Deficit Doves
Getting out of the red is the new black. Deficit hawks have swooped down on the U.S. budget. This week, they attacked unemployment benefits.
Ultimately, they are going after Social Security and Medicare/Medicaid, the venerable programs once considered untouchable "third rails" of U.S. politics. These have been replaced by a new third rail, the defense budget. To really deal with annual deficits and a surging national debt, we are going to need to cut military spending.
We need some deficit doves.
First, let's call it what it is: the war budget. The government formed the Department of War in 1789, and only in 1949 renamed it the Department of Defense. The war budget President Barack Obama recently sent to Congress, for fiscal year 2011, is $548.9 billion, with an additional $33 billion, which is the 2010 supplemental that is currently being debated in Congress, and $159.3 billion more "to support ongoing overseas contingency operations, including funds to execute the President's new strategy in Afghanistan and Pakistan." Recall, "overseas contingency operations" is how the Obama administration rebranded the "global war on terror."
This is just the publicly available war budget. There is also a "black budget," kept secret, for clandestine operations that former Director of National Intelligence Dennis Blair revealed was about $75 billion. As The Washington Post exposed this week, the post-9/11 security state has grown into a massive, unmanageable and largely privatized "enterprise."
Over 2,000 for-profit firms and over 850,000 people with top-secret clearance are engaged in military and intelligence activities, ostensibly for the U.S. government, with seemingly little or no oversight.
Rep. Alan Grayson, D-Fla., has submitted a bill, H.R. 5353, called "The War Is Making You Poor Act." Grayson, with a few Republicans and a number of progressive Democratic co-sponsors, wants to force Commander in Chief Obama to run his two wars with "only" the $548.9 billion base budget. The $159.3 billion saved would be turned into a tax break, making the first $35,000 of income tax-free, and anything left over would be directed to paying down the national debt. The bill is in committee now and may generate genuine bipartisan support. Grayson, when introducing the bill, highlighted a fact worth repeating: The U.S. war budget is greater than the military spending of every other nation on Earth, combined.
Meanwhile, at the National Peace Conference to be held in Albany, N.Y., this weekend, people are targeting the military budget. Students are organizing around the connection between war expenditures and education budgets that are being slashed, sparking protests at campuses nationwide. Another effort, called "Bring Our War Dollars Home," promotes action at the city council and statehouse level, along with grass-roots campaigns to pressure members of Congress to stop funding war.
The cost of the Iraq war was estimated by Nobel Prize-winning economist Joseph Stiglitz, with his colleague Linda Bilmes, at $3 trillion, calculating not only hard, current costs, but also the cost to society of caring for wounded veterans, and the long-term costs of having so many families disrupted by caring for their injured loved ones, or having a breadwinner killed in action. And that's just Iraq. As of May, the monthly cost of the war in Afghanistan surpassed, for the first time, the cost of war in Iraq.
Stiglitz was one of the many economists who said the economic stimulus package (at $787 billion) was too small. He argues that deficit spending, when done wisely, creates long-term returns for an economy.
Conversely, he wrote recently, "Deficits to finance wars or give-aways to the financial sector ... impos[e] a burden on future generations."
Economist Dean Baker of the Center for Economic and Policy Research says President Obama's Deficit Commission, formally the National Commission on Fiscal Responsibility and Reform, is a major cause for concern. The co-chairs are former Republican Sen. Alan Simpson and Democrat Erskine Bowles, who is on the board of Morgan Stanley, one of the bailed-out Wall Street firms. Baker told me: "Both are on record saying they want to cut Social Security. This should have people very, very worried. That isn't a balanced commission."
Cutting Social Security isn't the answer. Cutting war spending, and bringing the troops home, is. This is the job for the deficit doves.
Denis Moynihan contributed research to this column.

Show AllDefending the U.S. against terrorist attacks is futile when the root causes of terrorism are continually ignored. It is what I call blind madness. The mainstream media is obsessed with the threats of terrorism but remains clueless about the roots of terrorism.
