Corporations Don’t Need a Tax Cut, So Why Is Obama Proposing One?
The Obama administration is proposing to lower corporate taxes from the current 35 percent to 28 percent for most companies and to 25 percent for manufacturers.
The move is supposed to be “revenue neutral” – meaning the Administration is also proposing to close assorted corporate tax loopholes to offset the lost revenues. One such loophole allows corporations to park their earnings overseas where taxes are lower.

Why isn’t the White House just proposing to close the loopholes without reducing overall corporate tax rates? That would generate more tax revenue that could be used for, say, public schools.
It’s not as if corporations are hurting. Quite the contrary. American companies are booking higher profits than ever. They’re sitting on $2 trillion of cash they don’t know what to do with.
And it’s not as if corporate taxes are high. In fact, corporate tax receipts as a share of profits is now at its lowest level in at least 40 years. According to the Congressional Budget Office, corporate federal taxes paid last year dropped to 12.1 percent of profits earned from activities within the United States. That’s a gigantic drop from the 25.6 percent, on average, that corporations paid from 1987 to 2008.
And it’s not that corporations are paying an inordinate share of federal tax revenues. Here again, the reality is just the opposite. Corporate taxes have plummeted as a share of total federal revenues. In 1953, under President Dwight Eisenhower, a Republican, corporate taxes accounted for 32 percent of total federal tax revenues. Now they’re only 10 percent.
But now the federal budget deficit is ballooning, and in less than a year major cuts are scheduled to slice everything from prenatal care to Medicare. So this would seem to be the ideal time to raise corporate taxes – or at the very least close corporate tax loopholes without lowering corporate rates.
The average American is not exactly enamored with American corporations. Polls show most of the public doesn’t trust them. (A recent national poll by the University of Massachusetts at Lowell found 71 percent with an unfavorable impression of big business – about the same as those expressing an unfavorable view of Washington.)
The Administration’s initiative doesn’t even make sense as a bargaining maneuver.
Republicans will just accept the Administration’s lower corporate tax rate without closing any tax loopholes. House Republicans have already made it clear that, to them, closing a tax loophole is tantamount to raising taxes. And corporate lobbyists in Washington know better than anyone how to hold tight to loopholes they’ve already got.
Big business will fight to keep their foreign tax shelters. After all, it’s almost impossible to distinguish between their foreign and domestic earnings, which is why the U.S. Chamber of Commerce and other business lobbies have spent the past three years trying to make it even easier for companies to defer U.S. taxes on income they supposedly earn outside the country.
Representative David Camp, a Michigan Republican who heads the House Ways and Means Committee, has already proposed a 25 percent corporate top rate and changes that would let companies avoid paying U.S. taxes on even more of the income they say they earn outside America.
Nothing is going to be enacted this year, anyway, so it would have made more sense for the Administration to support a hike in corporate taxes – and use it to highlight the difference between the President and his likely Republican challenger.
Mitt Romney wants to reduce the corporate tax rate to 25 percent before eliminating any tax loopholes. Rick Santorum wants to cut the rate to 17.5 percent and eliminate corporate taxes for manufacturers. Newt Gingrich wants to cut the rate to 12.5 percent and let companies write off all capital investments immediately.
It’s discouraging. The President gives a rousing speech, as he did on December 6 in Kansas. Then he misses an opportunity to put his campaign where his mouth is.

