Isolating Fidel Castro only helped consolidate his iron grip. Political and trade sanctions hurt the Cuban people more than his regime. Washington has been so trapped and so much of a hostage to right-wing Cuban exiles in the United States that it wouldn't even take advantage of the end of the Cold War to change course.
