Obama's Pentagon Strategy: A Leaner, More Efficient Empire
In an age when U.S. power can be projected through private mercenary armies and unmanned Predator drones, the U.S. military need no longer rely on massive, conventional ground forces to pursue its imperial agenda, a fact President Barack Obama is now acknowledging. But make no mistake: while the tactics may be changing, the U.S. taxpayer -- and poor foreigners abroad -- will still be saddled with overblown military budgets and militaristic policies.

Speaking January 5 alongside his Defense Secretary Leon Panetta, the president announced a shift in strategy for the American military, one that emphasizes aerial campaigns and proxy wars as opposed to "long-term nation-building with large military footprints." This, to some pundits and politicians, is considered a tectonic shift.
Indeed, the way some on the left tell it, the strategy marks a radical departure from the imperial status quo. "Obama just repudiated the past decade of forever war policy," gushed Rolling Stone reporter Michael Hastings, calling the new strategy a "[s]lap in the face to the generals."
Conservative hawks, meanwhile, predictably declared that the sky is falling. "This is a lead from behind strategy for a left-behind America," cried hyperventilating California Republican Buck McKeon, chairman the House Armed Services Committee. "This strategy ensures American decline in exchange for more failed domestic programs." In McKeon's world, feeding the war machine is preferable to feeding poor people.
Unfortunately, though, rather than renouncing empire and endless war, Obama's stated strategy for the military going forward just reaffirms the U.S. commitment to both. Rather than renouncing the last decade of war, it states that the bloody and disastrous occupations of Iraq and Afghanistan -- gently termed "extended operations" -- were pursued "to bring stability to those countries."
And Leon Panetta assured the American public that even with the changes, the U.S. would still be able to fight two major wars at the same time -- and win. And Obama assured America's military contractors and coffin makers that their lifeline -- U.S. taxpayers' money -- would still be funneled their way in obscene bucket loads.
"Over the next 10 years, the growth in the defense budget will slow," the president told reporters, "but the fact of the matter is this: It will still grow." In fact, he added with a touch of pride, it "will still be larger than it was toward the end of the Bush administration," totaling more than $700 billion a year and accounting for about half of the average American's income tax. So much for the Pentagon's budget being slashed -- like we were promised -- the way lawmakers are trying to cut those "failed domestic programs."
The U.S. could cut its military spending in half tomorrow and still spend more than three times as much as its next nearest rival, China. That's because China, instead of waging wars of choice around the world, prefers projecting its might by investing in its own country. On the other hand, the U.S. under the leadership of Obama is beefing up its military presence in China's backyard, more interested in projecting its dwindling power than rebuilding its economy.