The CIA, the Pentagon, the U.S. National Security State, and the U.S. Military Industrial Complex are the institutions that promote this national blindness. Our nation’s limited imagination of capitalistic technology and warfare to heal a broken world is the foundation for stupidity. The greed of Wall Street is the great cheerleader.
To me, there can be no discussion of Islamic terrorism without a discussion of American Empire.
"Defending the U.S. against terrorist attacks is futile when the root causes of terrorism are continually ignored."
What is continually ignored is the fact the US is the very cause of that terrorism.
"The CIA, the Pentagon, the U.S. National Security State, and the U.S. Military Industrial Complex are the institutions that promote this national blindness."
And international terrorism.
S.V.R., Don't forget the U.S. Chamber of Commerce and the compliant corporate media!
Although the article mentions deficit committee members Simpson and Bowles both out to kill social security, it fails to mention that Pete Peterson is also on the committee. Peterson's life mission is to kill social security.
Hopefully lots of college students will participate in the campus protests since they stand to lose even more than older folks.
Cutting Social Security and Medicare will result in millions of baby boomers never retiring from their family wage jobs, thereby resulting in millions lost job opportunities for young Americans, mostly college grads.
The U.S. has become a warmongering nation and the MIC has now taken first place in our overall economy, outrivaling in size every other major industry!!!!
When Congress decides that it's ok to cut Social Security and Medicare, they will see such a siege on Washington by retired people as they have never imagined!!!
I am ashamed of what our country has degenerated into because of the warmongering which has overtaken all of our other priorities!
President Eisenhower would be totally aghast at what our country has degenerated into in complete disregard of his dire warning against what America has become!
BRING OUR TROOPS HOME!!!!!
I wouldn't lose much sleep over that if I were part of the ruling class. The US storm troopers will have an easy time neutralizing granny and gramps with tazers, batons, sound cannons, directed energy weapons, etc. and hauling them off to jail for their protesting, er, I mean, terrorism. All to the cheers of the Tea Party imbecile traitors and the ruling class.
In 2008 an army battalion dedicated to "domestic unrest" was stationed in upstate New York to assure that local law enforcement has plenty of "backup".
And this year, drones were moved to the border with Mexico for "surveillance" purposes. Everything is in place now. Let the games begin!
They'll come home to quell the civil unrest, I'm sure.
Amy,
Excellent article!
Have been hoping for sometime you would deal with the SS issue, as well.
THIS is the stuff Americans need to see and discuss. Unfortunately, the immorality of our wars isn't enough to get folks to demand their end. But when people really understand that they are, basically, trading in their pensions (SS), their medical care (Medicare), their childrens' education, and a host of other things for "defense" spending that isn't defending them against anything real, enough of them just might have second thoughts about where their real security lies and behave accordingly .....
Obama is a corporate hack. Anyone who gets in the way of his objectives in this regard is summarily exiled or marginalized. Elizabeth Warren is the current object of his "March to the Sea," on behalf of his super rich benefactors. Why any rational person would believe a word he says is totally mystifying to me.
Following Wall Street, the insatiable appetite of the military/industrial complex is next in line to receive unlimited government largesse at the expense of the American taxpayers, and there certainly doesn't appear to be any end in sight.
Time to start waving the flag for peace and a healthy economy. Let the warmongers start behaving responsibly for a change.
What don't you understand about the Obamabots and their Obama cult?
If you are laboring in an attempt to appear intelligent, you must be absolutely exhausted by now.
HOPE in Obama is worth as much as the CHANGE in your pocket.
My change is worth more to me than Obama. It can't betray me.
Hope is worthless ... sure he'll throw a few scraps, but just to keep things at bay. Look at his voting record before becoming president and some of the things that he said. The Obama hype was always a delusion.
let's not forget that the medicare and social security is a SEPARATE TAX that is supposed to not be co-mingled with the rest of the federal budget.,.......
also up until 2018 when the baby boomers retire in masse - the social security tax IS RUNNING A SURPLUS!
that means more is coming in than is being paid out - the extra monies were supposed to be saved for the baby boomers to retire - but guess what - THE FEDS STARTING W/ REAGAN busted the trust fund and used the social security monies in the general fund.....
so putting the SS money into the general fund is a TAX INCREASE ON WORKING PEOPLE.
saying Social secuirty and medicare is bankrupting the federal budget is like comparing apples to oranges in mathematics.....
