Wasteful and Ineffective


Richard Holbrooke, U.S. envoy to Afghanistan and Pakistan, says a $800-million-a-year U.S. anti-drug effort aimed at halting poppy cultivation has accomplished "nothing," and would be better spent supporting Afghan farmers.

"It is the most wasteful and ineffective program I have seen in 40 years," he said.