President Dwight D. Eisenhower once noted that every dollar going to the military is a dollar that can't be used to provide food and shelter for those in need. Today's obscene amount of military spending isn't necessary if the administration wished to pursue the quaint goal of simply defending the country from invasion. Maintaining "the best-trained, best-equipped military in history," as Obama says is his goal? That's a different story -- for a different purpose. Indeed, as Madeline Albright observed, possessing that kind of military might is no fun if you don't get to use it, as Obama has with gusto in Iraq, Afghanistan, Pakistan, Yemen, Somalia, Libya and Uganda.
The truth is that the Obama administration's "new" strategy is more of the same -- a reaffirmation of the U.S. government's commitment to militarism for the all the usual reasons: to promote American hegemony and, by extension, the interests of politically connected capital. And U.S. officials aren't shy about that.
Indeed, throughout the strategy document the ostensible purpose for having a military -- to provide national security -- repeatedly takes a backseat to promoting the economic interests of the U.S. elite that profits from empire. Repositioning U.S. forces "toward the Asia-Pacific region," for instance -- including the stationing of American soldiers in that hotbed of violent extremism, Australia -- is cast not just as a means of ensuring peace and stability, but guaranteeing "the free flow of commerce." Maintaining a global empire of bases from Europe to Okinawa isn't necessary for self-defense, but according to Obama, ensuring -- with guns -- "the prosperity that flows from an open and free international economic system."
Of course, that economic considerations shape U.S. foreign policy is nothing new. More than 25 years ago, President Jimmy Carter -- that Jimmy Carter -- declared in a State of the Union address that U.S. military force would be employed in the Persian Gulf, not for the cause of peace, freedom and apple pie, but to ensure "the free movement of Middle East oil." And so it goes.
Far from affecting change, Obama is ensuring continuity. "U.S. policy will emphasize Gulf security," states his new military strategy, in order to "prevent Iran's development of a nuclear weapon capability and counter its destabilizing policies" -- as if it's Iran that has been destabilizing the region. And as Obama publicly proclaims his support for "political and economic reform" in the Middle East, just like every other U.S. president he not-so-privately backs their oppressors from Bahrain to Yemen and signs off on the biggest weapons deal in history to that bastion of democracy, Saudi Arabia.
Obama can talk all he wants about turning the page on a decade of war and occupation, but so long as he continues to fight wars and militarily occupy countries on the other side of the globe, talk is all it is. The facts, sadly, are this: since taking office Obama doubled the number of troops in Afghanistan; he fought to extend the U.S. occupation in Iraq -- and partially succeeded; he dramatically expanded the use of killer drones from Pakistan to Somalia; and he requested military budgets that would make George W. Bush blush. If you want to see what his military strategy really is, forget what's said at press conferences and in turgidly written Pentagon press releases. Just look at the record.

Show AllWell, then why isn't Medea Benjamin endorsing Ron Paul in the primaries, since he is the only anti-war candidate running right now? Is ending imperialism the most important issue, even if the messenger is flawed? Decide what's most important, and then urge people to support the person carrying that message. We know Obama's bad. We don't need further proof of that.
If being anti-war is important, where do I see the name of Barbara Lee, the only person to actually vote against going to war, way back in 2001? Nowhere around here, that's for sure.
Is the most important message that we can only choose from among the candidates that WANT to run and who appear on corporate media?
Don't settle for this faux-Paul. I suggest again that WE choose to support the only person who stood up to the Bush-Cheney war-mongers. All by herself.

Barbara Lee is a good person, but Barbara Lee isn't on the ballot challenging Obama right now. Yes, you can choose to write her in, but that won't move the conversation forward: it will still be nobody vs. Obama and. Romney vs. Santorum vs. Paul in the primaries. It's not pretty, but that's the reality. Not one Democrat--including those who have railed against the wars--stepped up to challenge Obama and the Democratic party machine with an anti-war message.
The only posturing I see are these days are from so-called liberal leaders in Congress who won't step up and tear Obama to shreds for his atrocious policies. Instead:
"Congresswoman Barbara Lee (D-CA) and Congressman Walter Jones (R-NC) were joined by 40 Members of the House of Representatives in sending a letter to President Obama urging him to speed up the return of all U.S. troops from Afghanistan."
Boy howdy, now that's the ticket: a letter "urging" Obama to "speed up" troop withdrawl. Some would call that posturing.
Yeah, RP, because he wants to stop war. He also wants to stop all social programs and it goes downhill from there. Look at his whole agenda, instead of just his war policy.
Right-on, Joe Cool. Although a DEBATE with Ron Paul might turn out to be an eye opener for those fed a boatload of shit so long by Fox News that they have NO idea of their nation's ACTUAL foreign policy, this guy would be a BAD idea for the nation's social programs. Of course the Ron Paul True Believers would have us limited to an either-or frame wherein they'd argue that the funds liberated from overseas military "theaters" would vastly improve life here in the homeland. There are 2 problems with that assertion:
First, that Ron Paul may be to war what Obama was to a LOT of things, before he actually entered the Oval Office to make good on those promises.
Second, if the candidate is a fierce libertarian, the money saved on foreign aggressive enterprises would likely find itself siphoned off to domestic corporations and contractors... as Ron would probably go along with a trickle down fiscal policy. After all, he's no friend of the poor, infirm, uninsured, "illegal" alien, or the pregnant and unmarried, among others reliant on the Safety Net.
Ron Paul has clearly laid out his program. Go to his website. There are HUGE tax cuts for the rich. Davis-Bacon is dead meat. Abolish the Commerce Dept?! I guess the only reason he doesn't have the support of the Republican establishment is that they get all they want from Obama and all the rest of the Republicans. His only negative is opposition to the wars and tepid support for Apartheid in Palestine.
Wall Street completely controls both the Democratic and Republican party machines. Supporting a Dem/GOP candidate is a waste of time, money, and effort. I've been intrigued by this new party, but I just wonder why it is that they decided to found it right now, in the middle of an election season. Party-building takes work, and it just doesn't cut it to establish a new party for the seeming purpose of running a candidate in one particular election. What about all the other established third parties, aren't they deserving of support? I would rather back a party that's been around and has demonstrated some organizational muscle -- such as the Greens or the Party for Socialism and Liberation (pslweb.org).
Thank you, Lefttown (nice name, by the way). I am with you 110% of this. No other issues can get any traction as long as the US is committed to endless war on foreign peoples. That consumes all of our financial, political, and moral resources. With endless war, running towards a trillion dollars per year, then issues of women's rights, minority rights, environment, economy, education, health care, etc, etc., are lost in any case. First end our Empire, declare American militarism to be the mistake it is. Then we can think can begin to think about other issues.

