Bankrupt Thinking
What in the world is the Obama administration thinking? The GM bankruptcy -- entirely avoidable -- seems designed to hurt every constituency it is supposed to assist.
First, as to the avoidability issue: There's no doubt that chronic mismanagement and the deep recession have left GM in dire straits. But with the government pouring tens of billions of dollars into the company, it is clear that needed restructuring could have been done outside of bankruptcy. By last week, even the problem of bondholders who sought $27 billion from the company (the government and GM were offering a 10 percent stake in the new company) was moving to resolution. Yet the Obama administration's auto task force has plunged GM into bankruptcy nonetheless. Why? There's no obvious answer to that question.
Why does it matter? It matters because bankruptcy may further tarnish GM's already very weakened brand, and make recovery for the company much more difficult. It matters because it creates some unique problems. And it matters because it forecloses -- or, at least makes more difficult -- other ways to reorganize the company.
The GM/auto task force plan for bankruptcy and restructuring -- shaped by a secretive, unaccountable group of Wall Street expats without expertise in the industry -- seems designed above all to perpetuate GM as a corporate entity. Preserving corporate GM should be not an end, but a means to protecting workers and their communities, preserving the U.S. manufacturing base, forcing the industry onto an innovative and ecologically sustainable path, and advancing consumer interests. It fails to meet any of these objectives, in entirely avoidable ways.
GM probably needs to be downsized, but there are questions about the extent to which it should be downsized and the method. There are very significant questions about decisions being made to eliminate brands, close factories and terminate dealer relationships. The auto task force may well be needlessly costing tens or hundreds of thousands of jobs at auto plants and suppliers. It has authorized the closing of many hundreds of GM and Chrysler dealerships, even though these dealerships do not impose meaningful costs on the manufacturers. Dealership closings alone will result in more than 100,000 lost jobs.
While there is probably a need to reduce GM's capacity, there is no need to cut worker wages and benefits. Auto worker wages contribute less than 10 percent of the cost of a car, so even the most draconian cuts will do little to increase profits. Yet the Obama administration's auto task force helped push the United Auto Workers into further acceptance of a two-tier wage structure that will make new auto jobs paid just a notch above Home Depot jobs. This will drag down pay across the auto industry, with ripple effects throughout the entire manufacturing sector. Stunningly, the Obama administration brags that "the concessions that the UAW agreed to are more aggressive than what the Bush Administration originally demanded in its loan agreement with GM."
The ultimate evidence of the task force's disconnect from its public mission is its approval of GM plans to increase outsourcing production of cars for sale in the United States. GM has now disclosed its intent to begin production in China for sale in the United States. What is the possible rationale of permitting a company propped up with U.S. taxpayer funds to increase production overseas for sale in the U.S. market? The point of the bailout is not to make GM profitable at any cost, but to protect the communities that rely on the automaker, as well as U.S. manufacturing capacity.
Finally, if the Chrysler bankruptcy is a harbinger, the bankruptcy is likely to wipe out the legal claims of people injured by defective and dangerous GM cars.
None of this need be so. The government could have averted bankruptcy. It could have sent its plans to Congress for more careful review. It could have demanded that worker wages and conditions be maintained or improved, rather than worsened. It could have been more surgical in the downsizing it is requiring, and more forward-looking at preserving manufacturing capacity. The government could (and still can) choose to accept sucessorship liability in the New GM for the injuries inflicted on real people by Old GM.
Some of these avoidable harms can still be averted, if the Obama administration chooses to exert the control that attaches to owning 60 percent of GM. Unfortunately, President Obama says, to the contrary, that "our goal is to get GM back on its feet, take a hands-off approach, and get out quickly."
More on a different way to manage the GM restructuring in my next column.

Show AllGM = Gudong Motors? Soon we'll all be riding cheap Chinese bikes and they'll be driving Hummers. Mission Accomplished for the Wall St. and Industrial elite.
Having been to China, I can tell you that their economy is prone to crashing and is very shakey. When their economy crumbles, they won't be driving hummers either. In fact, the Chinese are not as dumb as we would like to believe. They're very shrewd and cunning.
"Soon we'll all be riding cheap Chinese bikes and they'll be driving Hummers."
Sounds fine to me. Let them waste their money on that useless crap and lose 40,000 citizens each year due to car accidents. I'll be happy walking, biking, and taking the bus, like I have been doing since before high school.
I used to take the bus all throughout high school despite my getting laughed at by my high school mates. I did get into a fight with a few of them and got into trouble for retaliating though. I wonder what percentage of high school students will be driving their cars to school as the price of gas goes back up and Peak Oil inevitably strikes.
What a situation! Has there ever been a Democratic President who so quickly fouled everything up, and so egregiously?
