"This is going to be an ugly summer," warned one California water policy specialist.
One of the worst Western US snow droughts of the century—exacerbated by a historically warm winter and a record-shattering March heatwave—has experts increasingly worried about wildfire and water supply risks heading into the spring and summer months.
On Wednesday, the California Department of Water Resources reported "no measurable snow" recorded at Phillips Station in the Sierra Nevada range. Because there was some visible snow already on the ground, DWR is calling this the second-lowest April measurement on record.
The agency said this is "a stark indicator of how record‑hot March temperatures and high‑elevation rain have erased the Sierra Nevada snowpack months ahead of schedule."
"The combination of warm storms and unusually hot temperatures rapidly melted what remained of this year’s already sparse snowpack," DWR added. "Statewide, the snowpack is now just 18% of average for this date, according to the automated snow sensor network."
DWR Director Karla Nemeth said that “it feels like we skipped spring this year and dropped straight into a summer heatwave."
“What should be gradual snowmelt happened suddenly weeks ago," Nemeth added. "We’re seeing fewer, warmer storms and shorter wet seasons. Future water supplies will depend upon our ability to capture water when it’s available and manage it more efficiently.”

Jeff Mount, a senior fellow at the Public Policy Institute of California’s Water Policy Center, told the San Francisco Chronicle on Wednesday: "It didn’t snow where we needed it to snow, and where it did snow, it didn’t stick. This is going to be an ugly summer."
Oregon's iconic Crater Lake is experiencing its lowest snow water equivalent levels on record for this time of year, according to the National Weather Service.
In Colorado, US Department of Agriculture (USDA) data show the statewide snowpack is at just 26% of median levels as of Thursday.
“This year is on a whole other level,” Colorado State University climatologist Russ Schumacher told The Guardian. "Seeing this year so far below any of the other years we have data for is very concerning."
Last week, the Denver Board of Water Commissioners declared Stage 1 drought restrictions, a move that seeks to reduce water use by 20%.
“The snowpack within Denver Water’s collection system has deteriorated significantly and continues to decline,” said Nathan Elder, Denver Water’s manager of water supply. “Snowpack levels in both basins are now the lowest observed in the past 40 years, with accelerated melting underway. The conditions we are experiencing are unprecedented, and we need customers to save water to protect the supply we have right now.”
April measurements of alpine snowpacks—which are sometimes described as water savings accounts—typically indicate peak levels of water that, with spring warming, melt into reservoirs, rivers, and other bodies that help hydrate the West during the parched summer and fall months.
“March is often a big month for snowstorms,” Schumacher said. “Instead of getting snow we would normally expect we got this unprecedented, way-off-the-scale warmth.”
“This year has the potential of being way worse than any of the years we have analogues for in the past,” he added.
As University of California Agriculture and Natural Resources climate scientist Daniel Swain explained last week:
Meteorologically speaking, March 2026 will go down in the record books as the warmest March on record for at least a third, and possibly half or more, of the continental United States. But even more remarkable is the ~10 day window of peak heat during this truly exceptional March heatwave—when many, if not most, locations across the western two thirds of the United States in a broad swath stretching from the Pacific Coast in California eastward past the Mississippi River broke their all-time March monthly heat records. The margin by which March heat records were shattered was so wide that more than a handful of locations also broke their all-time April heat records, and in a few locations even tied or broke their May heat records!
“Beyond the conspicuous ‘weirdness’ of it all, the most consequential impact of our record-shattering March heat will likely be the decimation of the water year 2025-26 snowpack across nearly all of the American west," Swain warned. "The toll wrought on our 'water tower in the sky' is nothing short of shocking."
I agree. This event has been meteorologically astonishing, and its impacts will be felt long after it ends in terms of record low snowpack, sharply increased wildfire risk, and extreme low watershed runoff/streamflow into summer and beyond.

