The U.S. government, Gulf Coast states and New Orleans have
consistently violated the human rights of hurricane victims since 2005's
Hurricane Katrina, Amnesty International charged Friday. Their report, titled
"Un-Natural Disaster," blasted the inadequate housing, health care and
policing help for mostly poor black victims.
