow union brother, not an ‘assassin’ or a ‘domestic terrorist,'" the union said. "Alex was the best of us and he will be dearly missed. Rest in power, brother."
In-depth reporting from the Washington Post found the Social Security Administration is dealing with "record backlogs that have delayed basic services to millions of customers."
An in-depth report published by the Washington Post on Tuesday offers new details about the damage being done to the Social Security Administration during President Donald Trump's second term.
The Post, citing both internal documents and interviews with insiders, reported that the Social Security Administration (SSA) is "in turmoil" one year into Trump's second term, resulting in a customer service system that has "deteriorated."
The chaos at the SSA started in February when the Trump administration announced plans to lay off 7,000 SSA employees, or roughly 12% of the total workforce.
This set off a cascade of events that the Post writes has left the agency with "record backlogs that have delayed basic services to millions of customers," as the remaining SSA workforce has "struggled to respond to up to 6 million pending cases in its processing centers and 12 million transactions in its field offices."
The most immediate consequence of the staffing cuts was that call wait times for Social Security beneficiaries surged to an average of roughly two-and-a-half hours, which forced the agency to pull workers employed in other divisions in the department off their jobs.
However, the Post's sources said these employees "were thrown in with minimal training... and found themselves unable to answer much beyond basic questions."
One longtime SSA employee told the Post that management at the agency "offered minimal training and basically threw [transferred employees] in to sink or swim."
Although the administration has succeeded in getting call hold times down from their peaks, shuffling so many employees out of their original positions has damaged the SSA in other areas, the Post revealed.
Jordan Harwell, a Montana field office employee who is president of American Federation of Government Employees (AFGE) Local 4012, said that workers in his office no longer have the same time they used to have to process pay stubs, disability claims, and appointment requests because they are constantly manning the phones.
An anonymous employee in an Indiana field office told the Post that she has similarly had to let other work pile up as the administration has emphasized answering phones over everything else.
Among other things, reported the Post, she now has less time to handle "calls from people asking about decisions in their cases, claims filed online, and anyone who tries to submit forms to Social Security—like proof of marriage—through snail mail."
Also hampering the SSA's work have been new regulations put in place by Tesla CEO Elon Musk's Department of Government Efficiency that bar beneficiaries from making changes to their direct deposit information over the phone, instead requiring them to either appear in person at a field office or go online.
The Indiana SSA worker told the Post of a recent case involving a 75-year-old man who recently suffered a major stroke that left him unable to drive to the local field office to verify information needed to change his banking information. The man also said he did not have access to a computer to help him change the information online.
"I had to sit there on the phone and tell this guy, 'You have to find someone to come in... or, do you have a relative with a computer who can help you or something like that?'" the employee said. "He was just like, 'No, no, no.'"
Social Security was a regular target for Musk during his tenure working for the Trump administration, and he repeatedly made baseless claims that the entire program was riddled with fraud, even referring to it as "the biggest Ponzi scheme of all time."
