U.S. President Barack Obama on Tuesday granted clemency to 22 individuals serving "outdated" drug sentences.
"Had they been sentenced under current laws and policies, many of these individuals would have already served their time and paid their debt to society," White House counsel Neil Eggleston said in a statement. "Because many were convicted under an outdated sentencing regime, they served years--in some cases more than a decade--longer than individuals convicted today of the same crime."
The detainees were each imprisoned for intent to distribute an illegal drug. Eight of the individuals carried lifetime sentences.
In a letter sent to each commutation recipient, Obama urged the individuals to "make the most of this opportunity."
"It will not be easy, and you will confront many who doubt people with criminal records can change," he wrote. "But remember that you have the capacity to make good choices. By doing so, you will affect not only your own life, but those close to you. You will also influence, through your example, the possibility that others in your circumstances get their own second chance in the future."
Advocates have long-pushed for the president to utilize his clemency powers, especially after the Department of Justice expanded its criteria to include more low-level drug offenders unfairly swept up in the War on Drugs. Until Tuesday, Obama had only commuted the sentences of 21 people and pardoned 64, out of thousands of applications received.
In a recent interview with the Huffington Post, Obama said he planned to use his pardon and clemency powers "more aggressively," with particular focus on cases that represent "the broader issues that we face, particularly around nonviolent drug offenses."