IE BULLSHIT!
and FDR set up SS that way EXACTLY for that purpose - so it couldn't be fucked with....
and it took 80 years for the vampires to figure out a way to do it.....
bringing back the wooden stake and fighting these vampires is a better way to save SOCIAL SECURITY!
and notice the vampires are millionaires and billionaires meaning they pay into Social Security a miniscule amount.....
and Obomba's answer a deficit commission loaded w/ anti social security people.....
fucking moron vampire corporate hack/shill......
good comment, but johnson started that practice to hide the cost of the vietnam war
They could simply remove the $106,800 salary limit. If you make more than that, then you can afford it.
by the way, they have been cutting social security,
the made the monthly payment based on your top 35 years of work
so they generally pay less now
previously it had been based on the top 10 years of work
With the majority of cowardly Americans shaking in their flip-flops at the thought of being invaded by unwashed goat-herders brandishing AK-47s, we are not going to see any significant reduction in the war budget soon. The fact that 2 major oceans need to be crossed by this "army", which doesn't even command a rowboat, does not seem to effect these chickenhawks.
The Kleptocratic Deficit Hypocrites (not hawks) are mostly the same ones who gave away trillions to war profiteers, so-called security agencies, military and financial aid to rogue nations like Israel and Colombia, Bankster Bailouts, subsidies to BigOil, BigAg, BigPharma, MIC etc.; tax breaks to the wealthiest americans, tax breaks to the wealthiest corporations and so on and so on.
Now that these kleptocratic hypocrites are done running up trillions in deficits, they want to steal OUR money. As comment below outlines, SS and Medicare are separate funds that are paid for largely by payroll contributions (disproportionately by working-class). They are NOT "Entitlements" it is OUR money, and does not belong to the neo-Aristocracy.
We need politicians who are not corporate whores, not lying hypocrites, not kleptocrats, not cowardly war-mongering necrophagists, cannibals, and parasites. To do this we need a ground-up overhaul. I don't want a dove I want a thinking, feeling human being who respects social justice and human rights. I know, this is unrealistic.
Not drawing SS yet / 5 years away. I usually try to vote FOR presidential & congressional candidates & not AGAINST them, but, Progressive or not, I will vote against anyone who so much as utters a word about cutting SS while mindlessly voting for endless war funding. Those of us in my age group typically vote without fail, and will prove to be a bad crowd for any politician of ANY party to get on the wrong side of. It might be time to consider just throwing all the bums out & starting over anyway ....
I'm with you on this. My understanding is they will nuetralize this by leaving the 58 and older crowd alone. Still, this is so much b.s. We could cut $300 billion easily and it wouldn't change the military preparedness argument one ioata. And, what about the missing mega-billions, the secret ops, etc. Make that $500 billion!
1.-Duly noted in the Joint Chiefs of Staff 2010 Quadrennial 100-page Review more than 10 times over: Absolute necessity of maintaining ONLY Volunteer Armed Forces. (A Draft might disturb domestic sheeple noninvolvement/amnesia in current endless wars on terror).
2.BUT could'nt Senior Sheeple turn into VERY ANGRY people "with nothing left to lose" should Social Security and Medicare no longer be available ....hey Define Freedom, there won't only be granny and gramps to contend with: don't forget foreclosed middle class, chronically unemployed and marginalized labor-age workers, frustrated teachers and pissed-off Latinos, nonObamabombarded Blacks etc etc ....
3.
They don't get the MSM press coverage their numbers warrant but Coffee Party adherents far outnumber the amorphous Tea Party Dick Armey paid-for wing-nut malcontents.