Almost no one on the left is even trying to defend Obama anymore. The phrases seen in this thread--"worst political turncoat in US history" and "Trojan horse for the plutocracy"--ring true.
Just to make things weirder, the hoi polloi still like Obama just fine--not that I entirely blame them. Even I admit Obama is as charming as his decisions are bad. After eight years of Bush II, even the Worst Democrat Ever™ is better than today's Republicans.
Meanwhile, the right has no idea whatsoever what's happening and are busily portraying Obama as a socialist. Some things never change.
But for us on the left, it's just surreal. We're riding this big anti-Republican tidal wave. We face the biggest, baddest, smelliest Aegean stable anyone has ever seen. We desperately need a super-progressive--an FDR on steroids.
And we get this dud, who has in my view already fouled up more than the last three Democratic Presidents put together. And yet the only people who can see what's happening are on the left.
How did we get into this mess?
My answer is that the Democratic Party has been taken over by some bad sorts and is crusin for a bruisin. It's just a theory, offered for its explanatory value.
Early warning signs were the low-down, over-the-top ad hominem campaign against Hillary Clinton, the rigging of the nomination through weird vote accounting, the bad behavior of some of Obama's fans (who seem to hate Democrats more than anybody), the rabid anti-Clintonism of many Obama people (Clinton-haters are not so cool; I'm sure they will destroy any party they're in), the ruination of the "progressive" blogs (who repeated hoary old anti-Clinton smears from the 90s; it doesn't get any lower than that), and Obama's scant but dismal political record, which included such gems as voting for the Cheney energy bill.
Those are just some of the reasons I voted for Cynthia McKinney. I strongly suspected my party had gone bad. No real Democrat would call a fellow Democrat a racist.
Based on my experience, the people behind Obama--the people who have taken over the Demopcratic Party--are foul-mouthed Philistines, given to misogyny, irrationally Clintophobic, who don't mind fighting dirty against fellow Democrats. They represent a hostile takeover of the Democratic Party by people who are hardly Democrats at all. Hence Obama the Trojan horse.
I am still waiting for all those who voted for Mr. Obama to publically excoriate themselves as repentance.
Until this is done by the many who got taken in by the Obama road show, I will not trust the judgment of any who post here.
I think no matter who won the election it was going to go the way it has. Voting is an every 4 year show for the public. The Presidents are figureheads, not leaders. We don't ever see the people who really pull the strings.
You mean you won't trust those who post who voted for Obama without admitting their error. Some of us who post here saw his bs coming early on and didn't vote for him.
If you take 5 1/2 hours to educate yourself, you will see how the system really works and how it is doomed to fail. Remarkably enough, this is the good news.
If you are sick of all this and are looking for a way to get out of this kind of insanity, take a look at this film, it shows how money is created and works in our system. It is a BIG eye opener. It is an education you won't get in any school.

If you have gone this far, then you will see how things can be if only we are willing to claim it for ourselves by watching this... http://video.google.com/videoplay?docid=3932487043163636261
We need real change and the good news is, as we were told during the run up to the election that we are the ones we have been waiting for. Well, we ARE the ones. We can change all of this.
We are all in this together and we can make a better world for our children. The time is now!
UAW wages close to Home Depot's. That's the idea. Driving down wages to align ourselves closer to the world's cheaper labor classes. And without universal health care, which even Mexico gives to it's people. After all, how else can the plutocrats entice foreign corporations into buying US companies once Obama's boys from Wall St. deliberately pushes them over a cliff?
Canada now owns 10% of GM. Today we learned China wants to buy Hummer. I dont believe for one second that this wasn't in the works before Obama forced GM into bankruptcy. Wonder how Goldman is making a killing on this deal?
As unemployment continues to rise, American workers will be so desparate to hold onto a job, they will accept anything. As the UAW has just done, and Obama brags about.
NYC workers just agreed to pay a huge chunk more of their own health benefits to save the city a few million, and delay their layoffs for 90 days. Once this shit starts, it never ends. The city will keep taking back more and more, just like Obama forced on the UAW.
quickstepper they weren't thinking anything they are doing exactly as ordered by the powers
that be in this world. they paid for this clowns election naomi klein explained to us.
US govt works for US boss class elements, slave. That doesn't include you, slave. Pay, slave.
Resign Geithner and Summers.
Replace them with progressive economic advisors who will pass progressive economic policy that works from the bottom up.
What was the Obama admin. thinking? I asked myself the same question when I read in a newspaper headline that the US plans to strengthen economic relations with China- despite human rights abuse allegations, loss of US jobs to China, poor quality in their mass-produced goods and involvement in disastrous environmental projects such as the big dams.
The November elections did not usher in an era of progressive economic policy. We will have to push for it.
Yes, good points!
Have we already forgotten the melamine poisoned dog food and other consumable products manufactured in China that were sold in this country?