Right On...I was going to sarcastically say why blame him? He is a convienent target. Attacking him, justified or not, accomplishes nothing. It is the system stupid.
Sorry, but I completely disagree. The system has been completely corrupted and yes, Obama represents the 1%. However, there still are people who listen to what the president states and believe "he knows best". So, everytime the President makes these types of suggestions, it furthers the agenda and the propaganda of the 1%. Should Grover Norquist be ignored for his involvement in tax cuts? Should Eric Cantor be ignored for pushing the tea party agenda? They are all indivduals with an agenda and part of the system but they influence citizens. So, yes, Obama is to blame.
Agreed. Democrats who can ignore or write off the same thing out of a Republican's mouth as "crazy talk" will accept this as evidence that their spokesmodel is pro-business and be proud of it. I saw this on Democratic Underground and Huffington Post when the stock market rose to 13000. No question about how businesses have increased their profits during a recession, just snarky pride that they have election-year ammunition against the other team.
State terrorism via drone and special ops, torture and extraordinary rendition, domestic surveillance, increases in military spending and activity, and now corporate tax cuts. Obama is selling his audience exactly the bill of goods he was meant to when he was marketed to us by Wall Street as a fake alternative to the GOP.
In answer to the headline question- To make the public think the corporations ARE being taxed- which they aren't.
Republicans WANT government to fail. That is why they do all this tax cutting. Obama cuts taxes because he doesn't understand the ramifications. Apparently he is listening to the sage advice of Timothy Geithner. Either way, we are screwed.
Over time, I've grown to hold people who make statements like this with even less regard than the idiots who parrot the foolishness they hear on Faux news/ AM radio.
Why do you suppose he listens to Geither, Drosera? Could it have anything to do with the supposed BILLION dollars he's intending to raise to support his campaign? This one is easy: follow the money trail.
I don't recall which poster mentioned that the elites appear to be bent on destroying America, and turning it into a veritable 3rd world nation without even an apology. Why?: Because as the "consumer market" grows in places like India and China, global corporations demonstrate an allegiance to naked profit alone.They no longer need the American citizen-consumer. Loyalty to our nation is as quaint to them as is the Constitution and Bill of Rights to purchased presidents and their sychophant-style staffs.
Obama knows what he's doing and it's disingenous of Mr. Reich to continue to give him the benefit of the doubt as if the insidious fiscal imbalance his own statistics reflect is not reinforced (if not accelerated) by the awful policies of this amoral president.
And, the elite have homes in various beautiful locations around the world. They can easily move to new locations, continue business, and completely disregard the damage they left behind. The concern isn't for our country and citizens, it's about maintaining their wealth and power. Well said Siouxrose, Obama does know EXACTLY what he's doing and to suggest otherwise after he has been in office for over three years is to suggest that the president is a complete idiot. Is that really the new message the democratic party wants to send?
Obama is far from being an idiot. That scares me to death. At least with Bush you knew a clown when you saw one. Here he came in military drag to impress the troops. What a bozo, but at least he was human! Obama is cool and intense. He is smart like a well programed super robot would be. He is programed to do the bidding of the corporate elite. A very tiny part of his programming is for making democrats think he is a 'liberal' president. Obama is the new, super model. Hell, he even comes in black. With presidents like Obama we don't have a chance. By we, I mean the human race. When I see Obama, I think Isaac Asimov.

What ramifications? Some negative (but manageable and rather benign) leftie press coverage for a day? A stern (but gentle) rebuke from Robert Reich? The liberal opinionators will probably try to spin this proposal as a shrewd chess manuever by a masterful political wizard capitalizing on an opportunity to undermine the republican position (by explicitly adopting their position.) .. or they'll just blame repubs for being mean and making Obama do it.

I get the sarcasm Robert. I suppose that the "I wonder why" tone of your article is as far as you can go without being cut off from ties to the administration and the Democratic party. I wonder why too Robert. I wonder why there is no opposition to this right wing President in the Democratic party. I wonder why you still feel constrained in your critisism, why indirection is as close as you feel you can go and still maintain some standing. Considering how much people complain about corporations on this site, you'd think this would be the biggest story of the week, yet it's not even featured in the "News" section yet. Well that's odd.

mr reich could have also gone on to explain that - tax rate notwithstanding - corporations do not pay even a small percentage of that rate - they have armies of lawyers who's job is to come up with inventive ways of avoiding all of that

What you say about the court system is right on! Anyone who has ever had contact with it can verify that. I might add that it is also the means by which the wealthy try to convince us ordinary fools that we have justice in this country. I would also add that when you say politician, you usually mean lawyer. They not only kiss ass, they work very hard to see that those asses sit on top.

This is why we have to have the Occupy National General Assembly. This will be the first group, and their supporters, that will actually be larger than the government, and can speak to the government with authority, can make statements against the government, can issue presentments of fact, demand detainment and trials for officials that are linked to incriminating evidence. Lets go America.

