Because Arizona is broke just like everyone else, its enlightened legislators have decided to make some money by charging a $25 "background check fee" for the no doubt beleaguered families who want to visit relatives in state prisons. Even for Arizona, this is a truly awful idea, which is probably why they are being sued.