We should be using whatever influence we have to encourage China to adhere to the most basic, minimum safety and humanitarian standards!!
Then, we should be doing that in our own country, too.
PAProgressive,
Exactly. Get rid of Geithner and Summers. But we need to go further. I would suggest to people that they take their money out of the big banks and put them in local banks or credit unions. This is the way to begin killing the bankster class. Otherwise they can find another pair of stooges like Geithner and Summers to serve as their patsies.
There's a lot more to bankrupt thinking than what is presented in this article. This article and most of the comments miss the real culprit of bankrupt thinking. It is the lack of creativity that has crippled our auto economy permanently. Recently, I've seen commercials showing kids cutting out their wooden derby cars as if they're inventing something. In the real world, tell how many of these kids get to be real inventors. First, inventors are often grounded by law and have no say over their creations. This is what allowed GM to misbehave and halt creativity for nearly a century. Without competition from within, competition is bound to come from elsewhere and the foreign auto companies inevitably stepped in to fill the void and create some competition. GM is a dying devil and deserves to perish. Second, we are all guilty of resigning ourselves to settling for the same old brand names and not trying something new even if it is an unknown brand name. You have the right to ask and know before you try anything out. So in effect, we are rewarding copy cat idea stealing and yet punishing creativity.
brand name... That's how Obama got elected.
And boy did I fall for it when I suddenly shifted to Obama on the last minute. Might as well say I fell into the trap yet again and got egg all over myself.
I support Obama in general. But I have to admit, I'm getting really tired of these incremental, unimaginative solutions his administration is coming up with. It's like he's a rock star, and the audience keeps complaining they can't hear. And all he does is turn up the volume a little more than usual. Come on already, turn it up to 11! Your audience is leaving the stadium.
Incremental is right. When he shoves it in a centimeter at a time, it doesn't hurt as much and you don't notice it as much. Obama is merely change in speed, not direction. Fight back! Don't spend. Help your neighbors and live frugally. Frugality is freedom.
Maybe they declared bankruptcy because they were already bankrupted.
The USA could declare Bankruptcy too and restructure the system.
Facing reality could be a very painful way to get real.
In the end only the people are to big to fail.
theft is such a rush, and the rewards so tangibly sweet..especially on a corporate\national\global scale...and some of those hookers are so damn fine...oh, God, yes...oh, God...yes, YES!
keep your eyes on the Social Security money in the coffee can on the shelf over the sink...
Global Start Date: September 22, 2012...no more automobiles, and no more auto-related industries...let's get those gardens growing!
The Chinese press was reporting a few months ago that some Chinese auto companies wanted to buy GM and keep the plants open in the US to make cars to sell to Americans, but that the US administration would not entertain their offers. That would have far better protected the US communities and workers.
Either Obama is an ill-informed manipulated clown or he is a slick con-man working for the plutocracy. Like RichM, I am inclined to believe it is the latter.
What was the Obama administration thinking?
The point is that they are not thinking. They simply jump whenever and wherever Wall Street tells them to do so.
This country is doomed. Obama may well be the worst political turncoat in US history.
q
Give it a week, or after he returns from his speech telling muslim countries a line of bull, he'll be out on a tour or townhall meetings telling us he'll fight for us. Ha ha. Easy O! Fight for the plutocrats to hell with everyone else.
BO is not a political turncoat. He's doing exactly what the owners of our government are telling him to do, just as he did during the campaign. The fact that so many fell for his pretty words and Madison Ave packaging - despite plenty of warnings - isn't his problem: it's yours.
Snake oil: any product with exaggerated marketing, but questionable or unverifiable quality or benefit.
Exactly, Frank. The people who have fallen for BO's BS are the problem. But, they will never take any responsibility nor learn anything from their mistaken vote.
q: "Obama may well be the worst political turncoat in US history"
you said it all brother
This country is doomed.
Our children and grandchildren will live in a nation which, economically, will resemble Turkey, Argentina and some eastern European countries. Or we may wind up being a smaller, discounted mercantile tyranny like China. In that sense, yes, this nation is doomed.
China's future is far brighter than the future of the US.
They're doing what Wall St tells them too, all right, but they're perfectly conscious of it. It's intentional, deliberate, & with malice aforethought. They know exactly whose nest they're feathering, & which groups they're ruining.
They're basically destroying everyone except for certain sections of the investor class. Obama is the plutocracy's ultimate Trojan Horse.
Exactly. I think we all "get it" now. Obama used to say he "got it". Now we know what he meant. King Con.
Plutocracy's Trojan Horse. Exactly.
The intrusiveness and bullying of this administration is beyond belief. Obama sees himself as a person who can do no wrong. The unfortunate reality is he appears unable to do anything right. Would you buy a car from Obama Motors? I wouldn't!
I don't drive, so I wouldn't buy any car. But I'd be happy to ride some mass transit system manufactured by them...if they would make them.