It is easy to find fault with Obama for his tepid efforts at reducing expenses of the Pentagon, but the fact is, the man's policy marks an improvement over past and present practice. Remember when we were supposed to be ready to fight two wars at the same time? That is gone. And it is an improvement.
Change is incremental in this country, not revolutionary (much as Benjamin and the rest of us would like it to be). We should appreciate even the small changes--something we on the left often refuse to do. I say, Bravo, Mr. President! Now let's move on to the next step!

It takes courage to post at this site opposing the "either-or" mentality of most posting here. It would have been easy to condemn Obama for all he hasn't done--and there is a long list, I admit--rather than simply acknowledge what he has done. But I take my heart into my hands and post anyway.
NDAA doesn't relate to Pentagon spending. Neither does climate change. The fact is, the President is laying the groundwork for reduction of the military budget. What is to object to, anyway?
As for Panetta's ramblings about conducting two wars simultaneously (mentioned by others here), I would put little stock in them. He is trying to comfort the likes of Lockheed Martin and Boeing, companies he wishes to keep on his side.
Do not imagine that I will vote for Obama in the next election. Your concerns about Iran, NDAA, and climate change resonate with me, too. Still, a move away from a bloated military is a move in the right direction. Chill out, won't you?

We are condeming Obama for WHAT HE HAS DONE OR CONSPIRED TO VIA CAPITULATION: here is a brief summary.
Obama extended the Bush tax cuts and concomitantly downsized Head Start and Home Heating programs in the same bill so the 1% could keep their privileged status. Obama escalated the war in Afghanistan by quadrupling the troop levels. Obama signed executive order authorizing the assassination of Amerikan citizens without due process rights. Obama extended Patriot Act without due process protections. Obama continues to authorize drone strikes which many human rights organizations assert have taken thousands of innocent lives, i.e., non combatants. Obama provided a green light for BP to dump trillions of gallons of dispersants into the Gulf which numerous environmental organizations told us is one molecule away from anti-freeze. Green Peace additionally did a biological survey of the gulf and told us it is a dead zone with submerged oil caking the bottom of the Gulf. Obama also attacked whistle blowers on this issue as numerous CD asserted and contrary to his ‘so called’ transparency promise. Obama sunk both Single Payer and Public Option to advance a For Profit Health monstrosity in behind door deals with corporations as reported in numerous articles on CD. Obama voided habeas corpus; He appointed Bush’s assassination general McChystal in Afghanistan and later fired him for Petarus now CIA Director. He appointed numerous Bush economic advisors to head up his economic team including insider connections to corrupt financial interests like Guethnier, Summers, Volker and numerous others too many to list and additionally noted in article after article on CD. Obama despite promises to keep the internet neutral reneged by diluting the rules and opening the gate for corporate control. Now we hear that social security, medicate, and Medicare are on the chopping block via the so called trigger that was negotiated as a concomitant sell out to supersede the Cat Food bipartisan committee had they not agreed. The deal was done before the faux committee ever sat down at the table. Essentially the committee proved cover for the real deal that was hammered together behind closed doors void of transparency. Obama authorized the assassination of Osama by bowing to the myth of redemptive violence. Obama re-opened deep water drilling shortly after the press spot light was turned off. And additionally authorized expanded drilling off the eastern seaboard something Bush never did. Obama keeps advancing a fantasy called ‘clean coal’ to accommodate the coal industry payoffs to his campaign run (refer to Opensecrets . org), Obama has authorized more Mountain Top removal permits than the Bush administration. Obama deferred a decision on Tar Sands, kicking the issue into his next Administration after which his approval will bear no punishment. Obama helped destroy environmental accords which called for REAL reductions.

