      Cleveland has been spiraling downward. It's one of the poorest cities in the country, beset by worsening violent crime, poverty and decaying infrastructure. Now, 42 years after the end of his first term as mayor, Dennis Kucinich is ready for his second.

      Kucinich won a race for mayor of Cleveland at age 31 and promptly infuriated the power structure, which could not accept his insistence that the city's electric utility should remain under public control. Mayor Kucinich challenged and mocked the greed and anti-democratic zeal of the banks that drove the city into bankruptcy when he refused to accede to the corrupt demands that the Municipal Light Plant be sold off. After defeating a recall campaign in 1978, he lost a bid for re-election the next year--but left an enduring legacy.

      Based on a 1,500-mile interviewing trek that I took outside the Beltway for 12 days two weeks ago--to Pittsburgh, Indianapolis, Rock Island, Ill., Toledo and Akron, Ohio, and several points in between--one thing seems certain: Don't hold your breath on election eve for crossovers.

      On a single issue, Democrat and Republican voters are on the same page: Their favorite--Brett Kavanaugh or Christine Blasey Ford--was the victim of the other side's malice. From there, the universe splits.

      Pundits should avoid, at all costs, the sin of "premature evaluation." The May 7 primaries did not send a simple or unambiguous message. One thing remains clear, however: In November, the Democrats' fate depends largely on turnout.

      Dems have a good chance of retaking the House of Representatives this fall, but that's by no means certain, and the Senate is more of a stretch. With Democratic support reportedly falling among millennials and turnout a lingering problem for voters of color, complacency may be the party's biggest threat.