The National Interagency Fire Center is among those projecting above-normal fire risk throughout the American West in the coming months.
“Unless there’s a major change in the weather patterns and we somehow pull out some sort of miracle springtime precipitation, we’re looking at an extended fire season,” Joel Lisonbee, senior associate scientist at the Cooperative Institute for Research at the University of Colorado Boulder, told The Guardian.
In addition to the risk of drought and wildfire, low water levels threaten wildlife, including California's flagging salmon runs—which are also imperiled by Trump administration actions including habitat disruption caused by water flow manipulation.
“No sooner do we start to gain a little ground back in rebuilding our salmon runs, the federal Bureau of Reclamation is destroying them again,” Vance Staplin, executive director of the Golden State Salmon Association, told The Sacramento Bee last week. "These fish are in big trouble if the bureau doesn’t relent very soon.”
Scientists have long warned that planetary heating driven by human burning of fossil fuels will result in longer and more frequent snow droughts. One 2020 study showed how the Western United States is fast becoming a "global snow drought hot spot," with the length of such dry spells increasing by 28% between 1980 and 2018.
“Climate change is going to result in a lot of these extreme events worsening,” Clark University climatologist Abby Frazier told The Guardian on Thursday. "It is heartbreaking to see it all playing out as we have predicted for so long. The changes we have teed up for ourselves are going to be catastrophic.”
"The repeal of these protections will mean more asthma attacks, emergency room visits, and premature deaths," said more than two dozen environmental and health groups.
A coalition of more than two dozen environmental and health groups sued the Trump administration on Monday for repealing Environmental Protection Agency rules that curbed dangerous chemical pollution from coal-fired power plants.
As part of President Donald Trump's efforts to dramatically expand the use of coal, the EPA last month finalized the repeal of the 2024 Mercury and Air Toxics Standards (MATS), which tightened existing restrictions on the emission of mercury, lead, and other brain-damaging chemicals from power plants.
Coal emits more planet-heating carbon dioxide per unit than any other fossil fuel. Coal plants also release a slew of other chemicals that can cause numerous health complications, including asthma, lung cancer, and respiratory infections.
The EPA says coal-fired power plants are also the single largest source of airborne mercury emissions, which can impair cognitive development, especially in young children.
MATS was created in 2012 to counter these effects and proved quite successful. Within six years of its enactment by the EPA, the amount of toxic mercury being emitted into the atmosphere from energy plants had declined by 90%, according to an agency report.
The Trump EPA has not repealed MATS entirely. Instead, it has targeted amendments enacted by the Biden administration in 2024 that lowered caps on mercury emissions, as well as on other toxic chemicals such as nickel and arsenic.
The EPA has also repealed rules requiring constant monitoring of toxic chemical emissions. Instead of installing expensive systems to track their outputs 24/7, plants can revert to conducting occasional checks.
The repeal came after the administration had already given dozens of coal plants a two-year exemption from the standards last April, even though, according to the agency, 93% were already on track to meet the requirements.
According to an analysis of EPA data by the Natural Resources Defense Council (NRDC) last month, sulfur dioxide pollution from coal plants increased by 18% last year, with those exempt from the rules surging almost twice as much as those not exempt.
The lawsuit, filed in the US Court of Appeals for the District of Columbia, argues that the Trump administration's actions violate the Clean Air Act, ignore the scientific record, and endanger communities living near power plants.
The suit is backed by groups including the NRDC, the Sierra Club, and the Environmental Defense Fund, as well as the American Academy of Pediatrics and the American Lung Association.
"The repeal of these protections will mean more asthma attacks, emergency room visits, and premature deaths," the groups said in a statement challenging the repeal. "This administration is not just rolling back rules, it is eliminating the monitoring infrastructure needed to know what is coming out of these smokestacks in the first place."
"It is allowing coal plants to spew out more neurotoxic mercury into our air and food supply, while simultaneously keeping the communities most at risk in the dark about how serious that threat is," they said. "This is a betrayal of the EPA’s core mission.”
Experts agree that the climate emergency caused by the burning of fossil fuels is making extreme rainfall events on the islands wetter and more common, reigniting the debate about who should foot the bill.
Hawaii was inundated by its worst flooding in 20 years over the weekend, in another reminder of how the climate crisis disrupts the lives of ordinary people by increasing the likelihood and frequency of extreme weather events.
Hawaii Gov. Josh Green on Tuesday formally requested federal aid for a series of storms this month that he said could cost the state more than $1 billion in debris clearing and repairs to homes, roads, and infrastructure.
“These storms have impacted every county in our state and stretched our emergency response capabilities,” Green said in a statement.
Hawaii's waterlogged woes began on March 10 with the first in a series of winter Pacific rainstorms known as Kona lows. The initial storm caused upwards of $400 million in damages, including to Maui's Kula Hospital, and left the ground saturated when another storm rolled in beginning March 19, leading to what Green told Hawaii News Now was “the largest flood that we’ve had in Hawaii in 20 years."

This second storm inundated Oahu's North Shore on Friday night, necessitating more than 230 rescues and placing 5,500 people under an evacuation order at one point, according to The Associated Press. The storm damaged hundreds of homes as well as schools, airports, and highways. All told, the two storms dumped a total of four feet of rain on parts of Oahu and Maui, Green said, as CBS reported.
"We lost everything," Oahu resident Melanie Lee told CBS News after visiting her flood-damaged home on Monday. "My children's pictures. Just real sentimental stuff. Now it's like, now where we go from here?"
The agricultural sector was also hard hit, with farmers on Oahu, Maui, Molokai, and the Big Island reporting over $10.5 million in damages, according to Honolulu Civil Beat.
Yet Friday's storm was not the end. On Monday, another downpour brought flash flooding to southern Oahu, as rain fell at a rate for 2-4 inches per hour, shocking even meteorologists.
“When you think it’s over, it’s not quite over,” National Weather Service forecaster Cole Evans told AP on Tuesday.
Oahu Emergency Management Agency spokesperson Molly Pierce told AP: “Most of us have not seen something that just keeps going like this... We feel like we keep getting punched down. But we’ll keep getting back up.”
Experts agree that the climate emergency is making extreme rainfall events on the islands wetter and more common.

