War, Debt and the President
President Barack Obama touted his debt ceiling deal Tuesday, saying, “We can’t balance the budget on the backs of the very people who have borne the biggest brunt of this recession.” Yet that is what he and his coterie of Wall Street advisers have done.
In the affairs of nations, Alexander Hamilton wrote in January 1790, “loans in times of public danger, especially from foreign war, are found an indispensable resource.” It was his first report as secretary of the treasury to the new Congress of the United States. The country had borrowed to fight the Revolutionary War, and Hamilton proposed a system of public debt to pay those loans.

The history of the U.S. national debt is inexorably tied to its many wars. The resolution this week of the so-called debt ceiling crisis is no different. Not only did a compliant Congress agree to fund President George W. Bush’s wars in Iraq and Afghanistan with emergency appropriations; it did so with borrowed money, raising the debt ceiling 10 times since 2001 without quibbling.
So how did the Pentagon fare in the current budget battle? It looks like it did fine. Not to be confused with the soldiers and veterans who have fought these wars.
“This year is the 50th anniversary of [Dwight] Eisenhower’s military-industrial complex speech,” William Hartung of the Center for International Policy told me while the Senate assembled to vote on the debt ceiling bill. Speaking of the late general turned Republican U.S. president, Hartung said: “He talked about the need for a balanced economy, for a healthy population. Essentially, he’s to the left of Barack Obama on these issues.”
Michael Hudson, president of the Institute for the Study of Long-Term Economic Trends, explained the history of the debt ceiling’s connection to war:
“It was put in in 1917 during World War I, and the idea was to prevent President Wilson from committing even more American troops and money to war. In every country of Europe—England, France—the parliamentary control over the budget was introduced to stop ambitious kings or rulers from waging wars. So the whole purpose was to limit a government’s ability to run into debt for war, because that was the only reason that governments ran into debt.”
The Budget Control Act of 2011 assures drastic cuts to the U.S. social safety net. Congress will appoint a committee of 12, dubbed the “Super Congress,” evenly split between Republicans and Democrats, to identify $1.2 trillion in cuts by Thanksgiving. If the committee fails to meet that goal, sweeping, mandatory, across-the-board cuts are mandated. Social services would get cut, but so would the Pentagon.
Or would it? The Congressional Black Caucus and the Congressional Progressive Caucus opposed the bill. Congressional Black Caucus Chair Emanuel Cleaver called it “a sugarcoated Satan sandwich.” For fiscal years 2012 and 2013, the discretionary funding approved is split between “security” and “nonsecurity” categories. “Nonsecurity” categories like food programs, housing, Medicare and Medicaid (the basis of any genuine national security) will most likely be cut. But the “security” budget will get hit equally hard, which Democrats suggest would be an incentive for Republicans to cooperate with the process.
The security category includes “Department of Defense, the Department of Homeland Security, the Department of Veterans Affairs, the National Nuclear Security Administration, the intelligence community [and] international affairs.” This sets up a dynamic where hawks will be trying to cut as much as possible from the State Department’s diplomatic corps, and foreign aid, in order to favor their patrons at the Pentagon and in the weapons industry.
Hartung explained that the contractors, in addition to having the support of Speaker of the House John Boehner, “had Buck McKeon, the head of the House Armed Services Committee, whose biggest contributor is Lockheed Martin, who’s got big military facilities in his district, [and] Randy Forbes, whose district is near the Newport News Shipbuilding complex, which builds attack submarines and aircraft carriers. They used their influence to get people on the inside, their allies in the House, to push their agenda.”
President Obama’s debt ceiling deal is widely considered a historic defeat for progressives, a successful attack on the New Deal and Great Society achievements of the past century. Congresswoman Donna Edwards, D-Md., summed up the disappointment, in which half the Democrats in the House voted against their president, tweeting: “Nada from million/billionaires; corp tax loopholes aplenty; only sacrifice from the poor/middle class? Shared sacrifice, balance? Really?”
The Project on Government Oversight says of the “Super Congress” that “the creation of the committee doesn’t come with many requirements for transparency.” Who will be the watchdog? With the 2012 election coming up, promising to be the most expensive ever, expect the committee’s deficit-reduction proposal, due by Thanksgiving and subject to an up-or-down vote, to have very little to give thanks for.