I know Moore pitched the idea of "build those trains" yesterday. GM switching production lines over to do this would take several years plus development of the idea that isn't even on the table is, well, pipe dreams of extreme proportion.
FIAT is a more immediate answer if you want mass-transit and rail technology today. They are already in the loop and in production. However, Bombardier would probably give Fiat a challenge over any "future" contracts the GOVT might place for Amtrak, etc. Fiat is already geared up to put small vehicles in the US via Chrysler (now Fiat) dealerships, I wouldn't be surprised if any new train technology stateside came out of Fiat's yards.
To be fair, quick turnaround of manufacturing at GM plants may not take years...during WW2, plants went from making cars to tanks and planes pretty damn quickly. It just takes political will.
Political will bankrupted GM.
Boeing made planes and WWII made Boeing what it is today. I don't remember Boeing making cars. Engines used to fly them came via Dodge-Chrysler plant.
Tanks to cars. There was quite a lot of technology from Trucks used in the making of Sherman Tank (Chrysler). I don't know what a GM SUV today could offer a light rail, tilt train.
And, let's be fair. US Auto industry had been working on securing Defense projects years before our country declared war. Several years, as a matter of history. But, if we remove all the history and behind the scene work, and just look at when the project was officially on the books and the time the first tank and MIL truck rolled off the line, one would think it was pretty damn quick!
When the fed war project was official and in the pipe, Chrysler, Dodge, Boeing were what we call 'shovel ready'
FIAT is shovel ready.
GM is bankrupt.
With Government "ownership" GM will realize advantages that will bankrupt or "nationalize" other car companies.
GMAC was threatened ..no problem, we can turn it inot a bank with FDIC protection and TARP money?
Now Ditech can compete in the mortgage market with Bank of America, Chase and Citibank who have received their own TARP slush funds.
What about banks that did not recive TARP money?
How can they compete - bankruptcy???
And how can Ford compete, and Toyota and Honda and Hyundai
No problem ... Ford can receive US money and Toyota can receive Japanese money and Hyundai can receive Korean money
And why not free money to other industries who need to compete.
Environmental regulations.... oversight (of the government)
Global money wars now replace trade wars.
This is better than a tariff...
As with all other "well intentioned" fixes, this will spin out of control and the world will suffer.
Usually Socialism is a further stage of capitalism.
This is not socialism as many right wing nut jobs declare...
This is a whole new phase of Capitalism which may lead to the death of capitalism ... and what's next???
Karl Marx also foresaw what "that" is:
he said that capitalism reaches such a height of disarray from its own basically WRONG fundamentals : which we understand today as "monetizing" policies, suppression of wages which can not support consumption , overaproduction of goods and services that are not supportable by chronically suppressed wages (and it is in this way that the USA basically dictates to the REST of the world economies to suppress wages, founded on the dollar hegemony manipulation by the USA while it accuses others of currency manipulation) --
and many more we are now familiar with.
then he said that when it reaches that and can not really find "solutions" -- it resorts to a kind fo STATE capitalism...
BUT always with the intent to KEEP afloat the capitalist system...meaning even more of the same, except through "socialised" support of PRIVATE monopolies and enterprises and all the accompanying policies (such as of course low wages, artificial "scarcity" , etc.)..
and THEN because even THAT will not work...it resorts to FASCISM - the full =blown partnership between the "institutions of the state and private enterprise and corporations" (as Benito Mussolini was credited with defining : "Fascism should REALLY be properly called CORPORATISM...for it is the partnership between Corporate power and the Institutions of the state to ADVANCE the interests of the RIGHT" --- NOTE --he SPECIFICALLY mentioned the RIGHT WING)
THIS fascism
according to marx
"is a SPECIAL PHASE of capitalism as it accelerates towards its eventual self-destruction".
I am waiting for CommonSenseism.
The new GM, streamlined and outsourced to China??? Not good.
"Yet the Obama administration's auto task force helped push the United Auto Workers into further acceptance of a two-tier wage structure that will make new auto jobs paid just a notch above Home Depot jobs."
I wonder if Obama plans on pushing Congress to take pay cuts like the rest of us are doing in just about every sector of this fast-failing global society?
gail: cutting back congressional pay is a canard
they get most of their money through illegal kickbacks and selling out the country to the corporations
the base pay is a moot issue
when not providing oral sex in the men's room or pooping in their diapers with two hondo whores - congressmen can be found kissing israeli butt and taking advantage of their expense paid luxury trips to every exotic locale you could name
sweet
10% off their pay won't do much
ma g,
You're right except for one thing: Pay-cuts are greater than 10%. What I earned 25 years ago is $2.00 per hour short today!
It doesn't matter how advanced your education might be. Today, you either take what they offer or you join the unemployment line.