The intense flooding in Hawaii highlights the growing threat of extreme weather events driven by climate change. The frequency and intensity of heavy rainfall have increased in the islands, leading to devastating impacts on infrastructure, homes, and communities.
Retired University of Hawaii professor Tom Giambelluca, who now supervises weather monitoring towers, told Honolulu Civil Beat that scientists have observed Hawaii's weather getting dryer generally, while storms tend to drop more rain that causes more flooding.
“It’s not like we never had extremes before. You know, something like this could have happened with no warming, probably,” Giambelluca said. “But these kinds of events seem to be getting more frequent.”
US Rep. Jill Takuda (D-Hawaii) told Maui Now: “We are accustomed to saying, ‘Well, this was a 100-year flood,’ right?... Well, 100-plus-year floods are happening every few years. We literally have to throw away the book in terms of the way we used to look at weather patterns in Hawaii.”
The flooding is also an example of how the impacts of climate disasters can build on each other. Some of the rains fell on Lahaina in Maui, where soil is less absorbent due to scarring from 2023's deadly climate-fueled wildfires.
“We think about evacuation routes when it comes to a fire,” Maui resident Kaliko Storer told Maui Now. “And now we say, when are we going to really sit down and talk about these (flood) controls?”
The connection between the burning of fossil fuels and the uptick in extreme weather events is reigniting the debate about who should pay for the damages from storms like those that swamped Hawaii this month.
State lawmakers are working to pass legislation that would allow insurers to recoup some storm costs from oil and gas companies directly, as Honolulu Civil Beat reported Tuesday.
"This is the third generational rain event we’ve had in the last four weeks,” state Sen. Jarrett Keohokalole (D-24) said. Referring to reporting that large fossil fuels companies have known for decades about the climate-heating impacts of their products and chose to lie to the public instead of act, he added, “Should the residents just consider it an act of God and open up their checkbooks whenever this happens when the record is clear about who knew what and when they knew it?”
Hawaii is also one of several states that has sued Big Oil for climate damages.
Even as oil prices climb due to the US and Israeli war on Iran, Emily Atkin of Heated argued that disasters like Hawaii's prove that the cost is still deflated.
"This is what the true price of oil looks like: Hawaiians wading through their flooded homes while the state scrambles to find a billion dollars for cleanup," she wrote.
“Rivers don't recognize borders—and neither do the fish that depend on them," said one researcher. "The crisis unfolding beneath our waterways is far more severe than most people realize, and we are running out of time."
More than 300 species of migratory freshwater fish are in dire need of "urgent coordinated cross-border collaboration" amid a crisis of rapid collapse, according to a report released Tuesday at a key United Nations conservation conference in Brazil.
"Some of the longest, most important migrations of species on Earth are happening beneath the surface of the world’s rivers and many are rapidly collapsing," the United Nations Convention on the Conservation of Migratory Species of Wild Animals' (CMS) annual "Global Assessment of Migratory Freshwater Fishes" report states.
Released at CMS' 15th Meeting of the Conference of the Parties (COP15) in Campo Grande, Brazil the report details how freshwater fish—which are vital for the health of riparian ecosystems and provide food for hundreds of millions of people around the world—"are among the most imperiled wildlife on the planet."
"Many migratory species now face declines driven by loss of connectivity, flow alteration, habitat degradation, exploitation, pollution, and interacting pressures across borders," the report notes. "Recognizing these trends and their transboundary nature, [CMS] has sought stronger coordinated action for inland fishes that move across national jurisdictions."

The report's authors—Zeb Hogan, Zach Bess, Michele Thieme, and Twan Stoffers—identified 325 species of freshwater fish as candidates for international conservation efforts. River basins the report says should be prioritized include the Amazon and La Plata–Paraná in South America, the Danube in Europe, the Mekong and Ganges-Brahmaputra in Asia, and the Nile in Africa.
According to the report:
Many migratory fish rely on long, uninterrupted river corridors connecting spawning grounds, feeding areas, and floodplain nurseries, often across multiple countries. When dams, altered flows, or habitat degradation interrupt those pathways, populations can decline rapidly...
Migratory freshwater fish populations worldwide have declined by roughly 81% since 1970 and nearly all (97%) of the 58 CMS-listed migratory fish species (including fresh and salt-water species) are threatened with extinction.
CMS recommends governments take steps to safeguard migratory fish and their habitats, including protecting migration corridors, devising basin-scale action plans and transboundary monitoring, and international coordination of seasonal fisheries.
“Many of the world’s great wildlife migrations take place underwater," Hogan, the report's lead author, said in a statement. "This assessment shows that migratory freshwater fish are in serious trouble, and that protecting them will require countries to work together to keep rivers connected, productive, and full of life.”
Thieme, who is vice president of World Wildlife Fund-US, said that “rivers don't recognize borders—and neither do the fish that depend on them."
"The crisis unfolding beneath our waterways is far more severe than most people realize, and we are running out of time," she added. "Rivers need to be managed as connected systems, with coordination across borders, and investments in basin-wide solutions now before these migrations are lost forever."
The CMS report follows last month's publication of a study by researchers in Spain who examined how ocean warming driven by human burning of fossil fuels is causing a "staggering and deeply concerning loss of marine life.”
