A Wisconsin appeals court has ruled police can attach GPS devices to cars to secretly track people's movements without getting search warrants – even if the drivers aren't suspects. Though even the court saw Big Brother lurking and asked legislators to come up with some regulation.

 "(We are) more than a little troubled," wrote Judge Paul Lundsten. "Police are seemingly free to secretly track anyone's public movements..."