Prins in this article says what the Prez and Republicans always bring up, when they talk about corporate taxes, is the Statutory Corporate Tax Rate which is at 35%. That is high compared to other countries, BUT almost no corporations pay that rate. The rate they do pay, their Effective Tax Rate is the second lowest by international standards.
So like so many other things fed to the American public, it is total B/S. I don't know how this guy can keep a straight face when he pedals this crap to the American public.
Oh yea, and Apple has almost $100 Billion, cash on hand. So will this tax cut finally be the incentive for them to use that money to create jobs in America? Yea it could happen... ROTFLMAO!

Its expected that when loopholes are closed; the average effective rate will go up. It won't work like an actual tax cut. Just a simplification.
And remember; this takes the issue OUT of the hands of the GOP. The GOP actually wants the corporations to pay less so more money goes to passive income earners ie. the 1%.

Obama is making the proposal because he believes in it. All the nice rhetoric about economic unfairness is so much campaign noise.
From the sellout of health care to the insurers, to the refusal to prosecute Bush officials for war crimes, to signing off on indefinite military detention of American citizens, this man has proven himself a right-winger.
And a radical one at that.
Reich writes some good commentary, but like so many Democrats, somehow manages to criticize and yet can never reach the logical conclusion.

Just last week Obama pushed through a robo-signing settlement that he told us would force the banks to pay for their criminal foreclosure scam.
It took less than 24 hours for several popular internet economists to expose that most of the fines would end up being paid by taxpayers funneled through HAMP.
Until Reich uses the words "criminal", "fraud", "impeach" and "Obama" in the same sentence he should be disregarded as nothing more than a gatekeeper, smokescreen, propagandist, democratic party hack.

Ducks can adapt to the reality of their situation whereas corporate politicos demand that there is only one answer to all questions.

MT Don: The vote is just for appearances sake. If the elites want someone in office, a little tinkering with the codes on the touch-screen voting machines will do. Hasn't that approach worked in 2000 and 2004? And apart from style, it's MORE than evident now that both parties play for the same owners. Heck, if big money is purchasing candidates like race horses, and statistics show that the one with the biggest campaign war chest wins at odds of 10: 1... do you REALLY think any consensus on the part of the would-be governed is the deciding factor?
Pretty soon Afghanistan will send in minders to photograph OUR citizens with their purple (voting) fingers held up.

Robert Reich is a very rational man. And yet he seems wholly incapable of discerning pattern behaviors. Prez O's words and actions have NEVER matched up. n*e*v*e*r.-ever. Obama markets himself as a progressive populist. He governs as the avenger of oligarchy. A robin hood in reverse. He steals from the poor and working class and transfers the booty to the bulging coffers of the 1%.

If you're too courteous or discreet to invoke the operative principle, iowapinko, I will:

Either Reich is brainwashed to be a Demobot (irrational), or my better guess is Reich knows what he is saying (somewhat rational) and doesn't want to lose his spots Sunday morning TV political show and ability to publish articles in Corporate media (which can be rationalized but of low morale character). As a result, he is careful not to cross the line and overly step on the Democrats' political toes.
Unless the myriad of tax loopholes that Corporate America's numerous lobbyists have inserted into the tax code are excised and collection becomes more than a joke, this is a non-starter.
Obama is arguing that eliminating loopholes and lowering the rates will actually increase revenue. The problem is that the loopholes can be put back in place very easily while increasing the rates again is nearly impossible. In the long-term, the net effect would be a 7% reduction in corporate taxes.
This idea of course has been pushed by conservative think tanks for years, so it's no surprise that it has now become mainstream Democratic Party ideology.
Duh ! Obama and his challengers are pre-owned corporate puppets.
The only solution is to limit corporate campaign donations and lobbying.

Since General Electric reported PROFITS of $14.2 billion in 2010 and ended up with a tax BENEFIT of $3.2 BILLION, if they are starting from an even lower tax base, will we the taxpayers reward them with even greater benefits in the future... maybe the benefit will be $6 billion?
I seem to remember that Immelt of GE met with his (jobs? or employment?) committee where they concluded that corporations needed a tax cut in order to hire more people.
So Bob, does this mean you're finally abandoning your Dems-as-lesser-evil stance and will be advising third-party efforts (for free) on the ins and outs of government economics and finance?
