Kucinich Legislation Ends the Extrajudicial Killing of U.S. Citizens
Bill Protects Constitutional Right to a Fair Trial
WASHINGTON - May 19 - Congressman Dennis Kucinich (D-OH) announced today that he will introduce legislation that would end the practice of targeting U.S. citizens for extrajudicial killing. Earlier this year, The Washington Post and The New York Times revealed that the Obama Administration was continuing the Bush-era policy of including U.S. citizens on lists of people to be assassinated without a trial. Kucinich has spoken out forcefully against revoking the basic constitutional rights of American citizens for simply being suspected of involvement with terrorism, and he is currently recruiting cosponsors for his bill.
"Congress has the responsibility to protect the rights of all U.S. citizens," wrote Kucinich
The full text of the letter follows:
Dear Colleague:
Earlier this year, The Washington Post and The New York Times revealed that the Obama Administration was continuing a Bush-era policy of including U.S. citizens on lists of people to be assassinated by the Central Intelligence Agency (CIA) and the Joint Special Operations Command (JSOC). These citizens have had no trial.
Under such a system, U.S. citizens are added to the list simply for being suspected of involvement in terrorism, in subversion of their basic constitutional rights and due process of law. Their right to a trial and to present a defense is summarily and anonymously stripped from them. Following the 2008 Supreme Court ruling that detainees being held indefinitely in Guantánamo Bay were to be afforded habeas corpus rights, thirty-three of thirty-nine detainees were ordered released on the grounds of insufficient evidence to support accusations of their involvement in terrorism. If a U.S. citizen is added to the targeted assassination lists based on accusations absent judicial review, their punishment is death.
In a hearing of the House Select Committee on Intelligence earlier this year, Director of National Intelligence Admiral Dennis C. Blair testified that the President authorizes such operations if it is deemed that they are seen to pose a "continuing and imminent threat to U.S. persons and interests." Leading legal scholars such as Bill Quigley, the Legal Director of the Center for Constitutional Rights, and the UN Special Rapporteur on Extrajudicial, Summary and Arbitrary Executions are among the legal voices challenging the legal authority for the U.S. government to conduct extrajudicial killings.
Intelligence operations that have virtually no transparency, accountability or oversight raise serious legal questions, particularly when the outcomes of such programs constitute possible violations of international law and violations of the Constitution of the United States. Congress has the responsibility to protect the rights of all U.S. citizens. We must reject the notion that protecting the constitutional rights of some citizens requires revoking the rights of other citizens. My legislation would reaffirm our commitment to upholding our nation's basic constitutional principles, and prohibit the extrajudicial killing of United States citizens abroad.
Sincerely,
Dennis J. Kucinich
Member of Congress

Show AllExtrajudicial Killing (Murder) of U.S. Citizens ...
but killing human beings from other tribes is still a 'good' thing???
This is kind of a sureal world we are living
in now isn't. Are we supposed to feel good
about this?
You're damned right we are supposed to feel good about this. It's a start to restoring decency and civil liberties that the fake "war and terror" has illegitimately granted license the government to revoke. Thank God for Kucinich, no matter his reluctant compromise on the health bill. My God, you denounce this restorative bill because it's only part of the remedy - how stupid.
You are right !!! What happened to the 1.5 Million Iraqis and Afghans who never threatened the United States and were murdered....Imagine a military that goes out and laughs as it kills "Squirts" or "Sand Ni__ __ers"! Imagne a President who sends in Drones to murder "ALLEGED": Militants, Insurgents, or Taliban and then winds up killing unarmed civilian "SQUIRTS" and lies about it.....
The Propaganda Machine of "The Power Elite" keeps feeding the American Public "Misinformation" and the American People are so ignorant that they believe their leaders who create a falsified version of reality.
Dennis is the Ralph Nadar of this decade. When Rahm Emanuel said that the Progressives would all vote for the health reform....he knew the progressive sheep would be led in by Kucinich....
Ron Paul stood up in Congress and denounced the "Assassination List" to a non existing audience.
We have been watching the Germanification of the United States...1. Use a "False Flag Event" to create mass hysteria and "FEAR"...2. Set up the solution, attack two muslim nations 3. Suspend "The Rule of Law" 4. Establish a tyrannical government with no oversight. 5.Create a permanent enemy that the people can focus on as the cause of their problems,Muslims and Illegal Immigrants. 6. Alter History with fabricated "Official Versions" of Events. (The CIA created al-Qaeda under the direction of Zbigniew Brzezinski with hundreds of millions of dollars and put The Taliban in power, yet a man who gave $23,000 to al-Qaeda will be spending the rest of his life in prison and Zbigniew gets to tell Obama what to do!)
