Funding "Overseas Contingency Operations"

Despite occasional Congressional talk about (slightly) trimming an
obscenely bloated military budget, the Pentagon clearly has no plans to
get out of the urban warfare business just yet. The Army just awarded Lockheed Martin an "indefinite delivery/indefinite quantity
contract" - for up to $287 million over five years - to provide urban combat training that could range from nation-building to "overseas contingency operations" - a.k.a. "wars."
