		Statement by Ellen R. Malcolm, President, Regarding House Impeachment Vote

		WASHINGTON - December 20 - Following is a statement by Ellen R. Malcolm, president of EMILY’s List, a grassroots donor network which supports pro-choice Democratic women for Congress and governor, regarding Saturday’s vote by the U.S. House of Representatives to impeach President Clinton. "Yesterday was a sad day for American democracy. "President Clinton should not resign from his office. If he allowed a partisan majority in Congress to force him from office, his resignation would imperil our system of government. Americans re-elected President Clinton in 1996 and reaffirmed his leadership in the November elections. Polls consistently show the American people want him to finish his term. The Republican efforts to force President Clinton to resign would undermine a central principle of democracy that requires that the majority elects the president. "It appears to me that the Republican House leadership lost its perspective and acted out of purely partisan rancor. It was, I think, an irresponsible abuse of power to impeach the president while our troops were in harms way near Iraq. It was irresponsible and unfair for Republicans to use their House majority to block a vote on censure. Instead of unbiased investigators, they acted as if they had finally caught their enemy and were terrified that he would wriggle out of their grasp.
