Bus To Tour Europe Lobbying For Cluster Bombs Ban

BELGRADE - A bus carrying campaigners against the use of cluster bombs will visit European capitals in the next two months to lobby governments to ban the munitions.

"In every conflict in the last 50 years there's an increased use of cluster bombs," said organiser John Rodsted, adding it was a legacy "that simply does not go away, they don't defuse themselves, they lay in the ground, in the trees, in the rocks". Cluster bombs kill or maim thousands of people every year.

With two months remaining until the international treaty banning cluster bombs is opened for signature in Norway, civil society representatives are calling on all states to announce their intent to sign. All of the 42 African states gathered in Kampala for a regional conference today agreed to an action plan that calls for the earliest possible signature and ratification and 28 made firm commitments to sign on December 3 2008.

US Campaign to Ban Landmines

After more than a month off, the Senate is back in DC starting today. It is currently slated to end this year's work on September 26. Before Senators leave town, they need to put their names on S. 594, the Cluster Munitions Civilian Protection Act. The act limits the use, sale, and transfer of cluster munitions that do not meet a 99 percent or higher functioning rate. It also requires that the weapons be used only against clearly defined military targets, not in areas normally inhabited by civilians or where civilians are known to be present.

Georgia has admitted dropping cluster bombs during its attempt to regain control of its breakaway province of South Ossetia, a human rights group said today.

Human Rights Watch said it had received a letter from the Georgian defence ministry acknowledging the use of M85 cluster bombs near the Roki tunnel that connects South Ossetia with Russia.

US Campaign to Ban Landmines (USCBL)

Representatives of the US Campaign to Ban Landmines and Cluster Bombs are in Denver at the Democratic National Convention speaking to delegates and elected officials about the global treaty to ban cluster bombs that will be opened for signature in Oslo, Norway on December 3, 2008. This will be the first major international treaty to come up following the US elections.
