Public Interest Group Releases Citizen's Guide to Impeachment
 
WASHINGTON - November 11 - Essential Books today released "A Citizen's Guide To Impeachment" by freelance writer and constitutional scholar Alan Hirsch.

The 40-page guide, written in a question-and-answer format, discusses various aspects of impeachment, from the role of the House and Senate to the meaning of "high crimes and misdemeanors" to many questions that most commentators have not even considered (for example, whether the Senate can convict the President but choose not to remove him from office).

"I wanted to write something to help the American people follow and understand what is happening as the impeachment process unfolds," Hirsch said.

Clearly written, the guide includes many examples from history, some of them colorful or amusing. People can either read the Guide straight through or can use it as a handy reference as particular questions arise.

Hirsch, a graduate of Yale Law School, has written extensively on the law in both scholarly and mainstream journals. He is, along with Yale Law School Professor Akhil Amar, the author of "For The People: What The Constitution Really Says About Your Rights" (FreePress, 1998).

This new impeachment guide "presents timely material for citizens and journalists who are following the current process underway in the Congress," said consumer advocate Ralph Nader