It is important to take a holistic view of the issues. For example, NDAA as well as the Military Commissions Act and so on are clearly predicated and based on the assumption that the entire world is a battleground, so civil liberties are what they are in a battlefield...void. It is certainly a military empire, and we can discern it from whichever angle we look at it.

There IS a covert propaganda war that works hand in glove with actual combat missions. What do you value most? It's true that Ron Paul is terrible on some issues and good on others, but again, what do you value most?

Sounds too good to be true. Is it more election year political theater? Talk of a Leaner Military does not jive with sanctions on Iran signed into law by Obama in December. Ron Paul calls the sanctions, 'acts of war'. Obama has imposed sanctions on dealing with Iranian banks and in June sanctions will be imposed on Iranian oil. Oil exports are half Iran's revenue.
The October surprise could begin to jell in June. Voters love to see the jets fly on CNN. Oil would spike and we would certainly need XL. Saudi Arabia says they will makeup the short fall of Iranian oil taken off the world market (proving there never was a shortage).
Obama and Romney will be in front of cameras trying to convince voters that they are the stronger one to defend America. Paul could slip into the White House on a don't 'Bomb Bomb Bomb, Bomb Bomb Iran', third party platform. The people crave change and not involving US in another costly war is the change people are looking for.

Regarding the quoted passage. Medea, in one of your previous articles, I commented that your assertion that there was going to be a 23% defense budget was inaccurate as a general statement, and I explained why, but the bottom line was it was a statistic generated by fudging numbers and it was a talking point by those trying to scare us not to cut the defense budget. I hope you realize that now. Besides that point, this is a good article by you and your co-author.

The only thing that will stop the Empire will be currency crisis that will force a new international currency system where the USD will no longer be reserve. When oil ceases to be priced in dollars, the Empire is finished and living standards in the US will drop further.

The small countries that tried to set up oil bourses not priced in USD were quickly taken care of (Iraq, Libya) and Chavez was almost taken out. Iran has set up a non-USD oil bourse as well. They are on the hit list.

The Chinese are hedging their massive holdings of US Treasury bonds. It is not in their interests to dump the dollar too quickly, but the trend is clear.
Meanwhile, for those who are lucky to have savings, where to put it? The dollar is not safe in the longer term. Japanese Yen? Norwegian Krona? Gold? Silver?
Imploding from within, no doubt it will continue. No amount of chair shuffling on the captains deck will stop the slide into the abyss !

What it did was leave our soldiers ill equipped and under staffed while feeding defense contractors. And by the way, did anyone notice a problem in fighting two wars back then with this same strategy in place? You simply call up our National Guard reserves and send them out without body armor.

Here is what they will do. They will take over their government, finish the sick democracy in name only, and start their own wars and occupations. But maybe that is what they do already. Announcing the new already reality.

Bird I always enjoy your participation on this forum. Nicely stated, but empowering one's vote outside of the corrupt duopoly is never a wasted vote in my opinion. It is a protest vote and the more people who understand and act on this, the bigger the message they send outward...
