The Justice Department has rejected South Carolina’s measure requiring photo I.D. at polls as discriminatory, even as the ACLU and a national rights group are suing Wisconsin, the latest of 38 states to have passed or be considering similar voter suppression measures - often in the form of mandating government-issued photo I.D.s, as in South Carolina, that many older or minority voters lack.
