'War on Drugs' Has Failed, say Latin American Leaders
On April 14 and 15, heads of state and government from across the Americas, including U.S. President Barack Obama, Canadian Prime Minister Stephen Harper and their Latin American and Caribbean counterparts, will gather for a two-day 'Summit of the Americas' in Cartagena, Colombia, and the 'War on Drugs' will top the agenda. Latin America's leaders are unified in calling the 'War on Drugs' a failure and in seeking alternatives to prohibition.

Will Climate Refugees Get Promised Aid?
BANGKOK - With extreme weather pounding countries across a wide arc in the Asia-Pacific region, questions hover over entitlements for millions of people displaced by climate change, pledged under the Green Climate Fund (GCF) and other sources. Will the long wait by climate change migrants – including the 42 million people displaced by storms, floods and droughts in Asia and the Pacific during 2010 and 2011 – be finally over? Will they be able to tap international aid to help them adapt to extreme weather?
