In echoes of the secret cabal that helped spread false intelligence on Iraq's supposed WMD's, a new Pentagon report suggests
the Defense Department should set up an agency devoted to "strategic
surprise/deception" - and sooner rather than later. The problem here, as we see it:
How do you draw the line between fooling our "enemies" and ourselves?

 "Deception
cannot succeed in wartime without developing theory and doctrine in
peacetime...In order to mitigate or impart
surprise, the United States should [begin] deception planning and
action prior to the need for military operations."

This is the world we live in. This is the world we cover.
