Forever trying to get around the pesky right of free speech in this country, Wisconsin's Gov. Scott Walker has a new brilliant idea: To charge demonstrators for the costs of police or cleanup after protests - and to require a permit for any group gathering, laughably defined as four people. The pay-to-play idea was recently used against Occupy Nashville. In Austin, Texas, they went for time, not money: See the surreal spectacle of cops telling protesters their three-hour window of free speech is over. Olbermann has more.
