Signalling a shift away from incarceration and toward treatment, President Obama's new so-called drug czar Gil Kerlikowske says he wants to ditch the much-maligned, supremely ineffective "war on drugs" analogy, stressing, "We're not at war with people." Reform advocates are warily hopeful about the change.

"This is like turning
around an ocean liner," said Ethan Nadelmann of the Drug Policy Alliance. "What's important is the damn thing is
beginning to turn."