People can not see the obvious, a demand for a "New World Order" by The Obama Administration and all its Council on Foreign Realtions Members and Tri-Lateral Commission Members. "The Rule of Law" is "The Power Elite's Control of The Government of the United States" and "THEY" can murder anyone "They" want with an army of "Mercenaries" in the hundreds of thousands.
Dennis is the new Ralph Nader?
I don't think so.
Ralph would have not beed caught dead voting yes on that health deform bill.
Chelsea
In this whirling world, Dennis Kucinich is who I look to for info and guidance. The world has been surreal for quite awhile, but we are lucky just to know about the kinds of things that an incompetent gang like many in the CIA and JSOC are up to. I'm just grateful.
I'd get a compass if I were you.
Chelsea
Maybe you should get an education or at least get off your high horse and get real...
A few months ago, Kucinich voted for the Health Care bill, not because he supported it, but because he supported Obama. Now Kucinich proposes a bill to stop the Obama Administration's extrajudicial killing policy of Americans. What a joke Kucinich is. This is the Obama that he has to protect and now he will proposes a bill that will never get passed let alone voted on. Kucinich is progressive window dressing for the party.
You must think Dennis is not a politician. Personally, in this country I like a politician who people think is a joke. He must be doing something right. I suppose I was one of those people "against" the health care "reform" bill that the conservatives always talk about, but many of us were against it because it did not go far enough, not even a mention of a public option let alone single payer. Just keep laughing at Dennis. I learn quite a bit when I laugh, and nowadays get most of my news from this little site and the great news comedies that are much more informative than "news" shows.
I disagree...Dennis Kucinich is one of A very small handfull of congressmen who are there for us...Politics 101, did you ever graduate???
Was he there for us on that health care bill thingy? No!
He's all hat and no cattle.
If Dennis were really serious, he'd leave that sick Demoncratic Party in
the dust and become and Independent and STICK to his so-called principles instead of caving in.
Kucinich--"window dressing" for the Democratic Party?
Indeed.
Your memory is short..Was it not Dennis Kucinich who was nearly the only one who stood against Bush's war when the vote came down?...This speaks volumes for this man...That health care bill was A sham from the get go thanks to Obama catering to the Republican's and their Insurance company cronys...Dennis Kucinich is not perfect but he is damn near the closest we have in that vipers nest...He is definitly more good than bad and how many Senators can you say that about???
Bernie Sanders recently waffled on the FED audit with A compromise for Obama, but I can still find good in Bernie Sanders...You are NOT going to get everything you want out of any Senator at any given moment and Alan Grayson may some day let us down...Thats politics and if you can name one in history that made all the right moves I am waiting for your responce Ms. Chelsey!!!
I don't understand these snarky comments about Kucinich. He has been one of the most principled reps we have, the vote on healthcare notwithstanding. As for carping that this proposal is only to protect American citizens, don't forget that Kucunich also brought up the bill to prevent further funding for the war (for which 65 congress members voted). Who else has done as much?
Indeed.
This is absolute nonsense, and it will go nowhere. If the acts were extrajudicial, then a crime was committed, and somebody ought to be tried. Why do we need legislation to end that which was Constitutionally repugnant to start???
It all seems to be so obvious that this bill should not have to be passed. But it does. All the things that Englishmen once fought for to get justice, habeus corpus, and trial by a jury of ones equals, has been thrown away by the President of the United States, and with the connivance of the congress. This has been done because of 19 madmen nearly 9 years ago. Many thousands have died and no one is any more safe. And all for the sake of 'liberty'.
Patrick Henry said "The timid prefer the calm of despotism".
What 19???

Chersonsky's comments sound so accurate, but do you think Dennis is really going to hand the country over to the neocons like Nader did in 2000. It was done in Jimmy Carter's second election also. A third candidate to drift some of votage helped Clinton get elected too, didn't it. The tea partly will probably foist up a Paul this year, but it will still be very Perotvian (kookily ineffectual). I liked especially Chersonsky's #6 parenthetical, but everything is hopeless in the face of the TLC, right. But it's so far intriguing (wrong word)to watch it all keep going down. Maybe it will bounce.
