In what one editorial called a "re-engineering of a country," England's Labor government seized control of key elements of the energy industry today to ensure it meets a legally binding target of cutting greenhouse emissions by 34% in ten years. New rules on clean power generation will deliver half the reduction, with the rest from stricter rules on cars, homes and businesses.