"BUT could'nt Senior Sheeple turn into VERY ANGRY people "with nothing left to lose" should Social Security and Medicare no longer be available ...."
Naw, they'll blame it on Obama and do nothing about it except stock up on Depends and Metamucil.
Amy is the only one pounding the link between national debt and war! Thanks Amy!
Actually, Paul Craig Roberts has been on this issue a long time, stating that deficit reduction should *start* by terminating the foreign wars of choice, and reducing the defense budget to restore faith in the dollar. He wants Social Security and Medicare preserved, and warns attempts to cut them could finally trigger revolution. I hope he's correct.

Remember this: just 10 years ago, we were having federal budget surpluses, but you all know about that blow-job thingie and the heathen Demoncraps and the evil Saddam, so Rush blabbed and blabbed and then we got the Rumsfield/Cheney cabal that had been in government since the 1960's. AND remember this: Both Rumsfield and Cheney gave both Saddam and Osama bin Laden billion$ so they could fight the evil Iran and Taliban.
Hmmmmmm......who is getting rich from all of this and who is paying for it?
In their defense (whoever "they" is, I dunno), I have to say that the evil twins, Dummy and Scummy weren't elected but appointed. Not that it helps.
Both Rumsfield and Cheney gave both Saddam and Osama bin Laden billion$ so they (Saddam and Osama bin Laden) could fight the evil Iran and Taliban.
I clarified the "they" above.
"The government formed the Department of War in 1789, and only in 1949 renamed it the Department of Defense."
Creepy enough is that in Orwellian terms the "DOD" may be the most dangerous example of newspeak yet concocted anywhere.
Creepier still is for the people to parrot the term unwittingly. Everyone do yourself and your community a favor and call a spade a spade: Department of Endless Illegal/Immoral Imperial Violence/Destruction.
If you don't mind, I'll stick with Department of Warmongering, it's shorter and easier to pronounce.
"The U.S. war budget is greater than the military spending of every other nation on Earth, combined"
The congrussian who harped that line is doing the people a small favor by doing so, but it's terribly damaging in that it splinters the people's energy among an impossible number of issues.
It's true that the USA is the most belligerent nation on the planet today, and puts far too much energy into the violence enterprise. But that's merely one facet of a far more pervasive problem: The USA puts too much energy in almost every enterprise (except those that benefit the people).
The USA burns four times the world average in calories per capita, IN GENERAL. Look at the amount of per capita energy expended in the USA in all these sectors:
advertising/marketing
litigation
finance
healthcare
transportation
education
shelter
food
energy
military
information
entertainment
travel
It's mind boggling. And to what end?
Eisenhower is rolling in his grave.
When they're done with Social Security (not that there's anything left in coffers) and Medicare/Medicaid, they'll go after the 401k and IRA, provided the gamblers on Wall Street haven't pissed it all off. After that there's nothing else left so I anticipate, they'll start forcing us to donate our blood or even tax it by the liter.
"Both are on record saying they want to cut Social Security. This should have people very, very worried."
Don't think of it as cutting Social Security, think of it as making new friends and compatriots for homeless vets.
The stupification of the US public astounds me. How many people in the US have died due to terrorism since 9/11? Does anyone have the figure for that? Not more than a handful, and some that are attributed to Al-Quaeda clearly weren't, but the public has so little memory that they now think the Fort Hood shootings were accomplished through the Al-Quaeda network, not some crazed psychiatrist who likely went off from listening to his patients enumerate the war crimes they'd committed against the Islamic people. If people had a lick of sense they'd know that they're in much more danger from lightning than a terrorist, yet they're willing to shovel any amount of money to the Pentagon because they've bought into this absolutely transparent lie. What a spectacular hoax!
When is the public going to wake up to the fact that they've been swindled of their Constitutional Rights, their livelihoods, their financial opportunities, their security, and apparently their sanity, all over a phantom danger? It's gotten to the point that the media can disperse the most insane doublespeak and the public will gobble it up as God's own truth. They don't even bother making their statements credible anymore. I swear, I feel like I'm walking among the living dead.
