Jittery New York City officials evacuated Times Square again today for the
second time after police found an unclaimed water cooler
holding....water bottles, proving it could be a long chaotic summer. Their
slogan, "If you see something, say something," seems a
sensible approach to citizen involvement - until you realize that in New
York that could mean you'll never shut up. Slate explores all the