The watchdog is about who will watch the Super Committee or Congress if you read Amy's article. Of course they will watch themselves but you need to look up ALEC, they are the watchdogs and the creators of the laws now being passed that destroy unions and social services.

I don't think what we have going on in this country can be correlated to Stalinism, but there are some commonalities to the demise of the USSR. Many economist and political analysts credit much of Russia's failure to an overabundance of military spending, while at the same time neglecting infrastructure spending. Sounds familiar, huh?
No government can exist forever by catering to the top small percentage of people while neglecting the majority.
While the Pentagon can't even make an accounting of it's spending to within over a trillion dollars, we are about to cut health benefits to seniors. Some of whom depend on this assistance for their very survival.
Yet how can anyone stand up to the Federal Government? How can we put a stop to this insanity? Sitting on the White House lawn might feel good, and I applaud those that are a least taking some kind of action. But does it initiate any real change?
I believe come November we are going to see WAR in Congress. By January we are going to see a huge revolution in this country, civil war, and lots of blood spilled among the citizens of the United States. People are angry, very, very angry out here. This is not going to have a good end to it. I cannot imagine people in this country are going to sit by and take this. If so, we deserve all the suffering we get.

Goodman is a journalist and not a politician. Her responsibility is to report the facts as she sees them honestly and thoroughly. Criticizing her for not also finding solutions to the problems which she covers is absurd.

Keep in mind, denruder, that it would be bad enough if Obamabots simply did "nada", however, the Obamabots that I know continue to cheer Obama like its still May 2008 and he is just getting ahead of Hillary in the primaries. Obamabots tell me how Obama is "so good at getting things done", and "isn't it great that Obama is raising so much money for his campaign", and then they tell me that they are sending Obama money for his campaign.
Amy and others are attempting to remedy the denial syndrome that afflicts Obamabots before any constructive actions can be advocated.

There needs to be some very real shaking-up of the Left. Some 'dividing' needs to be done. More than a few noxious 'Weeds' need to be pulled. Not saying Amy is one of them. (Everyone seems to treat her like their little sister.) She's pretty harmless. But take Robert Reich for example... the man is responsible for a large part of our problem. We all know what he and his cronies did to American jobs. We all know what Clinton and his goons did in Waco. But nothing is said of it here. These types – the regulars who form the public body of the Left – are either complete fools or simply partners in crime for benefiting monetarily from it all. They never change. They never come up with anything fresh. They never come up with solutions. They never deliver on anything except pointless protests (usually in their neighborhoods in D.C.) The "socialists" Bookchin is likely is referring to were the SPD or social democrats. They were a reformist (liberal) political organization. There were other socialist and communist parties that had revolutionary aims in pre-Nazi Germany and strongly opposed and fought the rise of Hitler. The SPD functioned like the Democratic Party does in the US: to move proto-revolutionary movements into a harmless direction as far as ruling class interests are concerned. If any political persuasion was guilty for the rise of Nazism it was the social democrats, aka, the liberals. They feared the masses more than fascism.
To avoid confusion with the social democrats (like the president of Greece today who calls himself a socialist) I will often use the term "revolutionary socialists." This distinction is not really different from the distinction that we would make between a capitalist democracy as we have in the US and Europe (that means democracy for the capitalist class) and a democracy that actually represented the demos or the majority of the population.

Thank you for expanding on what Bookchin meant when he wrote 'socialists'. Having read a lot of Bookchin's books and essays, I am quite certain that you are correct. And, thanks for the reference to Chris Harman's book. I peeked inside and read the first half of the first chapter on Amazon, and really liked what I read. I will be purchasing this book soon.

You raise an important point. I have been listening to DN! for over 10 years. It is a great source of daily information. However, like the Nation magazine which produces many great articles, DN! does not advocate what will actually make a difference: getting organized and building independent mass movements.

