Amtrak, Federal Highways, and the Cold War
President Bush wants to end Federal subsidies to Amtrak. The administration argues that the system has wasted nearly a billion dollars a year over the last thirty years. It is time to impose market disciplines. The Administration conveniently forgets the historical context of Amtrak's troubles. Passenger rail in this country died in large measure because Federal policy chose to subsidize the automobile and the interstate highway system.