No, Denruter is not doing that in my view. Amy is not a "phony" progressive but she IS a progressive. The problem lies with the limits of progressivism itself. What our society needs is systemic change. Progressivism is an outgrowth of liberalism, which is reformist. We need to go beyond reform and neither Amy, the Nation or most progressives are willing to go there.

its pretty clear what is needed is concrete hard plans by progressives, about exactly what needs to be done, and far better communication about what Progressives are about. Progressives need an agenda to put into place Medicare for All, place a 90% income tax on over $5 million of income, pullout of the wars, universal college education, greatly increased funding to gaurantee all in the US basic food, shelter and medical care. Create living wage laws. Gaurantee the right of employees to collectively bargain and form all inclusive democratic union membership, legalise gay marriage, eanct anti discrimation protections for LGBT groups, gay/lesbian adoption in all 50 states, legalise mirijuana, end the war on drugs, legalise all non addictive psychedelics, and reduce the US prison population,end US prison privatisation, ban all corporate finance of politicians and corporate lobbying, ban all corporate issues advertising, create an independantly funded democratic media with its own independant taxation source so it is independant of congress and corporations, fund major programs to move the US off of fossil fuels and a interstate transporation program of the 21st century to create a comprehensive rail, bike and pedestrian transportation system providing convenient and comprehensive transportation for all and reducing the need to own a car and focusing on better urban design based on cell design placing shopping, work and home in walking distance, and moving funding away from road construction and parking lots that fuel our oil addiction, end real estate and commodities speculation for instance, that Progressives are populist, care about the constitution, and that the Republicans, despite what they say, are illegimate, are ripping the constitution apart, and go against everything that is democratic and good for the population to enrich a wealthy few. Republicans are not just destroying the New Deal and Great Society, they are going all the way back and destroying and opposing the founders of the Constitution themselves by creating a corporatist plutocracy and religious dictatorship. The article does mention how the Republicans are in fact totally opposed to Hamiltons work in creating a successful country, they also go against Jefferson who believed in seperation of church and state and small businesses. Republican policies entirely benefit large corporations which have driven many small businesses out of business, for instance and wish to further consolidate wealth into the hands of a powerful elite.
I totally agree that no concerted call for action has come forth with the exception of Ralph Nader and perhaps a few lone voices. We must learn how to rebel, react, and demand that changes must occur. Without organized pressure and action we will beshat on by Obama and the right wing ASAP.
Without taking responsibility and demanding change the status quo continues.

Very interesting.
I was very pleased to see John Gofman highlighted re nuclear, but I did not see anything on finally instituting the "Trial by Jury" as per Lysander Spooner. John Gofman went way out of his way to highlight and promote this essential check on the power and privilege of even a truly representative democratic government.
Overall, however, this Harry Braun and his ideas are a breath of fresh air in a very stale house.

Amy is a bit late to the party - I remember distinctly how euphoric DN was at the prospect of an Obama victory and how celebratory it was after the election. DN was warned about Obama repeatedly during the run-up in '08 and basically ignored or refused to cover all the red flags.
Would be nice if more of the "progressive" media did a mea culpa, but until they admit they screwed up its hard to take them seriously ..... Always "fierce" when it's too late. This closing the barn door after the horse (donkey) is out gets a bit tiring after awhile ....

See, here's the problem - it's called "accepting responsibility" or "admitting mistakes". If somebody doesn't admit they made a mistake, they are likely to repeat it.
It wasn't just Obama - in the run-up to the NY Gov. election in '10, when it was clear that Cuomo was another Rep in Dem's clothing, DN had an opportunity to interview the GP candidate on air and didn't do it.
I used to be a big fan of DN until I saw this pattern repeat over and over. Those who fail to critique their "stars" when they screw up are as bad as the Obamabots who fail to critique their hero. And the danger is the same - when these stars or heroes gain so much "street cred" they easily lead one down the garden path - over the cliff.
DN used to be better when it was lean and hungry - now it is "big time" and, just like its compatriots in the "prog" press, is showing an increasing sense of knowing just how far it can or will go. It is still (as it has been) a benefactor of identity politics - a bit more subtle than most, but the signs are still there ....
Hero worship is just as dangerous with media "stars" as it is with politicians ....
